The basis of modern materials science is multicomponent systems, on their basis it is possible to create various combinations of phases in structural materials with a set of specified properties. The investigated system MgO-Al2O3-FeO-TiO2 is promising for the production of periclase-spinel refractories used as lining of rotary kilns during cement clinker firing, which are highly resistant to chemical corrosion when exposed to a gas environment and cement clinker components; thermomechanical stresses. However, in the reference literature and scientific articles, no information was found on the structure of the four-component diagram of the state of the MgO-Al2O3-FeO-TiO2 system, partial elements of its structure are given only in the composition of multicomponent systems [1-3]. Thus, research to the study of the subsolidus structure of the MgO-Al2O3-FeO-TiO2 system, which is the physicochemical basis for the development of compositions of periclase-spinel refractories, is urgent.

The current research features coordination of strategic aims and tasks in the strategic planning documents of regional development. The mechanism of systematic coordination and harmonization of development parameters for the different territories is meant to consider the real economic interests of the state, regions, communities and individual citizens. In a hierarchical relationship, such a mechanism of systematic coordination and harmonization can be represented as a multi-level system. The toplevel is that of the state, where parameters for the development of the country as a whole, as well as individual regions and industries are defined. The next level is regional; it deals with development parameters of the region in general and its territories. The basic level is local: it defines parameters for the development of particular territories with consideration of interests of the territorial community and individual citizens. An important condition of this coordination is both vertical and horizontal components of territorial dimension.

The article substantiates the modern interpretation of spatial regulation of the economy. It determines the priorities and practical tools for managing spatial development, including the task of overcoming economic differentiation of Russian regions. The paper reveals the distinguishing features of spatial regulation policy in the context of the transition to the system of strategic planning. The theoretical and methodological basis of the study embraces the growth poles theory, the theory of new economic geography and the theoretical provisions of the Russian school of productive forces distribution, which made it possible to integrate the ideas of planned development of territories and market mechanisms of spatial self-regulation. Among the main research methods are economic-legal analysis and generalization. The system of regional development indicators constitutes the empirical basis of the study. The research results contain recommendations to clarify the provisions of the Spatial Development Strategy of the Russian Federation. In particular, the assessment of the economic differentiation of Russian regions, as well as its target values for the future should be added to the Strategy. We suggest classifying the types of federal constituent territories as objects of the state policy on regional development based on their economic characteristics. Moreover, it is expedient to overcome the current duality in the interpretation of the meso-level of strategic planning, and to design a state program for supporting towns through identification of specific needs of each type of settlement. The study also proposes to harmonize the legislation on strategic planning and on the fundamentals of the state policy on regional development with respect to priorities of economic equalization of regions, the emphasis on the federation subjects’ self-development, etc.

The article substantiates the need to study the issues of strategic planning the development of the territories of the Russian Federation in modern economic conditions. The role of state regulation in solving the issues of rationalization in financial resources distribution to create optimum conditions to form the socio-economic environment of regional development is determined. The resource base of regional development is studied. The main problems affecting the formation of the system for regional development strategic planning are identified. Currently, the legislative and regulatory framework for strategic planning and forecasting available in Russia is mainly descriptive, which is a serious obstacle for the formation of a unified territorial development scheme. The problems presented in the article show that in this situation, the task of optimizing the system of centralized regions management advances to the forefront. It is the strategic vision of the formation of the national economic complex in the development of the state that will optimize this system. The most effective directions for the strategic development of Russian regions, forming the general level of state development are proposed. Despite the already established system of relatively independent planning regions' development by the regions themselves, the role of the state in the final determining the direction of socio-economic development in general remains unchanged. It is the state that chooses the methods of regulation. Solving these tasks will enable the state to form and control the system of strategic planning for the development of regions and the state as a whole as efficiently as possible.

Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time,projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.

This study aims to determine the potential of cultural tourism in the municipalities that comprise region 6 of the State of Jalisco, territorially delimited in the South of Jalisco. (Subject is missing) Are tested first to identify the demand for cultural tourism to determine the profile of the cultural tourist under the assumptions that tourists especially motivated by culture tend to travel longer distances than most tourists. It discusses the motivations and satisfactions of cultural tourists in order to establish the potential market in accordance with the characteristics of the target market in the southern region of Jalisco. Any operation of cultural tourism companies should make the strategic diagnosis, which explains the use of SWOT analysis as a tool for strategic planning of cultural tourism enterprises. Finally, we propose some development strategies of cultural tourism in this region of Southern Jalisco.

Introduction. The strategic goals of socio-economic development of the regions of Ukraine, which were set in numerous concepts, strategies, programs and other strategic documents, both at the state and regional levels, were not achieved. This is due to the lack of interconnectedness of these documents, the mechanism of control over their implementation and inconsistency with the real needs of the regions. Goal. The aim of the study is to reveal the organization of strategic planning of regional development in France, Germany, USA, Canada and Japan, which may become the basis for further, more thorough, strategic planning of regional development in Ukraine. Results. The creation and implementation of the French regional development strategy is seen as an ongoing process with an emphasis on restructuring the regions, maximizing their potential, supporting small and medium-sized businesses by coordinating the state plan with private business and coordinating their interests with the state. Considerable attention is paid to the ecological component of development at the meso level. The main requirements of strategic planning in Germany are: consensus of economic interests of major regional stakeholders; identification of specific participants in the strategic planning process, coordinators and users of the achieved results; establishing clear priorities in the development of the territory provided with resources; the adequacy of the coordinator's organizational structure in relation to the process of achieving the stated goals in the strategic plan. Strategic planning of regional development in the United States is based on total computerization, based on a single network of nine economic regions of the country, which is the basis for a comprehensive approach to regulating regional development in accordance with national strategy, establishing the format of effective plans and reports and procedures. in case of non-compliance, personal responsibility for achieving results. In Canada, it is important in strategic planning to test the tools provided for in the strategic plan in certain territorial areas of administrative entities. The mechanism for implementing strategic planning in Japan is based on a strong focus on achieving group goals, whereby the central government determines the range of tools for regional development, regional bodies are responsible for its implementation, and private business plans its activities based on national strategy indicators. Improving foreign experience should be built taking into account the specifics of our country.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.

The essence and urgency of government expenditure for regional development is very crucial in realizing sustainable development, meaning that government spending must meet current needs without compromising the fulfillment of the needs of future generations. The higher the state revenue, the higher the state expenditure for regional development. Thus, an increase in understanding of government expenditure for regional development in a sustainable manner must be carried out with the principle of prudence in this country.
