This research motivate by the implementation of KPU West Sumatra communication in the 2015 West Sumatra Pilgub socialization which did not reach the voter participation target of 77,5%. The research objective are to describe and analyze arrangement process, delivery and acceptance the socialization message, found obstacles and model of communication process in socialization. This research used a qualitative metho, analyze by Boove and Thil Model with the glamour theory. The research found that communication activities in socialization not maximal yet because the message not distribute broadly and accepted by public. The communication process on the 2015 West Sumatera Governor and Vice Governor Election consist of 8 (eight) phase. There are some obstacles found within communication process; obstacles in the process, semantic, physical and psychological. The others are delays in regulation and improper planning. Evaluation phase is model of communication process which is added on communication phase of West Sumatera Election Commission. The research propose that West Sumatera Election Commission have to plan qualified arrangement, cooperate with democratic volunteers which are provided with proper electoral information, then the evaluation should be performed in every process of communication.

Penelitian ini dilator belakangi oleh pelaksanaan komunikasi KPU Sumatera Barat dalam sosialisasi Pilgub Sumatera Barat Tahun 2015 yang tidak mencapai target partisipasi pemilih sebesar 77,5 %. Penelitian ini dilakukan untuk mendeskripsikan dan menganalisis proses penyusunan, penyampaian serta penerimaan pesan sosialisasi, menemukan hambatan dan mengusulkan model proses komunikasi dalam sosialisasi. Penelitian ini menggunakan metode kualitatif dan dianalisis menggunakan model Boove dan Thil serta glamour theory. Hasil penelitian menunjukkan bahwa pelaksanaan komunikasi dalam sosialisasi belum maksimal dan pesan tidak tersebar merata diterima khalayak. Proses komunikasi dalam Pilgub Sumbar 2015 terdiri dari 8  (delapan) tahap. Hambatan yang ditemukan selama proses komunikasi yakni hambatan dalam proses, semantik, fisik dan psikologis. Hambatan lain yang ditemukan yaitu keterlambatan regulasi dan perencanaan yang tidak maksimal. Model proses komunikasi yang ditambahkan dalam tahapan komunikasi KPU Sumbar adalah tahap evaluasi. Saran dalam penelitian ini yaitu KPU Provinsi Sumbar perlu membuat perencanaan dengan baik, menggandeng relawan demokrasi yang dibekali dengan informasi pemilihan yang lengkap serta evaluasi sebaiknya dilakukan dalam setiap proses komunikasi. <p>This research examines problems that arise and become obstacles in the process of organizing general elections and the challenges of the General Election Commission (KPU) in increasing voter participation in general elections.</p><p>The purpose of this study is to find out what obstacles arise in the implementation of the General Election related to the role of the KPU to increase public participation in general elections. This type of research is empirical research and the data used are primary data by conducting interviews with KPU commissioners accompanied by an analysis of secondary data in the form of legislation. The results of this study indicate that barriers that can interfere with the process of holding elections, arise from news hoaxes and some obstacles that are classified based on the group of voters. Every segment of society has different needs, so the method used to increase community participation is tailored to the needs of the community in each segment.</p>

The direct election of the Governor and Deputy Governor is the implementation of the mandate of the law, this study has the aim to determine the extent of the performance of the KPU Blitar City in increasing voter participation in the election of the Governor and Deputy Governor of East Java in 2018. There are various problems which includehuman resources from KPU has not been optimal in the level of village government and sub-district government, and lack of participation from the community due to factors of economic interests, domiciles in the outer areas of Blitar City, and lack of public awareness. The performance theory proposed by Mahsun (2012: 77) is used as a theoretical basis. The object of the research was the Blitar City KPU, carried out through a qualitative approach using interview methods and using secondary data in the form of literature studies from several scientific references suitable for following up the analysis of primary data obtained. The results of the study illustrate that the performance of the Blitar City KPU in the election of the Governor and Deputy Governor of East Java in 2018 cannot be said to be optimal. Because there are still obstacles to the Blitar City Election Commission in increasing voter participation which is seen from the indicators of input, process, results and impact.

This study aims to find out The General Election Commission (KPU) Communication Model in Increasing Voter Participation in the Election of the Governor of Sumut 2018. This research is included in qualitative research. Qualitative research is a social research which fundamentally relies on observing humans in their own domain and relating to those people who seek toreveal actual facts / phenomena that occur in the field. Based on the results of research that has been carried out with the title "Communication Model of the General Election Commission (KPU) in Increasing Voter Participation in the 2018 North Sumatra Governor Election in South Labuhanbatu Regency", the researchers concluded as follows: The General Election Commission of South Labuhanbatu Regency will collect data on the List of Candidates for Permanent Voters who will be given outreach. The General Election Commission of South Labuhanbatu Regency conducts outreach for novice voter candidates in high school equivalent to students who are already in class XII The General Election Commission of South Labuhanbatu Regency carried out the dissemination of the Governor Election to Farmers and Fishermen Communities. The General Election Commission of South Labuhanbatu Regency Strengthens the Synergy of the General Election Commission (KPU) with Local Community Organizations (Ormas). The General Election Commission of South Labuhanbatu Regency conducted socialization through audio and visual media.  The General Election Commission of South Labuhanbatu Regency uses the Question and Answer method, the community asks questions related to procedures and so on then the officer answers or vice versa .

This article describes the role of political education to improve public participation in the election of West Sumatra governor. The governor election is expected to be able to raise the level ofoptimism in order to improve the leadership qualities of local government, and the spirit of political education for citizen. This study applied descriptive qualitative method by using interviews and documentations as research instruments. Based on the documentation instrument, it showed the statistics of permanent voters who voted in the 2015 for governor election was 59.58% or 3,489,743 permanent voters. It was implied that 40.42% or 1,410,680 voters did not take their votes. This low level of public participation could be a sign that democracy has not effectively been implemented at the local level. The researchers concluded that the socialization activities of Governor election, as one of responsibilities of General Election Commission, have failed to increase the political awareness of the society.

In 2019 social media has indeed become a familiar phenomenon for Indonesian people in general. Social media is a communication tool that cannot be abandoned by every individual. In fact, it has become a habit for every individual to share information through social media, because the practical benefits of social media are a means of communication. Social media in its use has many benefits, both positive and negative, like two ends of the sword. The positive value of social media is used as a means of communication, a means of sharing information for voters, and a means of socializing between the KPU and the public. This study uses a qualitative descriptive method by describing the data obtained from the General Election Commission (KPU) of Bantul Regency by analyzing data taken directly from the documents of the General Election Commission of Bantul Regency (KPU Bantul). Voter Participation in Bantul Regency shows a higher participation rate compared to participation in the 2014 Election. The difference between the 2014 and 2019 Elections lies in the number of voters. In 2014 Facebook was used while in 2019 it was using Instagram. The percentage of voter participation in 2019 showed 87.9% of the total number of voters, while in 2014 voter participation was only 81% (Republika.co.id). In the 2014 Election, the KPU did not use Instagram to disseminate information about the Election, while the 2019 Election showed good participation.Di tahun 2019 media sosial memang menjadi fenomena yang tidak asing lagi bagi masyarakat Indonesia pada umumnya. Media sosial merupakan alat komunikasi yang tidak bisa ditinggalkan oleh setiap individu. Bahkan sudah menjadi kebiasaan setiap individu untuk berbagi informasi melalui media sosial, karena manfaat praktis media sosial adalah sebagai sarana komunikasi.Media sosial dalam penggunaannya memiliki banyak manfaat, baik positif maupun negatif, ibarat dua ujung pedang. Nilai positif media sosial digunakan sebagai sarana komunikasi, sarana berbagi informasi bagi pemilih, dan sarana sosialisasi antara KPU dengan masyarakat.Penelitian ini menggunakan metode deskriptif kualitatif dengan mendeskripsikan data yang diperoleh dari dokumen Komisi Pemilihan Umum (KPU) Kabupaten Bantul dengan menganalisis data yang diambil langsung dari dokumen Komisi Pemilihan Umum Kabupaten Bantul (KPU Bantul). Partisipasi Pemilih di Kabupaten Bantul menunjukkan angka partisipasi yang lebih tinggi dibandingkan dengan partisipasi pada Pemilu 2014. Perbedaan Pemilu 2014 dan 2019 terletak pada jumlah pemilih. Pada tahun 2014 Facebook digunakan sedangkan pada tahun 2019 menggunakan Instagram. Persentase partisipasi pemilih pada 2019 menunjukkan 87,9% dari total jumlah pemilih, sedangkan pada 2014 partisipasi pemilih hanya 81% (Republika.co.id). Pada Pemilu 2014, KPU tidak menggunakan Instagram untuk menyebarluaskan informasi seputar Pemilu, sedangkan Pemilu 2019 menunjukkan partisipasi yang baik.

Voter participation in elections is one of the benchmarks of the success of political development. The high level of voter participation will indicate the success of the elections and the low voter participation will indicate the failure of the election. Therefore, it is necessary to increase the participation of the voters as the responsibility of the KPU. Therefore, the KPU makes an effort to increase voter participation by conducting election socialization in Langkat Regency. The socialization aims to provide and disseminate information on elections. The effort is certainly to increase voter participation in the election. From this research is done with the aim to know the role of Election Commission Langkat in order to increase voter participation. The method used in this research is descriptive research method with qualitative approach. Analysis of the whole data is done with summarize data that is selecting data, simplified, and taken the main meaning (essence). Based on measurement of effectiveness of election socialization such as; achievement of objectives, procedures, resources, budgets, facilities, infrastructure and integration or cooperation with other organizations. Generated that socialization of election conducted by Langkat Regency KPU not yet effective where achievement of objective, procedure, budget, infrastructure and integration not effective and utilization of resources and facilities running effectively. So the result of this research is the role of Election Commission Langkat in order to increase the voters have not been maximized. With low voter  participation rate around 60% obtained by data processing KPU Langkat Regency.

The political rights of Indonesian citizens living abroad have been guaranteed by law since 1953 and implemented by a joint committee between the General Election Commission and the Ministry of Foreign Affairs. As a developing country with increasing democracy, Indonesia’s external voting needs to be studied. Using the qualitative analysis of macro data and questionnaire survey in Tokyo, this study addresses the following questions: How is the implementation of external voting by the Indonesian government? How is the voter? How does the registration, administration, voting facilitation, and voting method influence voter participation in home country elections? The findings suggest that the government provides many resources to facilitate external voting. Nevertheless, survey results revealed that some facilitation was inadequate compare to the number of voters. Although highly educated citizens tend to have a high awareness of home country elections, problems in voting facilitation might prevent them from voting.

This research aims to learn the effectivities of Relawan Demokrasi (literally democracy volunteers)—a civil group created by the General Election Commission (KPU) to improve voters’ political literacy—in West Sumatra province. KPU’s responsibility in administering the legislative, presidential, and local administration elections is crucial to maintaining the democratic process in Indonesia. This research used mixed method with sequential explanatory approach. The quantitative data were collected from voters, followed by qualitative data from the West Sumatra’s KPU and Relawan Demokrasi members. Based on the three indicators of Relawan Demokrasi’s performance—purpose, result, and outsiders’ assessment—the performance is relatively ineffective. Although Relawan Demokrasi is a positive movement to improve voters’ political literacy, it is not well prepared to train and educate the public. Therefore, it is crucial for KPU to increase the performance effectivities to improve the public’s political literacy and education.

Downward trend voter participation in the election of the Governor and Deputy Governor of West Sumatra Province in Kota Pariaman needs special attention, because percentage of voters who use votes at polling stations is still a benchmark for the amount of public trust in the elected regional heads through the election mechanism. Therefore is needed communication pattern that can provide understanding and educating the public about the importance of exercising voting rights during elections. Like a pattern of socialization that puts forward a cultural approach (Local Wisdom) that can inspire people to use their voting rights at TPS. This research method is descriptive qualitative that aims to understand and interpretation the meaning of events, interactions and human behavior through communication with cultural approaches. That form of 'Ciloteh Lapau' which is one of the media for election socialization and education to increase voter participation in Kota Pariaman.
