This paper studies the effect of digitalization on the perception of corruption and trust in tax officials in Africa. Using individual-level data from Afrobarometer surveys and several indices of digitalization, we find that an increase in digital adoption is associated with a reduction in the perception of corruption and an increase in trust in tax officials. Exploiting the exogeneous deployment of submarine cables at the local level, the paper provides evidence of a negative impact of the use of Internet on the perception of corruption. Yet, the paper shows that the dampening effect of digitalization on corruption is hindered in countries where the government has a pattern of intentionally shutting down the Internet, while countries that successfully promote information and communication technology (ICT) enjoy a more amplified effect.

Penemuan lainnya turut didiskusikan.

A thorough glance of the ICT and development researches reveal that the qualitative studies reasonably depend on the grounded theory as it is obtained from the phenomenon unlike the study begins with the theory and proves it. Most of the researches concentrated on the adoption of technology, receptiveness of the target audience, organizational structure of the project agencies and of course, the impact of intervention. Fewer researches have been done to gauge the factors affecting the positive or negative impact of the technology. None of the above stated theories were relevant except meta-theoretical perspectives of ICT and society. The authors propose a chapter discusses the contingency factors which affect the positive or negative impact of the rural Information and Communication Technology hubs in India by analyzing the researches which were published after the year 2000. It shall be specifically dealing with the researches which are based on primary data. Thus it could reflect the challenges the Indian rural ICT initiatives face.

The development of information and communication technology is growing both globally and regionally making it easier for everyone to access all information and communicate without knowing the limits even though many benefits can be obtained. The reality, in turn, gives a negative impact such as personal crime, theft, and data falsification to attack systems or forms of state infrastructure. Cyber threats that occur in Indonesia include racial riots in 1998 which Indonesia had to fight with hackers from China and Taiwan. Besides, the Indonesian government must also face espionage that done by Australia through its representative building in Jakarta. Therefore, cooperation is needed through the defense diplomacy process as a way to deal with all forms of cyber threats in Indonesia called cyber diplomacy. This study uses qualitative research methods through library research intending to analyze concepts and descriptions of cyber diplomacy. Cyber diplomacy conducted by Indonesia is involvement through the ASEAN-Japan Online Cyber Exercise program which is still at the level of developing the skills of cyber personnel but has not touched on the policy domain to regulate program development. Then there needs to be further development by bringing this program to the ADMM forum.

Learning today can be facilitated with the help of technology that can be utilized by teachers in presenting learning materials in the teaching and learning process. In order to facilitate teachers in carrying out the teaching and learning process can use the main learning media based on Information and Communication Technology (ICT). But the phenomenon that occurs, teachers experience a lot of problems when developing ICT-based learning media. Qualitative research method of phenomenological approach can be understood that the results of research in SMP BSS show; 1) The awareness of IPS teachers in SMP BSS the importance of ICT-based learning media; 2) Teacher problems in developing ICT-based learning media in the form of, how to operate media software and follow the development of technology; 3) factors of problematika emergence, namely, age factors, lack of skills mentoring, differences learned between generations, overload of additional tasks, and lack of opportunities in the division of time to learn; 4) addressing the problems that arise, ips teachers at SMP BSS take a stand by doing time management, and also the spirit of continuing to learn ICT-based learning media; 5) the hope of ips teachers in SMP BSS is that there is a paya fulfillment of facilities from the agency so that the problems they face can be resolved.

Abstract This paper provides an analysis of the influence of Information and Communication Technology (ICT) infrastructure, usage and skills on the export and import of goods and services in the region of South-East Europe (SEE) by applying gravity models to bilateral trade flows through the panel data analysis. The results show that GDP per capita and Internet usage have a significant positive impact on import, and in addition, the digital infrastructure and digital skills have a positive, but small impact on export. Distance has a negative impact on trade. These countries faced relatively poor development and usage of the ICT sector, which indicates unexplored potential which could be used to improve international trade if exploited by businesses, government and households.

Organizational reliance on information and communication technology (ICT) is more likely to induce techno-stress as a detrimental effect, which has a negative impact on productivity. Businesses should make organizational efforts to decrease counter-productivity, a negative effect of techno-stress, to create sustainable productivity by taking advantage of information and communication technology. The purpose of this study was to explore the roles of self-efficacy and technical support as moderating variables in the relationship between techno-stress and counter-productivity. This study selected techno-overload, techno-invasion, techno-complexity, techno-insecurity, and techno-uncertainty as the techno-stress measurement variables, as well as counterproductive work behavior (CWB) and innovation resistance as counter-productive measurement variables. In this study, we surveyed 700 people in the IT sector, manufacturing, services, public agencies, and other industries and used regression analysis to analyze the effects of self-efficacy and technical support. As a result of the analysis, techno-overload, techno-invasion, techno-insecurity, and techno-uncertainty have positive effects on CWB and innovation resistance whereas self-efficacy and technical support have moderating effects on techno-stress and counter-productivity by interacting with techno-overload, techno-insecurity, and techno-uncertainty. We suggest measures to strengthen self-efficacy and technical support for mitigating counterproductive work behavior and innovation resistance.
