Today, the publicity and the scientific community, businessmen and officials pay much attention to the food security problem. However, despite this, it is not solved. This problem has even become global. An analysis of the existing approaches to the definition of “food security” is given in the article. A more systematic and comprehensive definition of this term is formulated on the basis of this study. Moreover, the legislation of the world’s countries, in particular Ukrainian legislation, aimed at solving the food security problem are investigated. A food market forming mechanism is first proposed in the work. It depends on the impact of international politics and political conditions in the country, as well as on the state structure and level of state regulation. This mechanism includes three main interrelated elements: the organizational and economic food production mechanism, the degree of technological development, and the population`s lifestyle. Also a model is developed for the formation of food security through the formation of food markets.

The article substantiates the importance of the development of food markets in the solution of food security problem. It is argued that the tendency of demand for food has an increasing trend and the development of food markets still remains one of the most important challenges of contemporary world. The study analyzes the markets of Georgian agro- food products and studies the modern challenges in these markets. Comparative analysis of Georgian and Spanish food markets is conducted. The article estimates the positive and negative trends of export of Georgian agro-food products as well as the possibilities of diversification of products in the food markets. According to “The Impact-Immediacy” matrix the hindering factors of Georgian agro products export are identified. Using the «Priority Scheme» the priorities of economic policy stimulating the export of agro-food products are revealed. In terms of geographical orientation of the export the possibilities of diversification of food markets are discussed, especially in European markets. The conclusion is made that, in general, European food market is characterized by the growing tendency. However, in these markets there is no similar tendency for Georgian agro-food products. According to the study of the share of Georgian products and export growth rates in different countries the positive correlation between these variables is determined. But this circumstance is not considered to be sufficient for the positive impact on the economic growth. The conclusion is made that using effective mechanisms of export stimulation allows the diversification of export of Georgian agro products on the traditional but growing food markets on the one hand and on the other hand the expansion of geographical area of export markets.

This article represents current tendencies stemming from collapse in the price of oil, devaluation of the national currency, bilateral international sanctions after the accession of Crimea and events in Ukraine, the aggravation of political situation and closure of the main areas of outbound tourism, namely Turkey and Egypt. Such negative situation for the country in whole has some positive aspects of the impact on internal tourism development, especially in regions with favorable climatic conditions and developed material basis for the tourism industry. Primarily Kuban is among these regions. The region for decades has been asserting as a tourism and recreation complex with a unique specialization in sanatorium-and-spa treatment. It has great social and economic potential, developed infrastructure, natural conditions for the international specialization in tourism and for high-quality rest and treatment of Russian citizens. However, the analysis showed that advances in this direction are insufficient. Even with the favorable impact of external factors many development indicators of the region’s tourism industry in the pre-crisis time are lower than in 2005. The high cost of services that is beyond reach for many Russian citizens is one of the important obstacles for tourism development. Hotel services and usage of the sports infrastructure in Sochi and Krasnaya Polyana are more expensive than in foreign resorts, but are inferior in services, for example, to Austrian Innsbruck. The state regulation of the tourism industry, definition of the strategic objectives and development of mechanisms to achieve them are in need. Spontaneous development of the complex can cause damage and prevent to use region’s temporary factors and advantages in a difficult period for the country.

The article is devoted to the study of general and special characteristics of the condition and state regulation  of  agriculture  in  three  East  Asian  countries:  China,  Japan,  and  South  Korea.  It  is determined  that  there  are  several  historical  similarities  associated  with  the  Asian  way  of production,  low  land  use,  high  dependence  on  food  imports,  rapid  urbanization  and  high population density. The topic of food security is relevant for all three countries. The comparative analysis made it possible to identify and specify important differences in the process and results of the modernization of agriculture in the three countries. Especially in terms of the level and speed of technical and technological development, domestic state support for agriculture, foreign trade policy, changes in the trade balance for agricultural goods, the inclusion of countries in the import of GM seeds and the production of organic food, positions in the ratings of the global food security index. The article focuses on the issues of commercialization of biotechnological crops and China's strategy aimed at future global dominance in the field of agricultural science and technology.  Using  the  mechanism  of  international  corporate  mergers  and  acquisitions, the Chinese company with state participation entered the top five world leaders in the production of GM seeds and IT platforms for precision farming.

The complex administrative and territorial structure of Russia, the significant differentiation of regions according to the level of economic development, the heterogeneity of natural and climatic conditions, the historically established system of specialization and division of labor, the different demographic situation, the different distances of regions from the center of Russia and its state borders, and national traditions objectively determine the emergence of regional food markets that reflect the specifics of the development of individual regions. Food security is the dominant part of the socio-economic policy and the primary task of the leaders of any state, a necessary factor for improving the quality and increasing the comfort of life of the population [2]. The problems of the formation and development of the Russian food market in general and regional food markets in particular in the border regions remain not fully understood. In the conducted research, insufficient attention was paid to the assessment of the conditions and factors that determine the process of achieving the goal of regulating the food market in a market economy, the specifics of the methods, mechanism and consequences of regulating the food markets of the regions, the assessment and methods of ensuring food security of both the country as a whole and the Far East in particular. The revision of the policy of state influence on economic processes required the development of a concept of state support for various subjects of economic relations and the formation of mechanisms for regulating markets, including food markets. The smooth functioning of food markets, combined with a focus on the products of domestic producers, is an essential condition for ensuring the country's food security.

Agriculture is an important and organic part of the national economy of any country. Its role is great in ensuring the country's food security, improving the balance of payments and strengthening state independence. The state and proportions of development of other sectors of the national economy depend on the level and speed of development of agricultural production. This connection is reflected in both technical-technological and industrial-economic connections. At the same time, this connection is bilateral, with the increase of agricultural production, the structure and quality of food of the population improves, the volume of imported food decreases, which has a positive impact on reducing the balance of payments deficit and increasing the degree of independence of the country. Due to the important role of agriculture, the field received a lot of attention in the first years of the restoration of independence, which is confirmed by the agrarian policy developed and implemented during that period, whose primary task was to ensure the country's food security and strengthen food independence. In connection with the important role of agriculture in the first years of the restoration of independence of the region, much attention was paid, which is confirmed by the agricultural policy developed and implemented during this period, the main task of which was to ensure the country's food security and strengthen food independence. At the same time, it was a great challenge for a country with a devastated economy, followed by significant reforms in agriculture, restructuring of the sector and the creation of an appropriate legal framework, the integration of state regulation of the market economy and self-regulatory mechanisms. However, under the influence of a number of external and internal factors, it was not possible to fully implement the developed agrarian policy. Agriculture is still characterized by low productivity and, consequently, by a small share in the sectoral structure of the national economy. The country has serious problems in supplying and providing vital agricultural products such as wheat, corn, potatoes, vegetables, meat and poultry. The global pandemic and the resulting global economic crisis have put the issue of solving the country’s food security problem on the agenda. To this end, the revitalization of rural areas, social stability and balancing the level of migration from rural to urban areas should be a priority. Establishing food security is a complex task and is primarily the responsibility of the government. There is no universal mechanism for solving the global food security problem in the world today. This problem must be solved at the national level, as food security is considered to be a level of national food production that allows the principle of self-sufficiency of the population and state reserves with food to be implemented in accordance with scientifically substantiated norms. The current severe economic crisis in the country has further intensified the social background and demanded the strengthening of the stimulating and organizing function of the state. The issue of state regulation of the agricultural sector should be considered in close connection with the development of entrepreneurship and self-regulation of production at the micro level, and priority should be given to measures that maximize the adaptation of producers to market economic conditions, increase production efficiency and competitiveness, which will ultimately contribute to the saturation of the market with domestic products and state food security. It should also be noted that recent years and even more so the pandemic process, have once again confirmed the notions of omnipotence on the market mechanism. The market does not have a magic wand that will solve all the problems by itself and regulate the existing problems. The myth of the role of the "invisible hand" and the crisis itself is a thing of the past. The modern world community supports the social orientation of the economy, therefore "realizing the dangerous nature of social polarization", which can not be solved by bypassing state regulation and mechanisms.

Purpose. The purpose of this paper was to analyze the development of the food market in Ukraine and determine its compliance with the goals of sustainable economic development, to formulate the concept of marketing of balanced development in relation to the food market and to identify a set of tasks that need to be addressed within this concept. Methodology / approach. While writing the article we used the following: methods of content analysis – to study scientific approaches to the interpretation of marketing tasks in terms of the concept of «sustainable development»; morphological analysis, generalization and scientific abstraction – to clarify the essence of the definition of «marketing of balanced development» and its conceptual content; economic-statistical and comparative analysis – for research, the dynamics of the food market and the market of organic products in Ukraine, the structure of exports of agricultural products to Ukraine, as well as the impact of the agro-industrial sector on the environment. To visualize the results, we used methods of graphical and tabular representation. The method of SWOT analysis assessed the qualitative characteristics of the state of the market of organic products of Ukraine in the light of opportunities and obstacles to the implementation of the concept of «sustainable development». Abstract-logical method was used to form a complex of marketing of balanced development, conclusions of the article and directions for further research. Results. The article is devoted to the study of the dynamics of the Ukraine food market development as a component of the national economy and food security of the state. It was determined that the areas of agro-food production, food processing and food products trade were showing growth due to increased demand in domestic and foreign markets. However, as a result of technological and resource features, agro-food production has a negative impact on the environment of Ukraine. Trends in the development of organic production as a way to implement the concept of sustainable development in the food sector were studied. The author’s interpretation of the essence of the concept of balanced market development was offered and the complex of tasks of marketing for the enterprises functioning in the food market was defined. Originality / scientific novelty. The article defines the magnitude and extent of the impact of agro-food production on the environment. The essential content of the definition of «marketing of balanced development» in relation to the agro-industrial sector through the prism of the concept of «sustainable development» was clarified. For the first time, a SWOT analysis was used to assess the state of the market of organic products of Ukraine in the light of opportunities and obstacles to the implementation of the concept of «sustainable development», which allowed determining the main directions for improving the marketing set for food market entities. The provision of the concept of sustainable development in the food sector was further developed. Practical value / implications. The main results of the study can be used for (i) structuring tasks of the marketing of balanced development of agribusiness entities; (ii) determining balanced development marketing complex for enterprise, will be relevant for both the organic market and the food market as a whole; (iii) definition of the purposes of balanced development at development of strategy of the enterprises; (iv) development of strategic directions of activity for the enterprises of the organic market on the basis of the conducted SWOT analysis.

Subject. The article reviews the mechanism for harmonizing the economic and social interests of various entities of the food market in the organization of food supply to the population. Objectives. The aim is to improve the theoretical framework and develop a scientifically sound approach to assessing the balance of food supply to the population. Methods. The study employs a unique approach to examining the balance of food supply from the perspective of three structural and consistently interconnected elements, i.e. a phenomenon, a process and a condition. It provides an interpretation of each element, methods of evaluation, based on structural division of indicators into the balanced, exceeding the balance, and below the specified level. These indicators are differentiated into seven functional groups (from minimal to maximum balance). Results. The paper gives a comparative assessment of the level of balance of food supply in the UK, France, Czech Republic, Latvia, and Russia, and the definition of priority areas for the agricultural sector development in these countries. Conclusions. The proposed approach enables not only a refreshing perspective on the problem of achieving a balanced food supply, but it can also form a basis of the organizational and economic mechanism of changes in this area, as takes into account the impact on food supply of not only economic, but also social factors that consider the specifics of a particular State. The findings of the study can be used by agribusiness authorities to make practical decisions in the food sector and to adjust directions of its development.

This paper deals with issue of increasing of using the renewable resources as the stabilizing tool in relation to the world security. In this paper, there are identified and described basic critical issues of recent world security. Moreover there is a definition of wide seized security. After depicting of the basic problems of the world security there are deeper analyzed issue of oil deposits state and their diversification as a security problem as well as the problem of socio-economic development. This is followed by the security risk analysis related to the drink water world reserves. In further text there are characterized some scenarios of future security and socio-economic development related to the impact of possible lack of oil and water in world economics. This is followed by the characteristics of recent consumption of renewables within the primary energetic consumption, as well as by description of the stabilizing effects of increasing of using of renewables to the global security and socio-economic development.

The purpose of assessing the dependence of the Republic of Kazakhstan on food imports, as well as developing priority areas for the development of the livestock industry in the context of import substitution.Research methods-the paper used methods of systematization of information from the analyzed literature sources, including: analysis, synthesis, structuring. The methods of expert assessments, questionnaires, Express surveys, and interviews were also used.The main method for forming the information base of the study was used by the official data of state institutions of the Republic of Kazakhstan. Results of the study-the current state of food supply in the Republic of Kazakhstan is analyzed. It is revealed that the export of food products in the country is significantly inferior to imports. In the nomenclature of the country’s imports, a significant share is occupied by livestock products, which reduces the competitiveness of domestic products. In order to ensure the country’s food security, aspects of animal husbandry development are proposed to form the potential for import substitution of the economy of Kazakhstan.Conclusions: the productivity of domestic agriculture in general, and the development of the food and processing industry in particular – are important tasks of the state. The recommendations developed by the authors allow us to modify the economic mechanisms of state regulation of the agri-food market.
