Abstract During the times of the Second Polish Republic the civil servants, teachers, the military, postal and railway workers were not covered by the universal social insurance, because before the social insurance act came into force, they were covered by pension systems guaranteeing more advantageous benefits. Persons working in state administration had a privileged position compared to the employees in general, both in terms of the scope and level of the benefits and their entire coverage by the State. The level of the pensions depended on the years of service and after 10 years of service amounted to 40% and was increasing every year by 2.4% or 3% up to 100%. The civil servants acquired the right to the pension already after 10 years and as of 1934 after 15 years of civil or military service. In special cases they were entitled to pension after 5 years already.

The article discusses the controversial issues of compensation for physical harm caused to an employee. The article analyzes the possibility of satisfying the claim for compensation of such expenses, presented directly to the harmer, provided that the insurance coverage is obtained at the expense of the Social Insurance Fund. The conclusion is made about the possibility of such a claim. At the same time, the conditions for its satisfaction are determined, including the victim»s need for such expenses, taking into account the right to choose a doctor and a medical organization, in the absence of signs of abuse of the right.

This article discusses the ways in which the Constitution of the Portuguese Republic has embodied to the political choices made during the process of creating and defining a democratic welfare state and how the various constitutional principles are reflected in the architecture of the system and have gradually changed over the years. The authors argue that when Portugal transitioned to democracy, unlike other areas of the country’s social policies the social security system retained some of its earlier organising principles. Having said this, this resilience on the part of the Portuguese system’s Bismarckian template has not prevented social protection from expanding here in accordance with universal principles, and has given successive governments manoeuvring room in which to define programmatically distinct policies and implement differentiated reformist strategies. The paper concludes by arguing that while the Constitution has not placed an insurmountable limit on governments’ political action, it has served as a point of veto, namely by means of the way in which the Constitutional Court has defended the right to social protection, be it in the form of social insurance, be it in the imposition of certain social minima.

This study aims to identify the reality of the organizational culture in the General Directorate of Public Security and its relationship to the job satisfaction of civil employees working in this directorate, in order to gain a deeper understanding of the role of the organizational culture prevailing in security organizations in influencing the level of job satisfaction of the civil employees working in them, and those who are not subject to the military service regulations Rather, they work according to the civil service system, with the aim of reaching recommendations that contribute to achieving job satisfaction for those employees so that they contribute to raising the efficiency and effectiveness of security organizations. The descriptive-survey approach was used as a methodology to conduct this study, and the questionnaire was used as a tool for the study, as the study was applied to a sample of civil employees in the General Directorate in Riyadh, whose number reached (120), and a number of results were reached, the most important of which are (low level of job satisfaction among employees Civilians working in public security, and the existence of a direct statistically significant relationship at the level (0.01) between organizational culture and job satisfaction of civil employees working in security sectors). The study recommended the necessity to reconsider granting civil servants working in the security sectors salaries, incentives and allowances commensurate with their duties, and that is comparable to what is granted to their fellow military personnel who carry out the same tasks, which contributes to increasing the level of their loyalty and affiliation with the security sectors in which they work. Developing the career path for civil employees working in the security sectors, in line with their job capabilities, educational levels and job grades, as well as working to increase the awareness of leaders in the security sectors of the importance of organizational culture in creating a positive organizational climate that encourages creativity and productivity and enhances levels of loyalty, belonging and organizational commitment and increases of the motivation of the employees.


This paper gains a better understanding of the relation between Guarda Nacional Republicana (GNR) officers and citizens from Évora and Setúbal districts. Currently, boost the relationship between militaries and the population it´s a strategic goal of Guarda Nacional Republicana, namely work to convey a credible and professional image, contrasting with the social representations and old stereotypes that persist in haunting the institution's image from the times of the Estado Novo. In fact, through literature review, surveys and interviews we were able to understand how the social representations of Guarda Nacional Republicana militaries have evolved since the beginning of the 21st century in the districts mentioned above, that is, investigate the opinion and representation of the society about the militaries by carrying out a comparative study. As main conclusions, we point out that the social representation of Guarda Nacional Republicana officers have evolved quite positively since the beginning of the 21st century to the present day, leading us to conclude also that the old stereotype (strongly negative for the image of the military) is almost completely depleted. The study’s conclusions also point towards the importance of culture and values, age, ethnicity, and place of residence of the citizens have in relationship and opinion with this professional class.

This article highlights the history of Jehovah's Witnesses as a Christian religion in Ukraine from its occurrence on the territory of Ukraine in the early 20th century to the present day. The response of the Witnesses to the massive attempts of the Nazi and Soviet regimes to marginalize and suppress their religious manifestations is described separately. In particular, the biblical nature and confessional content of one of the fundamental teachings of the Witnesses – neutrality – is analyzed and explained. It includes the information about what it means and what it does not mean for believers. This makes it possible to better understand the current display of the neutrality of the denomination members when it comes to compliance with certain requirements of the local government. The growth statistics of the denomination members throughout history are given, which indicate the failed attempts of the totalitarian governments repressive system to eradicate the faith in the controlled territories. For the first time, information is published from the memoirs of Witnesses who tried to obtain state registration in 1949 when under the communist regime and the reaction of the government officials to believers’ attempts to be recognized by the state and society. There is a link between the recognition of the state through state registration and the increase of confessional activity, by which the Witnesses actually disprove the myths and labels produced and imposed on society by totalitarian regimes for decades. Emphasis is placed on the Witnesses’ current activities, which gives an idea of their attitude towards Ukrainian society and their role in strengthening and affirming Christian values among fellow citizens. Their publishing activity, evangelization work, religious and family values, public worship, educational programs, charitable and social work, attitude to representatives of other religions are analyzed. The view of health care is particularly examined. It describes the principles of a reasonable balance that Witnesses follow between the right to make informed treatment choices (including the refusal to use blood) and the attitude toward life and health as one of the highest human values. The significant contribution of Jehovah's Witnesses to the development of alternative nonblood treatments in world medicine is acknowledged. Therein are recorded the conclusions from numerous religious studies of Ukrainian and European institutions regarding the social and pedagogical value of materials published and distributed by Jehovah's Witnesses through their periodicals and official online resources. The involvement of Jehovah's Witnesses in providing charitable assistance to civilians during the conflict in Donbas is highlighted. The activities of Jehovah's Witnesses in the context of their attitude to the culture, history, and traditions of the local people are considered. In particular, the part of the tourist program for fellow believers, who come from abroad to join in the ministry or assemblies, is to get familiar with Ukrainian monuments and the historical heritage. Witnesses publish and distribute Bible publications in 14 languages spoken by small indigenous communities in Ukraine. The social significance of biblical teaching, which is meant to meet the spiritual needs of Ukrainians with hearing and visual impairments as well as those who currently remain in places of correctional centers is outlined. For the first time, significant decisions of higher courts in Ukraine and other countries regarding Jehovah's Witnesses are considered. In recent years, the issues of military service and the right for alternative (non-military) service have been considered in higher domestic and foreign courts; denomination’s compliance with the requirements for the provision of state subsidies guaranteed to recognized religions; the right to build and use their places of worship, and proper assessment of religious hate crimes against Jehovah's Witnesses by law enforcement agencies. The decisions of the courts in the above-mentioned cases show that states consider Jehovah's Witnesses to be a recognized religion with the right to exercise freedom of conscience and religion.

We consider a new aspect of the well-studied themе, related to objective circumstances and subjective motives for choosing a life position in the Civil war: the entry of former officers of the Russian Imperial army into the ranks of the Soviet or rebel armed forces. First of all, contradic-tions in information about the pre-revolutionary and post-revolutionary military service of a se-lected circle of persons are revealed. With a sufficient degree of accuracy, 16 former officers who became the leaders of the suppression of the “Antonovshchina” in 1920–1921 and a maximum of 23 rebel commanders from the ranks of officers of the “old” army are identified. Differences of the social and professional image of the commanders of the opposing sides are established. Among the Soviet commanders, career officers from different classes prevailed, including 5 peasants (only 1 – Russian), of non-Tambov origin, who entered the region no earlier than 1917. On the contrary, among the rebel military leaders, all, except for one tradesman, came from the peasant class (only 3 were not from the Tambov Governorate). However, the loyalty of some former rebel commanders to their political leadership was low. Therefore, the study specially analyzes the “psychology of betrayal” of such people who went over to the side of the Soviet troops. The military leaders of the suppression of the Tambov rebellion, who came from the officer environment, made a choice in favor of Soviet power in 1917–1918 and by 1920 they repeatedly showed loyalty to the “workers’ and peasants’ state”. However, for the time being, this state recognized the devotion of, in principle, alien to it “gold-chasers”. In the 1930s almost all officers who took part in the suppression of the Tambov rebellion became victims of political repression.

The article discusses the two-aspect nature of the contribution of L.A. Yuzefovich into Russian culture, as a reflection of the specifics of his gift. The criterion for the writer’s achievements was chosen to be a double leader in the national literary prize «Big Book» (a unique case in its history). The purpose of the article is to show the genre specificity of the individual style of Yuzefovich, which doubled the significance of his works for Russian literature and culture in general. The well-known Bulgakovʼs metaphor is applicable to the work of this writer completely. In this case, the right and left hand of the pianist can be considered fiction and documentary proze. A writer’s achievements in each of these areas greatly contribute to his success in the other. The leading place in the work of Yuzefovich the fiction writer is occupied by a large epic form. His novels with criminal plot, as a rule, have a pronounced detective line. The action takes place in different eras in different locations. These are Moscow and Western Europe of the 17th century, imperial Petersburg of the late 19th – early 20th centuries, Perm in the 1920s., etc. Specific historical details are reproduced in detail, the atmosphere of the era is recreated. Critics have repeatedly noted the writer’s ability to convey the spirit of the times in artistic form. The documentary prose of this author is a continuation of his scientific career (he is PhD in historical sciences). The beginning of this direction in his work was laid by the artistically revised dissertation research of the scientist. Subsequently, the main interest of Yuzefovich as the author of documentary proze focused on the events of the Civil War in Siberia and the Far East. The writer’s historical books have a fascinating plot and are written in good literary language. The best (to date) works of Yuzefovich of each of the named directions were awarded the Big Book Prize (the 1st place), awarded for a significant contribution to Russian culture and increasing the social significance of Russian literature. These are the novel «Cranes and the Dwarfs» (prize 2009) and the documentary novel «Winter Road» (prize 2015). Both works reveal important stages in Russian history and, at the same time, deserve high praise for their artistic form.

The right for social insurance is a right which derives from the labor relationships; so far, it is categorized into the group of private laws. The right for social insurance is a right for incomes when the employee cannot work because of sickness or labor accident or unemployment, or old age, invalidity, etc. The aim of this study is to explore the relationship between self-responsibility and risk labor in Albania, from legal perspective. As social insurance right is an important part of the rights in the workplace, with this study we’re going to identify the ways this articles dealing with the social insurance in Albania. This is a qualitative study and the data are generated from literature review. The analysis consists in a combination of the descriptive, comparative and analytical methodologies of the risks labor contract and social insurance rights. As social insurances are closely related to the labor relationships, in Albania legislation body guarantie all the social insurance rights.

The reduction and reform of the Armed Forces of Ukraine has caused the social issues associated with adapting to the new living conditions and the activities of the servicemen dismissed from the military service to the reserve or retirement. During the period of transition from military life to civilian, many officers needed retraining for gaining new civilian specialties, which required financial support from the state. But the difficult situation in the country did not allow massively invest the budgetary funds needed to solve this issue. That is why the NATO’s support concerning the financing of programs aimed at social adaptation of servicemen dismissed from military service, as well as those included in the plan of dismissal from the Armed Forces of Ukraine, becomes dramatically important. In the years of independence, by means of these programs over 8 thousand servicemen have been retrained. For implementation of programs for the adaptation of servicemen all over the country, the centers for training of servicemen have been set up in the cities. Therefore these centers supported a large number of the dismissed servicemen or those who were to be dismissed, by giving them the opportunity to get a civilian specialty which was in demand in the labor market.

W zakresie aktywności kobiet w okresie II Rzeczypospolitej zaszły zmiany. Pierwszą było osiągnięcie poczucia bezpieczeństwa, które spowodowało, że tajne organizacje samokształceniowe, czytelnie, biblioteki wydawały się zbędne, choćby dlatego, że wysiłek wykształcenia w duchu polskim spoczywający w czasach zaboru pruskiego głównie na kobietach, został przejęty przez państwo. Działalność charytatywna natomiast uległa wzbogaceniu o nowe inicjatywy, rozkwitało życie towarzyskie, w wolnym państwie prowadzone swobodnie. Powstawały stowarzyszenia zawodowe przy zakładach pracy i przedsiębiorstwach, w każdym zaangażowane były także kobiety. Przyjmowano je również do towarzystw zakładanych przez mężczyzn. Niewątpliwie największe osiągnięcie, a więc prawa wyborcze, było także wyzwaniem, uniemożliwiało cichą pracę w swoim gronie, do której kobiety zdążyły się przyzwyczaić i wymagało niekiedy radykalnego forsowania argumentów, wymuszało poszerzenie horyzontów. Udział kobiet w przestrzeni społecznej II Rzeczypospolitej bez pracy rozpoczętej w XIX wieku byłby niemożliwy. Uświadomienie bowiem, również społeczne czy polityczne, jest procesem, w którym długa droga to nie tylko czas rozwoju kobiety – świadomej obywatelki, lecz i mężczyzny, gotowego, aby dzielić przestrzeń społeczną z kobietą. Women’s organizations at the end of the 19th century and the participation of Polish women in the social life of the Second Polish Republic When it comes to the activity of women during the times of the Second Republic, there were a lot of changes. Firstly, a sense of security was gained, which meant that secret self-education, reading rooms and libraries were redundant, since the effort of educating in the Polish spirit during Prussian occupation, mostly made by women, was overtaken by the state. Charitable activity was enriched with new initiatives, and social life flourished, because it could be led freely in the free state. Professional associations at plants and companies emerged, in which women also participated. Women were also welcome in societies established by men. Undoubtedly, the biggest achievement, the right to vote, was also a challenge, as it made it impossible to work quietly in limited, female-only circles – an activity women had managed to get used to. This sometimes required radical argumentation, and forced one to stay open minded. Female participation in the public life of the Second Republic would have been impossible without the work that had began in the 19th century. Raising awareness, both social and political, is a process. Long way is required not only for a woman to become a conscious citizen, but also for a man to become ready to share the social space.
