Supporting the Tourism Industry in the Context of the Coronavirus Pandemic and Economic Crisis: Social Tourism and Public-Private Partnership

The present article explores the possibilities of restoring the tourism industry in the Russian Federation by attracting investment and public-private partnership. The purpose of the study is to analyze the possibilities of restoring the Russian tourism industry, taking into account the losses incurred due to the COVID-19 pandemic, and to determine the main areas of state support. The article provides an analysis of statistical information showing the calculated amount of damage to the tourism industry from the spread of coronavirus infection, and possible negative consequences in the future, as well as data from an expert sociological survey. The authors analyze the measures and the need for state support for the industry that is in an ongoing state of economic crisis and note the problems of tourism development in Russia and several European countries that resulted from the spread of coronavirus infection. The authors consider possibilities and prospects of restoring the tourism industry in the future, describe measures to support the tourism industry planned by the Russian government, as well as anti-crisis programs undertaken in several European countries that are designed to help the tourism industry survive during the crisis. It is shown that support measures undertaken in Russia are incomparable with the help provided to the tourism industry by the governments of several European countries. The authors question the effectiveness of these measures as well as consider possible changes in the business model of the tourism industry and the opportunities to increase the role of public-private partnership projects. The results and suggestions proposed by the authors will be of interest to both the tourism business practitioners, investors in the tourism industry, representatives of relevant government agencies, and researchers studying issues of state regulation of the tourist services market.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

After a significant contraction in 2009, tourism rebounded strongly  in  2010  and  in  2011  the  international  tourist  arrivals  and  receipts  are projected to increase substantially. The Tourism industry is expected to show a sustained recovery in 2012. The crisis has particularly strong impact and slightly negative consequences in Bangladesh. The country is undergoing a political crisis, as well, and it seems that the forthcoming elections may be the only solution for the restoration of stability and social peace.  In addition, tourism can be the driving force behind Bangladesh economic recovery. However, for its achievement the country’s policy makers should take several measures towards restructuring and improving the sector. These measures include: enhancement of alternative forms of tourism; environmental protection; creation of quality infrastructure; and boost of competitiveness through a tourism product that offers value for money

For the first time in history, almost all the domestic and international tourism destinations have restrictions for travel worldwide because of corona virus pandemic. Corona virus disease calls the COVID-19 pandemic is an ongoing problem in more than 210 countries in the world. The purpose of this study is to find the tourism impact of COVID-19 in Nepal and purpose recommendations for the preparation of evidence based policy and strategies for further development of the tourism industry in Nepal. Secondary data used in this study were obtained from the ministry of tourism in Nepal and other various web sources and primary data were collected from the online survey and collected 52 samples. They are involved in the hospitality, education & consulting, travel & tours, adventure & expedition, trekking agencies, and government officials from national tourism originations. The study highlights that the tourism contribution in Nepal’s GDP (Gross Domestic Product) as a significant sector that has a linkage with other sectors. Also, the Nepalese tourism industry is dependent on international factors and the Nepal tourism industry highly relies on foreign tourists and cancellation of the mountain climbing permits for the year 2020, affects the income of foreign currency as building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields. well as the local economy, the loss of thousands of jobs in the tourism sector and others sectors. Overall analyses suggest that building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields.

This paper is devoted to the ability of selected European countries to face the potential economic crisis caused by COVID-19. Just as other pandemics in the past (e.g., SARS, Spanish influenza, etc.) have had negative economic effects on countries, the current COVID-19 pandemic is causing the beginning of another economic crisis where countries need to take measures to mitigate the economic effects. In our analysis, we focus on the impact of selected indicators on the GDP of European countries using a linear panel regression to identify significant indicators to set appropriate policies to eliminate potential negative consequences on economic growth due to the current recession. The European countries are divided into four groups according to the measures they took in the fiscal consolidation of the last economic crisis of 2008. In the analysis, we observed how the economic crisis influences GDP, country indebtedness, deficit, tax collection, interest rates, and the consumer confidence index. Our findings include that corporate income tax recorded the biggest decline among other tax collections. The interest rate grew in the group of countries most at risk from the economic crisis, while the interest rate fell in the group of countries that seemed to be safe for investors. The consumer confidence index can be considered interesting, as it fell sharply in the group of countries affected only minimally by the crisis (Switzerland, Finland).

Tourism in Nepal becomes a strong contributor in National economy after it boomed in eighties. It has become important foreign export being major source of foreign exchange. A part from this, it has been contributing in creating direct & indirect employment opportunities. Realizing the importance of tourism sector to uplift national economy, Nepal government has formulated various policies plan, and strategies to develop tourism as sustainable industry. Tourism master plan 1972 was an important step in policy formulation Nepal Tourism Board (NTB) was established in 1999 with the principle of Public Private Partnership (PPP) with the Principle of Public Private Partnership (PPP) approach. Since then, NTB has been marketing "Nepal as an enchanting holiday destination in world tourism market. It has adopted various strategies and undertaken different activities in order to promote Nepal as a must visit destination. We have abundant resources for which the country enjoys competitive advantages. Tourism represent one among such sectors which could rebuild the image of the country bringing back multifaceted benefit to the country and the people at large it also emerged as an exemplary model for the Nepalese economy and represent around 4% to the country GDP and is also a major source of employment, it has developed as an independent sector of the economy heavily involving the Nepalese private sector. Travel agencies are among such private sector wings which are responsible to bring or has contributed to great extent to invite lots of tourist from all over the world. So to great extent promotion of tourism by these travel agencies has direct correlation with the inflow of tourist in Nepal. Opportunities for PPP in Culture In recent years, the importance of PPP has increased - but the projects still remain focused and concentrated in the infrastructure / transport industry. Public-private partnership in some areas of the cultural sector could provide many benefits to both par-ties. There is at present an absence of any mentionable experience with PPP projects in the culture and no special legislation for this application area. This article aims to provide a brief analysis of the advantages and problems of the PPP projects in the field of culture that is dominated by the state offers and their influence on the future situation in this sector.
