The questions of functioning of socially oriented non-profit organizations in modern economic conditions are considered. Proposals for state support of attracting extra-budgetary funds to support the SONO with the help of mechanisms to stimulate public-private partnership, volunteering, charity are substantiated. The analysis and formulated specific proposals for the development of the Institute of socially oriented NGOs in the field of health, education and culture. The work has prepared a number of proposals and practical recommendations for the Executive authorities.

Introduction. Effective functioning of transport infrastructure is a basic condition for modernization of the Ukrainian economy and improvement of the quality of life of the population. Currently, there are no effective tools and techniques for comprehensively assessing the effectiveness and priority of project implementation within public-private partnership (PPP) models.The research hypothesis is to find out how public-private partnerships can act as an effective tool for government regulation of innovative development of transport infrastructure.The aim is to conduct a qualitative and quantitative assessment of the efficiency of the implementation of projects in the field of transport infrastructure using PPP models.The methodology of the study is the apparatus of system, economic and statistical analysis, construction of mathematical models, with their subsequent computer implementation.Results: clarified the concept of public-private partnership in the field of transport infrastructure; systematic analysis and classified models of PPP were carried out with identification of their main features; identified the main factors and parameters (financial and economic characteristics of the projects) that determine the effectiveness of PPP in transport infrastructure and proposed algorithm for evaluating the effectiveness of PPP projects; performed research on the ranking of characteristic risks for transport infrastructure projects, performed ranking of characteristic risks; a mathematical model of risk assessment of PPP projects in transport infrastructure has been developed; practical recommendations are given to improve the mechanism for assessing the efficiency and priority of implementation of transport infrastructure development projects based on PPP.Conclusions: it is proved that ranking and implementation of public-private partnership models on the basis of the developed basic principles (payment, competitiveness, equality of all economic agents in access and in the right of PPP contract negotiation) allows to realize the benefits of a comprehensive PPP mechanism for each of its participants. The practical recommendations of the mechanisms for assessing the risks and priorities of PPP projects in the field of transport infrastructure will improve their implementation by further shaping the overall environment of PPP development, enhancing the support and guarantees of the state and developing a unified concept of PPP mechanism development in Ukraine.

The present article explores the possibilities of restoring the tourism industry in the Russian Federation by attracting investment and public-private partnership. The purpose of the study is to analyze the possibilities of restoring the Russian tourism industry, taking into account the losses incurred due to the COVID-19 pandemic, and to determine the main areas of state support. The article provides an analysis of statistical information showing the calculated amount of damage to the tourism industry from the spread of coronavirus infection, and possible negative consequences in the future, as well as data from an expert sociological survey. The authors analyze the measures and the need for state support for the industry that is in an ongoing state of economic crisis and note the problems of tourism development in Russia and several European countries that resulted from the spread of coronavirus infection. The authors consider possibilities and prospects of restoring the tourism industry in the future, describe measures to support the tourism industry planned by the Russian government, as well as anti-crisis programs undertaken in several European countries that are designed to help the tourism industry survive during the crisis. It is shown that support measures undertaken in Russia are incomparable with the help provided to the tourism industry by the governments of several European countries. The authors question the effectiveness of these measures as well as consider possible changes in the business model of the tourism industry and the opportunities to increase the role of public-private partnership projects. The results and suggestions proposed by the authors will be of interest to both the tourism business practitioners, investors in the tourism industry, representatives of relevant government agencies, and researchers studying issues of state regulation of the tourist services market.

The purpose of the presented study should be considered the identification of promising areas and the organizational and economic mechanism for the potential participation of non-profit organizations in the implementation of projects and programs of corporate social responsibility based on the use of public-private partnership opportunities in solving systemic problems of regional development, primarily in such urgent areas of social development as social sphere and reduction of differentiation between population groups. The article presents methodological approaches that reflect the topical issues of determining the place and role of NGOs in the Russian economy. In modern conditions, non-profit organizations should become an important participant in the comprehensive implementation of corporate social responsibility programs for various business entities within the same territory and region, which will increase the effectiveness of financial investments of all market participants, including the state through the use of the mechanism of public-private partnership, and to create a transparent system of accounting and control of the results of this activity in relation to the obtained socio-economic effects.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

The article considers normative requirements, organization procedure, legal forms of support by state authorities of the Chuvash Republic of socially oriented non-profit organizations that provide socially useful services to both the population as a whole and individual citizens. Emphasis is placed on the main forms of State support in the national region; in particular, we considered property, financial, information, support in the field of training, additional professional education of workers and volunteers (volunteers) of socially oriented non-profit organizations. The purpose of the study is to analyze regional measures of state support for socially oriented non-profit organizations in the social sphere within the framework of the current legislation. According to the results of the study, the authors believe that the current legislation should establish the volume and quality of socially significant services for various categories of the population provided by non-profit organizations, approve the criteria for maintaining a register of organizations that will receive state support, and develop a program of preferential loans for non-profit organizations.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

The paper examines the cooperation consists of the public / private partnership in the American environment, starting from the definition of the same, as experience shows partneship to represent the local government an alternative way to pursue growth and improvement in respect of sustainable development. In this context also shows the need for local government to work with business and the community to promote the territorys competitiveness, and wellness of local residents. The case of San Diego, California, shows how virtuous interaction and collaborative subjects (private, public, non-profit) has led to the economic and social development of different neighborhoods.

Ways of interaction between the state and business in the training of specialists with higher education are discussed in the article. A reduction in the budgetary financing of the activities of universities is observed in the Republic of Belarus. The need to find alternative sources of funding arises. In particular, the mechanism of public-private partnership is proposed to be used for financing. Tasks of higher education institutions and business in the field of higher education are presented. Forms of public-private partnership for the educational sphere are considered: partnership, non-profit organization (partnership, foundation), use of contracts as administrative contracts.

AbstractThe objective of this article is to analyse critically a government proposal to privatize the management of federally-run secondary schools in Nigeria. Although they have performed relatively well over the years, recent problems have led to a decline in academic standards in these schools. The article examines the potential merits and demerits of the proposed public-private partnership with a view to assessing whether the partnership can add value to the current public model. Although the analysis falls short of endorsing the proposed reform, the article recommends its phased implementation subject to the application of specific legal and practical considerations. It argues that there are enforceable limits to changes in secondary education policy and that the government has an obligation progressively to implement free and compulsory secondary education. It also highlights a number of practical matters meant to ensure that the best interests of any affected children will be taken into account.

Development of the Russian economy causes the growth of public requirements and structural changes connected with it directed to an increase in the efficiency of social and economic tasks solution. Need of partnership of the state and private business development for the solution of problems in the social and economic sphere predetermines by the insufficiency of opportunities of the public (budgetary) financing of investment projects, large-scale and significant for society. The public-private partnership (PPP) acts as one of the modern economic mechanisms allowing realizing the interaction of the state and business. The PPP, on the one side, represents a special form of influence of state authorities and management for the purpose of stimulation of business activity, and with another, acts as the economic mechanism of the solution of social and economic tasks. The article is devoted to the consideration of the public-private partnership mechanism as one of the most modern methods of economic activity state regulation which basis the basic coordination principle of the parties interests and allowing to combine interests and technologies of business. Need and the prospects of further development of mechanisms of state-private partnership on the basis of the state strategic planning are proved. Special attention is paid to the interrelation of development of public-private partnership and need of theoretical scientific research in the field of improvement of institutional, ensuring its realization. It is shown that the role of the mechanism of public-private partnership in the economy is defined, first of all, by its elements as subjects and objects of public-private partnership, priority spheres of realization. Authors allocate and describe a number of aspects of the mechanism of functioning of public-private partnership, namely: organizational and legal, financial and investment, technical and organizational, regional. In the article, the main problems connected with the development of the mechanism of PPP, including with lack of the description of concrete mechanisms of use of the majority of forms of PPP and lack of regulation of questions of division of powers between public authorities and business are allocated and proved.
