The article considers the conceptual foundations of the functioning of institutions for support and promotion of the development of small and medium businesses. The author defines the significance of such institutions, and the value of their product, that is, the services for small and medium entrepreneurship (SME), which allows a better understanding of the main functional and applied role and purpose of these entities. Given the lack of trust from the population of Ukraine for government agencies and organizations, the presence of a number of problems in the SME support system, and especially the inadequate legislative regulation of the status and definition of the functions of the main performers of SME development policy, the article notes that this area needs a qualitative institutional change. The study uses the methods of analysis and synthesis, comparison, generalization, and induction and tests the methodology of Canvas Business Model strategic planning of the activities of SME support entities. Guided by the principle of functionalism, the author conventionally groups the SME support institutions into five main types: business support funds, business centers, business incubators, business innovation centers, and business associations. For each type of SME support institution, the main functional purpose and, accordingly, the main type of operational activity are specified. There are proposals that allow understanding the essence, the functional and applied role and the mission of individual elements of the SME support infrastructure. In practical terms, they can be used in state purpose-oriented programs to promote the development of small and medium businesses in order to qualitatively improve the final product for SME. The author develops a model of the activity for a typical SME support entity, which is applicable, can be adapted to specific conditions and is flexible over time. Strategic planning of the entity’s activities based on the methodology of Canvas Business Model allows defining both the value of the product (services for SME), as well as the general value of the entity’s activities, which is extremely important in the SME support system. It is emphasized that each institution of the SME promotion infrastructure performs an important social function. The key values recommended following for SME support institutions are trust, partnership, and righteousness.

PurposeThe article is intended to consider how entrepreneurship needs to adapt if it is to address the global sustainability challenge. The intention is to propose a new business model that recognises the interconnectedness of the global ecosystem.Design/methodology/approachThe article analyses two case studies purposively written to demonstrate the difference between the traditional entrepreneurship approach, dating back to the 19th century and the proposed harmonised one. Both cases are based on secondary data and personal field observation.FindingsWhile the two cases focus on wealth creation, job generation and innovation, the traditional approach is shown to have had a long-term deleterious impact on both society and the environment, whereas the proposed harmonised approach impacts positively. The article recognises the multifaceted nature of the sustainability challenge and that the three elements (economy/commerce, society and environment) are interconnected. If there is a change in the status of one the other, connected facets will change or will need to be changed. Thus any solution needs to address all three facets.Social implicationsThe proposed business model will be of interest to scholars and practitioners of entrepreneurship and sustainability, as well as to policy makers and educators.Originality/valueApart from proposing a new business model that will address the sustainability challenge, the article provides a definition of harmonious entrepreneurship and identifies the conditions required for it to be met, as well as the characteristics of the harmonious entrepreneur.

Introduction. The article is devoted to the concept and legal characteristics of asylum. The relevance of the topic is due to the eclectic character of the research available in the literature on this issue. Purpose. Definition of the concept of asylum, as well as research on whether asylum is a right or an obligation of the state. Methodology. The study of problems was carried out on the basis of scientific analysis and synthesis, formal-logical, system, comparative-legal methods, the method of interpretation of law, etc. The theoretical basis of the research is the scientific works of domestic and foreign legal scientists, practicing lawyers in the field of general theory of state and law, public international law, constitutional law of Russia and Germany. Results. Asylum should be considered in three aspects: as a legal institution, as a form of protection of human rights, and as a legal position. Asylum as a form of protection is the temporary territorial protection of fundamental human rights granted by the state to a refugee (as defined in the 1951 Convention relating to the status of refugees), whose main characteristics are security, dignity, fundamental human rights and freedoms, family unity and confidentiality. The human right to asylum as temporary protection is a fundamental human right. The provision of permanent protection and integration in the state of asylum is the sovereign right of states. Conclusion. For the effective functioning of the asylum system in Russia and to avoid conflicts in law enforcement practice, it is necessary to consolidate the concept of asylum at the legislative level. When improving the legal framework for granting asylum in Russia, it is necessary to take into account the following characteristics of the right to asylum in accordance with international standards and to provide legal guarantees for granting asylum on a temporary basis.

This introductory chapter provides an overview and a brief history of complexity science, which is the study of complex systems. All living systems and all intelligent systems are complex systems. Complexity science is relatively new but already indispensable. Many of the most important problems in engineering, medicine, and public policy are now addressed with the ideas and methods of complexity science. However, there is no agreement about the definition of 'complexity' or 'complex system', nor even about whether a definition is possible or needed. The conceptual foundations of complexity science are disputed, and there are many and diverging views among scientists about what complexity and complex systems are. Even the status of complexity as a discipline can be questioned given that it potentially covers almost everything. The origins of complexity science lie in cybernetics and systems theory, both of which began in the 1950s. Complexity science is related to dynamical systems theory, which matured in the 1970s, and to the study of cellular automata, which were invented at the end of the 1940s. By then computer science had become established as a new scientific discipline.

Integration of credit services with innovative technologies has created the basis for expanding the possibilities of attracting the additional financial resources by representatives of small and medium businesses and individuals. This determines the relevance of the selected topic. The determinants of crowdlending development on the basis of research of its functioning in the system of financial technologies and analysis of international and domestic normative legal acts are substantiated. Works of domestic and foreign scientists have become the theoretical and methodological basis of the article. The research was conducted using the methods of theoretical generalization, comparative analysis, analysis and synthesis, which allowed justifying directions of development of crowdlending in Ukraine. Based on the analysis of scientific literature and international normative legal acts, it is proposed to single out operational, activity, subjective and contractual approaches to understanding the crowdlending. It is proposed to consider crowdlending as an activity of Internet platforms for meeting the needs of small and medium-sized businesses and individuals for financial resources at the expense of creditors (investors) on the basis of repayment. The crowdlending platforms carry out organizational, analytical and monitoring functions. The stages of origin, development and application of innovative approaches in crowdlending are analyzed. Consequently, crowdlending is a component of crowdfunding, the emergence and development of which was facilitated by FinTech. Nowadays, the specifics of crowdlending is (i) the international character of activity, (ii) focus on social, energy-saving and innovative projects, (iii) protection of consumer rights, and (iv) credit risk management. It is necessary to introduce licensing of crowdlending activity in Ukraine. Concerning P2P and P2B lending, it is necessary to establish requirements for disclosure of information by internet platforms regarding the possible risks of providing loans, as well as potential borrowers and the maximum amount of one-time investment or that within a year. It is also important to make appropriate changes to the Tax Code of Ukraine regarding the taxation of income received through the provision of loans through the crowdlending platforms.

The subject of the study is a system of social protection in the context of general welfare theories. Purpose of the article. The aim is research of theoretical-methodological and organizational-legal aspects of the functioning of the system of social protection. Methods of research. General scientific methods were used in the process of research, in particular, comparison, induction and deduction, analysis and synthesis, generalization of information and grouping. Results of the study. The main scientific result of the research is the theoretical substantiation and practical solution of a set of issues related to the problems of studying modern trends and ways of introducing and developing market models of social protection in Ukraine. The field of application of the research results. The results can be applied in the field of studying the problems of the current social protection system and determining the directions for its upgrage. Conclusions. A critical analysis of approaches to the definition of the essence of social protection was conducted, the formation of the social protection system was considered, the models of Otto von Bismarck and Lord Beveridge, their development in the context of the theory of general welfare, analyzed the purpose and functions of social protection in the conditions of development of the social and market economy.

Objectives. A set of theoretical, methodological and practical approaches to the development of strategic planning of corporate activities in the transition to a digital technological system. Methods. The application of a comprehensive scientific approach is based on a combination of General scientific and special research methods: retrospective, system analysis and synthesis, comparison and generalization, and evolutionary. Results. As the analysis of existing approaches to the definition of the digital economy has shown, there is still no consensus on the definition and content of this term, which leads to problems in identifying the elements that are included in it. The development of strategic planning in the digital economy determines the specifics of the planning process, the choice of appropriate methods and their implementation. A model of the enterprise strategic planning digitalization platform is proposed, reflecting the most significant subsystems, which can be modified taking into account the specifics of the company's actions in the external environment, as well as based on the competitive advantages of the internal environment and the relationship of the leading structural elements. Conclusions and Relevance. Companies in the new business environment need new approaches to strategic planning that take into account current management aspects. The introduction of digital technologies will maximize the use of information technology resources in order to increase the productivity and financial performance of corporations. The process of managing the company's strategy using digital technologies allows you to conduct operational control over revenues and expenses, optimize inventory. The development of strategic planning of enterprises should be synchronized with the corresponding improvement of the regulatory framework. The identified features of the formation of indicators of companies ' competitiveness, as well as the scheme of digitalization of the platform for strategic planning of their activities can be recommended for use in the practice of corporate financial management, long- term financial planning and budgeting.

The choice of the audience and content of Russia's humanitarian message calls into question the effectiveness of domestic humanitarian policy in the post-Soviet space. In domestic strategic planning documents, the target audience is the ruling elites of the post-Soviet states, compatriots, and the "Russian world". The choice of the elite as the addressee leads to the fact that Russia's humanitarian policy forms the dependence of interstate relations on maintaining the positions of the ruling elite, which forces us to sacrifice resources and, possibly, reputation to hold the status of a politician declaring a "pro-Russian" position. The appeal to compatriots, in turn, problematizes inter-elite interaction, arousing the concern of the post-Soviet elites, whose efforts to build nations and assert their legitimacy on a nationalist basis. The target audience's choice is reflected in the content of the humanitarian message, which seems situational and internally contradictory due to the specifics of the addressees. Overcoming these contradictions, according to the author, is only possible if the choice of the final addressees and the humanitarian message's content is revised, which requires a clear definition of the goals, forms, and methods of Russia's humanitarian policy in the post-Soviet space.

The term ?business model' has recently attracted increased attention in the context of financial reporting and was formally introduced into the IFRS literature when IFRS 9 Financial Instruments was published in November 2009. However, IFRS 9 did not fully define the term ‘business model'. Furthermore, the literature on business models is quite diverse. It has been conducted in largely isolated fashion; therefore, no generally accepted definition of ?business model' has emerged. Therefore, a better understanding of the notion itself should be developed before further investigating its potential role within financial reporting. The aim of this paper is to highlight some of the perceived key themes and to identify other bases for grouping/organizing the literature based on business models. The contributions this paper makes to the literature are twofold: first, it complements previous review papers on business models; second, it contains a clear position on the distinction between the notions of the business model and strategy, which many authors identify as a key element in better explaining and communicating the notion of the business model. In this author's opinion, the term ‘strategy' is a dynamic and forward-looking notion, a sort of directional roadmap for future courses of action, whereas, ‘business model' is a more static notion, reflecting the conceptualisation of the company's underlying core business logic. The conclusion contains the author's thoughts on the role of the business model in financial reporting.

Purpose. The purpose of the work is to analyze the application of the second and third parts of Article 3692 of the Criminal Code of Ukraine to officials in the context, that defines them by the Criminal Code of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Methodology. The methodology includes a comprehensive analysis and synthesis of the available scientific and theoretical material and the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative. Results: in the course of research the cause of criminalization of such act as "abuse of power" is considered, the subject of the specified criminal act which has the features of "an official" in the context, that defines it by the note to Article 364 of the Criminal Code of Ukraine is analyzed and the main ways of committing criminal acts, that are provided for in this article of the Criminal Code of Ukraine are identified. Originality. The study found, that one of the key conditions for the opportunity to influence officials, that are authorized to perform government or local self-government functions, is the position held by the official and the related opportunities. Therefore, taking into account the opinion of the scientists, that the subject of crimes, that are provided for by the second and third parts of Article 3692 is special, the peculiarities of which is the cumulative feature, that denotes, that such person is not endowed with the status of an official, well-founded need to specify the criminal legislation of Ukraine in terms of the application the second and third parts of Article 3692 of the Criminal code of Ukraine concerning officials in the context, that defines them by the criminal legislation of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Practical significance. The research results can be used in lawmaking in the improvement of anti-corruption legislation.
