On September 15, 2021, President of the European Commission, Ursula von der Leyen, announced the start of "ten-year" digital transformation of economic and social spheres. The action plan was presented in the "State of the Union" address. This development was preceded by the official announcement on March 9 of the "European Digital Compass". These strategic documents deepen the understanding of parameters of long-term digital transformation and new governance structures, and reveal the persistence of EU officials’ high hopes for digitalization. Authorized agencies in Russia and the Eurasian Economic Union should use this development for evaluation and comparison of their target settings for adjusting the course of their own progress.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.

This article considers how to enhance the institutional structure of the Eurasian Economic Union (EAEU) in order to enable timely decision-making and implementation of governance decisions in the interests of Eurasian integration deepening. We compare the governance structures of the EAEU and the European Union (EU) using the author’s technique and through the lens of theories of neofunctionalism and intergovernmentalism elaborated with respect to the EU. We propose to determine a major driver of the integration process at this stage (the College of the Eurasian Economic Commission or the EAEU member states), to reduce the number of decision-making bodies within the current institutional structure of the EAEU, and to divide clearly authority and competence of remaining bodies to exclude legal controversies in the EAEU.

The object of scientific research within the framework of this article is ways of overcoming barriers and exemptions on the way of the implementation by the member states of the Eurasian Economic Union of their international obligations on the mutual recognition of education. To achieve this goal, an analysis was carried out of the reasons for the ineffectiveness of the obligations declared at the level of the integration association to recognize in one of the EAEU member states documents on education and (or) qualifications, documents on academic degrees and titles obtained in another state of the Union. The author substantiated the possibility of using the tools of professional and public accreditation of educational programs in the context under consideration, subject to expanding the territorial boundaries of its implementation and recognizing the significance of the results obtained within the integrated educational space. The proposed measures for the implementation and implementation of these instruments at the international level will ensure the effectiveness of the freedom of movement of labor within the studied integration association.

The Organization of the Eurasian Economic Union (EAEU) is the first real attempt to conduct integration processes in the post-soviet space among several states. However, the question of its expansion at the expense of other states remains open, as well as the further deepening of relations within the Union and the improvement of the mechanisms for integrating the economies of the member states. In this regard, the analysis of the state of economic relations is carried out and the ways of solving some aspects of the coming period are shown. The main idea of solving the problems of the Union is the gradual and effective development of standards for economic relations.

The Eurasian Economic Union is an institution formalized in January 2015 for the purpose of regional economic integration; it includes five countries: Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan, and may include Mongolia and Tajikistan in the future. With a GDP of $1.59 trillion in 2015, an industrial production of $1.3 trillion in 2014, and population of almost 200 million as of 2016, the EEAU could represent a geopolitical success that supports both Putin's ambitious political agenda and the Union's economic prospects. Although the efforts of this Union are ongoing and long-term success is not certain, the Russia-led Eurasian Economic Union can be considered a hybrid half-economics and half-political “Janus Bifrons” that serves as a powerful illustration of what Putin envisions for the post-Soviet space. Despite promising steps so far, more should be done toward the achievement of economic development and balanced opportunity for all Eurasian countries. Russia's longstanding role within the Union, as well as its power and political motivations, are all considerations that must be accounted for.

The article provides and analyzes the theoretical foundations and practices of digitalization of integration associations on the example of the European Union and the Eurasian Economic Union. Studying the program documents on digitalization (digital agendas), the authors identified the features and risks of the digital transformation of various integration associations. The article describes the digitalization of integration associations as a concept and logic of interaction between citizens, business entities, industry structures, government bodies of countries participating in an integration association in a common information space. These ideas are expressed in the form of explicit algorithms, specifications, and standards unified for each participating country and implemented in the form of integrated information systems of B2B, B2G, G2G formats with a single coordination and monitoring center.

This article analyzes some important trends and issues in the development of legal regulation of relations between the state and business. The article noted the main negative trends and challenges in the development of legislation at the present stage: the increasing instability of legal regulation; lack of priorities and evidence-based forecast, the consistency of decisions etc. These trends are accompanied by comments and examples from recent changes in the civil law. It is noted that the General result of all these negative trends is the increasing uncertainty of legal regulation, reducing its effectiveness. It is noted that the shortcomings of our legal system in part of state relations and business at the present stage amplified two significant external challenges: the creation of a Eurasian economic Union (EEU) and participation in the WTO; the adoption of a number of States sanctions against Russia in connection with the known events in Ukraine.

The development trends and the state of income tax systems in the world and the countries of the Eurasian Economic Union have been analyzed. Their similarities and differences have been revealed. The problem of harmonization of the legislation of income taxation of individuals has been considered. The assessment of justice and efficiency of the existing systems of income taxation in the countries of the Eurasian Economic Union has been carried out. The concept of harmonization has been proposed, which allows not only to unify the laws of the Eurasian Economic Union countries, but also to ensure an increase of the efficiency and fairness of the system of income taxation of individuals.

AbstractDigital transformation has become a recent keyword in the evolution of public sector modernization through the once-only principle (OOP). The once-only principle is among the seven driving principles in the eGovernment Action Plan 2016–2020 of the European Commission (EC). It requires that citizens and businesses need not to provide the same data to governments if that data is already in their hands. The ultimate goal of the principle is to reduce administrative burden and to simplify public service provisioning therewith also reducing costs and improving public service. To boost developments towards administrative burden reduction and simplification in public service provisioning, the SCOOP4C project has investigated good practice solutions across Europe. In this contribution, we provide an overview of good practice OOP cases and OOP enablers studied in the project, followed by a synthesis of the benefits and key enablers to boost the OOP implementation across Europe.

The subject of this research is the ontological nature of the Eurasian Economic Union (EAEU). An attempt is made to determine the conceptual philosophical-political characteristics of this organization in the light of particular and universalistic approaches. The author examines and describes the impact of ontological characteristic upon the process of formation and functionality of the international organization and multilateral institution. In future, the dual nature of EAEU can carry political and practical consequences for the Eurasian integration – the question of expectations and outcome from its participation in the indicated integration project, degree and nature of influence upon the domestic policy of EAEU member-states may arise sooner or later. The author's special contribution consists in formulation of the problem of long-term existence of the Eurasian Economic Union from perspective of identification of its ontological characteristics. For achieving success in this regard, integration must represent a universalistic paradigm founded on the principle of pan-unity (universality), when any integration structure is a part of infinite whole, the Universe, endued with the basic characteristics and patterns, and interconnected with all other parts. However, if integration wends the path of particularism, it would be founded on the positivistic methodology, which in turn, considers “external realities” and their structures as measurable. Each participant of the integration would seek to comply with the own national interest, which first and foremost is aimed at preservation of national sovereignty. In this regard, the term “international organization” no longer reflects the nature of such integration structure to the fullest, and thus it can be referred to as “multilateral institution”.
