The innovative mechanism of government support for the investment activities of digital universities for provision of region’s investment attractiveness in the conditions of Industry 4.0

Purpose The purpose of this study is to substantiate the necessity and to develop the innovative mechanism of government support for the investment activities of digital universities for provision of region’s investment attractiveness in the conditions of Industry 4.0. Design/methodology/approach The authors use the method of regression analysis for determining the dependence of the aggregate volume of investments (internal and external), which are attracted into the regional economy, on the volume of investments into fixed capital in the sphere of education (as the indicator of investment activities in the sphere of digital education) by the example of the regions of the Volga Federal District of the Russian Federation in 2018. Findings It is substantiated that the modern Russian mechanism of government support for investment activities of universities (including digital), which is based on such tools as norming and standardization, tax preferences and co-financing, does not allow for full implementation of the existing potential of digital universities in increasing region’s investment attractiveness in the conditions of Industry 4.0, which reduces the investment rating and volume of attracted investment resources in the regional economy – as is shown by the example of the regions of the Volga Federal District of the Russian Federation. Originality/value The determined problem could be solved by the presented innovative mechanism of government support for the investment activities of digital universities for provision of region’s investment attractiveness in the conditions of Industry 4.0. It is implemented on the basis of new – for modern Russia – tools: information and consultation support for investment activities and institutional support for integrating digital universities for joint realization of the investment projects in a region. The advantage of the developed mechanism is transfer of the financial load and responsibility for the investment activities from the state to digital universities because of the creation of market stimuli for conducting these activities.

Purpose The purpose of the paper is to develop the scientific and methodological provision of an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 by the example of regional flagship universities of modern Russia. Design/methodology/approach The authors use the method of regression analysis for determining the dependence of the level of digitization of regions’ economy on the competitiveness of their basic universities. The research is performed by the example of regions of the Volga Federal District of the Russian Federation, in which there are regional flagship universities as of early 2019. Findings It is determined that audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 in modern Russia is conducted within the monitoring of the effectiveness of universities by the Ministry of Education and Science of the Russian Federation. Most of the indicators that are necessary for the audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 are not taken into account. The data of the monitoring allow compiling a fragmentary idea of the potential of a regional flagship university in training of digital personnel for the regional economy in the conditions of Industry 4.0, while the results of this training are not assessed or controlled. This leads to low potential and low efficiency of Russia’s regional flagship universities in training of digital personnel for the regional economy in the conditions of Industry 4.0. Originality/value The forms for an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0 by the regional flagship university are developed. The indicators of the potential and results of the university in training of digital personnel are combined with the existing methodology of evaluation of the effectiveness of universities in Russia. An additional advantage of the authors’ recommendations is the universal character of the developed forms, which allows using them in other countries for an audit of training of digital personnel for the regional economy in the conditions of Industry 4.0.

Purpose The purpose of this paper is to specify the conceptual foundations of educational cooperation of universities and companies of Industry 4.0 for maximizing its efficiency. Design/methodology/approach For determining the efficiency of educational cooperation of universities and companies of Industry 4.0 in modern Russia, the authors use the information and analytical materials on the results of monitoring of effectiveness of the activities of educational organizations of higher education in 2018. They use the indicators of the number of cooperation agreements and efficiency of cooperation – employment of graduates and the share of non-budget assets in revenues from the educational activities. These indicators are studied with the help of the method of regression analysis. The objects of the research are the flagship universities of the Central and the Southern Federal District of the Russian Federation. Findings Low efficiency of the educational cooperation of universities and companies of Industry 4.0 in modern Russia is observed. The authors show by the example of the flagship universities of the Central and Southern Federal Districts of the Russian Federation in 2018 that multiple agreements on their cooperation with the companies of regions in which they are located do not ensure high values of the indicators of employment of their graduates and the share of non-budget assets in revenues from the educational activities. Originality/value An algorithm of developing the educational cooperation of universities and companies of Industry 4.0 and a model of educational cooperation of universities and companies of Industry 4.0 are offered. The authors’ recommendations specify the conceptual foundations of the educational cooperation of universities and companies of Industry 4.0, as they orient the participants of this cooperation at achievement of specific formalized results and show the mechanism of achieving them.

Purpose The purpose of this paper is to substantiate the importance of an educational platform for digital modernization of modern Russia’s regions in Industry 4.0 and to determine the functions and conceptual foundations of organization of regional market of educational services for execution of functions for stimulation of digital modernization of Russia’s regional economy. Design/methodology/approach The authors use the method of regression analysis for studying the influence of the indicators of adaptation of the market of educational services to the conditions of Industry 4.0 on efficiency of digital modernization of economy of the regions of the Volga Federal District of the Russian Federation as of late 2018-early 2019. The information and empirical basis of the paper is materials of the index “Digital Russia” of the Moscow School of Management “Skolkovo.” Findings It is determined that the market of educational services plays an important role in the process of transition of regions of modern Russia to Industry 4.0, performing two functions: training of personnel who are capable of working with digital technologies and training of personnel who are capable of creating new digital technologies at a region’s companies. As a result, the educational platform of digital modernization of the regional economy is formed. The developed conceptual foundations of an organization of the regional market of educational services for execution of its functions on stimulating the digital modernization of Russia’s regional economy allow for three variants of the process of training of personnel: within execution of the order of partner companies in a regional technological park, within participation of the region’s companies in a tender for training of personnel and within an independent initiation of the process of training of personnel by universities based on the results of digital marketing. Originality/value The offered authors’ recommendations ensure the following advantages during the creation and development of the educational platform of a region’s digital modernization in Industry 4.0: high marketing activity of universities, direct sequence of training of personnel and improved treatment of the effectiveness of regional universities as the ratio of efficiency in personnel training to expenditures, which stimulates competition between universities and maximization of effectiveness of educational platform of a region’s digital modernization in Industry 4.0.

Purpose The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia. Design/methodology/approach The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it). Findings It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation. Originality/value The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

Purpose The aim of the paper is to identify the characteristics of terrorist risks in the regional aspect by using the example of the Russian Federation. Design/methodology/approach The cluster analysis revealed four groups of regions that differ in the level of terrorist risk. Then, based on comparison of regression analysis results for the selected regions and the country as a whole, a characteristic of factors contributing to and preventing terrorism was presented. Findings The research results showed that the main problems affecting the growth of terrorism, both at the national and regional levels, are the low level of economic freedom, as well as high political instability, crime rates, corruption and digital globalization processes. Therefore, when developing and implementing a counter-terrorism policy, more attention should be paid to these areas. Originality/value Assessing terrorist risk across national regions is a relevant problem. The identification of patterns in the commission of terrorist attacks and their regional distribution are of great importance for national counter-terrorism strategies.

The paper examines crowdfunding, crowdinvesting as modern forms of investing in various projects in the context of the emergence of the “fourth industrial revolution”, taking into account the priorities of the international integration of the Russian Federation (BRICS, EAEU). The author assesses the traditional system of exercising the rights and legitimate interests of participants in modern forms of investment for compliance with new needs under the introduction of innovative management technologies. The gaps in the legal regulation of the institution of crowdfunding in Russia, including: legal uncertainty in the qualification of an agreement concluded on an investment platform; lack of fixed legal guarantees for participants in investment projects, etc., have been identified. Given the processes of transformation of public relations under Industry 4.0, the author identifies ways to eliminate gaps both in legal regulation and in theoretical and legal aspects. According to the author, such changes are intended to prevent violations of the rights of business entities in the context of Industry 4.0. and reflect the domestic legal policy in relation to alternative forms of financing innovative projects based on digital technologies by business entities of the countries participating in integration associations with the participation of the Russian Federation.

Purpose The purpose of this paper is to substantiate the basic role and to develop recommendations for increasing the attractiveness of a regional market of educational services in modern Russia for provision of its global competitiveness in the conditions of industry 4.0. Design/methodology/approach The authors use the method of regression analysis for evaluating the influence of the indicators of investment attractiveness of a regional market of educational services – volume of investments into fixed capital in the sphere of education and state expenditures for financing of education – on the indicator of global competitiveness of this market in the conditions of industry 4.0 – number of foreign students – by the example of regions of the Volga Federal District of the Russian Federation. The empirical basis of the research is statistical materials of the Federal State Statistics Service of the Russian Federation for late 2018 and early 2019. Findings It is proved that investment attractiveness of a regional market of educational services is the basis of its global competitiveness in the conditions of industry 4.0. A barrier on the path of full-scale digital modernization of the system of higher education in modern Russia is the absence of private venture investments, which shows low investment attractiveness of a regional market of educational services. Originality/value It is substantiated that the causes of emergence of the determined barriers have the institutional nature and could be eliminated with the help of the complex of the recommended measures that are connected to usage of the mechanism of public–private partnership for financing of digital modernization education, flexible regulation of investment activities of digital universities, which is selected for each specific project, and coordination of the investment activities of universities at the regional level and creation of a specialized digital portal. Practical implementation of the offered measures will allow achieving significant growth of global competitiveness of a regional market of educational services of modern Russia in the conditions of industry 4.0.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
