Relevance. The coronavirus pandemic has lead to one of the most serious crises in the global economy. The significant disparities between Russian regions influenced the levels of morbidity and their strategies of containing the crisis. Research objective. The aim of this paper is to identify the factors of regional development which, during the pandemic and in the post-pandemic period, affected and will affect the economic stability of Russian regions. Materials and Methods. The research is based on the Rosstat data, industry reviews, materials from analytical and consulting firms, Russian and international research literature. The research methodology is based on the structuralist approach and the provisions of the new structural economics put forward by J. Lin. The methods of comparative, statistical, and structural analysis were also used. Results. The most significant factors in regional economic development are the structure of the economy and the quality of public administration at the national and regional levels. The high-tech sector in the structure of a regional economy plays a pivotal role in ensuring its stability in the times of crisis. The study shows the need for a transition to independent national value chains. It is also necessary to develop a long-term national strategy aimed at stimulating the structural transformation of regional economies. Conclusions. The study has demonstrated the importance of the two key factors in shaping the regions’ responses to the pandemic and the speed of their recovery – the structure of regional economy and the role of the government. These factors should be taken into account by the Strategy of the State Regional Industrial Policy.

This paper uses the relevant data from 2008 to 2017 to construct a multiple linear regression equation, and uses the generalized moment estimation model to explore the impact of financial development on industrial structure adjustment from the perspective of financial scale and efficiency. The results show that financial efficiency can promote the rationalization and upgrading of industrial structure, but the impact of financial scale on industrial structure is two-sided. Increasing financial scale can increase the amount of industrial financing and accelerate the process of industrial structure upgrading. However, blindly increasing the supply of loans will lead to the birth of bad investment, thus failing to promote the rationalization of industrial structure. Based on this, this paper puts forward some policy suggestions, such as promoting the diversified development of the financial industry, improving the imbalance of financial development in various provinces, promoting the reasonable investment structure and the development of high-tech industry, and giving full play to the role of the government.

The Covid-19 pandemic has become a real enemy for all levels of society, both from the middle to upper and lower middle classes, because this pandemic does not only attack the health aspects but all aspects of life, both in terms of economy, religion to lifestyle so that with this condition the government implements the order. a new life called New Normal. The following article is a literature study on how monetary policy is in maintaining the Indonesian economy amid the Covid-19 pandemic and will be reviewed from a sharia perspective, and will see whether government policies are fair and not only benefit certain parties. The method used is to review several research results that have been published in journals that explain the Covid-19 Pandemic and the policies taken by the government. The findings of this study inform that monetary policy is indeed influential in suppressing the inflation rate and can achieve economic stability, and the more obvious thing is that the government and a set of policy makers have been very fast in responding to the impacts arising from the Covid-19 pandemic undermining the global economy with policy stimuli that have been drawn up to fight the pandemic. From the point of view of sharia, the policies taken by the government already have a very good goal, namely meeting the needs of the people is fair and mashlahah is the main goal, the policies carried out by the government are conceptual and seen from the sharia side it is very good and upholds the welfare of the people. Pandemi Covid-19 menjadi musuh nyata bagi seluruh lapisan masyarakat baik dari kalangan menengah ke atas maupun menengah kebawah, karena pandemic ini tidak hanya menyerang aspek kesehatan melainkan seluruh aspek kehidupan, baik dari segi ekonomi, religi hingga gaya hidup sehingga dengan keadaan ini pemerintah menerapkan tatanan kehidupan baru yang disebut New Normal. Tulisan berikut ini adalah studi literature tentang bagaimana kebijakan moneter dalam menjaga perekonomian Indonesia ditengah masa pandemic Covid-19 dan akan ditinjau berdasarkan perspektif syariah, serta akan melihat apakah kebijakan pemerintah sudah adil dan tidak hanya menguntungkan pihak tertentu. Metode yang digunakan adalah mengkaji beberapa hasil penelitian yang pernah dimuat pada jurnal-jurnal yang menjelaskan seputar Pandemi Covid-19 dan kebijakan-kebijakan yang diambil oleh pemerintah. Temuan penelitian ini menginformasikan bahwa kebijakan moneter memang berpengaruh dalam menekan laju inflasi dan dapat mencapai kestabilan perekonomian, dan hal yang lebih nyata pada saat ini pemerintah dan seperangkat pembuat kebijakannya sudah dengan sangat cepat dalam menanggapi dampak-dampak yang timbul akibat pandemic Covid-19 yang telah merusak perekonomian global dengan stimulus- stimulus kebijakan yang telah disusun demi melawan pandemic. Dari sudut pandang syariah, kebijakan yang diambil oleh pemerintah sudah memiliki tujuan yang sangat baik, yaitu pemenuhan kebutuhan rakyat sudah adil dan mashlahah menjadi tujuan utama, pada intinya kebijakan yang dilakukan pemerintah secara konseptual dan dilihat dari sisi syariah sudah sangat baik dan menjunjung tinggi kesejahteraan rakyat.

The growth of Indonesian economy on Quarter III, 2016 recorded positive growth with a wellmaintained financial system and macroeconomic stability. The economy grew moderately supported by remaining strong domestic demand amidst the slow recovery of the global economy. The economic stability is also good reflected on the low inflation, decreasing current account deficit, and relatively stable exchange rate. An increase of domestic economy and lower global financial risk enable monetary ease on Quarter III, 2016. Furthermore, the reduction of interest rate policy is well transmitted and is expected to strengthen the growth momentum of the economy. Looking forward, Bank Indonesia will keep strengthening his policy mix and macroprudential, and his coordination with the government to ensure the inflation control, greater stimulus for growth, and the implementation of structural reform run on the right track, and hence preserve the sustainable economic development.

In the past few years, publicly-listed construction firm PT Wijaya Karya Tbk. (WIKA) has been actively expanding to the African market amidst the high needs of domestic infrastructure development. At the same time, studies on rising state intervention in the global economy are gaining attention from IPE scholars. Based on these factors, this paper examines the role of the government in WIKA’s expansion to Africa from the perspective of state capitalism. By examining the role of President Joko Widodo's regime through (1) centralized planning; (2) economic diplomacy; and (3) capital assistance, this paper argues that WIKA's expansion is aimed not only at generating profits, but is also influenced by political factors to meet national interests. As a state-owned enterprise (SOE), WIKA is positioned as the national champion in the infrastructure sector, which is deemed as a strategic industry for President Widodo’s regime. This paper is expected to fill the void of political economy research on the expansion of national SOEs abroad.   Keywords: SOEs, state role, state capitalism, overseas expansion, WIKA.

This paper is devoted to analysis of the stability of the economy according to an extended version of Kaldor's economic growth model. We consider the role of the government and its simultaneous monetary and fiscal policies and we study whether or not a time delay between the recognition and the implementation of its fiscal policy can affect the economic stability. Numerical simulations provide further conclusions about the long-term behavior of the four variables modeled—namely, national income, capacity of production, bonds value and money supply.

Subject. In Russia, public procurement serves as a mechanism for the government to regulate the economy. Currently, there are diverse views on its efficiency. However, neither efficiency evaluation methods shed the light on the relationship of important indicators, such as competition and economy, which shape the regional economic security. Objectives. We herein evaluate the competition and budgetary savings, assessing metrics of the average number of participants and a median drop in the price for a purchase in the region with reference to the regional economic security. Methods. The study relies upon general scientific and mathematical-statistical methods. Results. A growth in the average number of participants per a purchase is showed to have a positive impact on the median drop in the price, that is, the competition contributes to savings. Based on Tenderplan data, the Russian regions were dynamically analyzed from 2014 through 2018 in terms of public procurement efficiency. There are sustainably well-being regions and those that threaten to the economic security or simply demonstrating inefficient operations. Conclusions. Controllers of public procurement in regions should especially monitor suspicious regions, thus contributing to possible improvements in the area. The findings will help further research to evaluate the relationship of public procurement indicators and find ways for regulating them.

Information and communication technology with a focus on the digital economy and the implications of the development of electronic commerce is increasingly playing an active role in the development and growth of the global economy. The implications are wide and diversified. This includes the facilitation of trade transactions and acceleration of movement of capital through the new rules of the digital economy with the removal of time and distance barriers. The impacts are varying in density and effectiveness between developed and developing nations. Electronic commerce could be beneficial to business and socioeconomic development in the north (developed world) as well as in the south (developing nations). Small and medium-sized enterprises stand a unique opportunity worldwide to optimally leverage their capacities and excel from the diversified communication channels the digital economy presents. However, one challenge remains critical and that is the growing digital divide emerging between developed and developing nations as well as within developing nations themselves, which could deepen income and wealth inequalities. In that respect, the government role in developing nations in preventing the widening of the digital divide is becoming increasingly vital with implications that vary and affect business, culture and the society at large. During the past two decades, electronic commerce has had a diversified variety of impacts on organizations of all types and sizes. Such impacts differed from one country to another and from one environment to another, depending on the local conditions and the adaptation of the society. Implications related to the management and leadership of the organizations, their vision, mission and strategies, policies, governance, the organizational learning, ethics and culture among other elements. This chapter demonstrates the role of the government of Egypt in introducing, diffusing and institutionalizing electronic commerce. Electronic commerce represents a tremendous challenge and at the same time a great opportunity for growth and development, and hence it needs an institutional role to regulate it. Electronic commerce promises great potentials for developing nations giving poor nations and their populations additional access to markets, information, and other resources that would have otherwise been inaccessible. However, there has been a great fear of a digital divide emerging between developed and developing nations. Hence, the governments’ involvement of developing nations, such as Egypt, in preventing the appearance or the widening of the digital divide is of paramount importance. With respect to electronic commerce, the role of the government is highly different from its traditional role in other conventional areas that have been subject to extensive research, such as infrastructure and social services amongst others. It is different because electronic commerce is a newly ventured domain for government involvement that requires substantial thinking and structuring of the role it should play; it is more or less a comprehensive new role with aspects related to setting the rules for market operations as well as developing control measures to handle the risk factor associated with electronic commerce-related investments. Electronic commerce represents both a challenge and an opportunity for a developing nation such as Egypt with potentials for growth and development. This chapter introduces electronic commerce in Egypt with a focus on the prevailing status and the institutional role of the government to regulate electronic commerce and develop the electronic trading industry.

This introductory chapter considers the causes for the sharp increase in inequality, weakened labor and left movements, and the resulting dominance of the corporate agenda following the 2016 U.S. presidential elections. Several trends have converged to define this moment. First, neoliberalism dominates the global economy. The neoliberal approach rejects the historical role of the government in overseeing the economy, which had been in place since the New Deal. The second trend is the process of globalization. Markets, finance, and production chains are not national but rather international, with capital and resources originating in different countries and crossing national borders. The third force is financialization. Financial interests increasingly dominate manufacturing and service industries.

Purpose — This research tries to introduce one of the critical thoughts typical of Indonesia, namely Tan Malaka's view, which can be used in socio-environmental accounting studies. Design/methodology/approach — This research uses a narrative literature review method, this article then compiles the Tan Malaka critical methodology pattern that focuses on the role of the government as a regulator, supervisor, and executor of socio-environmental issues to present an accountability framework for social-environmental issues to present an accountability framework for social-environmental issues. Findings — This result of this research shows that the development of paradigmatic studies in the field of accounting opens up great opportunities to complement, refine and even present concepts to new accounting models that are in line with the demands of the times, as in this article shown, which borrows Tan Malaka's thoughts. This thought has a role as a methodological basis for presenting the concept of social-environmental accountability typical of Indonesia, which is strongly influenced by the active political movements of the elements of society. Practical Implications — This research encourages the presence of socio-environmental accounting studies without forgetting the context of locality and the dynamic people's political aspirations. Originality/value — In particular, the framework of this research is composed of the aspiration of people affected by socio-environmental problems that do the political movement, together with NGOs, to protest the socio-environmental issues.
