The article discusses the communicative function of letters to authorities in the context of the population’s assessment of the efficiency of the requisition and taxation policies in the first decade of the Communist regime in power. Many letters during the Civil War represented complaints of confiscation and requisition. The peasants believed that the surplus-appraisal and the collection of an extraordinary revolutionary tax were carried out in violation А. Я. Лившин 150 of instructions and norms established by the Soviet state itself. Correspondents of the authorities noted that the surplus appropriation was carried out through the unlimited use of violence and coercion, leading to the destruction of trust between the government and the people, between the city and the village. The attitude of the population towards taxes in the 1920s was largely determined by the experience of the Civil War, when millions of citizens suffered from violent requisition. In the NEP years, when the regime has pursued better balanced economic and social policies, a large-scale rationalization of popular opinion regarding the principles of relationship between the government and society took place. This rationalization, as the letters to the authorities show, was especially evident in the peasant milieu. This occurred due to different circumstances, including the ability to farm on a market basis embedded in the principles of NEP. The middle-peasant majority of the village considered the policy of encouraging peasants' economic initiative to be effective, since such a policy could lead to an increase in the well-being of the whole society. Most people considered the policy of tax pressure on the peasantry which undermined the economic viability of farms in the NEP era, to be erroneous. The ability and willingness to trust the state determined a lot in the mentality and social behavior of people of the post-revolutionary era. Coercive, driven by class ideology rather than economic practicability, and, therefore, inefficient policies (including taxation policies), according to many authors of the letters, have been destructive to the atmosphere of trust and social balance in the country

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

The agricultural land around Shanghai is famous for its huge population and intensive cultivation. With the expansion of the metropolis, a large number of agricultural people have entered the city to work, and rural land has been abandoned1,2. In 2009, Kunshan City implemented a land transfer system, and 99% of the cultivated land was packaged for large scale farmers, and initially realized large‐scale operation3 . However, the large‐scale business model has gradually experienced problems such as predatory management, ecological destruction, and no sense of social responsibility. Through the establishment of agricultural land share cooperatives, Changyun Village took the lead in realizing the collective management of agricultural land, taking shares in the land, giving priority to paying dividends to the land, and paying wages to the farmers working in the cooperative. The peasants' enthusiasm for entering the city has become an important buffer for the migrants to work in Shanghai and surrounding village.It has increased the employment rate. At the same time, it has supplied green agricultural products to the city, passed on agricultural technology, and activated local communities. This article intends to analyse the correlation between several village share cooperative models based on Changyun Village and the large family farm contracting model of more than ten villages, and the satisfaction of villagers, combined with property rights theory, scale economy theory, and accounting cooperatives. Cost‐benefit, evaluate the effect of “long cloud-style” collectivization on revitalizing the surrounding villages of metropolises and assess the satisfaction of governments at all levels. Through field interviews and questionnaire surveys, the correlation analysis of village cadres and villagers' satisfaction was conducted. The government is optimistic about the role of the "long cloud model" in grassroots management and improvement of people's livelihood. Even if public finances are required to invest a large amount of money, it is necessary to strengthen the medical and social security of the villagers. The government is also quite satisfied with the Changyun model. At present, the economic benefits of the stock cooperatives have steadily increased. Although the growth rate is not large, the villagers have a strong sense of well‐being, and the village's ecological environment has been improved. In the future, the cost of the village will be reduced after the large scale operation, and the overall economic benefits will be improved. The future research direction will be how to solve the specific problems that plague the cooperative's production and operation, such as low rice prices and lack of high value added finishing facilities to continue to activate the surrounding areas of the metropolis and improve the satisfaction of the government and villagers.

Tourism activities can never be separated from the history of a city and the influence of the development of the city itself. Aspects of tourism are very dependent on culture and public understanding of a tourist attraction in a city. Kampong Semut is one of the historical relics of the city of Surabaya which has the potential to become a tourist facility. The potential is due to the fact that Kampong Semut has a potential in the form of community attachment to the location. The community's attachment to a Kampong Semut, changing the form and function of the village itself from a large-scale activity center to an urban village that is not conserved. The purpose of this study is to understand more deeply the place attachments that exist in Kampong Semut and see what potential can be developed back into a tourism potential to be able to return the Kampong Semut to its former glory. This study uses an urban analysis method to see the shape of the city and the layers of the city in Kampong Semut to see the changes brought by the people in Kampong Semut to the place attachments.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

In its program for underdeveloped areas, the United Nations faces on a large scale the need to effect concrete adaptations of the habits of indigenous peoples to modern knowledge and technology. Research to determine the best methods of procedure has disclosed that, in certain areas, previous attempts on the part of administrators to introduce innovations and make changes which could not be integrated into the cultural pattern of the indigenous people proved unsatisfactory to them and costly to the government concerned. In most cases, changes in diet, crops and habits of work—let alone the introduction of industrial disciplines—may not be pressed down like a cookie-cutter on a going society. The administration of change often proves a disconcertingly stubborn affair, exasperating both to the administrator and to the people whom he seeks to catch up into the ways of "progress."

Development process in Odisha (before 2011 Orissa) may have led to progress but has also resulted in large-scale dispossession of land, homesteads, forests and also denial of livelihood and human rights. In Odisha as the requirements of development increase, the arena of contestation between the state/corporate entities and the people has correspondingly multiplied because the paradigm of contemporary model of growth is not sustainable and leads to irreparable ecological/environmental costs. It has engendered many people’s movements. Struggles in rural Odisha have increasingly focused on proactively stopping of projects, mining, forcible land, forest and water acquisition fallouts from government/corporate sector. Contemporaneously, such people’s movements are happening in Kashipur, Kalinga Nagar, Jagatsinghpur, Lanjigarh, etc. They have not gained much success in achieving their objectives. However, the people’s movement of Baliapal in Odisha is acknowledged as a success. It stopped the central and state governments from bulldozing resistance to set up a National Missile Testing Range in an agriculturally rich area in the mid-1980s by displacing some lakhs of people of their land, homesteads, agricultural production, forests and entitlements. A sustained struggle for 12 years against the state by using Gandhian methods of peaceful civil disobedience movement ultimately won and the government was forced to abandon its project. As uneven growth strategies sharpen, the threats to people’s human rights, natural resources, ecology and subsistence are deepening. Peaceful and non-violent protest movements like Baliapal may be emulated in the years ahead.

Citizens of our country face municipal complications like Street damage, Street cleaning, Garbage bin overflowing, light post damage, wa-ter outage etc. They started to register their complaints with advanced technologies. The complaint registration has many ways to file their complaints, it makes easier to register the complaint and saves our time. To solve these types of complications, we are going to implement a web application that helps the people to intimate about their issues directly to the government officer. So when the people iden-tify any complications in the city`s environment then, the government officer will solve the complications through his web portal. This will minimize time as well as money to go to an office for complaint registration. If the problem solved by those subjective then user will get the problem solved message. Otherwise, the problem will be again send to higher authorities to take action about it. The message alert will hap-pens repeatedly until the problem gets solve. Only the authorized persons have the rights to create the account by using aadhar card etc.

Como consecuencia de la devastación a la que se verá sometida Teruel durante la guerra civil española gran parte del núcleo urbano se verá afectado. Esta dramática situación planteará la necesidad reconstruir la ciudad pero también la posibilidad de renovar la trama urbana. En el presente artículo se estudiaran las distintas propuestas llevadas a cabo durante este proceso, la tensión entre las ideas reformistas que entenderán la situación como una oportunidad renovadora sin prejuicios e ideas mucho más conservacionistas preocupadas por la identidad histórica de la ciudad, enfrentarán a los distintos agentes involucrados y finalmente dará lugar a la definitiva actuación propuesta. Es imprescindible conocer y reflexionar sobre una sucesión de ideas que plasmadas sobre el papel pueden decidir el futuro de un pueblo, pero también la conservación de su pasado, de su memoria.As a result of the devastation which will come under Teruel during the Spanish civil war much of the urban area will be affected. This dramatic situation arises the need to rebuild the city but also the possibility of renewing the urban fabric. In this article, the various proposals made during this process will be evaluated. The tension between reformist ideas to understand the situation as a renewed and unprejudiced opportunity and much more conservationist ideas concerned with the historical identity of the city will create a confrontation between different involved agents and ultimately lead to the final proposed action. It is essential to know and think of a series of ideas that once reflected on paper can decide the future of the people, but also the preservation of their past, their memory.

Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

This developing area provides a very wide potential in the development as an area that has excellent products or development projects in Bandung. Cigondewah area has the potential to become this area as a creative industrial area that can support the income of the people and the city of Bandung. Cigondewah is one of the areas known as the Cigondewah environment and surrounding areas as a creative industrial area about the utilization of textile industry waste that sells the rest of cloth from factories around the city of Bandung. The area of Cigondewah grows and develops with the uniqueness of the community itself that will take advantage of opportunities from the textile industry, homes along the road corridor that turns into the shelter, the community into warehouses and shops to sell fabrics.It is also the aim of the government to promote and develop tourist areas Cigondewah for the future to be better again to enhance the identity of the area Cigondewah as a tourist area fabric shopping in the city of Bandung. This study aims to determine the development of creative industries in Cigondewah. Cigondewah Textile Tourism Area of Bandung City, especially Capacity Building, to show the identity and image of Cigondewah area as a textile tourism area in Bandung City. The identity of Cigondewah area which is currently called Cigondewah as Tourism Shopping Area Cloth. From this research is expected to give an idea that the environment is in the corridor Cigondewah road.
