This article studies a tradition that existed in the Muscovite state between the sixteenth and seventeenth centuries, according to which at Easter, servicemen had the honour of being personally greeted by the sovereign and “seeing the sovereign’s eyes”. A set of documents has survived from the reign of Mikhail Fyodorovich about the admission of different groups of Moscow nobles and clerks to “see the sovereign’s eyes” at Easter either in the komnata (tsar’s personal room), the perednyaya (reception room) or the seny (entrance hall). This set of documents is first introduced into scholarly circulation here. Servicemen considered their reception in the said rooms an indicator of their status and position at court. Of particular importance for the courtiers was the admission during Easter celebrations to “see the sovereign’s eyes” in the tsar’s room. The author analyses the composition of persons included in the “room lists” between 1619 and 1644, which provides a clearer idea about the nature of relationships at the top of the service class and determines the real situation of various persons and clans at court. The article shows that traditionally, it was primarily representatives of aristocratic families who were allowed to enter the tsar’s room. At the same time, almost half of the people admitted belonged to new noble families. However, their presence was not accidental. As a rule, they were representatives of clans firmly established at court thanks to family and personal ties with the royal family and influential boyars and courtiers. The author concludes that the admission of representatives of the most diverse layers of servicemen into the tsar’s room at Easter indicates a process whereby new court relations were formed, according to which the real status of serviceman was determined not only by their origin but also by the degree of proximity to the court.

Abstract The aimed for knowing the relation between the grade of people welfare with the obedient for paying of land and building tax and for knowing some problem which arise from the great happening of tax climbing and for knowing the steps which have necessary done according to increase the people abeident facing to the tax payment. The method which I have done in this is descriptive method. Collecting data is done by field observation, the writer had arranged by direct interviewing to the people, ravine groups and sub district groups, for knowing the real situation, in order to become as the collecting data and analysis. Library examination, the writer have collected from some books which related and the regulations to become the developing writing which having concrete data’s. The result of this examination had desribed, that the fetching tax quite succeeded, as well as the government hoped, that is the people can be put into 95% category had paid the tax this caused which the grade of obedient and people morality guite high, so the low people economy and high people economy in paying, there are no problems, even though the situation of Indonesia economy today is very concerned. Coronavirus disease 2019 (COVID-19) is a pandemic in more than 200 countries around the world. As the fourth most populous nation in the world, Indonesia is predicted to face a big threat to this pandemic particularly Jakarta as the epicenter of the virus in Indonesia. However, the nature of COVID-19 that can easily spread and also many undetected cases that do not present symptoms make it more difficult to determine the real mortality effects of COVID-19.The deaths in Jakarta from the new coronavirus may be higher than officially reported. To overcome this issue, this paper will provide an approach to measure the death impact of COVID-19 using the Autoregressive Integrated Moving Average model (ARIMA). The model will predict the ‘what if’ normal condition of the number of funerals in Jakarta compared to the real situation in March 2020 as an approach of the actual effect of COVID-19 in Jakarta. This research revealed a discrepancy of 450-1070 funerals in March 2020 that could not be predicted by the ARIMA model. This funeral gap, a forecast error, could be an approach to the potential number of possible death impacts of COVID-19 in Jakarta that should be significantly higher than the report. The people should be more conscious and alert of COVID-19 situation.

Cembengan ceremony or sugar cane temanten is a ceremony conducted by PG. Tasikmadu before the sugar cane milling process was carried out. This tradition can be interpreted as an expression of gratitude to God Almighty because it has been given an abundant harvest. In this ceremony the company, PG. Tasikmadu is required to hand over several buffalo heads to offer to their ancestors. It was believed by the surrounding community that when giving these offerings the activities would take place smoothly. This study aims to describe the relationship between the values of mutual cooperation and family values. There are so many who say that the value of mutual cooperation and family values began to fade in this modern era. But this is not entirely true. This was proven by the people of Tasikmadu Village who still uphold these two values in the Cembengan tradition. The method of this survey is descriptive qualitative because the writer wants to describe the real situation regarding the value of mutual cooperation and family values in Tasikmadu.

After a long time was not heard to the public area, lately death penalty toward the criminal cases that classified as extraordinary crime are appear. The author discovers electronic article about the execution of the death penalty which is the prosecutor prepares to execute death penalty toward the drugs dealer. The president of Republic of Indonesia stated that it is necessary to give a deterrent effect to the convicted  criminal and keep the morality of Indonesian teenagers. According to my opinion, the author argues that it will be better and wiser if we discuss about renovating all of the Penitentiary in Indonesia than debating whether death penalty could be done in Indonesia or not, because it will be displeasure many parties, death penalty infringed the human rights of the convicted criminals and cause psychological burden to them, families, the executor of the death penalty, and other parties. Because if we have to improve the quality of the Penitentiary, if the function of Penitentiary for fostering moralily has been optimal or properly enough to the convicted criminals, Indonesia will be no longer need the death penalty option as sanction to the convicted crimanals including for the extraordinary crime (especially for drugs trafficking in our country). Penitentiary is one of the public services which aims for fostering the people that initially have bad habits (commited to the crime), so that they will have the awareness to change their bad attitude into the be better ones, will not harm others, and positively contributed to the society. Already Penitentiary’s conditions should be designed in such a way and as good as possible, so that the inmates feels like at their own home (like having a second home after his own home), and feel humaner to spend their days in the Penitentiary. The author believes that if the Penitentiary has been improved and optimized its function well, then the real purpose of Penitentiary will definitely achieved. As stated in Law Number 12 Year 1995 regarding to Penitentiary Article 2 which states "sanction system are organized in order to fostering the convicted criminals in order to be the real man, aware of their fault, improve themselves, and not to repeat the criminal act so that they can be friendly received by the community, can actively participated in the development of our country, and can socialize themselves as good citizen."Article 3 on this regulation also intensifies the function of Penitentiary "the function of Penitentiary is to prepare convicted criminals to be able to properly integrated to the society, so they can be accepted again as members of the public who are free and responsible ones."

The Current and future leaders live in a turbulent and chaotic environment, where the real power of acting derives from the recognition of the concept of change and looking for options. In this type of environment a lot of competence is necessary for the leaders to survive. The aim of this study case was to explore i.e. gain a clearer picture of the position of the leader, their characteristics, functions, levels, the core and the factors affecting the leader and their leadership. To see what type of leader the people want simply to draw conclusions about the characteristics, qualities and techniques of a leader and their leadership. So that in the end, to have empirical proof of the leader. The set goal in this study case is today’s leaders in everyday process, starting from the very beginning of their work, to serve as an example in developing inter-personal skills at the same time as treating people with dignity and respect. In other words, they have to possess leadership skills, characteristics and the necessary actions. This research aims at finding out the real attributes that is the profile of a leader and their leadership running an organization regardless if it is economic, political, and military or some other non-governmental organization. The values are more than a set of rules, they are not only behavior code, and they say what a leader should be every day in every action that they take. The values shade the leaders’ identity and the organization that they run.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. Angesichts des markanten Aufstiegs des Rechtspopulismus in den vergangenen Jahren drängt sich die Frage immer wieder auf, ob oder inwiefern das Parlament den eigentlichen Volkswillen (noch) vertreten kann, und wie im Zeitalter der Globalisierung und Digitalisierung der eigentliche Volkswille überhaupt festzustellen und effektiv durchzusetzen ist. In dieser Hinsicht steht das Vertrauen in die Fähigkeit des Parlaments, den wahren Volkswillen herauszubilden und zu artikulieren, erneut vor großen Herausforderungen. Durch eine vergleichende Analyse zwischen den Demokratietheorien Böckenfördes und Kelsens zeigt der vorliegende Beitrag, weshalb und inwiefern das weitverbreitete Verständnis des Volkswillens und dessen Rolle in der parlamentarischen Demokratie gerade vor dem heutigen Hintergrund eine kritische Besinnung verdient. Es wird argumentiert, dass gerade in demokratischer Hinsicht nicht die Suche nach dem „wahren Volkswillen“, sondern nach wie vor die Gewährleistung der Menschen- bzw. Grundrechte der Einzelnen und insbesondere der Minderheiten von zentraler Bedeutung sein soll. In view of the spread of right-wing populism in recent years, the question as to how the will of the people is to be ascertained and expressed has attracted much attention in constitutional scholarship. In particular, the issue of whether or to what extent the parliament is (still) capable of representing and demonstrating the will of the people has been repeatedly discussed and debated. Through a comparative analysis of Böckenförde’s und Kelsen’s democratic theories, this article critically examines the problems of the widespread understanding of the will of the people as a real-empirical existence and its significance for the realization of democracy. Accordingly, it points out why and in what sense the reference to the so-called real will of the people would undermine rather than promote democracy. This article concludes by arguing that, precisely for the sake of democracy, what is crucial is not to determine what the “real will of the people” is, but rather to guarantee the freedom of the individual and especially of the minorities.

The provision of high-quality and timely emergency psychological assistance to minors is possible only in the conditions of a built system of interdepartmental interaction. The proposed methodological recommendations include consideration of organizational and procedural aspects of interdepartmental interaction in the provision of emergency psychological assistance on key problems of modern childhood and are based on international experience and regional practice. For the purpose of practical study of the issue, standard regulations and accompanying documents have been developed and proposed, which can be used by specialists in the field, taking into account regional specifics and the real situation, including the availability of specialists from various departments.
