The formation of the patent-licensing system of Ukraine during the second half of the XX century is investigated. It is established that the first funds of technical literature, which was necessary for patent work, were created in the departments of the institutes of the Academy of Sciences of the USSR in the first postwar years. For example, the fund of scientific and technical literature, documentation, patents and inventions began to form in the Institute of Electrical Engineering of the USSR. It was established in 1944. But various special centers for providing information support for the development of the patent and license business were organized a somewhat later. In particular, at the Institute of Electrical Engineering of the Academy of Sciences of the USSR only 20 years later in 1964. Employees were making a preliminary examination of applications for inventions and expanding the funds of scientific and technical documentation, were completing foreign patent documentation from foreign countries. A network of special Patent Departments was created on the basis of the higher technical institutions. A small group for the systematization of patent information was created at the Kharkiv Polytechnic Institute in 1967. In 1971, the patent office was also established at the Odessa Polytechnic Institute. In 1974, at the Kyiv Polytechnic Institute an organizational and analytical department was created, it contributed to the development of inventive activities of the Institute. The intensification of inventive search occurred in the 1980s and was aimed at improving quality, which contributed to the creation of prospective, competitive world-class developments and their introduction into industry. During this period, the vast majority of scientists took part in patent and licensing activities, a large number of patents were obtained and scientific and technical cooperation was started on a commercial basis with the conclusion of licensing agreements. A number of devices were patented in the following countries: Spain, Italy, England, Switzerland, Japan, Germany, Hungary, Poland, Bulgaria and others. In the early 1990s, the situation with inventive and patent licensing activities changed. A significant reduction in the number of inventions demonstrated the general state of scientific research in the country.

The article systematizes the conceptual principles of formation and implementation of strategies of seven research universities of Ukraine, presented in the international QS ranking (Taras Shevchenko National University of Kyiv; V. N. Karazin Kharkiv National University; Igor Sikorsky Kyiv Polytechnic Institute; National Technical University "Kharkiv Polytechnic Institute"; Lviv Polytechnic National University; Sumy State University; Vasyl' Stus Donetsk National University). This sample is based on the fact that these research universities in Ukraine have sufficient potential for international competitiveness, which is emphasized by their recognition as a world-class rating system, which is formed from a number of key indicators measuring scientific and educational activities of these subjects. The study substantiates the differences between strategies and programs for the development of research universities in Ukraine and compares the results of their implementation. The necessity of using the method of global ranking as a tool of strategic development management of research universities of Ukraine is actualized. Prerequisites for the formation and systematic support of the implementation of the innovative potential of the strategies of research universities of Ukraine in order to strengthen the academic reputation and image at the global level are revealed. It is established that one of the seven research universities of Ukraine studied has a development strategy until 2020, which necessitates the urgent need to diagnose the results of this strategy and launch the process of updating strategic goals, in accordance with modern conditions of science and technology, to adopt a new program of development. This approach will ensure the continuity and systemic nature of the process of strategic management of research universities in Ukraine and lay the foundation for the development and adoption of the state doctrine of development of research universities in Ukraine in order to ensure their global recognition.

The authors discuss the study findings and the Library’s experience in integrating open access resources into the resource base of the information support offered to Siberian researchers and scholars. The dynamic technology of resources organization and use calls for continuous monitoring of the open access resources. Using the open access resources as an object of collection development improves the effectiveness of user services and preservation of socially significant content which impacts the libraries’ importance within the system of scientific communications. The library collection as a library’s strategic element is transforming with widening the formats, generic and specific limitations, and integrating traditional collections with the open access resources. This results in the sophisticating organizational and technological model of collection development. The efficiency of integrated open access library services demonstrate the users’ interest to and demand for them. The open access resources have been being increasingly included into the relevant collection development at the academic libraries. The systematic collection of open access resources can operate as a compensational technological system against other expensive resources. Integrating the open access resources into the collections of the State Public Scientific and Technological Library of the Russian Academy of Sciences Siberian Branch proves to be naturally determined and impacts the prospects for collection development.

To ensure the effective functioning of the national innovation system it is required an appropriate innovation infrastructure, which is a set of economic entities providing technical, informational, human, financial, organizational-methodical and (or) other support to subjects of innovative activity necessary to create knowledge, technologies, transformation them into new products and services. A key part of the regional innovative infrastructure is a structure of patent information support of innovation processes undertaken by the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Analytical and patent information play a leading role in strategic planning and management of innovation and intellectual property, scientific-technological and marketing problems, understanding the general level of achievements in the field of science and technology. In this regard, the most important activity of infrastructure elements of the innovation patent information support is to ensure access of economic entities to a variety of resources to effectively address issues of protection, disposition and use of rights to results of intellectual activity. These elements of the innovation infrastructure should become so called «connecting bridges» from knowledge to innovation. The author proposes the exchange mechanisms for commercialization of scientific-technological developments. Launching the project Novosibirsk Center to Support Innovation and Technology created on the base of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences plans to change the approach to innovations that should help to solve the regional basic problems.
