Currently, vegetative dysfunction considered to be one of principal mechanisms in the pathogenesis of cardiovascular pathology, which causes a cascade of events leading to changes in the properties and a structure of vascular wall. This review article contains literature from various databases (Russian science citation index, PubMed, Google Shcolar, Scopus). It presents the methods for assessing vegetative imbalance. In particular, the method of photoplethysmography (PPGV) is considered for recording periodic fluctuations at various frequencies in the distal vascular bed which characterize physiological processes (cardiac activity, respiratory influences, neurogenic, myogenic and endothelial activity). In addition, other diagnostic capabilities of PPGV such as heart rate (HR) assessment, determining the properties of vascular wall and the level of blood saturation are elucidated. This paper demonstrates a wide range of PPGV applications. The simplicity of PPGV reproduction and its cost-effectiveness make it feasible both in routine clinical practice for the purposes of screening for cardiovascular pathology, and for individual health monitoring incorporated in smart devices.

The paper analyzes the importance of power engineering for solving a wide range of practical problems. The purpose of this study is to evaluate the results of the research of scientists and specialists in 2013–2019 in power engineering, electrical engineering, electronics and radio engineering on the basis of RSCI databases (Russian Science Citation Index). The analysis was carried out taking into account a number of scientometric indicators: the publication activity of researchers – the annual number of their publications, as well as the citation of these publications and the demand for the results of their work. Features of dynamics of formation of indicators of publication activity are revealed: its high values are typical for electronics and radio engineering and minimum values (more than three times smaller) – for electrical engineering. For all three industries analyzed the number of publications increased in 2013–2018. It is noted that the citation indicators for the three industries have been continuously decreasing since 2014. At the same time, in the field of electronics and radio engineering in 2013–2017, citation rates are three or more times higher than similar indicators for energy and electrical engineering. The results of research in the field of electronics and radio engineering are the most popular, while the results of research in the energy sector are the least popular. At the same time, the annual demand for research results in electronics and radio engineering exceeds similar indicators for energy by about 1.4 times. The low demand indicators for all areas of research in 2019 are obviously due to the same reason as for small citation indicators this year: the slow “response” of the scientific community to this year's publications.

In recent years, the attention of many researchers around the world has been focused on studying the risks associated with the development of the pathological course of pregnancy in women with arterial hypertension (AH). The pathogenesis of gestational complications is complex and is largely associated with endothelial dysfunction, changes in the structure and properties of the vascular wall and a decrease in its elasticity. At the same time, at the present stage, a high prognostic value of the assessment of vascular elasticity in the development of cardiovascular disasters in patients with hypertension in the general population has been proved. In order to predict the risk of gestational complications early, it is promising to study the state of elasticity of the vascular wall, which will optimize the management of pregnancy and improve perinatal outcomes in pregnant women with hypertension. The literature search was carried out by  keywords using the Scopus, Web of Science, Cyber Leninka, RSCI (Russian Science Citation Index) systems.

Relevance. Shoulder instability covers a wide range of pathology, there is a fairly high level of its prevalence with a tendency to increase in military personnel.Intention. To assess a comprehensive diagnostic and preoperative planning algorithm taking into account the individual characteristics of the patient in order to optimize the choice of effective treatment approach.Methodology. The object of the study was scientific articles indexed in the abstract-bibliographic database of the Russian Science Citation Index (RSCI) and the international database Scopus in 2005-2019.Results and Discussion. The main approaches to assessing intra-articular injuries are analyzed, which are fundamental for choosing the optimal individual treatment approach, including the interpretation of risk factors for unsuccessful clinical outcomes and recurrence. The data on the clinical effectiveness of the main methods of surgical treatment of pathology and the prospects for their development are summarized. The most common types of complications, risk factors for their occurrence are highlighted. The concept of surgical treatment of anterior shoulder instability notes the technological and scientific improvement of diagnostic and planning methods in order to obtain the most complete objective clinical picture and verification of risk factors for selecting optimal and personalized surgical modalities.Conclusion. The development of promising treatment technologies, including additive ones, will allow reaching a qualitatively new level of medical care, increasing efficiency and reducing the risk of complications.

Introduction. Decossackization is a complex issue of modern historiography of the Cossacks. The scientific relevance of the decossackization issue is caused by shortage of generalizing studies. The social and political relevance is connected with the Cossack Renaissance in modern Russia. It is possible to see a major boundary in decossackization, which divided traditional and modern history of the Cossacks. Methods. The author uses the method of analytical historiography, complex, structural and comparative analysis of historiographic sources, quantitative analysis of the nomenclature of studies. The bibliography statistics is received on the Russian Science Citation Index (RSCI) database. Analysis. Defining Decossackization: definitions, approaches, periodization. Soviet and post-Soviet historiography. The newest historiography of the 21st century. Alternative and expanded renderings of Decossackization. Approaches to how Decossackization should be determined in the legal systems of Russia and the USA. Determining Decossackization as the genocide of the Cossacks. Considering V.V. Putin and Patriarch Kirill’s expressed opinions on Decossackization; the influence of these opinions on the historiography in question. Emphasizing the topicality of researching Decossackization in the historical memory of the Cossacks. Most works on Decossakization were published already in the 21st century, but they amount to only about 1 % of the whole number of studies devoted to the Cossacks, which means that new studies into the question will be both topical and necessary. Results. The scholastic research into Decossackization stems from Soviet historiography. The post-Soviet period saw a wide range of opinions and suggested approaches to the problem of Decossackization. In the 21st century politicians, church leaders, lawyers, historians and the Cossacks themselves have reached a consensus on that Decossackization must be viewed as a tragedy. New researchers agree with the definition of Decossackization as genocide or a kind of cruel mass repression in the Soviet Russia.

One of the most widespread publications of a university is «Vestnik» (Bulletin), which reflects not only scientific and professional interests of the university in a certain subject field, but scientific and professional interests of the scientific community within its territory and abroad. The journal testifies to the branch science development in general, contributes to formation of socio-economic and scientific environment of a certain region, and the country as a whole.  The article deals with the journal «Bulletin of Kemerovo State University of Culture and Arts» («Vestnik of KemGUKI») as an information resource of the branch university. The author studies main charac­teristics of the publication in the Russian Science Citation Index; concludes that the journal quality indicators (its index and place the Science Index rating, two-year and five-year impact factor) are con­stantly growing, that indicates promoting the publication in the professional community information environment. The paper highlights the bibliometric analysis results for 5 years (2013–2017) investigating publications (segments of document flow, micro-flows) grouped by features of content, species and author's structure.  The journal reflects a wide range of humanitarian knowledge. The authors of «Vestnik KemGUKI» are highly qualified teachers, their scientific and educational activities develop the branch science and pro­fessional education and form the University positive image. «Vestnik» is a platform to present and test dissertators’ re-searches. The document flow analysis on the authors’ affiliations allowed identifying teams that work in line with the interests of KemGUCA. Among them are not only universities of culture and other humanitarian educational institutions, but organizations not related to educational activities.  Studying the authors’ regional affiliation, the paper reflects the geographical landscape wideness. The authors are not only from Kemerovo, as well as from a large number of regional centers, cities and republics. Thanks to scientists and teachers of the neighboring countries (Ukraine, Belarus, Kazakhstan, Kyrgyzstan) the range of authors is constantly expanding. The study reveals coincidence of scholar interests with the scientific educational community of foreign countries (Poland, Bulgaria, Germany, China, India). It shows that «Vestnik» is recognized in the professional environment of the humanitarian community as a resource promoting education, science and culture in Kuzbass, Siberia, Russia, and the near and far abroad.

The paper analyzes the importance of geological knowledge for solving a wide range of practical problems. The purpose of this study is to evaluate the results of the research of scientists and specialists in 2012–2018 in Geology, Geophysics, Geography, Mining, Geodesy and cartography on the basis of RSCI databases (Russian science citation index). The analysis was carried out taking into account a number of scientometric indicators: the publication activity of researchers – the annual number of their publications, as well as the citation of these publications and the demand for the results of their work. Features of publication activity are revealed: high values of its indicators for Geology and Geophysics and minimum values – for Geodesy and cartography; thus the number of publications on Geography and Mining approximately coincide. For Geology, there is stability in the number of publications since 2015, while in other analyzed industries there is a decline in the number of publications since 2017. Citation rates for all years under review are continuously decreasing. At the same time, in the field of Geophysics, citation rates are 3–4 times higher than similar indicators for Geography, and 7–9 times – indicators for Mining. The most popular are the results of research in Geophysics, the least – in the field of Geodesy and cartography. At the same time, if the annual demand for the results of studies in Geophysics exceeds similar indicators for Geography by 15–20%, for Geodesy and cartography – about 1.5 times. Low demand for all areas of research in 2018. The reason is obviously the same as for the small citation indicators this year: the delayed "response" of the scientific community to the publications of the current year.

In this paper we attempt to classify Russian journals in economics and related disciplines for their scientific significance. We show that currently used criteria, such as a journal’s presence in the Higher Attestation Committee’s list of journals and the Russian Science Citation Index (RSCI) impact factor, are not very useful for assessing the academic quality of journals. Based on detailed data, including complete reference lists for 2010—2011, we find significant differentiation of Russian journals, including among those located at the top of the RSCI list. We identify two groups of Russian journals, tentatively called category A and B journals, that can be regarded as the most important from the viewpoint of their contribution to the economic science.

The paper analyses the publications of Russian authors in various fields of economics indexed in Web of Science and Russian Science Citation Index. The authors claim that the scientometric parameters are only in a limited way applicable in evaluating the performance of expert and thesis boards in economics in Russia. The authors also put forward the approaches in order to improve Russia’s positions in the international citations indexes in economics.

The article presents the results of the rating of Russian economic journals, the methodology of which is based on a combination of bibliometric data and expert interviews. Processing of the statistical information system of Russian science citation index (RINC) allows us to form a “primary” list of the best journals in the country. Expert evaluation of the list makes it possible to reorganize it with regard to the scientific level of periodicals and get the “secondary” list. The merger of two ranking systems forms the basis of obtaining the final ranking of economic journals. It is shown that the leading part of the constructed rating forms a kind of the Diamond List of journals, which on the whole agrees with similar lists obtained in earlier studies by other authors.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.
