The article deals with the need to improve the cost management system of the railway transport of Ukraine in current economic conditions. Diagnostics of the cost management system demonstrated that modern methods of cost optimization have not been fully used so far. Optimization is often considered as the reduction in the resource use; therefore, due to price increase of materials and other resources, it frequently leads to negative consequences. In addition, the cost management system itself and its diagnostic tools are aimed at analyzing the past, but not shaping future development, which reduces the efficiency of financial management. The article outlines a system of principles for the formation of economically feasible costs, including the requirements of two blocks. The first block is aimed at increasing the efficiency of the cost management system as an integral part of the enterprise management system. The second one is aimed at ensuring the practice of transparency and open interaction with key stakeholders. The authors substantiate the organizational and economic approach to the implementation of segment-oriented cost management. This approach is based on (1) regulatory framework in terms of composition and specification of the costs that are not taken into account in the regulation of price and tariffs; (2) ensuring the procedures for compliance of the nomenclature of income and expenses); (3) use of systemic and situational cost management tools for adaptation and enhancing of competition policy and reforms implementation. Cost management of various segments (freight, passenger transportation, ancillary activities, etc.) requires different management forms and techniques. The provisions of the suggested conceptual approach to cost management of railway enterprises should be implemented in close accordance with two key factors - (1) the strategic principles of the railway enterprise development and (2) its revenue management system

On the basis of the conducted analysis of literature determination of innovative potential of enterpriseis improved in the article. The innovative potential of enterprise is totality of productive, scientific, financial, skilled, organizational and other resources and possibilities that provide readiness and ability ofenterprise to carry out innovative activity, and factors), that create necessary terms for the optimal use ofthese resources and possibilities with the aim of achievement of corresponding reference-points of innovative activity and increase of competitiveness of enterprise on the whole. In the article also the determination of innovative potential of enterprise is improved. The innovative potential of locomotive depot is totality of all necessary for innovative development resources andpossibilities that provide readiness and ability of depot to carry out innovative activity, and factors, that create necessary terms for the optimal use of these resources and possibilities with the purpose of increase of efficiency of innovative activity of both depot and railway transport on the whole.

The article deals with the analysis of medical and biological safety of the results of work on the design and model-laboratory experiments of “Russian maglev” transport system. Purpose. The purpose of the work is determination of location and level of field physical characteristics of national magnetic levitation system “Russian maglev”, development of scientifically justified preventive-sanitary suggestions and recommendations necessary for design and application of the systems for protection, control and monitoring of hazardous effects of non-radiation physical fields on passengers, personnel and transported cargo and ecology. Methodology. To achieve the set purpose a review of modern ideas on the influence of constant and low frequency magnetic fields on people was carried out, characteristics of main sources of EMF influence on people during “Russian maglev” technologies operation were studied and described. The obtained results were compared with technical documents on electromagnetic safety. Results. As a result of this work, hygienic requirements for absolute levels and length of unfavourable factors impact on railway transport were determined, which are not mentioned in the active Sanitary Regulations and Instructions. Considering this, recommendations for the most safety placement of MF for people and safety means in crew vehicle were given. Practical significance. The significance of this work is that the preliminary work for medical-biological studies in conditions of full-size model was carried out.

The effect of the tailwind on the wagon when it is rolling down from the hump. Study of the movement of the wagon on the profile of the marshalling hump. To provide an incorrect formula for determining the relative velocity and air particles, taken as the absolute velocity of the particles. The article applies the theorem on the addition of velocities in complex motion in vector form. Mathematical substantiated errors in the determination of the specific resistance to movement of the wagon from the air medium and wind, derived from the empirical relationships given the aerodynamic performance of the wagons. The results of the research can be used in the processing of the normative-technical document on the design of hump devices on railways and making adjustments to the dynamics of rolling the wagon in textbooks for universities of railway transport. The results of this study prove the need to revise the practical significance of the formula for finding the specific resistance to the movement of the car from the air and wind in the in the normative-technical document “Rules and regulations for the design of sorting devices on the railways track gauge 1 520 mm ”.

Abstract The introduction of tact timetable in rail passenger transport is currently a new evolving trend that increases the efficiency of rail transport. This article seeks to contribute in this area of the issue and thus to raise and improve this system of organizing transport in railway transport. The aim is to propose a methodology that assesses the level of stability of tact timetable based on operational and infrastructural factors. The methodology identifies operational-infrastructural factors that affect the stability and reliability of tact timetable. Using scientific methods, it presents the method of their quantification and determination of the weights of these factors, which evaluate the line sections and transport points of the examined transport path. From a practical point of view, the methodology is generally tact applicable to other European railway networks. In the final part of the work, this methodological procedure is applied in the form of model examples for various transport path.

The article considers the issues of determining rational approaches to the creation of train maps, the rational use of diesel modes and the use of automated computer simulation system. Based on the obtained results, an energy-efficient mode of train driving is proposed and a mathematical model of the locomotive operation character is created. There is a need to review obsolete regime and train locomotive crews in the latest methods of operation. The basic values and methods of calculation for specific operating conditions on the basis of the law of conservation of mechanical energy are established. It is proposed to create a passport of each locomotive to determine the rational weight norms on the existing service shoulders. After all, overloading or underutilization of the locomotive's resource is associated with loss of profit or the emergence of emergencies. The necessity of the offered methods within the limits of ecological requirements to traction rolling stock is proved. The possibility of forming a rational system of mileage between technical inspections and repairs for each locomotive as a whole on the basis of forecasting and statistics is determined. It is recommended to further implement mathematical modeling and digital means of monitoring the technical condition after repairs to achieve economic efficiency of railway transport.

To increase the efficiency of using railway transport, the possibility of using new designs of bogies, for example, Y25 under "wide gauge" wagons was considered. In order to substantiate the proposed solution, mathematical modeling of the dynamic loading of the hopper wagon Y25 bogies was carried out. A hopper wagon for the transportation of pellets and hot sinter model 20-9749 built by the State Enterprise "Ukrspetsvagon" (Ukraine) was chosen as a prototype. The simulation results showed that the use of Y25 bogies for hopper wagons allows to reduce the acceleration of its load-bearing structure, in comparison with the use of conventional 18100 bogies, by 36 %. Other performance indicators are also significantly improved. The use of Y25 bogies for hopper wagons with actual parameters allows to reduce the acceleration of its load-bearing structure, in comparison with the use of conventional 18100 bogies, by 28 %. The determination of the main indicators of the strength of the bearing structure of the hopper wagon Y25 bogie was carried out. The calculation was carried out in the SolidWorks Simulation software package (CosmosWorks), (France), which implements the finite element method. The calculations showed that the maximum equivalent stresses in the load-bearing structure of a hopper wagon with nominal parameters are 17 % lower than the stress acting in the load-bearing structure of a wagon on bogies 18–100 V of the load-bearing structure of a hopper wagon with actual parameters, the maximum equivalent stresses are 12 % lower per voltage in the load-bearing structure on bogies 18100. The conducted research will help to reduce the load on the load-bearing structures of hopper wagons in operation, improve the dynamics and strength indicators, as well as their service life

Purpose. Modeling today is one of the popular research methods related to increasing the efficiency of the functioning of rail transport units, because the model is a substitute for the original object that helps to study its properties. Compliance with the results obtained by model, the behavior of a real object is an important issue for modeling, so the adequacy verification is an integral part of this process. Therefore, the purpose of this article is to present a method for verifying the adequacy of the model of determination of rational investments in terms of sustainable development. Methodology. For models of dependence of the function of elasticity of investments in the directions of sustainable development on the characteristics of demand for services, checking for the adequacy on the basis of Fisher's criterion was carried out. For what zero hypothesis was formed on the equality of dispersion of inadequacy and dispersion of the experiment. Findings. The verification of models on adequacy has shown that the dependence of the functions of elasticity of investments in the areas of sustainable development from the parameters of demand for services adequately describes experimental results. Practical value. The performance of the adequacy of models confirmed the expediency of practical use of models in the management of railway transport depending units of the functions of elasticity of investments in the directions of sustainable development on the characteristics of demand for services of departments.
