The article describes the targeted admission in the system of higher agricultural education in Russia as an institutional mechanism for the reproduction of the personnel potential of the country’s agro-industrial complex. The problem of reproduction of specialists in the agrarian sector has a deep contradiction and is characteristic not only for Russia or its individual regions, but at the global level. The empirical part of the study was carried out by the method of statistical analysis of data on the quality of targeted admission in the system of higher agricultural education in Russia in 2020. The article contains the characteristic of targeted admission in the system of agricultural education as an institutional mechanism for the reproduction of the personnel potential of the industry: all agricultural universities comply with the requirements of the legislation of the Russian Federation, carrying out the admission of applicants for targeted training; customers are local authorities, state authorities of the regions, state enterprises; employers are mainly business entities of the agro-industrial complex; for the period 2018-2020 the admission of applicants to targeted training in agricultural universities decreased by 37.4% due to the reduction in the targeted figures for general admission and low interest of applicants; for training programs for highly qualified personnel, the quotas for the study period were filled from 12.5% to 22.5%. Conclusion: the targeted method in the system of higher agricultural education of the Russian Federation as an institutional mechanism does not fulfil the assigned tasks and requires improvement.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

The article discusses various aspects of the crisis in Russia. It is specified that in Russia there is management, financial and economic crisis, deepened by aggressive policies of the USA and its satellites, the obvious one is the next stage of new geopolitical repartition of the world. The main reasons that led to the current state of the domestic economy are given. To improve the situation the most important aspect is innovative government policy, and knowledge management, in which special place is occupied by information resources and education of labor resources. It is determined that the new ideas that are being developed by highly qualified personnel, possessing deep knowledge in modern conditions, become a source of economic development of the region. The necessity of integration of educational institutions with research institutions on the basis of industrial complex and business structures in the form of a scheme "education – science – personnel – investment – firm - region – business", representing a set of interrelated and interconnected processes that form the overall innovation potential of any economic system, is proved. In the Russian economy, which is based on knowledge, the structure of employment is changing; an increasing share is for workers of intellectual labor in the structure of the working population, the proportion of employees with higher education increases, which is a natural result of development of productive forces in the course of scientific and technical progress. One of the modern requirements to the employees is their ability to train and re-train. A special role in the formation of highly qualified personnel for the Russian economy is designated to information resources, the value increases significantly, they are easily replicated, have increasing marginal utility, they are characterized by positive externalities and discriminatory prices.

In modern conditions, the development of agriculture is possible only with the availability of personnel who have a high professional level. The problem of attracting highly qualified specialists to the industry who are able to use the achieved scientific, technical and innovative potential of agricultural producers remains very urgent at the moment. Financial support from the state, stimulating payments, diversification of production, the emergence of digital technologies increase the prestige of work in agriculture, thereby making the agricultural sector attractive. The article assesses the formation of a complex of measures to organize a system of educational support for the agro-industrial complex on the materials of the Altai Territory. The authors disclosed the reasons for the «staff shortage» in the region’s agriculture, analyzed the financing of measures aimed at increasing the personnel potential of the agro-industrial complex of the region. The role of the Agrarian University and the Altai Institute for Advanced Studies in the training of highly qualified personnel for agriculture through state funding of educational programs is noted. Recommendations on the formation of staffing for innovation in the agro-industrial complex with the use of tools of comprehensive state support, which will improve the competitiveness and attractiveness of the agrarian sector in the region, are proposed.

From the middle of the XIX century up to the end of the XX century, Israel has developed from an agrarian country to the country with an industrial economy and advanced science sector. A significant part of the immigrants of the Jewish community of Palestine were representatives of academic science and engineers. Their number was periodically replenished by highly educated immigrants from Europe. Scientists, university professors and engineers have become the only “natural” resource available to the country in abundance. The first successes Israel scientists have achieved in the field of agriculture — they invented the drip irrigation and its hybrid varieties, leading to high yields in severe local conditions. The Office of the Chief Scientist (OCS), established in 1969, played a leading role in the development of Israeli science and technology. The influence of the military-industrial complex on the formation of Israel NIS was significant. The high technologies developed for the Israel Defense Forces (IDF) were further adapted for the civilian market. IDF has also become a provider of highly qualified personnel for civilian industries. In 1950–1960 Israel established specialized transfer companies based on leading national universities to commercialise technologies developed at universities and research institutes. The successful experience of state support of innovations in Israel has become an example for many countries, including Russia.

Investments perform the functions of a special “engine”, contributing to the effective functioning and development of business, as well as various areas of the economy. Agriculture is one of the most important sectors of the economy of any country, which is associated with the need to ensure the food security of the state, therefore, the agricultural sector is also in dire need of investment. Today, the government of the Republic of Tatarstan provides substantial support to the development of the agro-industrial complex of the region through the implementation of various federal and state programs. This condition allows to improve the investment climate of the region and attract new potential investors. At the same time, attracting private investment is the key condition for the growth of this industry. But due to the specificity of the conditions of doing business in the agrarian sector (the dependence of the results of activity on climatic, biologically and environmental factors), as well as increased riskiness, investors do not seek to consider the agro-industrial complex as a promising direction for investmentHowever, of course, the high cost of organizing an RMS and the need to attract highly qualified personnel make it difficult, and sometimes completely limit the possibility of its integration.

The article highlights and analyzes the issues of the work of agricultural enterprises and personnel serving the country’s agriculture in modern conditions. The work traces the development factors and tasks necessary for the successful functioning of the agro-industrial complex, training (innovative and interactive technologies training) and retraining (exchange of professional experience, social adaptation, training sessions) of highly qualified personnel, as well as government leaders, managers and young successful employees in all agricultural fields. The prospects for achieving the goals of numerous agricultural enterprises in Russia depend on how the staff works. The purpose of this work is to identify dynamic trends in the development of psychological and pedagogical aspects of training for work in the agro-industrial complex of Russia and the implementation of the tasks to achieve high professionalism, social and professional adaptation of agricultural organizations personnel. Due to the eventful saturation of the socio-political and industrial sectors of society, a change in the perception of the pace of people’s lives, intensive information flows in various fields of scientific knowledge and in production over the past twenty years, the approach to training specialists with higher education has qualitatively changed. Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The social order posed by the society to the training of highly qualified personnel for the strategic needs of the labor market is associated with the changes in the economy, including the processes of its computerization and digitalization. Transformations in the digital economy determine new requirements for specialists’ training, their competences and qualification. The rapid changes in socio-economic conditions cause the need to transform the system of vocational training in order to meet the demands for competencies that correspond to the current technologic trends and methods of production. The reforms of vocational education system can be significant in resolving contradictions between the quality of training, on the one hand, and public and employers’ demands, on the other hand. Close cooperation of professional educational institutions, employers and social partners through their joint design and development of teaching technologies and methods for advanced vocational training of qualified specialists can be considered as one of the most efficient factors and conditions for resolving the above mentioned contradictions. These new conditions have already been created in the Centers for Advanced Vocational Training (CAVT), which can be characterized as a new type of infrastructural solution to the problem of aggregation of advanced vocational training programs and material and technical resources owned by science, education, production. The article focuses on some features of interaction and cooperation among vocational educational institutions, employers and social partners (social and public-private partnerships, networking cooperation, educational and technological cluster), which are taken into account in the performance of the Center for Advanced Vocational Training of the Kemerovo region.
