The formation of the patent-licensing system of Ukraine during the second half of the XX century is investigated. It is established that the first funds of technical literature, which was necessary for patent work, were created in the departments of the institutes of the Academy of Sciences of the USSR in the first postwar years. For example, the fund of scientific and technical literature, documentation, patents and inventions began to form in the Institute of Electrical Engineering of the USSR. It was established in 1944. But various special centers for providing information support for the development of the patent and license business were organized a somewhat later. In particular, at the Institute of Electrical Engineering of the Academy of Sciences of the USSR only 20 years later in 1964. Employees were making a preliminary examination of applications for inventions and expanding the funds of scientific and technical documentation, were completing foreign patent documentation from foreign countries. A network of special Patent Departments was created on the basis of the higher technical institutions. A small group for the systematization of patent information was created at the Kharkiv Polytechnic Institute in 1967. In 1971, the patent office was also established at the Odessa Polytechnic Institute. In 1974, at the Kyiv Polytechnic Institute an organizational and analytical department was created, it contributed to the development of inventive activities of the Institute. The intensification of inventive search occurred in the 1980s and was aimed at improving quality, which contributed to the creation of prospective, competitive world-class developments and their introduction into industry. During this period, the vast majority of scientists took part in patent and licensing activities, a large number of patents were obtained and scientific and technical cooperation was started on a commercial basis with the conclusion of licensing agreements. A number of devices were patented in the following countries: Spain, Italy, England, Switzerland, Japan, Germany, Hungary, Poland, Bulgaria and others. In the early 1990s, the situation with inventive and patent licensing activities changed. A significant reduction in the number of inventions demonstrated the general state of scientific research in the country.

The article presents the results of SWOT-analysis of the potential of the academic staff of highly rated universities in Ukraine (Taras Shevchenko National University of Kyiv, National Technical University of Ukraine «Igor Sikorsky Kyiv Polytechnic Institute», Sumy State University). A theoretical analysis of scientific sources on the research problem was carried out and the possibility of using SWOT-analysis to identify strengths and weaknesses, threats and opportunities for developing the potential of academic staff was substantiated. Based on the analysis of the types of activities carried out by the academic staff, the criteria for assessing the resources and capabilities of universities for its development were developed, in particular: universities in international and domestic ratings; quantitative composition and age structure of academic staff; university resources for developing the capacity of academic staff; publication activity of academic staff; motivation and stimulation of academic staff; indicators of academic mobility of academic staff. Based on the analysis of official open resources, the strengths of the universities under study were found out, namely: competent academic staff, and the availability of various resources for its development, in particular postgraduate studies, doctoral studies, constantly working specialized academic councils, scientific journals and collections, a large network of international relations and international research contracts. At the same time, the weaknesses of the universities under study are: a high proportion of academic staff of respectable age, the lack of interest in universities in attracting successful practitioners who do not have academic degrees to the educational process, and the insufficient participation of foreign academic workers in the educational process.

This article offers an alternative for spatializing electroacoustic music using high-density loudspeaker arrays (HDLAs). It describes and contextualizes experimentation with the large array of speakers of the Cube concert hall made during the Spatial Audio Workshop residency at the Moss Arts Center, Virginia Polytechnic Institute and State University in August 2015. The experiments were performed using the implementation of “Granular Spatialisation” (GS), a technique developed by the author for sound diffusion in HDLAs. This is based on the projection of sound using spatial grains of “microdurations,” with ideally one grain individually addressing each speaker of the array. The article focuses on particular aspects of, challenges from, and strategies for using GS for the projection of sound with the Cube's array of 138 loudspeakers, including four independent subwoofers, while composing a new acousmatic piece that was diffused in the Cube at the end of the residency.

The most important task of the successful development and implementation of the regional development strategy is the adoption and implementation of well-grounded and timely management decisions aimed at increasing the attractiveness of the territory for target audiences. One of the directions of this realization is the creation and development of the competitive advantages of a particular territory. The steps taken in this direction in the regions of Ukraine are of a non-systemic nature and, as a rule, do not solve the problem comprehensively. This is due to the lack of both theoretical groundwork, on the basis of which it would be possible to develop a comprehensive strategy for the region, and an effective toolkit that ensures the systematic participation of stakeholders in the development and implementation of such a strategy. An important research topic is the consistency of the selected priorities with the goals of sustainable development, corresponding innovations within the framework of technological progress, which makes it relevant to use marketing tools to expand the analytical and communication tools of smart specialization. The purpose of this study is to analyze the possibilities of using strategic marketing for smart specialization tasks. Strategic marketing must be seen in the context of smart specialization, which is an innovative approach aimed at stimulating growth and job creation, allowing regions to define and develop their own competitive advantages. In the context of the practical implementation of the components of smart specialization as a process, strategic marketing can be considered as an active process with a long-term orientation, aimed at exceeding the average indicators in other regions by systematically pursuing a policy of creating a system of solutions that ensure the satisfaction of the needs of (current and prospective) stakeholders (current and potential) territories in a more efficient way than is possible in other regions. In the course of the study, it was determined that strategic marketing in the context of the practical implementation of smart specialization should be considered as a process of planning, developing and implementing strategic steps to gain a competitive advantage in selected areas. This process is necessary to map out the main goals of the region and find the most effective ways to achieve them.
