Universal Digital Competencies of the Student as a New Concept Of Professional Pedagogy

The article is devoted to the definition of a new concept in professional pedagogy – “end-to-end digital competencies”, as well as the possibility of their formation in higher school in the process of mastering additional professional educational programs by students. The authors state the principle of their formation through e-learning, taking into account the principles of individualization of training. The purpose of the article is to give a theoretical justification and definition of the concept of “end-to-end digital technologies” as a new concept in professional pedagogy and an urgent task of higher education. Methodology. The article presents an analysis of the scientific literature on the issue of cross-cutting competencies, including digital ones, on the basis of which the authors define the concept of “cross-cutting digital competencies” as a new concept in professional pedagogy and one of the urgent tasks of higher education. In the conclusion of the article, the authors conclude that it is advisable to carry out the formation of digital competencies among higher school students according to a cross-cutting, penetrating principle, in the process of parallel development of the main educational programs of higher education and additional professional programs (advanced training, professional retraining).

The article highlights the key messages that are the basis and determine the direction of modernization of the system and content of higher education and which are assigned to the process of developing, approving and implementing of the higher education standard of the specialty 015 Professional Education (by specializations). The educational activities concept in the relevant specialty for technical specializations was developed, which includes: a code and a name of the specialty; the level of higher education; the indicative list of specializations and educational programs; the total amount in credits of ECTS and the term of training; professional standards, for the observance of which is planned to send training (if available); a list of the main competencies that must be mastered by those who receive higher education; indicative list of professional qualifications which is planned to provide; the educational requirements for persons who can start training; procedure for assessing learning outcomes.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

The article reveals the content of the concepts of professional training, professional training of ordinary and senior staff. It is noted that the professional training of ordinary and managerial staff involves obtaining professional (vocational) higher, pre-higher, postgraduate education. Professional training of newly appointed members of the rank and file and junior management may be carried out by obtaining professional (vocational) education in the relevant profession. Persons admitted to the civil defense service are sent to study in educational programs of professional (vocational) education after appointment.Training of specialists with professional higher education is carried out in institutions of professional higher education of civil defense according to accredited educational and professional programs developed on the basis of standards of professional pre-higher education.Professional training of ordinary and senior staff can be carried out by obtaining an educational degree at a certain level of higher education and the relevant specialty. Training of specialized specialists with higher education is carried out in institutions of higher education of civil defense, which provide training for accredited educational and professional (educational and scientific) programs developed on the basis of higher education standards.Postgraduate education includes obtaining a second (next) higher education, advanced training, specialization, retraining and internship.Taking into account the analysis of guiding documents and scientific literature, we found the need for conceptual justification and development of a system of professional training of rescuers, their preparation for successful activities during the service, firefighting, emergency response and their consequences.

В условиях четвертой промышленной революции, информационного общества и цифровизации экономики все более возрастает значимость комплексной подготовки мотивированного абитуриента, способного не только к успешному прохождению вступительных испытаний, но и готового к обучению в условиях образовательного процесса современного технического университета. Различные способы формирования готовности будущих студентов к обучению в технических вузах демонстрируют новые организационные структуры – предуниверситарии, деятельность которых направлена на профориентацию и реализацию образовательных программ довузовской подготовки (профильные инженерно-технические классы, подготовительные курсы и т. д.). В статье обосновываются особенности предуниверситариев, механизмы их создания и функционирования. Предуниверситарий в современных условиях выступает как система отбора, сопровождения и подготовки мотивированных обучающихся для поступления в университет, широко использующую не только предметную подготовку, но и развивающую научно-исследовательскую работу школьников, создающую условия для погружения учащихся в культуру, образовательное и творческое пространство вуза в период школьного обучения; важной особенностью данных моделей является тесное взаимодействие образовательных организаций общего и высшего образования, широкого привлечения партнеров и работодателей к данной работе. Обоснованы отдельные характеристики деятельности предуниверситариев и аналогичных инновационных образовательных структур по работе с абитуриентами на базе вузов, в том числе в рамках следующих направлений: организация сетевых моделей профильного обучения старшеклассников при сохранении традиционных форм довузовской подготовки; реализация процесса психологической, интеллектуальной, культурной подготовки будущего студента к обучению в вузе через различные формы участия в системной образовательной и воспитательной работе предуниверситариев; обеспечение предпрофильной подготовки обучающихся (в том числе и ранней) и др. Систематизированы различные модели предуниверситариев современных высших учебных заведений, выявлены и описаны ключевые аспекты деятельности данных структур.Currently, in the context of the Fourth Industrial Revolution, the information society and the digitalization of the economy, the importance of comprehensive training of a motivated applicant, capable of not only successfully passing the entrance tests, but also ready to study in the educational process of a modern technical university, is growing. Various ways of building the readiness of future students to study at technical universities demonstrate the new organizational structures of the pre-university, whose activities are aimed at career guidance and the implementation of educational programs of pre-university training (specialized engineering classes, preparatory courses, etc.). The article substantiates the features of preuniversaries, the mechanisms of their creation and functioning. In modern conditions, a pre-university acts as a system of selection, accompaniment and preparation of motivated students for university entrance, widely using not only subject preparation, but also developing research work of schoolchildren, creating conditions for immersing students in the culture, educational and creative space of the university during the period of schooling; an important feature of these models is the close interaction of educational organizations of general and higher education, the wide involvement of partners and employers in this work. The scientific novelty of the study lies in the substantiation of certain characteristics of the activities of pre-university students and similar innovative educational structures for working with applicants on the basis of universities, including: a) the creation of a system of specialized training for high school students with the optimization of the implementation of educational programs towards educational institutions of higher education while maintaining the traditional forms of pre-university preparatory courses; b) the organization and support of the process of psychological, intellectual, cultural preparation of a future student for studying at a university through various forms of participation in systemic educational and educational work of pre-university students and similar models; c) ensuring early vocational guidance and profiling of students in order to support the determination of the choice of further educational paths before moving to graduation class, etc. The theoretical significance of the work is associated with the study of various preuniversity models in modern higher education institutions, the identification and description of key aspects of the activity of these structures and models.

The current article represents the results of the study of the students’ social representations of higher education analyzing their (social representations) structure and content. The total sample size is 358 Moscow secondary school and undergraduate students (average age ~ 18.3). The aim of the research is to identify the structure and content of the students’ social representations of higher education, taking into account their intragroup position in the study group. We used the method of free associations (by P. Verges) to reveal the structure of social representations and a complex of socio-psychological methods (methodological procedure for definition of informal intragroup power structure in the contact community, sociometry, referentometry) to determine the students’ integral intragroup status. The obtained associations were subjected to prototypic (rank-frequency) analysis. The results of the research show that the cores of the social representations of higher education of the students of different intragroup status categories differ according to the number of elements and their content characteristics. It was revealed that the social representations of the undergraduate students of different status categories seemed to be more consistent in comparison to secondary school students due to the smaller “distance” to higher education as an “object”. We also revealed the differences in the significance and emotional rating of representations core elements depending on the student status categories.

In this article, international experience in ensuring the quality of e-learning education is considered and analyzed, as well as developed recommendations for improving the activities in this area in Ukraine. On the basis of the analysis it is determined the necessity to develop and legislate the normative legal acts regulating the procedure and procedures for accreditation of educational programs; the entry of national accreditation agencies into international associations of e-learning quality assurance agencies is important; to encourage higher education institutions to undergo international accreditation; guided by the approved international standards of e-learning when developing educational programs. The proposed recommendations will contribute to the development and improvement of the e-learning quality assurance system in Ukraine.

Modern higher education (including pharmaceutical) is inextricably linked with the use of new information and communication technologies in the educational process. In the current conditions, the question arose about the implementation of educational programs in accordance with the federal state educational programs of higher education with the help of mixed (hybrid) training, which involves a combination of traditional (full-time) and distance learning. One of the forms of e-learning used as part of hybrid learning is Learning Management Systems (LMS), created on the basis of Internet technologies. LMS MOODLE is most often used in Russian universities. At Kursk State Medical University, the LMS MOODLE system has been actively used for many years as a platform for distance learning in the organization of continuing medical education courses. At the Faculty of Pharmacy, LMS MOODLE was used in organizing and conducting training practices in botany. To organize and conduct practical training in the LMS MOODLE system, a training course «Educational field practice in botany» was created. For each day, separate sections were organized, in which the necessary information for students was placed. In general, the following LMS MOODLE elements were used to create a training course on educational practice: «SCORM Package», «Test», «Task», «Hyperlink», «File», «Folder», «Forum», «Chat». Analysis of the use of LMS MOODLE showed that this system can be used quite successfully for the organization of the educational process as an element of e-learning and allows you to control the assimilation of educational material.

This article analyzes the experience of the faculty of training foreign specialists of the Volgograd State Technical University for the last three academic years in order to identify conditions conducive to the qualitative development of an additional educational program that provides training for foreign citizens and stateless persons to develop professional higher education programs education in Russian, and further successful education at the main faculties of Russian universities. The authors of the article believe that the activity of the preparatory faculty for foreign citizens can be considered successful if certain conditions are met, including: the duration of instruction is at least 9–10 months and good basic training at home in the framework of complete secondary education. In support of this conclusion, statistical data on the performance of foreign students for the last three academic years (2014–2015, 2015–2016, 2016–2017 academic years) are given, depending on the length of time for the development of an additional educational program providing preparation for mastering the basic educational programs i.e. time of "arrival" of students for training). These statistics are presented in the form of dependency graphs. In addition, the authors of the article attempt to analyze the dependence of the progress of foreign students in the development of an additional educational program preparing for the mastering of the basic professional programs of higher education in Russian, from basic training of foreign students at home in the framework of complete secondary education, and also on the degree of motivation of foreign students in obtaining Russian education.

The article considers the need to digitalize the sphere of education, the basis for the use of digital tools, its role and the advantages of using in the organization of the educational process in modern conditions of global digitalization. The necessity of mastering digital competencies by both teach-ers and trainees according to the corresponding training program is considered. The dynamics of the provision of e-learning facilities for students in higher education organizations, the dynamics of gradua-tion in the areas of training «Informatics and Computing», «Information Security» in 2017–2019 were analyzed.

Abstract With the development of information society it is becoming particularly needed to construct high-quality system of higher education, aimed at shaping the skills of life-long learning. This is determined by the existing contradictions between continuously increasing volume of information required for people to maintain their competitiveness on the labour market and limited opportunities of traditional educational system to gain knowledge, abilities, skills and other competencies. To resolve this contradiction, educational programs should, above all, be consistent with the principles of multilevel, complementarity, handleability, continuity, integration and flexibility. In our view, significant prospects in relation to these principles and improvement of modern higher educational system are presented by the introduction and development of university e-learning environment. The paper presents barriers to the introduction of e-learning environment in Ukrainian universities, as well as discusses professors’ opinions, received via a sociological survey.
