How is an urban area influencing regional development? Urban area development policy with the primary purpose of driving its surrounding area development found a shift in meaning under the latest development. It initiates a complex relation between cities as network dots, which is not globally separable. This study aims to provide a theoretical analysis regarding its considerations and implications in practice through a study case of the Mebidangro urban area (Medan City-Binjai City-Deli Serdang District-Karo District) in North Sumatra Province, Indonesia. By using a content analysis method, the study evaluates the regional development policy. The result shows that Mebidangro urban area plays a role in influencing regional development through four entities: i.e., reducing income disparity, the centrality of productions and services, urbanization under the mobility context of labor and knowledge, and regional and international cooperation. The study also found that there is a tendency in which nowadays cities are not seen as a hierarchy. However, cooperation functions and its limits are global (world cities networks), not administrative or region. The fact supports an argument that the current area planning context is not only creating its surrounding area development but also as a part of the global city network. Mebidangro is one of the cases that illustrated this concept of operationalization practice. Through existing policy, this urban area was in such a way created to be able to become global city networks as a shifting of regional development planning paradigm from increasing surrounding area development to a region globally compete.

  Indonesia represents a particularly interesting country for studying development policies. It is large, being the fifth largest country in the world in population and the thirteenth in land size, geographically separated due to the island nature, and has a highly diverse society with a large number of different ethnic groups, languages and religious. It is also a country that has seen in long history as a struggling nation which never desperate. Regional study on developing countries as whole does not only imply regional economics of the regional entity economics of the regional entity as a whole and interregional connections, but also implies regional development policy and regional development policy and regional development planning.

Indonesia Art Institute of Yogyakarta is one of well- known art college in Indonesia. This institution has graduated many Indonesian famous artists. Located at Sewon, Bantul, this institution has a significant effect on the suburban area development of the institution surrounding area. The art atmosphere of surrounding area shaped by Art-activities that happened there. Many formal or informal artspace also located there stimulate the activities to become intense and sustain. Beside that One thing that enriching the art atmosphere is mural drawing that done in private properties in the public spaces. The mural drawing spreading around the suburban area surrounding the college building. 20 mural has been recorded only in one village, and its enrich the visual aspect of the sub-urban area and beautifully blending to the suburban area. The mural draws also expresses a message for people who have seen it as a sightseeing object and makes the suburban area as a public artwork gallery. This research aims to know the factors how the mural drawing can be blend to the area and strengthen the place identity of the area by knowing the relationship between mural drawing and where it is made. Observation has been done in the sub-urban area surrounding the Indonesia art institute of Yogyakarta. The concept of the mural is contextual to the site. Its usually represent the social or environmental issue that happens there. The space and sensitivity of selection the mural drawing theme not only make the artwork blended naturally with the area but improve place-identity of the area. Furthermore the phenomena have potential to be a theme of this suburban area development.

The world economic community is busy looking for new factors to accelerate economic dynamics. The use of space resources, the advantages of polarized development is the basis for the formation and development of growth poles. However, the problems of assessing the effectiveness of this territorial entity remain poorly developed. The purpose of this article is to propose a methodological basis for assessing the effectiveness of growth poles in the economic space of the region.

Objectives: In the current urban construction, the development planning of regional projects is not only a matter for the government, but also for many financing companies. Methods: Financial management is an important part of the entire regional development and planning process. This study made some suggestions for regional construction projects from the perspective of financial management, and on this basis, designed a financing plan for urban regional construction. Results: Finally, taking the development plan of the M industrial zone as an example, a comprehensive financing plan was determined based on the project’s financial situation and capital structure. Conclusion: It is hoped that this study can provide some suggestions for the financial management of urban area construction, and at the same time provide some reference for the financing scheme design of construction projects.

The condition of the border areas in Indonesia is largely isolated, lagging, poor, and backward so as to require an affirmafive and innovative development policy. This study discusses the asymmetrical policy of Jokowi-JK government in the development of border areas in Indonesia. Most of the border areas are Underdeveloped Regions, so a symmetrical or special policy is required so that the development of border areas is not left behind with other regions or other countries. The implementation of the policy was carried out with the development of infrastructure and basic social services for the community as well as financial distribution, implementation of specific policies and arranging the formation of New Autonomous Region (DOB) in welfare-oriented border areas. This asymmetric policy encourages accelerated development in border areas so as to improve the human development index.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning
