To reduce slum areas, the government of Semarang City has issued a decree of determination of slum areas in 2014 and initiated some slum upgrading activities from the central and local government. Kaligawe, as one of the areas close to the industrial estate and has many residents, is included in a slum area that must be handled. The slum area in Kaligawe consists of 7.35 hectares from RW 1 – RW 4. In addition to the description of the slum characteristics, residents' assessment is also needed regarding the neighborhood condition. This study aims to analyze residents’ assessment in Kaligawe as one of the slum areas in Semarang. This study applied a questionnaire survey that was distributed to 90 residents of Kelurahan Kaligawe slum area randomly from RW 1 – RW 4 and NUAP Kaligawe 2017 document review as the data collection source. The findings indicated that although Kaligawe has a low socioeconomic level, the residents’ assessment of Kaligawe’s neighborhood is overall good. It is because they are already used to live with recent neighborhood conditions, and also significant improvement resulted due to slum upgrading program in Kaligawe area.

Slum especially in big cities such as Semarang City occurred not only in the inner city but also spread tothe suburbs of Semarang City, one of them in Banyumanik District. Based on the Decree of Mayor of Semarang no.050/801/2014 about Determination of Slum Location at Semarang City, there are 6 (six) urban villages inBanyumanik District which have slum areas. Determination of the slum area is based on the Semarang City SlumInventory Study from 2010 to 2014. As a consequence, it is known that the main problem causing the development of slum settlement is related to the availability of environmental infrastructures : road network, sanitation, clean water, and drainage. This research was conducted to determine the slum level in the slum areas located inBanyumanik district based on the availability of environmental infrastructure. The analysis included descriptive analysis to explain the characteristics of slum settlements and the availability of existing environmental infrastructure, and scoring analysis to determine the impact of the availability of this infrastructure on the slum level.Based on the results of the analysis, shows that the slum settlements in RT 01 / RW IV of Jabungan have the highestslum level in Banyumanik district.

This study aims to analyze the level of slum area in Subulussalam City. The location of the study is conducted in Subulussalam City, Aceh Province, based on the Decree of the Mayor of Subulussalam No. 188.45 / 101/2014 concerning the determination of the location of slums in Subulussalam City, there are 5 slum areas with a total area of ​​61.77 hectares spread across 5 villages in 5 sub-districts which receive priority handling of slums through the KOTAKU program. The result shows that slum areas in Subulussalam City showed similarities with the results of Anggara's analysis (2018) of slum areas in Tanjung Beringin District, Serdang Bedagai Regency, which is at Medium slum level with a score of 64.

Abstract_ Disaster resilience has become an important urban agenda due to the increasing disaster intensity and massive impacts. Developing framework for measuring disaster resilience is a critical policy particularly for urban slum area. It requires extensive and comprehensive approach to achieve sustainable measurement. Providing the integration of the research and the present disaster resilience measurement through content analysis of qualitative approach, this study introduces the framework composed of categories and indicators for improving disaster Resilience in urban slum areas under upgrading efforts. It recommends that community capital: the public infrastructure and facilities, human, financial, natural, and social can be categories for indicators development. These capitals can reflect numerous elements, resources, and relationships within an urban slum areas and its main contribution for community.Keywords: Disaster Resilience; Slum Upgrading; Community Capital.

ABSTRACT This research has a long-term aim to help the government’s program in alleviating poverty and creating a healthy environment. The aim will be achieved by an implementation and trial of existing Optimizing of Space based on occupancy profiles. The trial and implementation were performed by using modeling techniques, both 3D graphic model and mock up model. The modeling techniques were performed through a design experiment process in a laboratory. It was selected based on the characteristics of the low economic, education and knowledge capacities, and the low level of awareness of the society in the slum areas. The result of the research is a healthy and productive dwelling model for the occupants. This innovation of a healthy and productive dwelling model can be a frame of reference for a mass dwelling establishment or construction done by the government, private companies (CSR), or NGOs in order to upgrade the slum areas and alleviate poverty. ABSTRAK Penelitian ini bertujuan jangka panjang untuk membantu program pemerintah dalam pengentasan kemiskinan sekaligus menciptakan permukiman dan lingkungan yang sehat dan berkelanjutan. Tujuan ini akan dicapai melalui pengimplementasian sekaligus pengujian Konsep Optimalisasi Ruang berbasis profil penghuni yang telah ada. Implementasi dan pengujian Konsep Optimalisasi Ruang dilakukan dengan menggunakan metode pemodelan, baik model 3D grafis maupun maket (mock up). Metode pemodelan dilaksanakan melalui proses eksperimentasi desain di laboratorium. Metode pemodelan dipilih berdasar karakteristik kemampuan ekonomi, pendidikan/pengetahuan, dan tingkat kesadaran masyarakat yang tinggal di kawasan permukiman kumuh yang masih rendah. Hasil penelitian adalah model hunian yang produktif dan sehat bagi penghuninya. Temuan inovasi model hunian produktif dan sehat ini dapat dijadikan acuan untuk pembangunan/pengadaan hunian massal yang dilaksanakan melalui program pemerintah, swasta (CSR), ataupun swadaya masyarakat untuk penataan permukiman kumuh dan pengentasan kemiskinan. In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

The purpose of this researchment is to ascertain how wide the farming of species Saccharun Edule Hasskarl (terubuk) in sub district Tosa, district of East Tidore of Tidore Island through the indicator of the value revenue, production and selling prices so that the farmers will achieve The Break Event Point (BEP). The research method was used a quantitative method with the number of samples of 30 people. The determination of the sample method is using the census method or involving all members of the population into a sample of researchment. The secondary data collection was done by using library literature in the form of document review and relevant references to research object while primary data collection was done by using questionnaire. The data is using equation R /C Ratio, BEP Revenue, BEP Price, and BEP Production. Therefore from the results of the researchment it can be explained that the two of the thirty farmers come through the break event point, while the other twenty-eight farmers declared having a business that worth to be develop or experiencing profit, because the R/C ratio is above 1.0 with average profit reach Rp. 989.000, - per production / farmer.

Determination of fish landing price is important, as the same contributes to the structure, conduct and performance of the fish market in Lake Victoria. Determination of relevant landing price is a gap to console between fishermen, agents (middlemen), processors and the government. The main objective of this study was therefore to examine fish price determination. Specifically, to examine the methods for fish price determination and analyse factors that affect fish landing price in Lake Victoria, a cross-sectional design was employed, and 300 respondents were randomly selected from two district councils, namely, Sengerema and Buchosa. Both qualitative and quantitative data were analysed using descriptive statistics and inferential analysis. Findings show that landing price is determined through formal negotiation with processors, consultation with other traders, informal negotiation with buyers and Beach Management Unit (BMU). The study concluded that these are the common methods used to determine landing prices. Also, distance from fishing to onshore landing centres, market information channels, age and experiences of the fishermen are the factors significantly found affecting landing price. It is recommended that the mechanism for setting up fishery price, fish market structure, fishery information and the formation of fishery regulatory body needs fishery policy and sector reforms that mark the determination of fish landing price.
