Abstract The study makes a reflection on the links between planning in the field of sanitation and the promotion of social and environmental justice. In coordination with analytical categories of social and environmental justice, it is built an analytical matrix to study the experiences in the municipalities of Alagoinhas-BA and Belo Horizonte-MG. Based on interviews with several actors and content analysis, the results indicate that the links between the implementation of municipal sanitation plans and the promotion of social and environmental justice are related to the empowerment of the society; supra-local articulations; political interests; correlation of forces; institutional/political capacity of the local authority; mechanisms to protect services from market logic and economic efficiency. It marks, therefore, the importance of social practices to establish strategies to the appropriation of instruments that could lead to the transformation of the reality towards a fairer society with social participation.

AbstrakIndonesia adalah bangsa yang majemuk. Keadaan ini berpeluang dan sensitif terhadap konflik sosial jika sikap toleran yang rendah, kepentingan politik dan fanatisme. Tujuan penulisan yaitu menemukan makna teologi “Ketuhanan” dalam konteks pluralisme agama. Metologi penelitian dilakukan dengan studi analisis isi. Kesimpulannya yaitu, pertama; kata ketuhanan tidak boleh difahami dari aspek agama tertentu saja dalam kemajemukan di Indonesia. Kedua; ketuhanan berarti sifat-sifat yang mengindahkan Tuhan sebagai tampilan antropomorfis oleh agama manapun. Ketiga; Ketuhanan merupakan hasil sejarah perumusan sila pertama Pancasila dengan kesadaran akan bhineka sebagai realita yang harus dirawat, dijunjung tinggi dan dihormati dalam berbagai aspek hidup melebihi agama. Kata Kunci : Ketuhanan Yang Maha Esa, Pluralisme Agama, Teologi AbstractA plural nation these circumstances are likely and sensitive to social conflict if low tolerance, political interests and fanaticism. The purpose of writing is to find the meaning of theology of as mentioned earlier in the context of religious pluralism. The methodology by content analysis, further interpret theologically. The concludes the theological meaning of God in the first principle of the Pancasila; is first, the meaning of divinity should not be understood from certain aspects of religion only in the context of pluralism in Indonesian. Second; divinity means the properties of God or attributes that need the God as an anthropomorphic appereance of and for any religions. Third; the sentences of “belief in the one and only God is the achierement of reconciliation of the historical resultsof the first principle of pancasila with the awareness of the difference as a reality that must be nurtured, upheld and respected in various aspects of life beyond certain religious values. Abstrak Pendidikan sejatinya tidak bisa lepas dari peran aktif  masyarakat. Oleh sebab itu, dibutuhkan kebijakan dan peran berokrasi yang mampu mengakomudasi seluruh aspirasi serta keterlibatan masyarakat. Selama ini rantai berokrasi cukup panjang dan persoalannyapun kompleks sehingga menambah beban peningkatan mutu pendidikan. Kajian ini difokuskan pada bagaimana kebijakan pendidikan dilihat dari peran birokrasi dan partisipasi masyarakat, yang bertujuan untuk mengetahui kebijakan pendidikan bila dilihat dari peran birokrasi dan partisipasi masyarakat. Penelitian ini menggunakan metode kualitatif kepustakaan, dengan pengumpulan data menggunakan studi dokumenter sedangkan analisis datanya menggunakan content analysis. Hasil kajian ini adalah dibutuhkan birokrasi pendidikan adaptif dengan perubahan lingkungan dan responsif terhadap kebutuhan masyarakat. Kinerja birokrasi harus ditingkatkan untuk menciptakan pelayanan prima pada kepentingan publik. Lembaga pendidikan perlu diberi apresiasi dan dijauhkan dari ekploitasi dan kepentingan politik etis. Peran birokrasi di lembaga pendidikan dapat menjadi model implementasi kebijakan pada satuan dan jenjang pendidikan sehingga dibutuhkan pembaharuan manajemen. inovasi manajemen menjadi suatu keniscayaan dalam menyelesaikan persoalan-yang ada. Problem tersebut dapat berupa pemerataan pendidikan, peningkatan mutu, peningkatan efisiensi dan efektifitas serta relevansi yang bertujuan agar penyebaran ide inovasi dapat diadopsi, dimanfaatkan dan didesiminasikan untuk perbaikan dan pemecahan problem pendidikan. Kata Kunci: birokrasi, kebijakan, partisipasi masyarakat   Abstract Education, essentially, cannot be separated from the active role of the community. For this reason, such policies and the role of bureaucracy which is able to accommodate all aspirations and community involvement are needed. All this time, the bureaucracy chain was recognized to be too long and the complexity of the problems adds up to the burden of improving the quality of education. This study focuses on how education policy viewed from the role of bureaucracy and community participation. This study uses a qualitative library method. The data collection method used in this study is documentary studies while the analysis method uses is content analysis. The results of this study revealed that adaptive education bureaucracy with environmental changes and responsiveness to community needs are essentially needed. Bureaucratic performance must be improved to create an excellent service in the public interest. Educational institutions need to be appreciated and kept away from exploitation as well as ethical political interests. The role of bureaucracy in educational institutions can be seen as a model of policy implementation at education units and levels so that the management reformation is needed. Management innovation becomes a necessity in solving existing problems. The problem itself can be in the form of equitable education, quality improvement, efficiency and effectiveness improvement and relevance which aims to spread the idea of innovation to be adopted, utilized and disseminated to improve and solve educational problems. Socio-philosophical analysis is considered as a method of cognition of social practices. The authors use a content analysis of publications, apply a qualitative approach to the generalization of definitions of the method of socio-philosophical analysis in modern research. Directions of research are classified according to the spheres of social life, the functions of institutions as cultural phenomena, the methodological significance of socio-philosophical analysis of these phenomena is specified. In conclusion, the authors note the lack of a theoretical and methodological basis for the philosophical comprehension of institutional problems, for the study of global, universal processes, the regularities of the development of modern social institutions.

AbstractAre crises an opportunity to push for fundamental changes? Can the COVID-19 crisis help to promote an ideological shift towards a different type of capitalism? By conducting a quantitative content analysis of the international press on the COVID-19 bailout conditionality debate, this article documents the existence of three dominant narratives: the distributive justice, environmental justice, and Marxist-type anti-capitalistic narratives. Yet, only the distributive justice assumed greater prominence during the period of observation, signaling a small step towards an ideological shift in which the general public may become more open to scrutiny of companies’ dividend and bonus policies and more averse to acceptance of tax avoidance and the accumulation of excessive wealth by members of the corporate elite. The article concludes by recommending MNEs and their CEOs to be prepared for more distributive justice challenges in the future.

Football Talent-Nurture after the 1989-1990 Political Transformation in HungaryHungarian football used to be in the first line of the international arena but for the last five decades a steady and strong setback has been a characteristic feature. The main purpose of this paper is to discover the major problems related to the education of young players and to make suggestions to improve the current situation. The study is based on a research in which three different but complementary methods, called "triangulation" were used: fieldwork, content analysis and in-depth interviews. The results show that although sport had always been the area which served political interests, this situation has dramatically changed after 1989-1990. Since then moral and economic crisis could be observed and this has resulted in the collapse of the Hungarian football. Concerning the talent care program there is no a common educational project for young players. This could be explained by the lack of cooperation between professionals who believe that they have different professional and financial interests and act accordingly. In conclusion it can be stated that success could only be reached if politics and the central budget were be independent and the cooperation between decision makers and experts in football were stronger. The unskilled managers and coaches responsible for the education of young players should be exchanged for real professionals.

The article analyzes the concept of «crisis» as an attribute of symbolic politics, which is reflected in the socio-political discourse. The aim was to study the concept of «crisis» as a tool for the struggle of discourses depending on the political interests of actors. The most important source of modern socio-political discourse is the mass media. In this regard, the study of the manifestations of the concept of «crisis» was carried out using the tools of content analysis and qualitative analysis of the text. As a result of the analysis of the content of the Russian federal and regional mass media, the hypothesis that the concept of «crisis» is used in the struggle of discourses, taking semantic meanings determined by the political interests of actors, were confirmed. The predominance of crisis content in the federal press is recorded. It is also noted that the federal and regional media do not so much broadcast a picture of reality, as they take part in the transformation of ideas about this reality. The data and conclusions obtained as a result of the study allow us to further more objectively assess the motivational and substantive aspects of the escalation of crisis situations in the public field.


Objective: To discuss the importance of listening and having a humanized intervention in regard to the donation of breastmilk in the context of perinatal death. Methodology: Content analysis of an interview with a mother in mourning that went through a traumatic lactation following a perinatal death. This case study is one of qualitative, longitudinal research, realized over two partially-structured interviews with parents who had lost their babies with less than 22 weeks of gestation at a public hospital, in Belo Horizonte, Brazil, from February to October 2019. Results: The interviews in the case of “Eva” (hypothetical name) presented significant suffering from lactation following the death of her child and her mourning process, which caught the authors’ attention about the importance of this topic. Conclusions: Women who have lost their babies before, during, or after birth should be offered the option of donating their breastmilk, to allow them to choose what to do with it, and then to counsel them during the mourning process.

Abstract The cooperation of Czechoslovakia (and other socialist countries) with the Soviet Union was an important phenomenon during the period of socialism. It represented one form of building and consolidating socialism within socialist countries. Relationships with the Soviet Union affected political, ideological, economic and cultural domains, including education. This study follows points of departure and forms of building children’s positive relationship with the Soviet Union in the period of socialism. The content analysis of the Pioneer Organisation chronicles shows that the most frequently identified forms of activities were regularly organised (celebrations of memorial days and public holidays, politically motivated commitments, correspondence, games, expeditions, competitions, etc.). Some identified activities could be considered occasional, as they reflected current events in the Soviet Union (showing Soviet films, deaths of prominent politicians, anniversaries of birth/death of politicians, etc.). The proclaimed “diversity and attractiveness of content and forms” can characterise the process, and it affected many domains of children’s lives. However, the (in)direct power interest of the Soviet Union was hidden in the proclamation of “children’s well-being”, while the programme of the Communist Party of Czechoslovakia was implemented to reinforce the communistic ideology and actual political interests.

This study sought to understand the knowledge, skills, qualities, and tasks that municipal employers expect from planners and to assess how well they align with those identified as important by academic scholars and accreditation bodies. Through a content analysis of 150 municipal planning employment advertisements collected from across Canada, the study identified the planning-relevant qualifications demanded by municipal governments. The analysis revealed that the municipal planning sector prefers prospective employees with a planning degree, the skills demanded by municipalities generally align with the competencies identified by the Canadian Institute of Planners, and municipalities mainly target well-rounded planners.

Nesse sentido, este trabalho busca oferecer uma contextualização da história recente, da constituição do campo ambiental, de tal modo que o leitor possa discernir que, por trás de discursos aparentemente semelhantes, se escondem práticas sociais distintas.
