AbstractThere are three core functions of the police, law enforcement, order maintenance, and services to the community or public services. One part of the law enforcement function is preventing and overcoming traffic violations. Traffic accidents have a large and detrimental impact, and this is one from many indicator of the success of the police. Traffic accidents are often caused by drivers who does not obeying the rules, so they endanger themselves or others. In addition to violations by drivers, other things that become the factors occurrence of traffic accidents are road quality, human error, and vehicle worthiness.The purpose of this study was to determine the direction of community policing policies in dealing with traffic violations, and efforts to develop community policing models by paying attention to public participation and the role of the police in preventing traffic violations.The results obtained show that significant factors that caused the occurrence of high accidents per population were factors related to drivers or human factors, where the dominant violation was a violation of the speed limit. By knowing that the main factor of accidents is the human element, the policies taken to overcome this are policies related to humans, namely community policing.Keywords: Police Community, Traffic Violations, Traffic Accidents

Traffic violations have become a habit of the road user community, so that every time an orderly operation of the traffic on the road is carried out by the authorities, traffic violation cases are still occurring and these violations often cause traffic accidents. The research method used in this research is to use a normative and empirical approach. i.e. conducts library research by researching and collecting library materials that are specifically related to laws and regulations and books relating to law and traffic, as well as field research conducted by observing observations and direct interviews with related objects. The results showed that the forms of traffic violations that occurred were motorists breaking traffic signs, driving not using a complete safety system. Some acts and sanctions for violations which are categorized as traffic violations regulated by Law No. 22 of 2009. Factors handling obstacles to traffic violations in Siantar Traffic Police Station Siantar, namely the human factor (Human Error), the factor of inadequate road infrastructure and facilities causing traffic violations. Efforts to deal with traffic offenses at the Siantar Police Traffic Police Unit are preventive and repressive measures to take action by giving a letter of reprimand or verbally, taking action by giving a ticket.

This study aimed to analyze the effectiveness of enforcement by the Traffic through ticketed to the people who violate traffic in the jurisdiction of Police Pekalongan and analyze barriers to enforcement by the Traffic Police Pekalongan against people who commit traffic violations, as well as the solution.The method used is empirical juridical approach or in other words the socio-juridical. Specifications research is descriptive. In this study the analysis used is qualitative analysis.The results of this study were: 1) The enforcement of the law by speeding ticket Satlantas through to the people who violate traffic in the jurisdiction of Police Pekalongan have been effective. Law enforcement jurisdiction over a speeding ticket in Pekalongan Police can provide a deterrent effect against traffic offenders, violations be reduced and the number of traffic accidents decreased. 2) Obstacles and solutions enforcement by the Traffic Police Pekalongan against people who commit traffic violations include: Offenders traffic still does not have a deterrent effect because until now there are many traffic violations, the lack of personnel in the line of duty, inadequate number of vehicles Pekalongan is owned by traffic Police, there are still people who do not know about the traffic rules, there is still a cultural one, that there are parents that when her son gets ranking in school, then bought a motorcycle as a gift. The solutions or efforts made to overcome obstacles in enforcement by the Traffic Police Pekalongan: Enforcing the law indiscriminately through seminars and trainings, submitted a letter to the leaders for additional personnel, proposed the budget and facilities and amenities, add socialization schedule traffic rules, instilling a culture of orderly traffic among early age.Keywords: Law Enforcement; Traffic Ticketed; Traffic Violations.

Traffic and road transport are important in improving the social mobility of the community. Traffic problems are a national-scale problem and relate to community development. The most important factor in traffic is the matter of traffic accidents causing death. Perpetrators in traffic accidents may be subject to legal or off-court settlement efforts. The regulation on traffic and road transport nationally is regulated in Law Number 22 Year 2009 on Traffic and Road Transport. The law is a guideline in the prosecution of traffic violations. This provision is expected to adhere to and comply with the entire legal rules of driving or traffic, so that it creates safety, security and smooth traffic and improve the welfare of the community. The research method used is normative law research method. The approach is done constitution approach, concept approach, philosophy approach and case approach. Law materials source is primary, secondary and tertiary law materials with the analysis using deductive silogism. Law enforcement is the process of undertaking efforts to uphold or functioning legal norms in real terms as a behavioral guide in traffic or legal relationships in the life of society and state. Law enforcement is an attempt made to make the law both formal and material in nature, as a code of conduct in every legal act, both by legal subjects concerned and law enforcement officials authorized by law to ensure the proper functioning of the legal norms applied in the society life and state.

Community policing continues to enjoy much favour as a principal alternative to traditional, law-enforcement-oriented policing. A large body of research suggests, however, that it confronts a range of organisational obstacles. These obstacles arise largely from the endurance of an organisational form developed to support a law-enforcement-oriented approach, and which has engendered both working practices and an occupational culture inhospitable to the pursuit of community policing. Drawing on field research in the London Metropolitan Police and Surrey police forces, the paper identifies key obstacles to the delivery of community policing. It also indicates some of the conditions under which successful community policing can be achieved. These entail both changes in the organisational environment in which community policing is placed, and changes in prevailing conceptions of the nature and role of community policing. In particular, it is argued that community policing needs to move emphatically away from approaches based on community building and ‘outreach’, and towards a construction of community policing based firmly on its role in crime control.

Dekker and Meijer provide an account of how European law-enforcement professionals negotiate the boundaries between accepted and unsanctioned online engagements among digital media audiences. These developments are largely made meaningful by notions of community policing, in which local context and collaboration with the authorities are pivotal factors. Established principles of police work are troubled by what is easily available to digital media users. By raising questions of legality and acceptability, these practices reopen debates about the role of citizens in policing, as well as the demands for police accountability that underpin vigilant engagements (Johnston, 1996).

Maintenance of the individual patterns of gene expression in different cell types is required for the differentiation and development of multicellular organisms. Expression of many genes is controlled by Polycomb (PcG) and Trithorax (TrxG) group proteins that act through association with chromatin. PcG/TrxG are assembled on the DNA sequences termed PREs (Polycomb Response Elements), the activity of which can be modulated and switched from repression to activation. In this study, we analyzed the influence of transcriptional read-through on PRE activity switch mediated by the yeast activator GAL4. We show that a transcription terminator inserted between the promoter and PRE doesnt prevent switching of PRE activity from repression to activation. We demonstrate that, independently of PRE orientation, high levels of transcription fail to dislodge PcG/TrxG proteins from PRE in the absence of a terminator. Thus, transcription is not the main factor required for PRE activity switch.
