Abstract University entrepreneurship is an idea that has gained a significant amount of support globally in the last 30 years and is seen as promoting reinvention, revitalisation, and simply remuneration for the universities themselves and their regions at large. But as universities begin to ramp up their technology transfer activities and start to commercialise their research, it is important to consider the regional context and the regional impacts that this can have. Technology transfer is important, but to truly transform economic “catch-up” regions to future leading regions, it cannot be the only goal of university entrepreneurship. As a result, larger perspective and more government, business, and university collaboration is needed. Using Poland as a focus area, this paper will summarise the concept and development of the entrepreneurial university and the policies needed for success, and show that the technology transfer activity of the university should be considered just one element of regional development strategies. It concludes with policy recommendations that may be useful for Poland and other regions.

This article analyzes the evolution of the entrepreneurial university from a narrow focus on capturing the commercializable results of the ‘meandering stream of basic research’ to a broader interest in firm formation and regional economic development. No longer limited to schools like MIT, specialized for that purpose, entrepreneurial aspirations have spread to the academic mainstream. Academic involvement in (1) technology transfer, (2) firm formation and (3) regional development signifies the transition from a research to an entrepreneurial university as the academic ideal. As universities become entrepreneurial, tension arises between this new role and that of teaching and research as it has between research and teaching. Nevertheless, the university coheres as each of these new missions has fed back into and enhanced previous tasks.

Research on technology transfer, industrial liaison, cooperative research and other forms of cooperation between universities and industry tend to concentrate on the links between universities and firms as if they were the only players in the game. Thus typically, academic and policy literature describes the process of such collaboration, the organizational, legal, administrative arrangements and settings, the factors that enhance, or conversely, impede cooperation, and the outcomes, projected and real, that are attributed to the university—industry cooperation. This article, starting from a different premise, looks into university—industry liaison from the perspective of a regional system of innovation, identifying various institutions in such a system, and their communication and interaction. It is in this framework that the role of universities and the process of technology transfer is analysed.

Increasing the competitiveness level of regions based on smart-specialization is one of the foundations of regional development policy in Ukraine until 2027. Ukrainian regions have identified areas of their smart-specialization and formed projects for their implementation to achieve this goal. However, the smart-specialization projects require considerable financial resources. Identify and assess the financial sources for smart-specialization projects in Ukrainian regions, describe the weaknesses of the financial support mechanism for regions’ smart-specialization and suggest possible ways to eliminate them is the goal of our research. We analyzed regional development strategies and medium-term action plans of strategies’ implementation for identifying smart-specialization projects and the expected sources and scope of their financing. Then, we evaluated the possibility of financing the smart-specialization of Ukrainian regions from the expense of state and regional budgets, international organizations and domestic enterprises. State budget funds are the main financial resource for the introduction of regions’ smart-specialization. On average, almost half of the total planned funding for the regions’ smart-specialization projects comes from the state budget. The own funds of enterprises, grant funds, resources of international financial organizations, etc. – cover the second planned half of the regions’ smart-specialization projects’ cost. Funds from regional budgets will provide only a small need for funds for regions’ smart-specialization projects implementation. However, we found the absence of a separate financial support mechanism specifically for regions’ smart-specialization projects at both the state and regional levels. Conclusion. In Ukraine, there are sources of funds to start financing smart-specialization of regions. The range of tools for financial support of smart-specialization projects is quite wide. Besides, we propose to allocate part of the funds within the state and regional programs exclusively to the implementation of regions’ smart-specialization projects. We recommend introducing the funding for relevant projects on a revolving basis alongside non-repayable financial instruments to support regions’ smart-specialization.

The decrease of regional disparities represents one of the fundamental objectives of the regional development policy promoted by the EU; furthermore, the waves of enlargement of the EU deepened these differences even more. As a member state of the EU, Romania is actively involved in reducing the economic gaps by applying some regional development strategies and policies. The aim of this paper is to present the results of the labor market analysis from the perspective of the regional gaps, carried out based on some of its specific indicators. The sinuous evolution of the standard deviation for the analyzed indicators (except for the net average salary the standard deviation of which was permanently growing) revealed increase or decrease of the regional disparities for the entire period. However, in comparison to 1998, the regional gaps increased in 2013. The regional poles on the labor market have been as following: Bucharest-Ilfov region for the best values of the studied indicators, and Northeast region and Southwest Oltenia region for the lowest values.

Potentially, technology transfer offices (TTOs) can play a significant role in facilitating the successful transfer of technologies and knowledge between universities and industry. Many developing countries are currently developing technology transfer practices within their universities. However, many developing country TTOs operate inefficiently or are ineffective. The sharing of experiences can lead to improvements in this endeavour. Advanced nations can serve as a frame of reference and a basis of policy recommendations for developing countries due to the longevity of their technology transfer activities. The authors issued 234 questionnaires to European university TTOs, of which 54 usable questionnaires were returned. They combine the data from these questionnaires with 19 interviews conducted with university TTO staff from 9 countries in an attempt to create a typology of practices that developing nations could emulate to improve technology transfer in their own contexts. While ultimately a clear typology was not forthcoming, the authors found some relationship between the dominant focus in the mission statement of developed country TTOs, the activities they undertake, their position in the university governance structure and their level of maturity which may usefully inform the development of TTO practices in developing countries.

Este artigo discute os efeitos da implantação do campus da Universidade Federal do Recôncavo (UFRB) em Santo Antônio de Jesus-BA. Para tanto, utilizou-se a bibliografia pertinente e material iconográfico. Teoricamente, foi usada uma perspectiva multiescalar, analisando o desenvolvimento de Santo Antônio de Jesus no contexto de sua região, o Recôncavo. Demonstrou-se como Santo Antônio de Jesus tem sua evolução associada a essa região. Paralelamente, mostrou-se como a ação hegemônica se cumpre fragmentadora ao longo de diversos momentos, sempre relacionados a uma pretensa modernização da região. Também se discutiu a implantação da UFRB como um projeto de desenvolvimento regional e se analisaram os reflexos de sua implantação no espaço intraurbano de Santo Antônio de Jesus. Verificou-se a fragmentação intensificada do espaço intraurbano gerado, também, a partir de uma ação hegemônica que se realiza desigual e estimula o surgimento de novas dinâmicas. Graças à UFRB apareceu uma população imigrante, com características específicas, e surgiram novos espaços, alguns deles autossegregados, ampliando o número de enclaves residenciais. Problematizaram-se as possíveis novas dinâmicas que derivam desse estado de coisas e suas possíveis consequências, visto que o processo em análise ainda não se consumou. Abstract THE FEDERAL UNIVERSITY OF THE RECÔNCAVO LIKE REGIONAL DEVELOPMENT POLICY IN THE INTRA-URBAN SPACE OF SANTO ANTÔNIO DE JESUS This article discusses the consequences of building the campus of the University of Recôncavo (UFRB) in Santo Antonio de Jesus, Bahia. Thus, the relevant literature and iconographic material were used. Theoretically a multi-scale perspective was taken, examining the development of Santo Antonio de Jesus in the context of its region, the Recôncavo. It was demonstrated how Santo Antonio de Jesus has its evolution associated with this region. In parallel it was showed how a fragmenting hegemonic power is accomplished over several times, always related to an alleged modernization of the region. It was also discussed the deployment of UFRB as a regional development project and analyzed the consequences of their deployment in intra-urban space of Santo Antonio de Jesus. It was verified the intensified fragmentation of the space generated intra-urban also a hegemonic action that takes place unevenly and encourages the emergence of new dynamics in the interior.

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.
