The article analyzed the scientific approaches to the concept of «cybersecurity». The author defined the concept of «cybersecurity of the public administration system», which is understood as the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. The article identified internal and external threats. The author highlighted the main elements of the cybersecurity system of public administration, in particular: information, information and communication systems; threats; mechanisms of providing cybersecurity of the public administration system; subjects of the cybersecurity of the public administration system.Integration of Ukraine into the European space and the reform of the spheres of economy, industry and defense has called for a radically new approach to information and cybernetic security. Cyberspace as an arena of conflicts between states, organizations, and officials is one of the most pressing problems of the present.The article analyzes the scientific approaches to the concept of «cyber security» and states that cybersecurity of the system of public administration is the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. Separate internal (corruption actions; hardware bookmarks in chips and firmware of computer and network equipment; weak organization of the cyberspace management system) and external threats (targeted attacks, cyberterrorism, cyberwar, hatcism, attacks on banking systems, attacks on e-government).

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The aim of the article is to identify new trends, patterns of corruption in the system of government and develop approaches to improving mechanisms to prevent and combat corruption in Ukraine. In the context of reforming modern Ukrainian society, the study of the development of mechanisms to prevent corruption is very relevant. In addition, given the deepening socio-political and financial-economic crisis in Ukraine, corruption is a serious threat to national security. According to international experience, a mechanism should be clearly established for the selection of specialists to work in the public administration sector. An effective set of tools to combat corruption in the state are, first of all, prohibitions and restrictions. The focus on overcoming the factors of corruption that are inherent in the sphere of state structures is the improvement of mechanisms. One of the effective mechanisms for preventing corruption is preventive measures in public bodies with a number of restrictions and prohibitions.

The article reveals the main trends of digital transformation in the field of public administration. The priorities of digitalization of public administration are considered, including the creation of a digital government and the achievement of" digital maturity " of the public administration system by 2030. The characteristics of digital transformations are given from the point of view of improving the efficiency and quality of public administration, the possibilities of digitalization for the development of a public administration model capable of comprehensively solving macroeconomic problems of the country's strategic development are determined.

Resumo: Procura-se discutir neste artigo as estratégias e as contradições na Segurança Pública do Estado do Paraná na política de controle de Homicídios que redundou na criação das UPS’s – Unidades Paraná Seguro no município de Curitiba. A ênfase em modelos puramente repressivos serviu como guia em áreas degradadas da cidade marcadas pela anomia e pelas fragilidades das políticas sociais. A discussão principal está na análise dos resultados ao evidenciar um incremento dos homicídios em razão da constituição destas unidades criadas pela Polícia Militar do Estado do Paraná, com pouco ou nenhum relacionamento com outras esferas da administração pública ou mesmo com a Polícia Civil e com efeitos observáveis sobre desorganização do espaço social. Palavras-chave: homicídios, segurança pública, UPS - Unidade Paraná Seguro. Abstract: This article seeks to discuss the strategies and the contradictions of the Public Security of the State of Paraná with respect to the murder-control policy which resulted in the creation of UPS’s – Safe-Paraná Police Units in the city of Curitiba.  Emphasis on purely repressive models played a leading role in the run-down areas of the city where anomy and insufficient social policies were notorious. The main issue is related to the result analysis which showed an increase in the murder rate derived from the creation of those units under control of the Military Police of the State of Paraná with little or no relationship with other Public-Administration areas or even with the Civil Police of the State of Paraná. Key Words: murders; Public Safety; UPS – Safe Paraná Unit

This study is based on the assumption that the primary aim of the emergence of states was to provide security and development opportunities for its citizens. This objective determines the method of exercising power, the applicable legal system reflecting the adopted norms of social coexistence, and the public administration system. It was also presumed that security is associated with a sense of threat and confidence. They can be both objective and subjective, which means that they can be measurable or not. Due to the fact that while there are no major problems with determining the definition of a state, there are still difficulties related to identifying the essence of security and, consequently, also the security of the state. Therefore, the paper is based on the results of the bibliographic method and presents an overview of representative outlooks on issues related to threats, security and national security. This was done by reference to works created on the basis of the law, political sciences, and security sciences. The work was divided into three parts. The first introduces the considerations. The second presents views allowing the nature of security to be determined, and the third part presents the subject-entity scope of state security and the determinants of that security.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

Consensual bodies are links in which communication and coordination take place and which enable cooperation of individual structures of the state administrative apparatus. F rom the anthropological point of view, consensual bodies belong to the field of the phenomenon described by this science as mediation. They are a kind of intermediate between separate structures. Problem setting. Digital economy should be considered as the new phenomenon, which was formed under the influence of progressive changes in technology and is a system of economic relations based on the usage of digital media means of information transmission. The development of the digital economy requires new approaches, methods and tools of building the system of public administration, which has significantly evolved under the influence of democratic transformations and the development of civil society. Therefore, nowadays there is a demand for understanding the essence of the digital economy in society as an objective reality that is confidently evolving, as well as for finding further ways to its development as a part of the system of public administration. Recent research and publications analysis. Issues of digitalization and digital economy are raised in the publications of such researchers as V. Apalkova, N. Dieieva, A. Dobrynin, S. Vereteniuk, H. Karcheva, V. Kuibida, S. Koliadenko, N. Kraus, D. Laion, V. Liashenko, A. Maslov, K. Semiachkov and others. The use of information and communication technologies in the field of public administration is revealed in the works of such scientists as O. Bernaziuk, N. Hrytsiak, N. Drahomyretska, O. Yemelianenko, T. Kaminska, A. Kaminskyi, O. Kachnyi, S. Kutsenko, I. Lopushynskyi, V. Nikolaiev, V. Pysarenko, A. Semenchenko, S. Chukut and others. However, there is the necessity for comprehensive research on the transformational changes connected to the digitalization of economic processes in the society. The aim of the article is to substantiate the directions of the digital economy development as a component of the public administration system based on the study of the features of the category “digital economy”, analysis of the problems related to the functioning of the digital economy in modern society. Paper main body. The digital economy is the important basis for the functioning of the information society on the basis of information and communication technologies, according to that it can be attributed to the priorities of the public administration system development. The author’s definition of the digital economy from the position of a component of the public administration system as a complex model of interaction of economic and managerial entities operating on the basis of widespread use of information and communication technologies to meet the needs of the population and increase the efficiency of the public sector. The development of the digital economy and digital technologies is important for the public sector, taking into account the services received by both businesses and citizens of the country. The most common digital services available in the world today are registration of the new business, applying for a business license, applying for a birth certificate, and paying for utilities. The main factors that hinder the spread of digital services are the low level of financing for technological development and cyber security, the presence of software piracy, insufficient protection of intellectual property rights, insufficient number of mobile broadband subscribers, significant investment risks, undeveloped financial and banking services. Ukraine’s strengths contributing to the development of the digital economy are high-quality training of IT professionals, their ability to work with large data sets, e-democracy, sufficient speed of Internet connections and the implementation of investment projects in the field of telecommunications. This gives grounds to assert the significant opportunities of the Ukrainian state to develop the digital economy in the future. The government together with business have to take the following steps to overcome the problem of developing the digital economy: to develop the infrastructure for mobile Internet, Internet of things, cloud technologies and cyber security, i.e. “solid” infrastructure; to create full-fledged conditions for e-commerce and e-business; to form “soft” infrastructure aimed at data openness, identification and trust of citizens, the improvement of public services, etc .; to provide digital transformation projects through their implementation at the regional and national levels; to provide the population with information about possible risks from the total digitalization of the economy; to ensure technological and consulting support in the field of using secure information and communication systems. The development of the digital economy is an objective reality nowadays, taking into account the rapid progress in the field of technological and innovative support of all spheres of society. Digitalization will reduce the cost of paper money transactions, reduce corruption by providing most transactions electronically, facilitate access to most public administration services, and increase the efficiency of the economy on the whole. Conclusions of the research and prospects for further studies. The digital economy as a component of public administration system is the complex concept that involves the digitalization of public services and the development of the public sector through the active introduction of digital products in all spheres of the society. Considering the potential of Ukraine, its strengths and global trends that objectively affect the Ukrainian state, we can predict that the development of the digital economy will transform domestic industries and reformat them according to the needs and demands of the population.
