Facing ACFTA (ASEAN -  China Free Trade Area) in 2015 (ASEAN 2012), nations in the region must be ready with variety of challenges that will occur. In this paper will be  focusing how to prepare vocational teachers who will teach in vocational education in order to produce skilled graduates are ready for work and  appropriate to the demands of the world of company or industry. Up to now, the existence of vocational teacher education in the region ASEAN-China (RCP:2012) need to be improved, primarily in teaching learning process and need to have enough experience in company or industry. Indonesia is one of the member of the ASEAN’s Countries still experiences difficulty to improve vocational teachers’ education in order to be ready to teach. The most difficult in preparing of vocational teacher education is in terms of their skill. This study was using case study method,  in which data collected through interview in depth to students in Department of Electrical Engineering Education, Faculty of Vocational and Technology Education, Universitas Pendidikan Indonesia. According to the questionnaire done to vocational teachers, students who are doing teaching practice in vocational school, can be concluded that enhancing the quality of vocational teacher education cannot  just be provided through theory and  should also be provided  chance students doing apprenticeship in the world of industry or workplace. In this regard, seemingly it is necessary to have a breakthrough for increasing the students competencies in order fresh graduates are ready for work.

The European Union pays a primary attention to the development of neighbouring relations; it means the relations with countries in the immediate vicinity of its external borders. This is done for the sake of prosperity, stability and the spread of democratic values in the world. In this sense, a kind of the privileged region have always created the states of the Southern and Eastern or eventually Northern Mediterranean with which the European Economic Community began to develop cooperation immediately after its formation. Then since the mid-1990s, the EU set out a goal to create a Euro-Mediterranean free trade area and thus to move closer to the interlacing of the two entities in the form of integration. The outline of the process of development of Euro-Mediterranean relationships (including the changes of bilateral approaches and the conditioning factors) is the objective of this article. It is divided into three sections, which cover different stages of the development of these relationships over time and escalate in terms of two-way approaches to a new quality of cooperation (including the three stated research questions). The result of these relationships could become a Euro-Mediterranean Alliance that is outlined as a differentiated form of multilateralism in the conclusions of the paper.

What are quality vocational teachers? This article analyzes the different factors exerting an influence on the professional knowledge, practices and performance of teaching staff involved in technical and vocational education and training (TVET). The international variety of vocational teacher education patterns, profiles and recruitment practices is presented. Any assessment of the quality of teachers' work, be it in theory or practice, needs to be considered against the background of the institutional environment in which they practise. Hence, some common trends of institutional change within vocational education are introduced. Most particularly here, the author focuses on the professional reality of vocational teachers as made manifest in the conjoined elements of the knowledge of teachers and professional cultures. In doing so, the author draws on some empirical exemplars. The author shows how closely teacher education and the institutional contexts are entwined in the minds of teachers as well as in professional cultures. Finally, some conclusions are drawn as to what this implies for high-quality vocational teacher education and recruitment.

This research is based on by issues developing, that graduates of vocational teacher education have not yet had  adequate vocational competence according to demand  the world of work, primarily as vocational teachers in the field of electrical practices. Industry practice constitutes vehicle for students in order to have vocational competence according to the need the world of industry. This research using qualitative approach, in which data is collected from some industries in Bandung. It is found that patterns of industry practices done in the world of education have not yet run properly according to demand as vocational teacher even the world of work. Therefore through this research is drawn up the design of an patterns of industry practices that can maximize the activities of student for doing industry practice especially for electrical field. Conclusions, where pattern of industry practices using  approaches the partnership cooperation with involving government, the world of industry, and university, can run properly and students have good skills and competence according to their field of electrical skills.

Efforts to improve the quality of education by conducting curriculum development are a necessity, because there are a number of pillars as well as the direction of the implementation of education in schools. In accordance with global demands ahead of the enactment of AFTA (Asean Free Trade Area) and AFLA (Asean Free Labor Area) the demands of the education world are increasingly complex. The world of education is required to be able to produce skilled workers who are able to exist and survive in this global development. because to meet the demands of these developments, improvement and renewal of various components of education especially the educational curriculum becomes an urgent thing to do, because in reality the 1994 curriculum was no longer relevant to deliver students to be able to compete with the global development of society for the government through the Ministry of National Education in academic year 2004/2005 will provide a new curriculum called the Competency-Based Curriculum (CBC) with a variety of studies and planning that is expected to be able to produce quality HR and be able to answer the global challenges of society.

Since its accession to the World Trade Organization (WTO), China has been playing its greater role as a new giant economy more actively in international trade and has succeeded in strengthening its economic relations with its neighboring countries including Southeast Asian countries, which are the members of ASEAN. This paper particularly discusses China's economic policies in ASEAN after China gained its membership in the WTO. We focuses mainly on the agreement on trade in goods under the scheme of ASEAN China Free Trade Area (ACFTA) and the investment agreement between China and ASEAN that affects its economic relations with ASEAN. We argue that China's economic policies in ASEAN as concrete and systematic implementation of "reform and opening up " policies initiated more than 30 years ago. Strategically, it has played one of the major and most important roles in strengthening its economic relations with ASEAN and that the state's role is the key to the success of China's economic policies in ASEAN.

Education for Sustainable Development (ESD) and Entrepreneurial Education (EE) are quite abstract and demanding concepts for teacher students. Yet, Key Sustainability Competences and Entrepreneurial Competences entail important qualities of future citizens and workers, and teacher students should become prepared to accommodate education for these competencies in their teaching practice. This paper explores teacher students’ process of sense-making of sustainable development and how becoming a teacher who practices ESD connects with entrepreneurship. EE serves as a good mirroring surface to ESD as they both have their roots in Transformative Learning (TL) but pursue transformation towards different goals. The case study follows the vocational teacher education (VTE) students’ sensemaking of Sustainable Development as a part of teacher’s work during one semester which included integrated Thematic Studies of Sustainable Development. The qualitative content analysis of students’ texts focused on signs of transformative learning and was guided by the dimensions of sustainable development and learning goals set for teacher’s sustainability competences in the VTE curriculum. The results indicate that transformative learning is possible. Furthermore, they address the importance of certain entrepreneurial capabilities in the actualization of change agency.

The urgency of the problem under consideration here has been necessitated by a need for training more vocational teachers for the system; they are to be specialists in developing and implementing the basic and optional educational programs designed for workshop force and mid-tier specialists; this means preparing the personnel resource for innovation industry. The goal of the paper is to reveal the changes that are necessary to be brought about for improving the quality of training delivered to students of vocational pedagogy and continuing vocational education. The key approach to the study of the problem is the systems activity approach that allows us to employ the systems concepts for building domain-specific schema linked to the investigation of how vocational teacher training is organized today, with regard to the requirements set by Russia's educational standard "Teacher of vocational training and continuing vocational education". Analysis of theory and findings in the literature led us to the conclusion that, considering the particular properties and logic of vocational teacher’s education, as well as reliance on the approaches and concepts under consideration, is what shall cater to the ever increasing demands to it from man, society and state. In view of the analysis' results, we suggest recommendations for improving vocational teacher training that would lead to vocational education/training/continuing education quality enhancement, including training offered in corporate training centers and innovation industries. The materials herein may be of value to educational managers in forming their personnel resource.

ABSTRACT A cross-cumulation arrangement helps manufacturers meet the demands of the global value chain economy by facilitating the sourcing of intermediate products within the territories of participants in the arrangement. It is a de facto free-trade area formed by a network of bilateral free-trade areas underpinning the arrangement. However, a cross-cumulation clause provided in a bilateral free-trade area that underpins a cross-cumulation arrangement is inconsistent with General Agreement on Tariffs and Trade (GATT) Articles I and III because the intermediate products from the participants in the arrangement are more favorably treated than products from non-participants in the arrangement. The GATT inconsistencies of a cross-cumulation clause cannot be justified by the GATT Article XXIV exception, because a cross-cumulation clause of a bilateral free-trade area derogates from the free-trade area’s aim by facilitating trade in intermediate products between the free-trade area parties and non-parties to the free-trade area that are participants in the arrangement. In contrast, a cumulation clause provided in a free-trade area contributes to the free-trade area’s aim by facilitating trade in intermediate products between the parties to the free-trade area. To bring a cross-cumulation arrangement such as the Regional Convention on Pan-Euro-Med Preferential Rules of Origin into conformity with World Trade Organization law, the arrangement and its underlying free-trade areas should be recognized as a de jure free-trade area under GATT Article XXIV and notified to the World Trade Organization as such. A large cross-cumulation arrangement as a mega-free-trade area is likely to contribute to the world trading system by harmonizing divergent free-trade area rules of origin and providing an efficient mechanism for the formation of a mega-free-trade area.

There are at least three areas in which technology can impact education: teaching, learning, and assessment. Teaching, when viewed as communication of information, has been transformed by the technology revolution. Word processing, multimedia, distance learning, and access to the World Wide Web are some prominent examples. The impact of technology on learning, defined as knowledge or skill acquired by instruction or study, has been less dramatic, in part because of our limited understanding of cognitive processes. Some forms of assessment, the collection of evidence of learning, have benefited from technology, such as item analysis of multiple-choice questions. To be effective, the focus on instruction must start with the learner and, from there, consider what should be done to enhance learning. An emphasis on what is technologically appropriate, rather than what is technologically possible, will improve the quality of both teaching and learning.

AbstractThe past decade and a half of the new millennium has ushered in dramatic changes to the architecture of world trade creating both opportunities and challenges for Africa’s development. The paper is critical of the recent paper of the World Bank that resuscitates the approach to trade liberalization and regional integration propagated by the Washington Consensus. The paper argues that African countries should adopt a “development integration” approach to regional integration that seeks to combine trade liberalization, industrial development and infrastructure development. The paper urges the World Bank and Africa’s trading partners from the north and south, such as the EU, the US and China, to work closely with the African Union to advance the negotiations and implementation of the Continental Free Trade Area (CFTA) and the African Union Agenda 2063.
