Abstract The advent of virtual currencies such as bitcoin raises a pressing question for lawmakers, regulators, and judges: should bitcoin and other virtual currencies be classified as money or currency for legal and regulatory purposes? I examine two different approaches to answering this question—a descriptive approach and a normative approach. The descriptive approach says that bitcoin and other virtual currencies should be classified as money or currency just in case they really are money or currency, whereas the normative approach says that this question of classification should be answered on the basis of substantive normative considerations. I argue against the descriptive approach and in favor of the normative approach.

This chapter first outlines the important opportunities offered by the European Union’s (EU’s) commitment to human rights in light of an increasingly worrisome internal and international context, characterised by enduring conflicts and a rise in authoritarianism and populism. Building on the foregoing chapters, this chapter then reflects on the challenge faced by the EU to deliver on its commitment to human rights. This chapter examines the challenge of delivery from a triple perspective: implementation, coherence, and effectiveness. The implementation section takes a descriptive approach to the delivery challenge, by exposing the various ways in which the EU fails to concretely apply its commitment in its daily operations. The coherence section takes an analytical approach to the delivery challenge by explaining it in terms of misalignments in the EU’s institutional and policy set-up. Finally, the effectiveness section takes a normative approach to the delivery challenge by suggesting ways in which the EU’s commitment can become more successful in improving respect for human rights within and outside the Union. The chapter then concludes with recommendations.

AbstractIn the Works of Love Kierkegaard answers the question what love is not by distinguishing types of love or by outlining cases or instances of how love occurs in human life (a descriptive approach) but by exploring what must be true for love to be at all (normative approach). Thus, he offers not a descriptive or conceptual but rather a hermeneutical and orienting account of love. Love as an orienting ought is sheer activity, always present, and therefore a mode of life rather than one particular activity among others. Living in this mode means loving others as a selfless self-but this can only be done when we are enabled to see ourselves and our neighbors not only as selves and other selves but as we are seen by God: as God’s neighbors. The upshot of Kierkegaard’s hermeneutical account of love is that love cannot be fully understood as a (reciprocal or onesided) I-you-relationship. Rather, such a relationship is a relationship of love only if and insofar as love-and therefore God-as the middle term enables two selves to fully relate in a you-you-relationship, a relation of true love.

The article analyses, how the Lithuanian school education system teaches to understand language and evaluate linguistic phenomena (linguistic diversity, different language forms and varieties) as well as language functions (communicative and function of identity). Basis of the research are the newest Lithuanian language textbooks for the last two gymnasium grades (11-12th grades), published since year 2000. Using qualitative analysis method it is being investigated, what notion of language is presented to the pupils, how much the descriptive approach to language of contemporary linguistics and knowledge about language are present in the textbooks, and to what extent there still exist attitude of the so-called traditional (prescriptive) grammar and ideas of language corrections. Language teaching at school serves double function – on the one hand, school teaches literacy, where language is understood as a tool for creation and analysing of texts. On the other hand, language in itself is a study object, about which pupils at school receive a certain understanding. Therefore, the question arises, what notion of language is being formed in the Lithuanian education system on the gymnasium level through teaching material – Lithuanian (native) language textbooks. Does the teaching material for the last two – 11-12th – grades provide knowledge about language of contemporary science, as it might be expected in the education of the 21st century? Do the pupils get introduced to science-based notion of language, as it is accepted in current linguistics, which is a descriptive science, that seeks to study and describe all the aspects of a language descriptively, based on facts, without prejudices and evaluations. Or is it on the contrary being followed the notion of language, which is characteristic of normativity and prescriptivism and which is rejected by contemporary linguistics as not scientific. The research analyses five Lithuanian language textbooks for 11-12th grades, published after year 2000, which have been selected for the analysis using the database of textbooks and other teaching materials (https://www.emokykla.lt/bendrasis/mokykis/vadoveliu-db/naujausi-vadoveliai). The main question, that is being raised with this research, is whether and to what extent scientific or non-scientific notion of language is being formed in school language textbooks, what attitude is predominant, and which notion of language is prevalent, if different attitudes exist. The method of the research is qualitative discourse analysis of the textbooks, using the qualitative data analysis program NVivo. The results of the textbooks’ analysis show, that non-scientific notion of language is dominant in the Lithuanian education system. The majority of the analysed textbooks represent this notion. The main characteristics of this notion, visible in the textbooks, are prescriptivism, romantic images of language, ideology of linguistic nationalism. However, besides the dominant normative approach to language, the scientific, descriptive approach is also visible in the textbooks, though to a lesser extent than the normative approach. One of the analysed textbooks is different from the rest ones with its exceptionally descriptive approach to language as a study object.

This article provides a historical, ethical, and conceptual review of medical futility disputes in the intensive care unit (ICU). Particular emphasis is placed on the role that physician power plays in these disputes. Specifically, the article analyzes the circumstances and arguments proposed to justify when physicians may stop life-sustaining treatment without the consent of either the patient or surrogate. The article begins by reviewing the history of the medical futility movement and the causes of medical futility disputes. Second, the major positions and policy statements addressing how such disputes should be resolved are summarized. Third, the article turns from an objective, descriptive approach to a more normative approach by highlighting the value-laden nature of most “futility” judgments regarding potentially inappropriate treatment. Finally, an outline of how clinicians should respond to requests for ICU interventions that they deem medically or ethically inappropriate is provided.

This study aims to describe 1) the form of cohesion contained in the news Watching Sakinah Movies, UIN Yogyakarta Give Praise Students and 2) describing the forms of coherence contained in the news Watching Sakinah Film, Students of UIN Yogyakarta Give Praise. The subjects used in this study were news of watching Sakinah film, UIN Yogyakarta students giving praise, and the objects used were sentences containing grammatical cohesion, a form of lexical cohesion. The approach used in this study is a qualitative descriptive approach. The data in this study are sentences in the news of Watching Sakinah Movies, This student is a method of literature study. While the method of data analysis in this study is descriptive method analysis method, the method used to analyze and describe cohesion markers and analyze markers of coherence. Test The results of the study show that in the news of watching Sakinah films, UIN Yogyakarta Beri Pujian students have varied markers of cohesion and coherence in the Tebuireng Online news discourse. Cohesion markers were found to reference (3), substitution (1), ellipsis (2), conjunction (3), collocation (1), and markers of coherence found cause-effect relationships (2), relationship coherence suggestions — goals (1), coherence temporal relations (1), and coherence of causal relationships (1).

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Cohesion and coherence in discourse play a role in forming a wholeness in the discourse itself, both discourse and writing. One of the written discourses is the news in the Jawa Pos newspaper, which is the distribution of basic food packages breaking the fast of Ramadhan for the poor in the Tuban area held by PT. PJB UBJOM PLTU Tanjung Awar-awar, in this news is thought to contain elements of cohesion and coherence. This study uses a qualitative descriptive approach and discourse analysis techniques. The data obtained contains cohesion and coherence. In this data collection, namely by listening to the news and recording it. The results of this study include grammatical cohesion, lexical cohesion and its coherence. Grammatical cohesion includes reference cohesion, recovery cohesion, release cohesion and liaison cohesion. In addition to cohesion there is also coherence that is like the coherence of the means of purpose, the coherence of reasons for action, the coherence of the meaning of reason and so forth. With the discovery of the use of cohesion and discourse coherence in Jawa Pos news.

The relationship between Fulani herdsmen and farmers has in recent years become hot-tempered motivated by competitive control of land resources, particularly in central and north-east Nigeria. In Taraba State, the ongoing nomadic migration pattern from the Sahel in quest of pastures has led to violent confrontation between Fulani herdsmen and farming indigenous natives. Using a descriptive approach consisting of documented evidence, in-depth interviews, and focus group discussions, the analysis revealed that conflicts between Fulani herdsmen and indigenous native farmers have culminated in population displacement and destruction of life and property in numerous rural enclaves in Taraba State. Despite the consequences of the conflicts, the Taraba State government was unable to act proactively because of the centralization of command over Nigerian security agencies. Accordingly, the study suggests decentralization of security agencies in Nigeria, especially the police, as the way forward for effective security governance in Nigeria.
