Abstract The definition of pH, its measurement and standard buffers, is well developed in aqueous solutions. Its definition in solvents other than water has been elaborated for a couple of solvents and their mixtures with water. However, the definition of a universal pH scale spanning all solvents and phases, not to mention standard procedures of measurement, is still a largely uncharted territory. UnipHied is a European collaboration and has the goal of putting the theoretical concept of an earlier introduced (2010) unified pHabs scale on a metrologically well-founded basis into practice. The pHabs scale enables the comparability of acidity between different phases. This article draws the connection of the concepts of unified acidity and secondary pH measurement.

This work examines the terms most frequently used to describe our field, which has variously been named Ergonomics, Human Factors, Human Factors Engineering, and Engineering Psychology. A large number of definitions were collected, including those assembled in an earlier technical report by Licht, Polzella, and Boff (1990). First, the definitions were stripped of connector words. Second, the prefix root terms that had the same meaning were combined and third, the words were tabulated and sorted to reveal the content terms most frequently employed. These data may be used to develop core, concise definitions or longer more expository descriptions of the field. The list of terms could also be used as a starting point for the development of definitions oriented for different target audiences (e.g., lay persons vs. other engineering/science experts) as a method of disseminating information concerning what we do.

The measured cell potentials for suspension potentiometric cells have been interpreted and explained by a detailed analysis of the schemes for these cells ["Guidelines for potentiometric measurements in suspensions. Part A. The suspension effect (IUPAC Technical Report", Pure Appl. Chem.79, 67 (2007)]. Some former disagreements amongst investigations have been clarified. A new unambiguous operational definition of the suspension effect (SE) is presented. It is defined as the difference in cell potential for two suspension potentiometric cells, one with both electrodes in the separated equilibrium solution (eqs) and the other with both electrodes in the sediment or suspension. This potential difference is the sum of the change in the indicator electrode (IE) potential and the change in the liquid junction potential of the reference electrode (RE), when the electrodes are used for measurement, once in the sediment of the suspension and then in its eqs.

Abstract This paper empirically tests a number of criteria proposed in the literature to identify the prototype of a linguistic category in order to see how they compare with each other - and what this can tell us about the concept of prototypicality. The item under investigation is through, and the starting point is an intuition-based definition of prototypical through. The different criteria are frequency of use, ease of elicitation, historical origin, patterns in L1 acquisition and patterns in L2 use. All instances of through retrieved for testing each of these criteria are classified according to a taxonomy couched in Construction Grammar terms. The findings confirm the special status of the intuition-based prototype of through (the [X moves through Y] construction) according to some of the criteria, but also reveal divergent results, in particular a central use of the instrumental prepositional phrase with through. Conclusions are drawn about the theoretical concept of prototypicality and its possible multi-faceted nature, and more generally about the place of empirical evidence in Cognitive Linguistics.

This paper aims to develop the concept and the definition of the maritime common good, its sub components and sub layers and to classify and analytically systematize it in the framework of modern theories addressing economic goods. Possible theoretical advancements and extensions in classification criteria are provided. International formal institutional framework is presented and elaborated. The accent is given to the development of theoretical concept and classification of economic goods as well as development of the Institutional Analysis and Development framework – IAD framework that is used to provide analytical understanding of the maritime good classification as well as allocation problems arising. This is performed in the light of ICZM protocol addressing coastal zones as of special concern particularly considering the intensive interrelations between humans and coastal zones. According to the developed classification criteria and analysis performed, the maritime good, as a complex good, can be classified dominantly as common good with limited renewability. The importance of further advancements of maritime common good governing mechanisms based on stakeholders’ inclusion into decision making process is emphasized in order to strengthen the potential of the mechanisms itself and the information background necessary for a successful management of the complex maritime common good.

In 1965 Christopher Alexander took the original step of analysing the city in graph theoretical terms and concluded that its historical or natural form is a semilattice and that urban planners of the future should adhere to this model. The idea was well received in architectural circles and has passed without serious challenge. In this paper, the value of such analysis is once again emphasized, although some of Alexander's arguments and his conclusions are refuted. Beginning with an exposition of the relationship between the graph theoretical concept of a tree, and the representation of a tree by a family of sets, we present a mathematical definition of a semilattice and discuss the ‘points’ and ‘lines’ of a graph in terms of a city, concluding that it is neither a tree nor a semilattice. This clears the ground for future graphical analysis. It seems that even general structural configurations, such as graphs or digraphs with certain specified properties, will fail to characterize a city, whose complexity, at this stage, may well continue to be understood more readily through negative rather than positive descriptions.

Goal. The purpose of the work is a comprehensive theoretical and methodological analysis of the definition of the concept and content of modern legal policy of the state. Method. The methodology of the study involves the use of a number of general and special methods of cognition, in particular: terminological analysis, synthesis, induction, deduction, structural-functional and comparative law. Results. In the course of the research it is proved that in modern conditions the legal policy of the state is determined in theoretical and practical aspects. Thus, in the theoretical aspect, the legal policy of the state is the legal ideology of the state, which includes ideas, theories, concepts, doctrines, strategies, programs, etc., enshrined mostly in the form of regulations. In the practical aspect, the legal policy of the state means the activities of the state to exercise effective legal influence on all spheres of public life. In all the considered approaches to the definition of the category of "legal policy" there is one common feature - the state-will character, which forms its power-imperative content. The features of legal policy include: based on law; implementation by legal methods; coverage mainly of the legal sphere of activity; reinforcement, when necessary, by force, coercion; publicity, formality; it has an external expression in the form of legal and organizational forms of its implementation. Scientific novelty. According to the results of the study, the legal policy of the state is designed primarily to manage the legal development of the state, to be aimed at improving legal means and mechanisms of legal tools to ensure the most optimal development of relations in various spheres of society. Practical significance. The results of the study can be useful in the process of formation and implementation of the general theoretical concept of legal policy of the modern state.

This chapter presents an implementation of a cybersecurity education program. The program aims to address some issues identified in current cybersecurity teaching in higher education on a European level, like the fragmentation of cybersecurity expertise or resource shortage, resulting in few higher education institutions to offer full degree programs. As a result of the Erasmus+ strategic partnership project SecTech, the program tries to overcome those issues by introducing collaborative development to cybersecurity education. SecTech lays the foundations for a collaborative education program, like the definition of a clear content, module and delivery structure, and the appropriate tool support to facilitate collaboration and content reuse. Additional effort is required to achieve long-term success, including the creation of a community that drives the content creation and maintenance, as well as an independent governance structure to steer the project in the long-term. While the project focuses on European collaboration, a global community is envisioned.

AbstractIn the proposed new SI, the kilogram will be redefined in terms of the Planck constant and the mole will be redefined in terms of the Avogadro constant. These redefinitions will have some consequences for measurements in chemistry. The goal of the Mole Project (IUPAC Project Number 2013-048-1-100) was to compile published work related to the definition of the quantity ‘amount of substance’, its unit the ‘mole’, and the consequence of these definitions on the unit of the quantity mass, the kilogram. The published work has been reviewed critically with the aim of assembling all possible aspects in order to enable IUPAC to judge the adequateness of the existing definitions or new proposals. Compilation and critical review relies on the broadest spectrum of interested IUPAC members.

AbstractIn 2011 the General Conference on Weights and Measures (CGPM) noted the intention of the International Committee for Weights and Measures (CIPM) to revise the entire International System of Units (SI) by linking all seven base units to seven fundamental physical constants. Of particular interest to chemists, new definitions for the kilogram and the mole have been proposed. A recent IUPAC Technical Report discussed these new definitions in relation to immediate consequences for the chemical community. This IUPAC Recommendation on the preferred definition of the mole follows from this Technical Report. It supports a definition of the mole based on a specified number of elementary entities, in contrast to the present 1971 definition.
