This article analyzes the processes of development of the social service market, which is part of the social protection system. Through a comparative analysis of the Soviet and Russian models of social services, the authors conclude that the modern system, while partially retaining some characteristics of the Soviet system, is transforming and acquiring new specific features. Based on the generalization of the results of the authors' comprehensive sociological research using quantitative and qualitative methods (questionnaire survey, in-depth interviews, content analysis), the innovative practices of working with consumers (recipients) of social services, which social efficiency in the conditions of the COVID-19 pandemic was noted by respondents, used by NCOs operating in the social services market. Despite the complexity of objective circumstances faced by organizations, regional NCOs still managed to maintain the quality of social services provided in both online and offline formats at a level that meets the needs of recipients. The prospects for the development of SO NPOs are connected not only with the creation and implementation of innovative technologies and practices, but also depend on strengthening the personnel composition of employees through the development and subsequent implementation of proposals for protecting their health and improving professional competencies by creating conditions for training, advanced training and mastering new specialties. The article notes the important role of regional media in covering the activities of NGOs in the difficult period of the spread of coronavirus infection and the establishment of a forced regime of social isolation. An analysis of video materials broadcast on official channels of Volgograd television is given, which contributed to strengthening the status of NGOs as competitive providers of quality social services. It is predicted that the experience gained during the "pandemic" period will be used by NGOs in their day-to-day activities in the future.

The study investigates the changes taking place in the domestic market of social services expressed in the appearance of "new players" in the form of socially oriented non-profit organizations (SO NPO) within its field in addition to public institutions for social protection and social services of the population. The authors identify the advantages and disadvantages of SO NGO compared to government organizations and social services, describe the processes of shadow economy expansion to the social services market and formation of regional "quasi-markets". The empirical part of the article is based on the data of two studies conducted in the form of indepth interviews. First, with experts on "Practices of interaction and prospects of cooperation between NPO and government organizations of social services in the Volgograd region", N = 52 (27 representatives of the public sector, 25 representatives of NPO, January-March 2018). Then with recipients of social services from government organizations and clients of SO NPO on the theme "Availability and quality of paid and free social services provided in the Volgograd region for retiring aged women" N = 46, 60 years and older (21 people-clients of SO NPO, 25 people-recipients of social services. services, October 2017 – January 2018). The analysis of these in-depth interviews with experts allowed to draw the following conclusions. There is a duplication of functions of the organizations of public and non-public sectors providing social services to the population. The activities of modern SO NPO operating in the social services market contain innovative and commercial components. The expansion of the "platform" of the social services market does not yet lead to full competition between organizations, encouraging them to constantly improve the quality of services. The analysis of in-depth interviews with recipients of social services from government organizations and customers of SO NPO showed that the commercialization of activities of SO NPO does not make social services more accessible to those who are in need of them. There is the necessity of changes in the way social services are being provided in the Volgograd region as they do not meet the needs of women of retirement age, do not take into account their level of income and material well-being.

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

Families generate social capital for society, playing an essential economic, social and political role for social cohesion and sustainability. The emergence of coronavirus SARS-CoV-2 has profoundly altered family realities and care strategies. The pandemic has highlighted the weaknesses of social protection policies in general and those aimed at families in particular. The article analyzes the changes in family structure and behavior, the social exclusion of households and the protection policies and programs aimed at families with greater social difficulties that are developed by the different public administrations in Spain. The research methodology is based on the systematization and analysis of statistical sources, updated studies and research, and the content analysis of the policies, plans and measures that are developed from the different levels of public administration, especially in the social services system. The research results confirm that social policies for the protection and support of families are scarce, insufficient in coverage and amount, fragmented and unequal in the territories. It is necessary to increase the extension of coverage and the quality of services and social benefits to improve the quality and living conditions of families, especially in times of pandemic peñando un papel económico, social y político imprescindible para la cohesión y sostenibilidad social. La irrupción del coronavirus SARS-CoV-2 ha alterado profundamente las realidades familiares y las estrategias de cuidado. La pandemia ha evidenciado las debilidades de las políticas de protección social en general y las destinadas a las familias en particular. El artículo analiza los cambios en la estructura y comportamientos familiares, la exclusión social de los hogares y las políticas y programas de protección destinadas a las familias con mayores dificultades sociales que se desarrollan desde las diferentes administraciones públicas en España. La metodología de investigación se basa en la sistematización y análisis de fuentes estadísticas, estudios e investigaciones actualizadas y el análisis de contenido de las políticas, planes y medidas que se desarrollan desde los distintos niveles de administración pública, especialmente en el sistema de servicios sociales. Los resultados de la investigación constatan que las políticas sociales de protección y apoyo a las familias son escasas, insuficientes en cobertura y cuantía, fragmentadas y desiguales en los territorios. Es necesario incrementar la extensión de cobertura y la calidad de servicios y prestaciones sociales para mejorar la calidad y condiciones de vida de las familias, especialmente en tiempos de pandemia.

The article examines the influence of social capital on the quality of life of the Russian population and its particular components. The authors point to the problem associated with the social capital of the individual and determine the levels, namely the micro-level (interaction of individuals), meso-level (interaction with organizations), and macro-level (interaction with government bodies, etc.), which form the social capital. In the course of the analysis, the authors reveal the theoretical and methodological approaches of foreign and Russian scientists to the concept of social capital and its components. Based on empirical data from sociological research conducted in 2019, the article analyzes the structure of values of the adult population of Russia, highlights the characteristics of social capital and the degree of their influence on the formation of the quality of life. In the course of the research, the authors focus on the micro-level of the formation and influence of social capital, highlighting such components as a social activity and material security of an individual. In the course of the study, it was found that the social capital of a person affects the quality of a person's life, to a certain extent, forming the circle of his/her interests and values, as well as providing real opportunities for the realization of the interests of the individual and meeting his/her needs. The obtained results of the analysis can be useful for further study of the quality of life.

Studying the status of urban social capital indicates that it is declining in contemporary cities. The experts in the field of social science have seriously warned on the consequences of this decline, by examining the components of social capital which is the result of forming norms of collective life and social interaction. In this regard, urbanization knowledge seeks to strengthen social capital through targeted interventions and efforts to improve the quality of urban life. Social interactions are significantly important factors contributing to the social capital and one of the most effective ways of realizing social interactions is making and developing of "public urban places". Regarding the previous studies which show that public places are created for people's presence and social mobility, this study seeks the ways for strengthening social capital by interventions in public places and increasing their quality by determining the role of urban spaces in improving the status of social capital. For a better study of the subject, using a desk research method, field observation and scrolling through a questionnaire, the market pedestrian located in the central area of Tehran was studied. The collected data were analyzed by SPSS software and the results showed that interventions with the aim of pedestrianizing and attempts to make a high quality place increase presence of people and cause a high tendency to establish social interactions.in fact pedestrian-orientation of urban areas has facilitated face-to-face and collective communication by influencing the social trust and solidarity, also it has helped with strengthening the tendency to participate and cooperate. Hence, adoption of the pedestrian-orientation policy and efforts to improve the quality of public places, have enhanced the social capital of city.

The relevance of gender has been a central debate in the intimate partner violence (IPV) literature. The current qualitative study explored the role of gender in shaping the social context, meaning, and reception of young women’s IPV in the United States. A total of 36 undergraduate women were recruited from a larger sample for in-depth interviews. Emergent themes suggest that women’s violence was construed as nonequivalent to men’s violence, including the perceived triviality of women’s violence, contingencies under which women’s violence is deemed acceptable, and the status of male IPV as unacceptable. Gender was important for participants and bystanders in determining whether they interpreted behaviors as meaningful acts of violence.

<p><strong>IMPROVEMENT OF THE ORGANIZATION OF PROVIDING THE SOCIAL SERVICES FOR SPECIALISTS PHARMACY</strong></p><p><strong>M. V. Zarichkova</strong></p><p>InstituteofPharmacyProfessionals Qualification Improvement (IPHPQI), NationalUniversityofPharmacy, Kharkiv</p><p><strong>Summary:</strong> the main components of the system of social services (SS) for specialists’ pharmacy, namely the quality, the monitoring, the control and the evaluation of SS were considered. SS as an economic category was analyzed and outlined its basic properties. The differences of SS and material assistance were given. It was theoretically proved necessity of improvement some of the terms, including «social services», «monitoring of social services», «quality of social services for specialists pharmacy» and others. The algorithm for monitoring, control and evaluation of SS was developed. It was proposed to consider these components as a chain of «Monitoring of social services (MSS) - Control of Social Services (CSS) - Evaluation of Social Services (ESS)». It was investigated the legislative support of provision of SS and on its basis proposed to develop the unified standard of SS for specialists pharmacy.</p><p><strong>Keywords:</strong> social protection of specialists pharmacy, pharmaceutical industry, social services, monitoring of social services, control of social services, evaluation of social services.</p><p><strong>Introduction.</strong> The important aspect in providing SS specialists pharmacy is the implementation of the institutional analysis of the production sector SS of an administrative-territorial unit. Particular attention is given to study ought the state's role in the formation and development of the sector SS; study the scope and structure of the sector SS relevant administrative units, mechanisms and forms of interaction between its elements, potential and resources of organizations to provide the necessary SS. This requires comprehensive research and detailed description the sector SS. The analysis of the scope of the provision of SS may be useful to identify of social groups’ pharmacy professionals who today feel the need in social protection and the relevant SS [1, 2].</p><p><strong>Research methods.</strong> The basis of the research served as the requirements legislative and normative acts the system for providing SS in Ukraine; domestic scientific achievements of the organization and economics of pharmacy. During research the have been used the modern scientific methods: comparison (generalization legislative base on providing SS), logical (research of dynamics of changes in the provision of SS), historical analysis and more. We have been analyzed the existing scientific publications of foreign and domestic authors, who covered the issues related to social protection. Thus, the problems of social security of the population studied, particularly domestic scientists - Kotvitska A.A., Posylkina A.V., Nemchenko A.S. etc. The analysis of the literature has shown that the attention to the use of SS inUkraine started quite recently, and experience in providing SS for specialists’ pharmacy is an innovative.</p><p><strong>Results and discussion.</strong> The development of the private sector social service is extremely slow inUkraine. This is associated with the imperfection of the normative base which does not allow developing non government social services, in particular given the sector specific. The development of the private sector in the social protection specialist pharmacy (SPSPh) ofUkraine is a social problem which requires immediate resolution. The demand for alternative social care of professionals pharmacy has been around a long time, but appropriate conditions for its implementation has not created [1].</p><p>Developed industries countries use different models of social services, which are promising for application inUkraine. The foreign experience of the private sector to provide SS demonstrates the significant achievements in this regard.</p><p>Is necessary to note that in all these countries the right to providing SS guaranteed by the State and derive social competition. Typically in private institutions SS is cheaper than in public. However, the recipients seeking to use the SS of state institutions because the quality of SS is higher.</p><p><strong>Conclusions.</strong> 1. Has been analyzed the existing experience of SS in Ukraine and abroad and the possibility of their use in the trade unions and other organizations that deal with social protection specialist pharmacy has been established. It was found that to date is missing effective mechanism to provide of SS specialists pharmacy in the relevant administrative units territorially because we consider it necessary to create a single register of SS for pharmacy professionals.</p><p>2. The basic criterion features of SS were analyzed and brief description of them was given, with highlighted as features of each criterion.</p><p>3. It was analyzed the legislative and normative base which regulates the system of SS and discovered necessity of improvement of some terminological definition of concepts such as "social service", "monitoring of social services", "quality of social services for specialists pharmacy " and so on.</p><p>4. It was studied the system of SS inUkraineand found that it is reasonable to improve the organization of monitoring, control and evaluation of SS. To summarize the actions in this direction was suggested to consider these components as a chain "MSS - CSS - ESS."</p><p>5. The resulted of studies have demonstrated that there exists necessity of development of system of SS standards that provide adequate standard of living specialists pharmacy and correspond to the European standards. Considering this, the basis of social protection specialist pharmacy is necessary to not establish subsistence minimum, as specified in the applicable social laws and social standards on the basis of pharmacy professionals.</p>

The article deals with changes in sociological models of the professional role of a physician in a market economy. The article analyzes the importance of marketing in healthcare and models of providing medical services in Russian and foreign healthcare systems. Based on the accumulated literature data, it is possible to trace the dynamics of the relationship between the patient and the healthcare system towards the formation of consumer ideology and the importance of sociological research of the status and role parameters of the physician in order to improve the eff ectiveness and quality of provided medical care.

The purpose of this study is to know the profile of women of home workers (Putting Out System/POS) in Kediri Regency, covering aspects of the establishment, categorisation, social security and the recognition of Putting Out System in Kediri Regency. The type of research developed in this study is a qualitative approach. According to Narbuko (2008), qualitative methods refer to research strategies, such as observation, in-depth interviews, focus group discussions and document studies. The results showed that home workers were scattered in several areas in several sub-districts. Although no data indicates clearly but their existence is very significant. In carrying out its work, women of home workers face some of the following problems:(1) There is no written agreement about the terms and conditions, (2) Low wages; based on the product unilaterally determined by the employer. (3) No labor social protection. Even if they have health insurance, it is because they are in the status of poor households so it is entitled to the beneficiaries of government-managed healthcare social security (JKN-KIS, JKN-KIS District, JAMKESDA) or have BPJS Mandiri. The inhibitory factors of the change in the access of women of home workers to the collateral of social protection of man power are as follows: logging constraints, regulatory constraints, social and family norms that impede women to participate in mentoring collective pursuits. There are two things that can encourage poor female home workers to access the social protection of labor, which is participation in collective action and the ability to negotiate with employers

Elements of some crimes suggest that the subject has special features specified in the disposition of the relevant article of the Special Part of the Criminal Law. The analysis of these features allows to attribute them to the status and role characteristics of the personality, which causes the possibility of using the sociological theory of social statuses and roles in order to carry out a criminological study of the mechanism of intentional criminal behavior and the place characteristics under consideration take. Taking into account the existing idea concerning the elements of the mechanism of criminal behavior, the author substantiates the influence of social status and role of the individual on its moral formation, emergence and development of criminal motivation, significance for the particular life situation and the process of committing the crime. At the same time, the author refrains from concluding that there is a causal link between the status and role of a person and the commission of a crime, and, relying on the results of sociological research, comes to the conclusion that the social status and role determine, on the one hand, the content and nature of interactions between the individual and the society, and, on the other hand, make an impact on personal characteristics of the individual, his needs and the system of values adjusting them to each other. In other words, with regard to the mechanism of intentional criminal conduct, the social status and role are of dual importance, as they amount to both internal conditions and external factors. Thus, as internal conditions, they cause the emergence of the personality of such features, which are implemented as the features of social perception, motivation and goal-setting. Acting as external factors, the social status and role characterize the specific life situation in which the crime is committed and which, as the offender is aware of them, also affect the motivation and goal-setting processes.
