Abstract. The efforts to overcome the limitations and services of children with special needs at Elementary Special School (SDLB) level has been carried out up through regular debriefing given to SDLB teachers, especially in designing, developing and utilizing ICT based instructional media. The debriefing was carried out through the process of ICT based instructional media training at district level of Bandung Regency. The analysis of SDLB teachers’ perceptions on the ease of improving services to SDLB children conducted in this study found that the use of ICT based instructional media is highly needed in the learning process. Out of 46 SDLB teachers participating as samples in multimedia workshop, they gave their opinion that training on ICT based instructional media was a positive effort to better improve services to children with special needs. This study recommended that the training could be given in a regular basis in order to improve the competency of SDLB teachers in developing ICT based instructional media.Keywords: instructional media, Information Technology, Elementary Special School, trainingAbstrak. Upaya mengatasai keterbatasan dan pelayanan anak berkebutuhan khusus pada jenjang Sekolah Dasar Luar Biasa (SDLB) telah dilakukan hingga melalui upaya pembekalan secara rutin kepada sejumlah guru SDLB, khususnya dalam mendesian, mengembangkan dan memanfaatkan media pembelajaran Teknologi Informasi (TI). Pembekalan dilakukan melalui proses pelatihan pengembnagan media pembelajaran berbasis TI pada tingkat kecamatan di wilayah Kabupaten Bandung. Dari proses penelitian yang dilakukan terhadap analisis persepsi guru SDLB terhadap kemudahan meningkatkan layanan kepada anak SDLB maka diperoleh data yang menunjukkan bahwa penggunaannya media pembelajaran berbasis (TI) dalam proses pembelajaran dinyatakan sangat dibutuhkan. Dari 46 guru SDLB yang berpartisipasi sebagai sampel penelitian dalam pelatihan multimedia, mereka memberikan pendapatnya bahwa pelatihan tentang media pembelajaran berbasis TI sangat positif terhadap upaya meningkatkan layanan pembelajaran anak berkebutuhan khusus secara lebih baik. Sebagai rekomendasi dari studi ini menunjukkan bahwa kegiatan pelatihan yang dilakukan dapat secara rutin diberikan dalam rangka meningkatkan kompetensi guru SDLB dalam bidang pengembangan media pembelajaran berbasis TI.Kata kunci : Media Pembelajaran , Teknologi Informai, SDLB, Pelatihan.

The study aims to determine the strategy used in forming religious characters on the deaf children in Elemantary Special School. A qualitative method was used where the data taken from observation, interview and document analysis. The result showed that the learning strategy of Islamic religious education in the development of morals for children with special needs in special schools is by implementing expository strategy, adding hours of study using the habituation method. The finding also showed that the supporting factors in the learning process to form moral guidance are the involvement of school’s principal who is very concern on the development of students’ morals; the teachers who have great patience in dealing with children with special needs. Then, it was also found that there were some inhibiting factors that faced by the school. They were on the absence of a special curriculum for children with special needs, Islamic education teachers who are not teachers who are graduates of special service schools, as well as the lack of supporting facilities as learning media, doing the learning process run monotonously.

Abstract, The development of information technology has supported the learning process so that it can be conducted whenever and wherever. Thus, teacher does no longer become the central figure and school is no longer the only learning environment for students. Teacher and school are only facilitator and mediator in learning. IT based learning media makes learning process multidimensional and multi purposes. This research aims to find out teachers' perceptions on the utilization of IT based learning media. This research used survey method. The population was all primary school teachers in Cisaat district Sukabumi regency. The subjects were 45 teachers randomly chosen from schools in Cisaat district. The results showed that teachers' perception on the utilization of IT based learning media in increasing the learning quality was very positive with the percentage of 80.67%; teachers' perceptions on the utilization of IT based learning media in expanding and improving access in learning was about 73.56%; teachers' perceptions on the development of IT based learning media in improving teachers' professionalism was 78%; and teachers' perceptions  on the tendency of the utilization of IT based learning media in distance education model was about 71.41%. Hence, it can be concluded that IT based learning program has an opportunity to be implemented in Cisaat district because the teachers already have good understanding about the function of IT based media in learning.Keywords: media, information technology, teacher perception, learning Abstrak, Perkembangan dunia saat ini menunjukkan kecenderungan bahwa dalam konteks pendidikan masa depan, setiap individu  akan dihadapkan pada tantangan dan kebutuhan yang tidak akan sepenuhnya dapat terpenuhi melalui sistem pendidikan konvensional. Dalam konteks ini, dukungan perkembangan IT memungkinkan proses pembelajaran terjadi kapanpun dan dimanapun. Dengan demikian, guru tidak lagi menjadi figur sentral dan sekolah tidak lagi menjadi satu-satunya lingkungan belajar bagi peserta didik. Guru dan sekolah hanyalah fasilitator dan mediator pembelajaran. Media pembelajaran berbasis IT membuat proses pembelajaran bersifat multi dimensi dan multi purposes. Rumusan masalah yang dikaji dalam penelitian ini adalah bagaimana persepsi guru terhadap pemanfaatan media pembelajaran berbasis IT dalam pembelajaran. Jenis penelitian ini adalah penelitian survei. Populasi penelitian ini adalah seluruh Guru Sekolah Dasar  di wilayah Kecamatan Cisaat Kabupaten Sukabumi. Dalam penelitian ini subyek penelitian ditetapkan adalah sebagian Guru yang dijadikan sampel penelitian yang mewakili wilayah Kecamatan Cisaat. Dalam hal ini, subyek penelitian ini terdiri dari 45 guru yang dipilih secara acak dari Sekolah Dasar Negeri di Wilayah Kecamatan Cisaat. Dari penelitian ini diperoleh kesimpulan bahwa skor persepsi media pembelajaran berbasis IT pada bagi guru Sekolah Dasar di wilayah Kecamatan Cisaat Kabupaten Sukabumi menunjukkan persepsi guru terhadap media pembelajaran berbasis IT dalam meningkatkan mutu pembelajaran menunjukkan persepsi sangat positif dengan nilai persentase sebesar 80.67%, persepsi guru terhadap media pembelajaran berbasis IT dalam memperluas dan mempermudah akses terhadap pembelajaran dengan nilai persentase sebesar 73.56%, persepsi guru terhadap pengembangan media pembelajaran berbasis IT meningkatkan profesionalisme guru dengan nilai persentase sebesar 78.00%, dan persepsi guru terhadap kecenderungan penggunaan media pembelajaran berbasis IT dalam model pembelajaran jarak jauh dengan nilai persentase sebesar 71.41%. Dengan demikian, program pembelajaran berbasis IT memiliki peluang untuk diimplementasikan di wilayah Kecamatan Cisaat Kabupaten Sukabumi karena guru telah memiliki pemahaman yang baik mengenai fungsi media berbasis IT dalam pembelajaran. Kata Kunci : Media, Teknologi infomasi, persepsi, pembelajaran

The purpose of this research is to highlight the role of the games of movement on the development and social integration of children with special educational requirements from the primary cycle, studying the theme in the literature. According to statistics in the field over the last years, there has been an increase in the number of children with special needs in regular schools. Thus, children who a few years ago would have been included in a special school, today have facilities at a regular school, along with children with typical development and have a similar curriculum to follow [7]. This is why motion games are a method, an important opportunity to integrate children with special requirements in a collective, because through them children cooperate (working in groups or pairs) making new friends, no longer feeling rejected, communication becomes easier, collaborates to achieve the goal of the game, support each other, become more responsible by observing the rules of the game and accept each other as they are. The game develops the ability to adapt easily to new situations, increases effort capacity, teaches children to be careful and develops their confidence. Due to the fact that movement games are performed more in group, they provide socialization, but they must be adapted according to the child's deficiency. Conclusion: We have found that motion games are an effective way to integrate children with special educational needs into a collective, because through them children make new friends easier, they are accepted in collectivity, communication becomes easier, they support and understand each other and most importantly accepted as they are. Through the game children feel free to act.

SummaryThe program for the integration of children with special needs in the regular educational frameworks supports and encourages the integration of children with a variety of special needs, temporary or ongoing, within the context of regular education, and sees integration as both a goal and value. The integration program is operated through a training and treatment system in the educational frameworks, which were formulated according to the special needs of those students. With the increase in the trend towards integration in Israel and the expectation that this trend will grow in the future, it is essential to continue to explore teachers’ perceptions and attitudes regarding integration as well as their needs for training and continuing education. The Arab education system in general and the issue of caring for children with special needs in school, in particular, are at huge gaps. The purpose of this paper is to review the literature on mainstream teachers’ attitudes towards integration and, more recently, inclusion and to show the need of design research on attitudes of teachers in schools in Arab society in Israel towards the integration of students with special needs into regular classes.

The present study compared the attitudes and concerns of regular school teachers towards the integration of children with physical versus multiple disabilities. Teachers were generally positive towards integration for students with physical disabilities and only slightly less favourable towards the integration of students with multiple disabilities. Concerns about integration often depended on the child’s individual needs and degree of disability. Teachers were also concerned that integration might disrupt the classroom and indicated the need for more time and support. Educating children with special needs in the regular classroom was often said to be stressful. While the potential social benefits of integration were recognised, many teachers had observed a lack of positive peer interaction. Specific strategies to facilitate the integration of children with special needs emerged from these data and these are discussed.

Pendidikan merupakan hak semua warganegara, tak terkecuali bagi warganegara yang memiliki kelainan fisik, emosional, mental, intelektual dan/atau sosial, yang berhak memperoleh pendidikan khusus. Salah satu implementasinya adalah berupa kebijakan dari dinas pendidikan kabupaten/kota yang menyarankan sekolah reguler siap sedia memberikan program inklusi jika memiliki siswa Inklusi atau berkebutuhan khusus, salah satunya adalah siswa inklusi kesulitan belajar. Permasalahan yang sering dihadapi dalam penetapan siswa inklusi adalah saat menyelenggarakan proses belajar mengajar, kepala sekolah bersama dengan guru-guru harus memilih dan menetapkan peserta didik yang patut mendapakan pendidikan inklusi sesuai dengan kriteria yang telah ditetapkan. Saat ini penilaian dari setiap kriteria belum menggunakan suatu metode keputusan, sehingga penilaian antar peserta masih menggunakan prediksi atau perkiraan yang dapat menimbulkan penilaian bersifat subyektif. Dampak lebih lanjut dari permasalahan tersebut yaitu menimbulkan kurang tepatnya pemilihan siswa inklusi kesulitan. Dengan perkembangan teknologi informasi yang mencakup segala bidang, perlu dirancang sebuah sistem yang dapat membantu dalam penetapan siswa inklusi kesulitan belajar, agar  dapat membantu mempermudah pihak sekolah dalam menyeleksi dan menetapkan siswa inklusi kesulitan belajar, sehingga hasil yang diinginkan tepat sasaran dan sesuai dengan kriteria yang telah ditetapkan. Hal tersebut dapat terbantu dengan sistem pendukung keputusan penetapan siswa inklusi kesulitan belajar menggunakan metode Analitycal Hierarcy Process (AHP) yang mampu membantu memecahkan persoalan yang kompleks menjadi lebih sederhana dan mempercepat proses pengambilan keputusan. Abstract Education is the rightful authority of all citizens, not to the exception of citizens with physical, emotional, mental, intellectual and / or social impairments, who are entitled to special education. One of the implementation is in the form of policy from the district / municipality education office that recommends regular schools are ready to provide inclusion program if they have Inclusive or special needs students, one of them is student of learning inclusion difficulties. The problem often encountered in establishing inclusive students is when conducting the teaching and learning process, the principal along with the teachers should select and assign learners who deserve inclusion education in accordance with predetermined criteria. Where the assessment of each criterion has not yet used a decision method, so assessment among participants still uses predictions or estimates that may lead to subjective judgments. So as to elicit precisely the selection of student inclusion of learning difficulties. With the development of information technology covering all fields, it is necessary to design a system that can assist in determining student inclusion of learning difficulties, in order to help facilitate the school in selecting and establishing student inclusion of learning difficulties, so that the desired results on target and in accordance with the criteria that have been set.

The purpose of this article is to find out the perceptions of primary school teachers on the use of Swishmax applications for the development of instructional media. Teachers' perceptions of the use of Swishmax applications for the development of instructional media are closely related to student learning achievement. Learning media generated with Swishmax applications that match the students' wishes will keep them motivated in learning. This article analyzes the data done descriptively. The data obtained in this article comes from questionnaire data and unstructured interview data. The result of this article is the perception of Swishmax's use for the development of instructional media by elementary school teachers in positive category. Reforms on inclusive education began to be carried out in Tua Pejat area, North Sipora District, Mentawai Islands by conducting training on the implementation of inclusive education by Padang State University lecturers in the context of carrying out community service for special education lecturers, followed by elementary school teachers from six elementary schools and special school teachers from two special schools in the North Sipora sub-district of the Mentawai islands. The training was conducted with a question and answer lecture method, accompanied by a demonstration simulation method and assignments on developing a learning plan (RPP) in an inclusive class, namely modified lesson plans and modified lesson plans adapted to the characteristics and learning needs of children with special needs in the classroom. The results of the training show that collaboration between elementary and high school teachers is established, both by collaborating and cooperating in serving children with special needs in primary schools, where ing to assist elementary school teachers in matters related to the identification and assessment of children with special needs in inclusive schools, as well as working together in developing lesson plans and PPI for children with special needs in inclusive classes, and learning strategies in inclusive settings.

Education service for children with special needs has been widely grown in the presence of integrated education service and inclusion in education. Pendidikan segregasi merupakan layanan pendidikan bagi anak berkebutuhan khusus dimana anak berkebutuhan khusus dengan hambatan yang sama berada dalam satu sekolah, misalnya anak dengan hambatan penglihatan berada di Sekolah Luar Biasa (SLB) A, anak dengan hambatan pendengaran berada di Sekolah Luar Biasa (SLB)B, dan seterusnya. Layananpendidikanbagianakberkebutuhankhusustelahbanyak berkembang dengan adanya layanan pendidikan integrasi dan pendidikan inklusi.
