This study discusses the development of fiscal capacity in Central Java, Indonesia. The purpose of this study is to analyze internal and external factors that increase regional fiscal capacity, and formulate strategies by analyzing internal and external elements to obtain four alternative strategies namely 'strength - opportunity' strategy, 'strength - threat' strategy, 'weakness - opportunity' strategy and Strategy for 'weaknesses - threats'. This study uses secondary data to analyze indicators of regional fiscal capacity and primary data collected through focused discussions, to analyze strategies. The results of the analysis indicate that there are several main strategies to increase regional fiscal in Central Java Province, namely the program of intensification and extensification of regional taxes; improving the quality of human resources with special competencies in the field of taxation; synergy and internal coordination between regional government institutions; improvement of the supervision system for taxpayers; realizing clear and legal regional regulations, simplifying the mechanism for managing investment licenses in Central Java and optimizing regional revenues through modernizing the collection of taxes and levies by utilizing technology. Modernization of increasing regional fiscal capacity will encourage the achievement of equitable regional revenue, increase public participation, administrative efficiency, consistent law enforcement, and improve the level of public confidence in the implementation of good governance.

The objectives of this research are: to analyze influence of employment level, the other population burden level and the education level influences the unemployment in Central Java Province, as well as to find out how big the influence of each variable in short and long term, namely, job opportunity, the other population burden level and the education level i.e. elementary school, secondary school and high school toward unemployment in Central Java. This research was conducted in central Java, with secondary data which supported by the primary data from interviewing result with competent party.This research used Adaptive Expectancy Model as its analysis tools, namely, rationalization model which proposed by Nerlove (as in the Econometrics Gujarati book), namely, called as Stock Adjustment Model or Partial Adjustment Model (PAM)The result of this research acquired is for lower education, labor recruitment still can be done to decrease the unemployment level in the province. While for middle educational level, there is obstacle in recruitment of labors, even though; it still can be overcome because of the little relative. Yet, for the higher education, even though, in this analysis concluded that none of independent variable which used has the significant influence toward the dependent variable of unemployment, this is enabled because the higher education tends to search for the job not only in solely Central Java Province, but also they can search for the job in the other province that has leading sector of effort agreeing with that education. The higher education level is, then the lower the influence of burden level will not influence unemployment level either in short or long term is.

Abstrak: Kinerja keuangan merupakan suatu tingkat pencapaian dari hasil kerja dalam bidang keuangan atas pelbagai aktivitas yang telah dilakukan. Maka dari itu Pemerintah Daerah perlu melakukan analisis keuangan dengan menggunakan rasio kemandirian, rasio efektifitas, rasio efisiensi, dan rasio pertumbuhan. Tujuan dari penelitian untuk mengetahui kinerja keuangan Pemerintah Provinsi Jawa Timur dan Provinsi Jawa Tengah. Teknik analisis dalam penelitian ini menggunakan deskriptif kuantitatif melalui data sekunder dari laporan realisasi APBD Pemerintah Daerah Provinsi Jawa Timur dan Provinsi Jawa Tengah periode 2019-2020. Hasil penelitian ini menunjukkan bahwa (1) Tingkat kemandirian pada Pemerintah Provinsi Jatim dan Provinsi Jateng  dari periode 2019-2020 masih dalam kategori rendah sekali. (2) Rasio efektifitas pada Pemerintah Provinsi Jatim dan Provinsi Jateng periode 2019-2020 masih dalam kategori tidak efektif. (3) Tingkat efisiensi pada Pemerintah Provinsi Jatim dan Provinsi Jateng periode 2019-2020 masuk dalam kategori sangat efisien. (4) tingkat pertumbuhan Pemerintah Provinsi Jatim dan Provinsi Jateng tahun 2019-2020 cenderung fluktuatif. Kata Kunci: rasio kemandirian; rasio efektifitas; rasio efisiensi; rasio pertumbuhan: kinerja keuangan.   Abstract: Financial performance is a level of achievement of the results of work in the financial sector for various activities that have been carried out. Therefore, the Regional Government must conduct a financial analysis using the independence ratio, effectiveness ratio, efficiency ratio, and growth ratio. The purpose of this study was to determine the financial performance of the Provincial Government of East Java and Central Java Province. The analysis technique in this study is descriptive quantitative using secondary data, namely from the Realization Report of the Regional Revenue and Expenditure Budget (APBD) of East Java Province and Central Java Province in 2019-2020. The results of this study indicate that (1) The ratio of independence in the Provincial Government of East Java and Central Java Province from 2019-2020 is still in the very low category. (2) The effectiveness ratio in the Provincial Government of East Java and Central Java Province in 2019-2020 is still in the ineffective category. (3) The efficiency ratio in the Provincial Government of East Java and Central Java Province in 2019-2020 is in the very efficient category. (4) The growth ratio of the Provincial Governments of East Java and Central Java Province in 2019-2020 tends to fluctuate. Arad termasuk dalam kelompok alat penangkapan ikan yang dilarang berdasarkan Peraturan Menteri Kelautan dan Perikanan Republik Indonesia Nomor. 2/Permen-Kp/2015 tentang larangan penggunaan alat penangkapan ikan pukat hela (trawls) dan pukat tarik (seine nets) di wilayah pengelolaan perikanan negara Republik Indonesia. Penelitian ini bertujuan untuk mengkaji secara ekonomi alat penangkapan ikan arad dengan yang dikombinasikan dengan alat penangkapan ikan lainnya di Pantai Utara Jawa Tengah. Jenis data yang digunakan adalah data primer dan data sekunder. Pengumpulan data primer dilakukan melalui wawancara kepada nelayan arad yang menggunakan kapal berukuran kurang dari 10 GT dengan menggunakan panduan wawancara serta pengamatan lapangan. Pengumpulan data sekunder dilakukan ke instansi pemerintah seperti Dinas Kelautan dan Perikanan Jawa Tengah dan BPS. Metode analisis data yang digunakan adalah analisis kelayakan usaha. Hasil penelitian menunjukan bahwa sebagian nelayan arad memiliki alat penangkap ikan lain seperti sudu, gillnet dan trammel net. Penggunaan alat penangkapan ikan berdasarkan musim ikan, seperti musim cumi, teri, kakap, belanak, kembung dan lainnya. Penelitian ini mengelompokkan nelayan berdasarkan jumlah alat penangkapan ikan yang dimiliki yaitu satu alat penangkapan ikan (arad), dua alat penangkapan ikan (arad dan sudu), tiga alat penangkapan ikan (arad, trammel net dan gillnet). Nelayan yang memiliki alat penangkapan ikan tambahan selain arad memperoleh keuntungan yang lebih tinggi dibandingkan hanya memiliki satu alat penangkapan ikan (arad). Kombinasi alat penangkapan ikan yang ramah lingkungan menggunakan 3 alat penangkapan ikan yaitu arad, gillnet dan trammel net sesuai musim ikan memberikan manfaat ekonomi yang lebih tinggi dibandingkan dengan penggunaan arad sepanjang tahun.Title: An Economic Analysis of ‘Arad’ Fishing Gear In the North Coast of Central Java Province Arad is an abandoned fishing gear based on the Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 2 / Permen-Kp / 2015 concerning the prohibition on the use of trawls and seine nets in the territory of the Republic of Indonesia fisheries management. This study aimed at economic analysis of Arad capture fisheries (1 tool) compared with the capture using combination of Arad and other fishing equipment on the North Coast of Central Java. The study used primary and secondary data that were collected in the North Coast of Central Java. Primary data were collected through interviews and observation with Arad fishers working on boat under 10 GT. Secondarydata were collected from government agencies such as Marine and Fisheries Agency of Central Java and Statistics Indonesia. The results showed that some of the Arad fishers had other fishing gear such as blade, gillnet and trammel net. The use of fishing gear depended on fish season, such as squid, anchovies, snapper, mullet, bloating and others. This study classified fishers based on the number of fishing gear that fisher's had, namely, one fishing gear (arad), two fishing gear (arad and blade), three fishing gear (arad, trammel net and gillnet). Fishers having additional fishing gear get higher profits compared to those having only one fishing gear (ARAD). The use of 3 fishing gear namely arad, gillnet and trammel net according to fish season provides higher economic benefits compared to Arad only throughout the year.

Indonesian Migrant Workers are Indonesian citizens who will and are working abroad, BP2MI and DISNAKER play an active role in channeling PMI abroad, so that in the Covid-19 era there were various policies issued by the government for the protection of PMI in Central Java Province, This study aims to analyze the role of BP2MI and DISNAKER in the protection of PMI in Central Java. As well as to analyze the obstacles faced in the Covid-19 era. This research method uses the Socio Legal approach obtained through primary data sources and secondary data sources which are analyzed using descriptive methods analytical. The results of this study indicate that the Covid 19 epidemic has affected the sending of PMI abroad so that the role of BP2MI and DISNAKER is very urgent in protecting PMI abroad based on Law No. 18 of 2017 concerning PMI protection, the conclusion of this study the government must guarantee protection against every PMI which will be channeled through Central Java Province in the Covid 19 era.

This research is a juridical non-doctrinal, with a qualitative ap- proach. The method will be used through the stages of: mapping the existing condition into the formulation of legal drafting which has been used, mapping of potential executive (leading sector) and the Parliament, to evaluate regulations, identify and evaluate the constraints faced in the policy formulation stage, identify opportunities and strategies and formulate a model formulation that can be developed. Sources of data used were primary and secondary data sources from the Central Java Regional Ministry of Environment, the Legal Department of Nganjuk Regency. Collection of primary data done by observation and interview and Focus Group Discussion ( FGD). The collection of secondary data through literature and content analysis. Checking the validity of the data was done by using triangulation of sources. The results of research are: First, the preparation of formulations Legal Drafting regulations made by the Government in Nganjuk in accordance with Act No. 12 of 201, and Act No. 32 of 2009, but not all use the Paper of Academic regulation in the formulation so that the Legal Drafting Regional Regulation not meet the criteria of a good legal system. Second, participation has not been effective and not all regulation is preceded Academic Manuscript. Sumber data yang digunakan adalah sumber data primer dan sekunder dari Pusat Regional Jawa Kementerian LH, Bagian Hukum Pemkab Nganjuk. Pengumpulan data primer dilakukan dengan observasi dan wawancara. Untuk memberikan penajaman dan elaborasi data lebih lanjut dilakukan <em>Focus Group Discussion </em>(FGD). Pengumpulan data sekunder dilakukan melalui studi pustaka dan <em>content analy- sis</em>. Dari pembahasan hasil penelitian dihasilkan simpulan sebagai berikut. Pertama, Penyusunan formulasi Legal Drafting Perda yang dilakukan oleh Pemerintah di Kabupaten Nganjuk belum optimal karena belum sepenuhnya sesuai dengan UU No. 12 Tahun 2011 dan UU No 32 Tahun 2009, sehingga belum semua Perda menggunakan Naskah Akademik dalam formulasi Legal Drafting Perdanya . Kedua, partisipasi belum berjalan efektif dan belum semua Perda didahului Naskah Akademik. Ketiga, kendala dalam formulasi legal drafting Perda antara lain kemampuan menilai Perda, kemampuan merumuskan kebijakan perlindungan dan pengelolaan lingkungan hidup.</p><p><strong>Kata kunci : </strong>pembentukan , perda, good governance</p>

One of the influencing factors to increase the productivity of agricultural commodities is intensive intercropping (so-called Turiman in this paper) implementation in local agroecosystem. The study aimed to determine the perception of intercropping implementation and farming analysis to increase cropping index in Pemalang Regency, Central Java Province. This study was carried out in the Kwagen village, Bodeh Sub-District, Pemalang Regency, Central Java Province with thirty respondents. Primary data were collected then analyzed for each indicator. Data were simply analyzed based on the percentage of answers on the indicators. Meanwhile, secondary data were analyzed qualitatively using the Desk Research Method. The results showed that there were 63.3% farmers understood and applied intercropping technology (Turiman), 13% farmers understood but did not implement Turiman, and 20% farmers did not know and did not implement Turiman. By implementing Turiman, farmers obtained the benefits in increasing production, optimizing land use, saving production costs, and generating income showed by the increase of BC ratio from 1.11 (no technology application) to 1.78 (Turiman application).

Kawasan mangrove di Desa Pasar Banggi ditetapkan sebagai salah satu kawasan strategis dari sudut kepentingan fungsi dan daya dukung lingkungan hidup. Ekosistem mangrove di Desa Pasar Banggi merupakan salah satu yang terbaik di wilayah Pantura Jawa Tengah, sebelum dilakukan upaya rehabilitasi kondisi hutan mangrove di Desa Pasar Banggi mengalami kerusakan. Mengingat pentingnya fungsi hutan mangrove, maka sudah selayaknya dilakukan penanganan yang serius untuk mengurangi efek dari kerusakan ekosistem mangrove di Rembang ini. Salah satu alternative pemanfaatan yang memungkinkan untuk menjaga keutuhan ekosistem mangrove tersebut adalah melalui kegiatan ekowisata. Tujuan dari penelitian ini adalah untuk mengkaji potensi ekowisata mangrove di Pasar Banggi dan memberikan rekomendasi serta strategi pengembangan ekowisata di Pasar Banggi, Rembang. Metode yang digunakan dalam penelitian ini adalah deskriptif eksploratif. Metode pengumpulan data dengan menggunakan metode survei dalam bentuk data primer dan data sekunder. Data yang diperoleh dilakukan penentuan strategi pengembangan ekowisata mangrove dan analisis SWOT (Strength, Weakness, Opportunity, dan Threat). Hasil penelitian menunjukan bahwa faktor-faktor yang mempengaruhi pengembangan ekowisata mangrove di Desa Pasar Banggi adalah keragaman jenis mangrove, kualitas SDM dalam menangani wisatawan, ketersediaan SDA berkualitas untuk ekowisata dalam upaya konservasi, kebijakan dari pemerintah daerah terkait peraturan serta perundang-undangan tentang ekowisata hutan mangrove di Desa Pasar Banggi, kondisi sosial-ekonomi masyarakat, serta infrastruktur pendukung. Menurut analisi SWOT yang menjadi prioritas utama adalah: a)  Peningkatan pengembangan ekowisata mangrove dalam bidang promosi program ekowisata dan penguatan institusi sebagai informasi ilmu pengetahuan ekosistem mangrove (Skor:4,52) dan b) Peningkatan partisipasi stakeholder terhadap pengembangan ekowisata mangrove yang berkelanjutan untuk peningkatan pelayanan terhadap pengunjung (Skor:3,29). The mangrove area in Pasar Banggi Village  is designated as one of the strategic region, as the point of importance of function and living environmental support. Mangrove ecosystem in Pasar Banggi Village is the best one area in Pantura, Central Java. Actually, Pasar Banggi Village’s condition was suffered damage before any efforts of rehabilitation of mangrove forest. Regarding the importance of the function of mangrove forests, there is a must doing a serious action to reduce the damage effects to the mangrove’s ecosystem in Rembang. One of the utilization alternative that can be used to maintain the integrity of the mangrove ecosystem is through ecotourism activities. The purpose of this research is examining the potential of ecotourism in Pasar Banggi Village and giving recommendation with ecotourism development strategy. Method which is used in this research is explorative descriptive.The collecting data method using survey method in form of primary data and secondary data. Then take the decision about the mangrove ecotourism development strategy and SWOT (Strength, Weakness, Opportunity, and Threat) analysis, after the data were obtained. The research results shows that the factors that affects the mangrove ecotourism development in Pasar Banggi Village is kind of types of mangroves, human resources’ quality while dealing with tourists or visitors, the availability of qualified nature resources for ecotourism, in effort of conservation, a policy of regional government related regulations and law about mangrove forest ecotourism in Pasar Banggi Village, community’s socio-economic conditions, also supporting infrastructure. According to the SWOT analysis, the top concerning priority are: a) mangrove ecotourism raising development in the field of ecotourism program promotion and institution strengthening as the mangrove ecosystem knowledge information (Score: 4.52) and b) Raising stakeholders’ participation toward the sustainable mangrove ecotourism development for improving service toward visitors (Score: 3.29)

Open innovation has developed over several decades from a small pool of innovation pioneers, mostly active in high-tech industries, to be widely discussed and implemented in innovation strategy. The primary objective of the Open Innovation Session (OIS) is to create a platform where firms are able to facilitate knowledge transfer. This paper focuses on the contribution of OIS, implemented by regional government, in formulating companies’ strategic management and to overcome barriers to innovation for high-tech companies in the South Moravian region of the Czech Republic. The methodology adopted for this paper includes monitoring and analysing the activities of this programme over seven years, followed by a quantitative study using both primary and secondary data. The primary data for the research were gathered through questionnaires, where the respondents were general managers of companies that had at least some experience of an innovation process. Secondary data were taken from the Czech Statistical Office. This paper has found that the association between an aspiration for innovation leadership and expenditure for research and development is high, further that participation in OIS led to a shift in the perception of the objectives, needs and conditions of the business and finally the major barriers to the innovation process are a lack of highly motivated people with the necessary technical and business experience.

The  aim  of this study is to analyze the index Location Quotient  of  ginger, kencur,  turmeric  and  galangal;  to  analyze  the  value  of  the  growth  component  of ginger, kencur, turmeric and galangal; to analyze the types of medicinal plants is a priority for development in Central Java. This research uses descriptive method with secondary data sources coming from the  Badan Pusat Statistik. In this study analyzed the  competitiveness  of  the  four  regions,  namely  medicinal  plant  ginger,  kencur, turmeric and galangal. The results showed Ginger has LQ &lt;1 while kencur, turmeric and  galangal  has  LQ&gt;  1.  Ginger  has  a  value  component  of  positive  growth  while kencur,  turmeric  and  galangal  has  a  negative  value.  Ginger  has  a  value  of  share growth  component  negative  territory  while  kencur,  turmeric  and  galangal  has  a positive  value.  Kencur,  turmeric  and  galangal  is  a  commodity  that  is  becoming  a priority for development in Central Java Province.
