The processes of digital transformation, reaching global scales of development and dissemination affect not only communication technologies, but also have a transformative impact on all spheres of social and legal interaction. Thus, cyberspace mechanisms are part of the modern electronic document flow. Electronic digital signature is currently a widespread product of digital development of society. Until now, it has been generally assumed that it has the characteristics of a high degree of legal reliability and security. The authors of the article, analyzing the practice of offenses in the field of electronic digital signature, question this argument. Noting the weaknesses of the mechanism for confirming authorship by an authorized person with the help of cryptographically-converted by electronic encryption of the document details, they suggest possible ways to resolve existing issues in this area of social and legal interaction at the present stage. Mandatory presence of the person, either in person or online, with video recording and identification.

In the digital economy, accounting and financial reporting face new challenges and the need to implement them. A priority role in this aspect belongs to primary accounting, in particular, the fulfillment of the requirements for completeness and reliability of reflecting the availability, safety, movement and use of assets and liabilities of commercial organizations and institutions of the public sector of the economy. Stand-ardized approaches to the construction of primary accounting in terms of electronic and paper document flow are analyzed. The article pays special attention to a set of normative acts regulating to varying degrees the composition and content of mandatory requisites of primary documents. The factors influencing the versatility of the requirements specified in the regulations of various government structures and departments are indi-cated. The results of the study can be used in the practical activities of organizations and institutions in order to fully and reliably reflect the facts of economic life concerning the presence and movement of accounting objects.

The article examines the features of electronic document management of technical documentation of railway automation and telemechanics. The article deals with the problems of synthesis of mathematical models of electronic document flow for technical documentation of road automation and telemechanics. For this purpose, a survey of the real processes of creating, checking and using technical documentation was carried out on the basis of the process of accounting and control of railway automation and telemechanics devices, which allowed us to identify the structural scheme of the formalized model of technical documentation. A model of electronic document flow of technical documentation, created using the mathematical apparatus of finite automata, is constructed. A block diagram of the automatic model of technical documentation has been developed. The proposed block diagram of the formalized model of technical documentation consists of matrices of external micro-operations, internal micro-operations, and code creation for the following micro-components. The number of internal States of the firmware automaton is fully determined by the number of elements of logic circuits of algorithms. The size of the matrices depends on the number of operators and logical conditions in the logic schemes of the algorithms. The size of the matrices depends on the number of operators and logical conditions in the logic schemes of the algorithms. The application of the proposed methodology for building a model of technical documentation allows us to develop reliable application software for solving the problems of operational document management of railway automation and telemechanics.

The rapid growth of information flows in science, business, production, education, culture requires appropriate adequate from modern IT technologies. for 21st century society is onerous spending a huge amount of paper, and information coming on such media, less than electronic. Electronic document systems (SED) are taking on increasing activity in modern conditions and are being introduced both to automate document flow management and as a platform for a single information system that expands the boundaries of capabilities and, accordingly, attracts the attention of the scientific and management communities. With the timely development of the country's economy, in general, and business companies create new problems associated with the management, processing, storage and control of the increasing volume of data flows. The article aims to consider the prospects and trends in the development of electronic document systems (SED), in the preconditions for the creation and briefly describes the history of the formation of the SED.

The paper substantiates the author’s proposal to amend the Civil Code of the Russian Federation, which is explained by the gradual creation of a digital economy in the Russian Federation. In particular, the author has examined and solved the following problems of the legal regulation of civil law relations in the context of digitalization: the problem of identifying the object of digital rights, the problem of legal qualification of the electronic form of the transaction, the problem of using a smart contract in civil transactions, the problem of using blockchain technology to create mixed payment systems. The paper proposes a non-standard solution to each of these problems—the author has prepared a draft federal law "On Amendments to Parts One and Two of the Civil Code of the Russian Federation in terms of legal relations arising in cyberspace." In particular, the author proposes to define digital rights as the absolute and relative rights to digital property named in this capacity, the content and conditions of implementation of which are determined by the law and the rules of the information system (protocol) that meets the characteristics established by the law. In the author’s opinion, an electronic document can exist in the form of a machine information file of any format or a computer program that meets the characteristics of an electronic document.

The electronic document management system is one of the most popular products for implementation at various enterprises in various industries, ranging from heavy industry to state organizations and federal authorities. Document flow in many companies is carried out on paper, and this, in turn, causes great difficulties in processing, storing and executing documents. Paper archives occupy hundreds of square meters of storage space, and if necessary, it is very difficult to find the right document among a large amount of waste paper. In this regard, many companies begin to review their activities and move away from paper document management to electronic

In the modern actively developing conditions of globalization and informatization of production, and emergence of new technologies, only those firms have chances to remain at the market which find ways and means of optimization of processes in time. Adhering to the basic principles of the integrated system of management ensures the most natural and trouble-free functioning of all organizational structure. This paper covers the specifics of work with documentation, or the system of paper and electronic document flow, and with the application of an electronic document management system taking into account observance of requirements of documentary information management system. Adherence to ISM requirements for documentary information management is quite real with options of conducting document flow. Nevertheless, it is much simpler and more effective to perform with already introduced EDMS, and the effect of its use of subjects is higher when the enterprise scale and a number of staff involved in work with documentation are bigger. The maximum output can be achieved from electronic document flow introduction with an optimum ratio of the functions demanded in operation and if opportunities of the chosen system correspond to them.
