The article analyzes the causes and predicts the consequences of the recent (in February 2019). the adoption of the «Strategy of spatial development of the Russian Federation» — a natural, according to the author, evidence of the continuation of the former regional policy of the state, including the consolidation in the future of the initiated contraction in large-city agglomerations of material, financial, human and other resources, focus on point pockets of preferential stimulated economic activity. In this regard, it is shown on what conceptual and ideological Foundation the development of the «Strategy» was based and what mechanisms of implementation are proposed in it. As a concrete example, the government of the Russian Federation adopted a «comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024» in the development of the «Strategy», planning another «road that we do not choose».

This study is based on the conceptual position that selective regional policy is an independent direction of the state's regional policy and its mechanism depends on the model of regional policy implemented in the country: «efficiency» or «equality». The theoretical and methodological foundations of the selective regional policy of the state have been supplemented, including: concept and types. Depending on the goals, two types of stimulating selective policies can be established: health-improving and geo-selective. A new direction of selective regional policy is revealed – geo-selective regional policy, which is a selective state influence by stimulating economic activity and improving the quality of life in geostrategic territories in order to ensure national security and territorial integrity of the state. It has been established that a special type of selective regional policy is being implemented in the Russian Federation, since geostrategic regions are the objects of incentives. The uniqueness of the Far-Eastern federal district lies in the fact that all the Far-Eastern constituent entities of the Russian Federation are classified as the priority geostrategic territories. On the example of the regions of the Far-Eastern federal district as the geostrategic territories, the mechanism of implementation of the geo-selective regional policy in the Russian Federation is shown.

The problem of spatial development of the entities of the Russian Federation remain one of the most essential issues of the regional economy, despite a thorough scientific elaboration. The spatial development of the entity of the Russian Federation should be based on scientific approaches to the conduct of regional policy and take into account the patterns of development of its central and peripheral territories. The purpose of the study is to identify and justify the strategic directions for managing the spatial development of the region (the entity of the Russian Federation). The theoretic basis of the research is composed of the "core-periphery" theory, the works of Russian scientists devoted to the study of economic space. To characterize center-periphery polarization there were used the coefficient of center-periphery variation and the methods of statistical analysis. The research materials were the official statistical collections and bulletins published by the Federal State Statistics Service, factual evidence in the monographs of Russian and foreign scientists, the results of authors’ proper research. The theoretical aspects of the study of spatial development management in the region have been considered and the participants of this process have been identified. It is substantiated that the spatial development of the region can be divided in three aspects: the location of productive forces in the regional space; system of settlement in the regional space; the relationship between the various elements of the space ("north-south", "center-periphery", etc.). The experience of management of spatial development of the region has been investigated in terms of: socialist economics of planning; transition from the economy of planning to the market economy; modern conditions (the Sverdlovsk region was taken as an example). In the conditions of growing agglomerative processes the priority prospects of the government policy in management of spatial development of the region in the direction "center-periphery" should be management of spatial development of agglomerations as a whole, creating alternative centers in the economic space of the region and stimulating economic activity in the periphery. These research results can be applied for developing a regional policy aimed at reducing the center-periphery differences and polarization of the regional economic space.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article criticizes the strategy of spatial development of Russia, legally stated in the government document “The Strategy of Spatial Development of the Russian Federation for the period up to 2030. A Draft Concept”, released by the Ministry of Economic Development (2016). The author argues that the Strategy only states the existing situation, but does not enumerate a set of measures that are to be undertaken to strengthen the possibility of implementing any development scenario, and does not outline the ways of making assumptions a reality. The paper proves that the postulates of the Soviet settlement doctrine and urban planning theory still deeply impact the contemporary theory and practice of territorial planning.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The article analyzes the practical experience of the participation of the authors of the article in the development and implementation of the republican program for the implementation of the state cultural policy in the Republic of Dagestan. In terms of methodology, the analysis is based on the concept of regional cultural policy previously developed for this program in this subject of the Russian Federation (RF). It takes into account the most important provisions of the approved presidential "Fundamentals of the State Cultural Policy" in 2014, the government "Strategies of the State Cultural Policy for the period until 2030" in 2016, as well as other documents of strategic planning and programming of culture in the Russian Federation. The study showed that these documents require a significant update of the main components of cultural development programs in the regions of the Russian Federation. In this connection, the greatest attention is paid to the authors of the new goals and objectives of the state cultural policy in the constituent entities of the Russian Federation, as well as indicators (indicators) of evaluating the effectiveness of implementing regional programs in general, the effectiveness of achieving goals and solving problems in its main areas (sub-programs), in particular.

Purpose: the purpose of the research is to evaluate proposals on the formation of a fundamentally new support and zonal structure for managing the development of the Russian Arctic and related changes in the regulatory and legal support for this development.Methods: research is carried out with the use of interdisciplinary methodologies which integrate specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems’ functioning.Results: there is an active modernization in the production, infrastructure and defense spheres on the territory of the Russian Arctic, the accelerated development of which can be considered a prerequisite for solving the social and economic problems of the integrated development of the whole macroregion. At the same time, the gradual modernization of the institutional and legal bases for the development of the Arctic zone of the Russian Federation (AZRF) began. An additional impetus was given to it by the adoption of Decree №1064 of the Government of the Russian Federation of August 31, 2017 on a new state program for the development of the Arctic that made significant adjustments to earlier decisions on public administration and legal support for the development of the Russian Arctic.Conclusions and relevance: the authors showed that one of the main reasons for the slow implementation of the justifiably ambitious intentions of the country's leadership on the complex socio-economic re-development of the Russian Arctic was the underestimation of the importance of modernizing the institutional and legal bases for the re-development of the Russian Arctic. The modernization of the institutional and legal bases of spatial development is becoming an important factor in the stable functioning of not only the state, regions and municipalities, but also for the implementation of any investment projects. The data on innovations in the structure of the institutes and legal regulators of the development of the Russian Arctic confirms the undoubtedly positive potential for modernizing the institutional and legal bases for the spatial development of the Russian Arctic and the need for experimental verification of the decisions taken so that that potential could be fully realized.

Introduction: the paper discusses the study of the basic principles and methods of determining rental rates for the use of land owned by the state and municipal authorities. Despite the increasing trend of the privatization of state-owned land, its significant proportion is still under the state ownership. In this regard, a significant share of court proceedings in the Arbitration courts falls precisely on those disputes that relate to the determination of the procedure for establishing the rent of state-owned real estate in Russia. In this regard, the author set the goal – to study the problem of establishing the amount of the rent for the land held by tenants for housing after bringing into force Resolution of the Government of the Russian Government No. 582 of July 16, 2009 “On the basic principles of determining the rent for leases of land plots in the state or municipal ownership, and on the Rules for determining the amount of rent and the order of the conditions and terms of payment of rent for land in the ownership of the Russian Federation” (hereinafter – “Resolution No. 582”). Methods: the methodological framework for the study is a set of methods of scientific knowledge, among which the main one is the comparative law method, as well as the methods of systematization and analysis. Results: the author’s position grounded in the work is based on the analysis of the legislation and the opinions of the scientists expressed in the competent scientific community on the issue of establishing the basic rates for renting the state real estate. Conclusions: as a result of the study, the main principles of determining the rates for renting the state-owned real estate, as well as the procedure for determining them, were analyzed. It was established that the amount of rent for land plots that were provided to tenants for housing construction after the entry into force of Resolution No. 582 should not exceed 2 % of the cadastral value of such real estate.

In the Strategy of scientific and technological development of the Russian Federation, the main goal is to ensure the competitiveness and independence of the state by forming an effective system of the most complete application and development of the intellectual potential of the state. The main directions in the work of the Government of the Russian Federation, for the period up to 2024, is the formation of conditions for the entry of the Russian Federation into the top five leading countries in the field of R D, represented by the priorities of scientific and technological development of the state, determined by this Strategy.These areas are represented by the Program, which is the main mechanism for implementing the Strategy. It is aimed at increasing the socio-economic effect of applying the results of scientific research and intellectual activity, significantly increasing the efficiency of using budget funds and extra-budgetary sources to finance R D, by switching to the qualified customer model. The Strategy also provides for measures to develop the level of capitalization of the educational potential of the population to fulfill the tasks of technical modernization of industrial production, development of entrepreneurial structures of all types, attracting talents, social mobility, ensuring the required rates of economic growth, as well as the quality of life of society

Транспортная инфраструктура является одним из факторов социально-экономического и пространственного развития территорий. Принятый в 2018 г. комплексный план модернизации и расширения магистральной инфраструктуры призван разрешить ряд инфраструктурных проблем России, обеспечить развитие транспортных коридоров, повышение экономической связанности. В ходе исследования выявлено, что, несмотря на достижение ряда позитивных изменений в магистральной инфраструктуре, полноценная реализация плана может быть поставлена под угрозу, что обусловлено рядом системных и организационных рисков и проблем. The developed transport infrastructure is one of the factors for the Russian Federation socio-economic and spatial development, as it ensures the area-to-space relationship, helps to reduce the economic distance and increase the migration and transport mobility of the population, etc. However, to implement these objectives successfully, it is necessary to expand and modernize the transport infrastructure, taking into consideration the promising trends. A significant role is assigned to the Federal strategic documents that set out the main provisions, forms, methods and tools for implementing the state policy. The purpose of the article is to identify and systematize risks in implementing the Comprehensive plan for upgrading and expanding the trunk infrastructure until 2025 based on the results of the first full year of its implementing. Methods of monographic, comparative analysis and synthesis, economic and statistical analysis were used during the research. As a result, it was found that the implementation of the Comprehensive plan may be jeopardized, mainly due to non-compliance with the project deadlines as well as due to the institutional risk problems, which were highlighted: inadequate regulatory and methodological framework, that complicates the implementation; difficulties in monitoring the implementation; low level of the list of activities coordination. There are organizational problems and obstacles to the implementation of the plan containing the provisions of the Russian Federation President Decree of May 7, 2018 No. 204 "On the national goals and strategic objectives for the Russian Federation development for the period untill 2024". Studying the plan settings and the main outcomes of its implementation as well as the results of the content analysis of the experts and scientists expert opinions allowed to identify and substantiate the key risks and challenges in the implementation of the Comprehensive plan, which will help to achieve the set goals and objectives. The results of the work can be used by researchers in conducting their research on similar topics, as well as in the activities of the Federal and regional authorities in the development and adjustment of strategies and programs for socio-economic, transport and spatial development.
