For a long time, the gross domestic product was the only indicator that allowed one or another state to be classified as “developed» or «developing» without taking into account the created externalities. It is now recognized that not only the amount of added value, but also the environmental factor, appears as an important element of a regional socio-economic system that makes it possible to understand how resource-saving the economy is and to form the basis for sustainable development of the territory. The importance of reflecting the environmental factor in generalizing indicators of the economic development of the territory does not raise doubts at the highest state level, as evidenced by a number of policy documents adopted by the Government of the Russian Federation. In this article, the author has attempted an alternative assessment of sustainable development in the region, taking into account the environmental factor. The subject of the study is the problems of measuring the balance of the ecological and economic development of the territory. As methods in this article, we used analysis, synthesis, deduction, and forecasting in the exponential smoothing model in the Statistica program. On the basis of a compilation of available official statistics, it was decided to use the forecast of the adjusted GRP of the Republic of Mordovia, taking into account the output of the extractive sector and investment in the region in the region. The results of the calculations carried out by the author have demonstrated that GRP, taking into account the criteria of sustainable development, will be greater than the actually predicted value of gross output in the region. In addition, the integration of the integrated environmental index in the calculation of the adjusted GRP will make it possible to reflect more in the indicator the contribution of current environmental pollution. The proposed recommendations can be used to improve the constructed forecast models and conduct inter-regional comparisons.

At present, the acute question of rational resource consumption and resource saving arises in the republic. Sustainable development of the economy of Kazakhstan should be based on the planned and effective use of natural resources, in terms of the combined use of raw materials by enterprises of the mineral and raw materials complex. The current situation at the enterprises of the mineral and raw materials complex testifies to the need for the further development of the enterprise management system in order to obtain an additional chain of surplus value by passing out valuable components from raw materials. In connection, fundamental scientific research is needed, which makes it possible to scientifically substantiate improvement of the enterprise management system, the results of which can significantly improve the efficiency of the enterprise in the rational use of raw materials, both in terms of its processing, and in the direction of preserving the ecology of the region.

A good business environment means a catalyst for small and medium enterprises, a good business environment facilitates development and sustainability of small and medium enterprises. The development of micro, small and medium enterprises (MSME) is very important to the economic development of a country, and intentionally, MSMEs are considered to be amongst the most efficient instruments for economies in transition, because of their production of sustainable economic growth, employment and poverty reduction.Small and medium enterprises are a generator of new products and technologies; they are are a source of new ideas and advanced strategies of management. Development and sustainability of small and medium enterprises depends on the business environment, which implies a series of social, legal, economic, political or institutional conditions, which are uncontrollable in nature, and affect the organizations’ functions. This study addresses the baseline documents which were taken into consideration by the Government of the Republic of Kosovo in developing economic policies, thereby analysing their advantages and disadvantages. By analysing reports, statistics on MSMEs and other documents, and further complementing the study by a research section (business survey), this paper aims at identifying the key problems faced by the MSMEs in Kosovo, and provide adequate recommendations which may be of service in resolving such problems, but also resulting into a better business environment, and economic development in general.

AbstractThis research aims to find out strategies that can be used to accelerate the pace of economic development in Gunungwungkal sub-district, by referring to physical, environmental, social and local wisdom conditions in Gunungwungkal in 2015. The result is that Gunungwungkal is a plateau with good physical conditions for agriculture and livestock but is constrained by the addition of added value in the production of goods. The number of residents of the productive age is more than the age of being unproductive, but the educational facilities are not sufficient, so other institutions such as training centers are needed. There is tourism potential such as Grojogan Sewu waterfall and monastery, but the infrastructure does not support it. Therefore, the right strategy to accelerate the development of the Gunungwungkal area is to increase the ability and knowledge of the population in order to provide added value to the production results and improve infrastructure, and this cannot be done except with good cooperation between the government and the community.

Energy security is at the top of the international political and economic agenda due to its importance for the economic and social development of individual countries, for relations between them, for the global economy and the environment. Indeed, it is difficult to imagine an area where countries are more interdependent than at the confluence of energy, environment, and economic development. Energy security has implications for domestic and foreign policy. This means the interdependence between producer and consumer, where mutual vulnerability and a win-win opportunity are short-term and long-term. The work systematizes the types of energy with the goal of sustainable development: the balance of economic, social, and environmental components, through a model of a circular economy, which allows achieving energy security. The first step is switching from carbon-based energy (oil, gas, coal) to clean energy (solar, wind, hydropower, etc.). However, it is also important to act on the principle of energy efficiency, which is to measure the difference between the actually used energy and the total energy consumed (often higher due to losses). The principle of the circular economy of achieving the most efficient use of resources is the most essential for the development of innovative solutions aimed at the transition to clean energy. Having studied the various approaches by comparison and analogy, we can conclude that the Concept of the circular economy offers effective business models to ensure environmentally friendly resource use, contributing to the achievement of sustainable development goals of society. The article used historical and statistical methods, as well as a system approach to the study of economic phenomena, which helped to identify the relationship between all elements and their roles in the general functioning of the circular economy. Using the method of comparison and scientific modeling, the role of the circular economy in resource-saving, minimizing waste and reducing pressure on the environment is revealed, while achieving significant economic and social results in energy security.

Since it is not enough just to achieve economic development, we should strive for sustainable development over a longer period and base it on innovation. It is an extremely important factor of economic and sustainable development. It is particularly important to innovate those economic activities that are crucial for sustainable development and where there are comparative advantages. Because of that, the aim of this paper is to prove that innovation is the key to success and achieving sustainable development. The cluster analysis has highlighted innovative leaders and learners. The Republic of Serbia is a country where agriculture is one of the most important economic activities. In terms of agricultural productivity, it not only lags behind innovative leaders, but also behind other countries of Southeast Europe, distinguished as innovative learners. In addition, in terms of innovation in agriculture, it significantly lags behind other economic activities at the national level, so that  special attention should be paid to this issue.

The United Nations is taking an active part in the promotion and implementation of a sustainable approach in our surrounding environment, with the help of its 17 sustainable development goals (S.D. Gs). This paper touches upon the 8th and 9 th Goals which propose Decent work, Economic growth, Industry, Innovation and sustainable Infrastructure. Researchers propose that these goals are very crucial in the development of our economy. The industrial sector of the country is the backbone of its economy and in India the Micro, Small and Medium Enterprises (M.S.M. Es) are the soul of its exponential growth. Keeping in mind the Importance of the M.S.M. Es and their growing potential, the government has taken various initiatives in the form of schemes and policies, to promote and sustain these small businesses. Service sector contributes to more than 54.40% to Gross added value (G.V.A.) whereas the manufacturing sector contributes significantly less than the services sector. Despite of this fact researchers have found out that the Government is more inclined towards M.S.M.E’s in manufacturing sector and have opened a greater number of schemes and opportunities for them than the M.S.M.E’s in the service sector. Today, 54.6 billion total M.S.M. Es are registered in India, 33% are of the service sector. Review and comparison of the statistics and contributions of the M.S.M. Es in both these sectors presents a clear picture regarding the extensive contribution of the service M.S.M. Es and hence has outlined the need of differentiation. The research presents a factual analysis, of the need of more action plans especially the ones aiming at making the service M.S.M. Es financially strong and sustainable. They have a great potential of expansion, growth and can help create many new employment opportunities. Therefore, this paper is an attempt to highlight their contributions and emphasize how making these thriving M.S.M. Es, stand on their own feet is the need of the hour. Researchers believe that government schemes and action plans are one of the best and efficient mediums to achieve the SDGs and contribute towards sustainable development.

Replacing traditional products with green products has become a key way to achieve decoupling between economic development and environmental pollution. As an incentive mechanism, subsidies can be provided by a government to facilitate the popularization and acceptance of green products. Subsidies play a significant role in encouraging the development of green products. We explored the proper optimal subsidy mechanism for green products from the angle of maximizing the net policy return, which cannot only encourage the development of green products but also do not aggravate financial burden for the government. In order to explore the optimal subsidy level for green products from the perspective of net policy benefit maximization, this paper established the optimal subsidy principal-agent models and a numerical example was presented to verify the effectiveness of the model we constructed. The results show that improving investors’ preference and eliminating asymmetric information contribute to reduce subsidy cost savings. Additionally, improving consumer environmental awareness, promoting the development and application of green technology, and reducing market risk reduce subsidy costs. This article provides policymakers with an effective subsidy scheme to accelerate the development of green products and achieve sustainable development goals.

Subject. The article discusses issues that arise in evaluating and monitoring the transition to sustainable development, being important aspects researchers and politicians focus on. Successful planning of future growth and decision-making are recognized to require comprehensive actions addressing economic, environmental and social aspects of sustainability. The analysis of the sustainability window seems as one of possible methods to evaluate the quality of economic growth in line with environmental and social prospects. Objectives. The study evaluates boundaries of the sustainable economic growth of the northern regions of Russia, referring to its environmental footprint and well-being of people. Methods. We applied methods of statistical and comparative analysis and evaluated boundaries of the sustainable development of regions with the sustainability window analysis. Results. The sustainability window is proved to exist for all regions of the European North of Russia, except the Republic of Komi. However, GRP grew out of the sustainability limits in certain years. The lower bound of the sustainable economic development slowly decreased until 2013, but reassumed its growth afterwards. After 2013 an expected increase in the public well-being required higher rates of economic growth. Some regions failed to ensure them. Conclusions and Relevance. The analysis of the sustainability window and the analysis of environmental efficiency gap are critically informative for specialists in charge of planning and decision-makers. The method helps use various sets of indicators and analyze various time series, thus streamlining the elaboration of economic development scenarios, conditions in line with environmental and social sustainability.
