The manuscripts as cultural documents inherited from Sundanese past ancestors are plentiful and still very relevant to be introduced and revealed at the present. The values of local wisdom contained and revealed in the manuscript, covers various aspects of people's lives concerning the seven elements of Sundanese culture, i.e. religious systems or beliefs, technology, material items, government/society, livelihoods/economics, science/education, language, and arts. The expectations implied and expressed in the texts revealed in this article are still intertwined with the current life of the Sundanese people, especially regarding communication and political ethics, which of course is inseparable from reliable human resources, those are the stakeholders, the government, and the young generation as heirs of the nation. This article is presented and examined through descriptive analytical research methods, involving philological study, historiography, and cultural studies methods in general, which are expected to be able to uncover the local wisdom of government system and political communication contained in the XVI century Sundanese manuscripts, and its constellation with current Sundanese culture.AbstrakNaskah sebagai dokumen budaya tinggalan karuhun orang Sunda masa lampau, sungguh sangat melimpah dan masih sangat relevan untuk dikenalkan dan diungkap isinya pada masa kini. Kearifan lokal nilai-nilai yang terkandung dan terungkap dalam naskah, meliputi beragam aspek kehidupan masyarakat yang menyangkut tujuh unsur budaya Sunda, yakni: sistem religi atau kepercayaan, teknologi dan benda materiil, pemerintahan/kemasyarakatan, mata pencaharian hidup/ekonomi, ilmu pengetahuan/pendidikan, bahasa, dan seni. Harapan yang tersirat maupun tersurat dalam naskah-naskah yang diungkap dalam artikel ini masih terjalin adanya benang merah dengan kehidupan masyarakat Sunda saat ini, khususnya tentang komunikasi dan etika berpolitik”, yang tentu saja tidak terlepas dari sumber daya manusia yang andal, yakni para pemangku kebijakan, pemerintahan, dan generasi muda sebagai pewaris bangsa. Artikel ini dipaparkan dan dikaji melalui metode penelitian deskriptif analisis, dengan melibatkan metode kajian filologis, historiografi, dan kajian budaya secara umum, yang diharapkan mampu mengungkap kearifan lokal sistem pemerintahan dan komunikasi politik yang terkandung dalam naskah Sunda abad XVI Masehi, konstelasinya dengan budaya Sunda masa kini.

Legal aid is essentially a mechanism that enables the poor and the vulnerable sectors of the society to be able to enforce their legal rights in order to access a fair and equitable justice in the society. Nowadays, a legal aid can be justifiably said as a crying need to ensure social and legal justice in Bangladesh because most of the citizens are illiterate and they live below the poverty line which incidentally makes matters worse. Due to their financial crisis or lack of legal knowledge they are often precluded to access justice. In recognizing the legal aid as a right, the government has enacted some laws. However, unfortunately those laws are full of weaknesses, loopholes, and procedural complexities which have to be judiciously addressed in the proper legal perspectives. As a matter of fact, legally speaking, much has been said and done, but ironically not much has been practiced. Due to these ever unsettling defects, the ultimate objectives of those laws have frequently failed to ensure enjoyment of the legal aid services among the vulnerable sectors of the society. In this research, an attempt has been made to analyze and find out numerous legal the gaps, loopholes and complexities of the existing laws relating to legal aid services in Bangladesh and frame out a comprehensive solution for ensuring the aid program by adopting the qualitative and the analytical research methods.

Abstrak. Marriage statistics in Indonesia annually reach an average of 2 million couples. That is a fantastic number and very influential on the possibility of social changes in society. The quality of a marriage is largely determined by the two prospective marriage partners in welcoming household life. The rise of divorce cases can be caused by poor household quality, such as the lack of knowledge, understanding and skills. On this basis, this regulation was made by the government to improve the understanding and skills of prospective brides and adolescents of marriage age in order to minimize divorce.The purpose of this study was: to find out the regulations of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for Organizing a Premarital Course, to find out the implementation of a premarital course in KUA of Kecamatan Lembang, and to find out the implementation of the Regulation of the Director General of Islamic Community Guidance Number: DJ : II / 542 of 2013 concerning Guidelines for the Implementation of Premarital Courses in KUA Kecamatan Lembang. The research methods used interviews and literature study.The results of this study was: the implementation of the regulation of the Director General of Islamic Community Guidance Number: DJ: II / 542 of 2013 Regarding Guidelines for the Implementation of Premarital Courses by BP4 KUA Kecamatan Lembang was not optimal due to there were so many requirements from various parties, both from the regulation itself, various participant conditions, costs inadequate, lack of human resources, and lack of socialization to the community. Thus. Premarital course became less effective to make sakinah family.Keywords : premarital course, sakinah family, DIRJEN BIMAS Islam Regulation Abstrak. Data statistik perkawinan di Indonesia pertahun rata-rata mencapai 2 juta pasang. Suatu angka yang sangat fantastik dan sangat berpengaruh terhadap kemungkinan adanya perubahan-perubahan sosial masyarakat. Kualitas sebuah perkawinaan sangat ditentukan kedua calon pasangan nikah dalam menyongsong kehidupan rumah tangga. Maraknya kasus perceraian dapat disebabkan kualitas rumah tangga yang buruk yaitu kurangnya pengetahuan, pemahaman dan keterampilan. Atas dasar itulah peraturan ini dibuat oleh pemerintah untuk meningkatkan pemahaman dan keterampilan para calon pengantin dan remaja usia nikah agar meminimalisir peceraian. Tujuan penelitian ini yaitu: untuk mengetahui peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah, untuk mengetahui pelaksanaan kursus pra nikah di KUA Kecamatan Lembang, dan untuk mengetahui implementasi Peraturan Direktur Jenderal Bimbingan Masyarakat Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah di KUA Kecamatan Lembang. Adapun metode penelitian yang digunakan adalah wawancara dan studi pustaka.Hasil dari penelitian ini yaitu: pengimplementasian peraturan Dirjen Bimas Islam Nomor: DJ:II/542 Tahun 2013 Tentang Pedoman Penyelenggaraan Kursus Pranikah oleh BP4 KUA Kecamatan Lembang belum optimal dikarenakan banyak hambatan dari berbagai pihak baik dari peraturan itu sendiri, kondisi peserta yang beragam, biaya yang kurang memadai, kurangnya SDM, dan kurangnya sosialisasi kepada masyarakat. Dengan demikian pembinaan keluarga sakinah dalam hal ini kursus pra nikah menjadi kurang efektif.Kata kunci : Kursus Pra Nikah, Keluarga Sakinah, Peraturan Dirjen Bimas Islam

Indonesia began to regulate the procurement of goods/services electronically from the government since 2010. This is indicated by the appointed Presidential regulation number 54 year 2010 as amended by Presidential Regulation No. 4 year 2015, then amended again to be presidential Regulation No. 16 year 2018 on procurement of goods/services Government. The problem that will be discussed is how the implementation of goods procurement/Government services are reviewed from the Presidential Decree No. 16 of 2018 at the Land Office of Bandar Lampung, what are the inhibitory factors in the implementation of the procurement of goods/services in the Office Land of Bandar Lampung. The research methods used are normative and empirical juridical, using secondary and primary data. Results of the research from the implementation of goods procurement/Government Services reviewed from Presidential Decree No. 16 of 2018 in the Land office of Bandar Lampung now has referred to the Presidential Decree No. 16 of 2018, the inhibitory factor in the implementation of goods /services in the Land office of Bandar Lampung City, among others, lack of human resources that have a certificate of expertise, network/servers that are frequent disruptions and difficult when creating the approximate price yourself.

This article aims to analyze and find out the strategies implemented by the Regional Government, especially the Kelurahan Governments in Gorontalo District in providing maximum service to the community. This study uses qualitative research methods with the intention of comprehensively knowing several things related to the implementation of E-Gov and to reveal the phenomena that occur in the application of E-Gov. The results showed that the capacity or ability of the Gorontalo District government in implementing the ¬E-Gov concept needs to be evaluated and continuously improved, especially in relation to the budget. This can be seen from the limited funds that are not allocated specifically for the Electronic Government, the limited allocation of funds that have been budgeted by the Government in Gorontalo District is still insufficient for E-Government development, so that activities carried out follow the amount of the budget given, in other words the budget can affect effectiveness of the implementation of activities carried out in the application of E-Government, so that the use and utilization of the budget must be effective and efficient. the implementation of E-Gov in Gorontalo District has been going well. However, there are still some obstacles that are faced, this can be seen from the human resources recruited to manage the Electronic Government who do not have the competence and expertise in this field and some do not even have expertise in the technology field. This is a big challenge for the Gorontalo District governmentArtikel ini bertujuan menganalisis dan mengetahui strategi yang dilakukan Pemerintah Daerah khususnya Pemerintah Kelurahan yang ada di Kabupaten Gorontalo dalam memberikan  pelayanan yang maksimal kepada masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan maksud untuk mengetahui secara komprehensif beberapa hal terkait dengan pelaksanaan E-Gov dan mengungkap fenomena yang terjadi dalam penerapan E-Gov. Hasil penelitian menunjukkan kapasitas atau kemampuan pemerintah Kabupaten Gorontalo dalam menerapkan konsep E-Gov perlu dilakukan evaluasi dan terus ditingkatkan terutama terkait dengan anggaran. Hal ini terlihat dari keterbatasan dana yang tidak dialokasikan khusus untuk Electronic Government,terbatasnya alokasi dana yang telah dianggarkan oleh Pemerintah di Kabupaten Gorontalo masih belum mencukupi untuk pengembangan E-Government, sehingga kegiatan yang dilakukan mengikuti jumlah anggaran yang diberikan, dengan kata lain anggaran dapat mempengaruhi efektivitas pelaksanaan kegiatan yang dilakukan di dalam penerapan E-Government, sehingga penggunaan dan pemanfaatan anggaran harus efektif dan efisien.penerapan E-Gov di Kabupaten Gorontalo sudah berjalan dengan baik. Namun, masih ada beberapa kendala yang dihadapi, hal ini dapat dilihat dari sumber daya manusia yang direkrut dalam mengelola Electronic Government belum memiliki kompetensi dan keahlian di bidang tersebut bahkan ada yang tidak memiliki keahlian di bidang teknologi

The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources.

Tulisan ini ditujukan untuk mengulas fenomena perubahan kurikulum di tahun 2013. Perubahan sebagai suatu keniscayaan tidak dapat dipungkiri juga telah merambah dunia pendidikan sebagai jawaban atas fenomena kehidupan masyarakat yang terus mengalami dinamika. Perubahan diperlukan untuk menyiapkan generasi muda dalam menyongsong Indonesia emas yang sangat membutuhkan sumber daya manusia yang berkualitas dan siap bersaing di pasar global. Dalam pendidikan Islam, perubahan kurikulum ini memberi arah yang menguntungkan di beberapa aspek. Dimulai dari tujuan pembelajaran yang mengintegrasikan tiga domain pembelajaran, proses yang lebih “manusiawi” serta evaluasi sebagai akhir yang mengakomodasi seluruh potensi peserta didik. This paper is intended to review the phenomenon of changes inthe 2013 curriculum. The changes are an undeniable necessity; it also penetrated the education world as an answer to the phenomenon of a dynamics society living. Changes are needed to prepare young generation in facing great Indonesia that needs qualified and ready human resources to compete in the global market. In Islamic education, curriculum change is to give direction favorable in some aspects. It is starting from the learning objectives that integrate the three domains of learning, a process that is more ”humane” as well as a final evaluation that accommodate all potential learners.

The paper mainly analyses the environmental threats focusing on climate change to human security in Nepal. Major aspects of human security are interlinked and interconnected in our context. Among them, human security offers much to the vibrant field of environmental security in Nepal. Environmental threats are linked to the overall impact on human survival, well-being, and productivity. A great deal of human security is tied to peoples’ access to natural resources and vulnerabilities to environmental change. The major environmental threats in our context is the climate change which have widespread implications for Nepal, causing impacts to water availability, agricultural production, forestry, among many other detrimental effects. The critical threat of environmental security needs to be taken into serious consideration to save our succeeding generation. This article primarily interpreted the government action towards emerging environmental threat based on realist approach. For the study of theme of this article, descriptive and analytical research has been used to draw present major environmental threats in Nepal. With consideration to factors, this article attempted to identify the major environmentally vulnerable areas that are likely to hamper the overall status of human security in Nepal. This paper also tried to suggest the measures to enhance the environmental security considering prospects and policy focusing on Nepalese diverse aspects.

The aim of this paper are: to create a data visualization that can assist the Government in evaluating the return on the development of health facilities in the region and province area in term of human resources for medical personnel, to help community knowing the amount of distribution of hospitals with medical personnel in the regional area and to map disease indicator in Indonesia. The issue of tackling health is still a major problem that is not resolved by the Government of Indonesia. There are three big things that become problems in the health sector in Indonesia: infrastructure has not been evenly distributed and less adequate, the lack of human resources professional health workforce, there is still a high number of deaths in the outbreak of infectious diseases. Data for the research are taken from BPS, in total 10,600 records after the Extract, Transform and Loading process. Time needed to convert several publications from PDF, to convert to CSV and then to MS Excel 3 weeks. The method used is Eight-step Data Visualization and Data Mining methodology. Tableau is chosen as a tool to create the data visualization because it can combine each dasboard inside a story interactive, easier for the user to analyze the data. The result is a story with 3 dashboards that can fulfill the requirement from BPS staff and has been tested with a satisfied result in the UAT (User Acceptance Test). Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. Therefore, as a solution to these problems is the need for the applicationof character education from an early age.
