The Middle East is a victim of civilian contacts. Under the current conditions, the question arises of rationalizing the investment strategy of the post-war development of the countries of the region that have managed to overcome this crisis. In the article this problem is considered on the example of Syria. A rational way of multiplicative stimulation of the development of the country’s economy is proposed, based on the approach of J. M. Keynes. This approach consists in choosing the most favorable conditions for investment. According to the results of research at this point (industry) was ferrous metallurgy. At the initial stage of the post-war reconstruction of the republic, it can come out with a locomotive. The optimal configuration and place for the construction of a production metallurgical cluster that provides the market with the most popular types of metal products: 1 million tons per year of hot-rolled sheet (1-12.5 mm), 150 thousand tons of galvanized sheet per year (0.2-2, 5 mm), 200 thousand tons per year of shaped steel (2-8 mm), 50 thousand tons per year of galvanized shaped steel (0.7-3 mm). The functioning of the cluster will provide Syria with sheets and fittings, will contribute to the development of engineering and other sectors of the economy, will lead to an increase in the country’s GDP by 4.5% and a reduction in government debt payments by $ 532.5 million per year.

Three challenges are highlighted in this chapter to the realization of the social investment strategy in our twenty-first-century world. The first such challenge—intertemporal politics—lies in the term ‘investment’, a willingness to forego some measure of current consumption in order to realize often uncertain gains in the future that would not occur otherwise, such as better schooling, employment, and wage outcomes for the next generation. Second, the conditions that enabled our post-war predecessors to invest heavily in future-oriented public goods—a sustained period of economic growth and historically exceptional tolerance for high levels of taxation—no longer obtain. Third, the millennial cohorts who will bear the costs of a new, post-industrial, investment strategy are more economically divided than earlier cohorts and face multiple demands raised by issues such as population aging and global warming, among others.

The regaining of the country’s independence, and then its revival after the war damages, including itseconomic infrastructure – these were the tasks set by the Polish government in exile, first in Paris and thenin London. The maritime economy was to play an important role here. The Polish government was fullyaware of the enormous economic and strategic benefits resulting from the fact that it had a coast, withthe port of Gdynia before the war. It was assumed that both in Gdynia and in the ports that were to belongto Poland after the war: Szczecin, Kołobrzeg, Gdańsk, Elbląg, Królewiec, the economic structure was to betransformed, and they were to become the supply points for Central and Eastern Europe. Work on thereconstruction of the post-war maritime economy was mainly carried out by the Ministry of Industry, Tradeand Shipping. In London, in 1942–1943, a number of government projects were set up to rebuild the entiremaritime infrastructure. All projects undertaken in exile were related to activities carried out by individualunderground divisions of the Polish Underground State domestically, i.e. the “Alfa” Naval Department of theHome Army Headquarters, the Maritime Department of the Military Bureau of Industry and Trade of the Headof the Military Bureau of the Home Army Headquarters and the Maritime Department of the Departmentof Industry Trade and Trade Delegation of the Government of the Republic of Poland in Poland. The abovementionedorganizational units also prepared plans for the reconstruction of the maritime economy, and theprojects developed in London were sent to the country. They collaborated here and a platform for mutualunderstanding was found.

In the Republic of Moldova, the main factor contributing to the floods is the torrential rains from the warm semester of the year, which create favorable conditions for triggering strong, sometimes catastrophic floods in the rivers of the republic, especially in the smaller ones. During the study period, 40 floods with significant damage were recorded in the country, with an annual frequency ranging from 0 to 12 cases. In the administrativeterritorial profile, the damages caused by the aforementioned floods varied greatly. Based on the statistical data, a digital map was developed reflecting the degree of exposure of the territory of the Republic of Moldova in the administrative-territorial aspect to the mentioned risk, expressed by the value of the damages caused. In order to reduce the impact caused by the flood floods, measures have been developed to prevent, reduce and combat the negative effects of that risk.
