Based on 15 indicators of socio-economic situation, an integral indicator of the assessment of investment attractiveness was formed and ranking the subjects of the Russian Federation, which are part of the Volga Federal District. As a result of hierarchical cluster analysis, the Volga Regions are distributed in five clusters, taking into account the standard of living of the population, financial opportunities and industrial production dynamics in 2018. From the point of view of authors, the obtained classification of regions can be used in making decisions on the implementation of investment projects in the Volga Federal District

The article studies the system of indicators characterizing the innovative development of regions. A hierarchical classification of the subjects of the Volga Federal District of the Russian Federation by indicators characterizing the results of innovative activities of organizations, including agricultural enterprises, has been performed. A comparative analysis of the regions by the level of innovative development is carried out. Regularities are revealed, prospects for further development are determined. For each cluster, promising areas of innovative economic development are identified. The connection of science and production, leading to innovative development, is shown.

The article is devoted to the regional socio-economic and social development of Russian regions. The authors draw attention to recent trends in the study of these processes. It is proposed to use the statistical collection «Regions of Russia, socio-economic indicators» as a source of information. The method of determining the integral indicator of regional development is proposed, a computer program is used to determine its numerical values on the basis of the block «Medicine, Education and Science». Numerical indicators proposed by the Ministry of Economic Development of the Russian Federation for calculating the integral indicator are described. For the regions of the Central Federal District, calculated data on the level of social regional development are provided. The analysis of the presented data is carried out, conclusions are drawn about the possible directions and prospects for further research in the temporal and spatial aspects.

Subject. This article tends the approaches to identifying the category of subsidized budget in the Russian Federation and classifying the regions by level of their subsidy dependence. Objectives. The article aims to explore approaches to the interpretation of the category of subsidized budget, propose criteria for categorizing the regional budgets as the subsidy dependent ones, offer an original definition of the local budget subsidy dependence, and on this basis, classify the regions of Russia by level of subsidy dependence. Methods. For the study, I used the methods of comparative, logical, and statistical analyses, and grouping. Results. The article proposes an original definition of budget subsidy dependence and a classification of regions by subsidy dependence level. It also highlights the main problems of Russia's heavily subsidized regions. Conclusions and Relevance. The proposed identification and classification of subsidized regional budgets and analysis of their current state helped reveal the increasing financial dependence of regional budgets on Federal center grants. The results of the study can be used to further explore the area of modification of regulation of inter-budgetary relations based on the type of subsidization of Russia's regions.

This article is devoted to the assessment of intellectual capital, in particular, the development of a system of statistical indicators. In order to develop a system of statistical indicators, a comparative analysis of approaches to the definition of intellectual capital, as well as its structure, has been carried out. As a result of the performed analysis, it is proposed to study intellectual capital from the point of view of its essential specifics, taking into account the theoretical aspects of capital reproduction. For a comprehensive statistical analysis of intellectual capital, a multi-level system of indicators has been developed, the first level of which includes two components: intellectual potential and the result of its use, as well as three groups of indicators characterizing the process of intellectual capital reproduction: production of intellectual capital, distribution, exchange and its consumption. The second level of the scorecard details the components and groups of the first level. The third level includes individual indicators of intellectual capital. Using methods for constructing relative values and series of dynamics, the analysis of the presence and dynamics of intellectual capital by individual indicators in the Russian Federation and in comparison with the countries of the world was carried out. It was found that some indicators give multidirectional trends that complicate the overall interpretation of the results. It is concluded that it is necessary to develop a complex integral indicator of intellectual capital.

We consider various approaches to understanding and classifying such phenomenon as “iatrogenesis”. Taking into account the specifics of the stated theme, we highlight informational and mental manifestations of iatrogenesis, we identify approaches where these types differ, as well as approaches where they are identical. Due to this, we analyze informational and mental iatrogenesis from the juridical science point of view. We define the reasons for the criminal liability of a medical worker for “classical” mental iatrogenesis as highly controversial. At the same time there is a civil liability, namely, the issue of causing moral harm. In the context of the consideration of informational iatrogenesis, we propose to pay attention to the provisions of Article 137 of the Criminal Code of the Russian Federation and Article 732 of the Civil Code of the Russian Federation, as well as the provisions of criminal legislation on offenses to which medical workers may be subject, and the provisions of civil legislation on redress for the non-pecuniary damage as a civil liability. The conducted research led to the conclusion that it is impossible to identify informational and mental iatrogenesis from a legal point of view. We substantiate the necessity of conducting work at the legislative level on a clear classification of iatrogenesis as a basis for further research on its individual differentiations, which have legal significance both in doctrinal and practical terms.

In the conditions of social changes and economic modernization special attention should be paid to operation and development of the service industry as its degree of development mainly defines the rate of employment, living environment, and the level of life in the country. Estimation and management of the service sector from the operational point of view is performed with the help of principles of classification of business entities and peer grouping. This approach enables us to apply holistic analysis to functioning system and to take justified decisions. At present, all service entities based on the territory of the Russian Federation can be grouped according to the following characteristics: type of industry, economic activity, organizational and legal form, form of ownership, sector of economy, and location.

Purpose The purpose of this study is to substantiate the necessity and to develop the innovative mechanism of government support for the investment activities of digital universities for provision of region’s investment attractiveness in the conditions of Industry 4.0. Design/methodology/approach The authors use the method of regression analysis for determining the dependence of the aggregate volume of investments (internal and external), which are attracted into the regional economy, on the volume of investments into fixed capital in the sphere of education (as the indicator of investment activities in the sphere of digital education) by the example of the regions of the Volga Federal District of the Russian Federation in 2018. Findings It is substantiated that the modern Russian mechanism of government support for investment activities of universities (including digital), which is based on such tools as norming and standardization, tax preferences and co-financing, does not allow for full implementation of the existing potential of digital universities in increasing region’s investment attractiveness in the conditions of Industry 4.0, which reduces the investment rating and volume of attracted investment resources in the regional economy – as is shown by the example of the regions of the Volga Federal District of the Russian Federation. Originality/value The determined problem could be solved by the presented innovative mechanism of government support for the investment activities of digital universities for provision of region’s investment attractiveness in the conditions of Industry 4.0. It is implemented on the basis of new – for modern Russia – tools: information and consultation support for investment activities and institutional support for integrating digital universities for joint realization of the investment projects in a region. The advantage of the developed mechanism is transfer of the financial load and responsibility for the investment activities from the state to digital universities because of the creation of market stimuli for conducting these activities.

The scientific paper provides a comparative analysis of the development level of the transport infrastructure in the Russian Federation constituents of the Southern Federal District. The analysis of the statistical data on the transport activity shows an increase in the volume of transport services in Rostov-on-Don and Krasnodar from 2012 to 2018. In Volgograd region and Astrakhan Oblast there is a decrease by 22% and 6% respectively. With regard to the motor hard surface highways per 1000 km2 there is a significant difference between the Russian Federation constituents in the Southern Federal District. The gap in the values of indicators in Krasnodar, Rostov-on-Don and other regions reaches 50%. In addition, a direct relationship between the social indicators and the volume of transport services for the period under consideration has been identified. In order to assess the development level of the region's transport and logistics infrastructure an integral indicator has been calculated based on the calculation of the relative coefficients of the transport activity in the Russian Federation constituents. As a result, the study shows that the highest value of the integral indicator characterizing the development level of the vehicular transport infrastructure is in Krasnodar Territory, the lowest value is in the Republic of Kalmykia. It should be noted that there is a significant imbalance in the development level of the transport and logistics infrastructure in different regions, which determines their different investment attractiveness and social and economic progress.

Abstract The variety of geographical studies of a region is as great as the diversity of its “portrait” – characteristics and phenomena associated with it. A region has never been considered in isolation from its synonymous concept “district”. The most common interpretations of ‘region’ in the scientific environment and in the information space, its generally accepted definition remains the subject of scientific research, disputes and discussion. In accordance with the tradition established in recent years, the minimum administrative-territorial area in the territory, called a region, is a constituent entity of the Russian Federation. The article analyses foreign and domestic studies of the definition of a region, clarifies the author’s interpretation, and evaluates the parameters of the territorial taxon. The main problems of common features of the visualization of a region, its attractiveness, socio-economic factors of the vital activity of the population (standard of living, living conditions, quality of life), attitude to their region from the point of view of substantiation of their genesis and subjectivity of parameters are formulated. The article presents the results of a sociological survey conducted within the framework of quantitative-qualitative methodology among the respondents of the Volga Federal District. The analytical assessment of the most mass responses of the survey participants is given, visualized in the form of graphs.

The article is devoted to the study of modern approaches to the formation of consumer demand. The classification of the types of various factors influencing the consumer's behavior and deciding on the purchase of a product or service has been made, on the basis of which the types of consumption are distinguished. Given the advent of the era of consumerism, the attention is paid to the network effects, in particular the Bandwagon effect and the Snob effect. Their influence on the consumer from the point of view of economic theory is considered and the result of their influence on the consumer demand by means of the graphical models is illustrated. The analysis of consumption peculiarities in Ukraine in modern conditions, which are conditioned by the differentiation of the standard of living of the population, has been carried out. The dynamics of changes in the volume and structure of income and expenditure by Ukrainians has been investigated. The decline in purchasing power and increase in signs of deprivation of domestic consumers is revealed, which is confirmed, among other factors, with decrease in food consumption over the last five years by all types of products. Recommendations on measures aimed at stimulating consumer demand growth are given.
