Introduction. The historical sources did not give the detail description of all the policies of the Byzantine government in the rule of Tiberius Constantinus the August (578–582). Modern historiography usually follows their data without attracting of opportunities, which could be offered by the interdisciplinary methods. As a result, the full-length picture of the reign of Tiberius II has not been made yet. This statement is correct regarding different sectors of the emperor’s policies and his financial policy as well. Methods. Special method of study for such object was approved in earlier author’s publications. It bases on definition of a financial policy in the modern economics and, as consequence, on the use of data which are not mentioned by literary tradition and not noticed by the traditional historiography. As a result, the studying subject gets prodigious volume and versatility. Analysis and results. The analysis of the Tiberius II’s multi-aspect activity through prism of the imperial finance has allowed to see the results of his financial policy in those state life spheres that were not connected with the public finances immediately. In this connection the axiomatic facts and then events have received revaluation; some comparison of expenses and empire incomes was spent; the conclusion on quality of emperor’s political management was drawn. Besides, existence in head of this August of an original conception of the financial policy was ascertained. Its feature was the provision of payments balance in the sphere of foreign policy in every way. This emperor showed his organizing ability through the innovation in redistribution of resources between different state departments. Regular and extraordinary imperial budgets lost former precise frames of their functional activity. But moreover, Tiberius II has not gone into extremes of the private-owner attitude to the state finances. The moderation and rationalism of his financial policy did allow to avoid the full devastation of treasury in the period of his individual reign.

This paper examines the theory of political legitimacy through the framework of psychological learning theory and the theory of cognitive dissonance. The concepts of primary and secondary reinforcement in cases of learning permit a general understanding of the growth of positive affect toward a political system. Cognitive dissonance theory allows us to understand how this general positive affect built up by a regime's actions produces the sub-set of attitudes called political legitimacy. In order to build a theory of political legitimacy on these foundations, it is necessary to conceive of government policy-making as a case of producing successful learning throughout a population.The diffuse, largely irrational nature of political legitimacy has made it difficult for political scientists to handle the concept systematically. That systems are or are not “legitimate” has been asserted numerous times, though often the precise definition of legitimacy employed has been at best vague and the indices of legitimacy unclearly stated. This paper attempts to meet the problem by setting forth a theory and a set of implicit indices of political legitimacy. After the general model has been explicated, I will specify several problems in the manipulation of political legitimacy. Finally, I will look at the relationship of governmental structure to these problems.Before consideration of the model two preliminary tasks must be performed: a definition of legitimacy and justification for discussing it. We may define political legitimacy as the quality of “oughtness” that is perceived by the public to inhere in a political regime.

It is a strange paradox that the public is talking about health technology but cares more about disease technology: people address chronic diseases, people want to change unhealthy behaviors, people aim to help carers and nurses - but people hardly ever look at those who are and want to remain healthy. This is even stranger, as times of health outnumber periods of disease in most persons` lifetimes. Somewhat surprisingly, technology available today is not yet optimally suited to help staying healthy. The authors discuss challenges with respect to the adaption of health behavior models, long-term interaction, quality of data, design of devices, primary use of data, and life-long data. And the authors suggest understanding technical systems for wellbeing as navigational systems, guiding a person through life on a healthy path.

PROCAMPO: FIELD EDUCATION POLICY             Abstract: The article integrates researches that focus on the analysis of the Field Education policy as an alternative to improve the quality of education and contribute to the development of rural areas, it also discusses the Field Education as public policy and its implementation through specific programs. The empirical material analyzed is the Programme of Support to Field Higher Education Degree ‘Procampo/Pronacampo’. The analysis focuses in reflecting on the history and definition of concepts in the discussion of Field Education by social movements forefront State bodies represented by the Ministry of Education. In addition, it also discusses Procampo as a significant action of implementation and expansion of Field Education as part of teacher training. The conclusions highlight advances in this implementation; it considers Procampo as an innovation in teacher training, however, to ensure the public policy challenges ahead and a long way by conflicts and clashes of intermingled divergent interests.Key words: Field Education - Public Policy - Procampo

If  connected  with  the  public  administration,  service  is  the  quality  of bureaucrat service to the community. The word quality has many different and varied definitions ranging from the conventional to the more strategic ones. The conventional definition  of quality usually illustrates the direct characteristics of a product, of which there are five indicators of public service, namely Reliability marked the proper service and correct; The tangibles are characterized by the adequate provision of human resources and other resources; Responsiveness, characterized by the desire to serve consumers quickly;  Assurance, marked the level of attention to ethics and moral  in  providing  services,  and  empathy,  which  mark  the  level  of willingness to know the wishes and needs of consumers.

Accounting reforms in the public sector aims to improve the quality of information provided to decision makers and stakeholders. Improving the quality of information needed to drive accountability and performance in public sector organizations. This is important because the accounting information plays a key role in decision-making in the organization. This study aims to determine "how accounting information is interpreted by the community and Gowa local government in the construction of public accountability". This study involves an interpretive methodology that uses the perspective of understanding nominalism from the nominalists who see social reality as something that is none other than the label, name, or concept that is used to construct reality. The nominalists view that there is no real thing. The names are only considered as artificial creations whose utility depends on the appropriateness of describing, giving meaning, and negotiate something or the outside world. The study found that the Gowa local government has not made a voluntary effort to adjust the model management and reporting of accountability to the specific needs of their community. Such adjustments should begin with a clear definition of the objectives assigned to the local government, so it can be found indicators to measure the extent to which objectives have been achieved. That is, these indicators can be used in conjunction with economic and financial indicators of more traditional and so easily understood by the public.

This article analyses the opinions of citizens on the core values of the so-called Media accountability: truthfulness, independence, transparency, public participation and respect for peoples’ rights. It also analyses citizens’ perceptions of various deontological instruments to measure the effectiveness of compliance with these ethical values. The qualitative methodology used to carry out this analysis is part of the R+D+I research project “Accountability and Journalistic Cultures project in Spain. Impact and proposal of good practices in the Spanish media” (MediaACES), which has been achieved through six focus groups in different Spanish cities. The results of the analysis reflect the critical spirit of citizens towards the media due to the following factors: the absence of objectivity, the mixture of economic interests with their editorial line and an ambiguous participation of the public, which requires a better definition of their role within the information process. The conclusions derived from this analysis allow us to reflect on several aspects: among others, the competition in a deregulated market leads to infotainment and affects the quality of information, as well as the rights of people affected by the news. At the same time, the excess of information channels leads to greater disinformation, under the appearance of a spontaneous pluralism that is superfluous. Ethics, therefore, seems to be a necessary requirement to differentiate professional journalism from other inappropriate information channels and to guarantee the right to information of citizens.

An efficient system of law reporting is beneficial in a number of ways. First, accurate reports are necessary if the principle that like cases should be decided alike is to be achieved. Secondly and relatedly, a strict system of precedent, which renders most decisions binding on courts, requires all decisions which have precedential value to be recorded. Thirdly, full reports of what judges say, including dissents, enable subsequent courts to consider the complex of normative and practical arguments which has been articulated in previous decisions. This both adds to the richness of material guiding lawyers and citizens at large and improves the quality of judicial decision-making. Fourthly, reporting courts’ reasons for reaching a decision is important since it exposes judges to scrutiny by fellow judges, practitioners, academics and the public at large. Reporting therefore serves the principle of accountability.

Urban neighbourhoods are experiencing an increase in density, placing greater importance on a vibrant and invigorated public realm. By focusing on enhancing place-based relationships, the quality of public spaces can be rejuvenated, improving social relations while creating an enhanced sense of community. The contemporary common is a multi-faceted public space that functions as a unifying platform for social inclusion, collective culture, and civic inculcation. This is accomplished through the use of topophilic design, a place-based design methodology that focuses on the creation of interventions that facilitate the definition of place. These ideas are tested through the establishment of a community hub within St. James town. The common has the potential to revitalize the public realm, attempting to enable culturally-rich spaces. Creating this identity for Toronto's public parks can improve civic formation, ultimately establishing neighbourhoods resilient to the current carceral archipelago of Toronto's urban green spaces.

Актуальность исследования обусловлена проблемой недооценки системы образования как элемента воспроизводственного процесса, способного обеспечить социально-экономическое развитие страны. Научная новизна полученных результатов отражена в выявлении сущности и качества взаимосвязи образования и общественного воспроизводства, выделении соответствующего функционального поля. Education is involved in the system of historical institutions of society that organize social, economic, political, legal, moral, ethical and other relations. The article is devoted to the analysis of the place and role of education in the system of social reproduction, as well as to the definition of the role of the education system in the system of social reproduction. The relevance of the study is due to the problem of underestimating the education system as an element of a reproductive process that can ensure the socio-economic development of the country. The scientific novelty of the obtained results is reflected in the identification of the essence and quality of the relationship between education and social reproduction, the allocation of the corresponding functional field.

RESUMEN: En 1991 vio la fecha de venta al público el inicio de una de las más importantes sagas de la historieta histórica española. Marcada por una palpable consulta de estudios y fuentes históricas, convirtió en su autor, Gaspar Meana, en uno de los mejores y más prolíficos autores de tebeos del género en España. Originalmente, una serie de desatinos a la hora de su comercialización le hizo difícil su difusión en la mayoría del público lector de historieta español que ahora ve una segunda oportunidad gracias a la reedición por una universidad española, garante de la soberbia calidad del título. Pese a que los amantes del género conocen o saben de su existencia, los estudios sobre cómic no han podido sino hacer aproximaciones ligeras a la obra precisamente por su gran extensión. Nuestro estudio pretende recopilar comentarios de la crítica de cómic acerca La Crónica de Leodegundo en el 30.º aniversario de su publicación y profundizar en ella mediante una aproximación al estudio de sus páginas como un documento desde la óptica de la corriente de la Historia de la Cultura Escrita. ABSTRACT: In 1991 the release date to the public saw the beginning of one of the most important sagas of the Spanish historical comic strip. Distinguished by an obvious consultation of studies and historical sources, its author, Gaspar Meana, became one of the best and the most prolific author of comics of the genre in Spain. Originally, a series of mistakes at the time of its commercialization made it difficult for it to be known among the majority of the Spanish comic reading public. Nowadays it sees a second chance thanks to the reprinting by a Spanish university, guarantor of the superb quality of the title. Despite the fact that lovers of the genre know or they are aware of its existence, studies on comics have only been able to make light approaches to the work precisely because of its great extension. Our study aims to compile commentary from comic book critics about La Crónica de Leodegundo on the 30th anniversary of its publication and to deepen it through an approach to the study of its pages as a document from the perspective of the current of the History of Written Culture
