ISO 9001 mainly thrust on the commitment of top management of the organization as far as quality management system is concerned, as per the guidelines it is the duty of top management to define a crystal clear polity for quality maintenance and also there should be clarity of responsibility and authority among the people involved in the same. Main objective of this paper is to identify the significant factors which barriers in implementation of ISO 9001:2015. In depth literature was conducted from where 29 general factors were found. A survey (Qualitative) was conducted from top managerial officials from manufacturing sector to determine significant factors. On basis of mean value total 11 significant factors were found which were related to manufacture sector in Pakistan. This study will be helpful for the managerial staff and officials to control identified factors for implementation of ISO.

A busca pela sobrevivência vem fazendo com que as empresas adotem estratégias para se manterem competitivas no mercado, aliado a isso, obter qualidade em seus processos e produtos se torna um fator crucial para as organizações. Dessa forma, tendo ciência da importância da qualidade para a competitividade das instituições, o objetivo desse trabalho consiste em descrever o processo de implantação de um Sistema de Gestão da Qualidade (SGQ), de acordo com os requisitos normativos da ISO 9001:2015 em duas empresas prestadoras de serviços na região do Vale do Aço e evidenciar a importância da participação da alta direção nesse processo. A metodologia utilizada para implantação do SGQ consistiu na definição de seis metas físicas, sendo possível realizar todas as atividades necessárias. O SGQ foi implantado nas empresas, estando em fase inicial de operação e requer grande atenção da alta direção para que as deficiências sejam sanadas e o sistema apresente melhoria contínua.The search for survival has led companies to adopt strategies to remain competitive in the market, along with this, getting quality in your processes and products becomes a crucial factor for organizations. In this way, being aware of the importance of quality for the competitiveness of institutions, the purpose of this work is to describe the process of implementing a Quality Management System (QMS), according to the ISO 9001: 2015 standard requirements in two service companies in the Vale do Aço region and to highlight the importance of the participation of top management in this process. The methodology used for the implementation of the QMS consisted in the definition of six physical goals, being possible to carry out all the necessary activities. The QMS was implemented in the companies, being in the initial phase of operation and requires great attention of the top management so that the deficiencies are solved and the system presents continuous improvement.

This paper analyzed the state and trends in science, identifies positive and negative factors affecting the development of Kazakhstani science, identifies priority directions for its development. The article revealed the scientific potential of Kazakhstan in terms of the following indicators: the number of organizations performing R&D; the number personnel involved in the implementation of R&D; the internal R&D expenditures. Significant factors limiting innovation in Kazakhstan are low scientific potential: lack of competent staff; lack of internal R&D expenditures. It revealed that in Kazakhstan with the existing system of financing science, there is no opportunity to increase the Research and Development (R&D) expenses. In addition, the main consumer of R&D is the manufacturing sector, which has been reducing its activity recently. This negatively affected the country's scientific sphere, which led to a reduction in R&D, and also negatively affected the implementation of government innovative development programs and strategies. The results allowed concluding that it is necessary to strengthen the relationship between the science and real sector, commercialization of the scientific activities’ results on the basis of the public-private partnerships. В статье проводится анализ состояния и основных тенденций в науке, выявление позитивных и негативных факторов, влияющих на казахстанскую науку и инновационную сферу. Предложены рекомендации для дальнейшего развития научной сферы страны. В статье научный потенциал Казахстана рассматривается по следующим показателям: количество научных организаций, численность научных кадров, объем и источники финансирования НИОКР. По результатам исследования определены факторы, ограничивающие инновации в Казахстане: нехватка компетентного персонала и низкий уровень расходов на НИОКР. Выявлено, что в Казахстане при существующей системе финансирования науки и исследований возможность увеличить затраты на выполнение научно-исследовательских и опытно-конструкторских работ отсутствует. Помимо этого, производственный сектор, который является основным потребителем научных исследований и разработок, сокращает свою деятельность в последнее время. Это оказывает негативное влияние на научную сферу страны, что влечет к сокращению исследований и разработок, а также отрицательно влияет на реализацию государственных программ и стратегий инновационного развития секторов экономики. Полученные результаты позволили сделать вывод, что в сложившейся ситуации необходимо усиление взаимосвязи науки с реальным сектором экономики, коммерциализация результатов научной деятельности на основе государственно-частного партнерства.

SummaryIn 1995, the management of the University Clinic Hamburg-Eppendorf proposed to establish a total quality assurance (QA) system. A revised QA-system has been introduced stepwise in the department of nuclear medicine since 1997, and certification was achieved in accordance with DIN EN ISO 9001:2000 on February 14,2001.The QA-handbook is devided into two parts. The first part contains operational (diagnostic and therapeutic) procedures in so-called standard operating procedures (SOP). They describe the indication of procedures as well as the competences and time necessary in a standardized manner. Up to now, more than 70 SOPs have been written as a collaborative approach between technicians and physicians during daily clinical routine after analysing and discussing the procedures. Thus, the results were more clearly defined processes and more satisfied employees.The second part consists of general rules and directions concerning the security of work and equipment as well as radialion protection tasks, hygiene etc. as it is required by the law. This part was written predominantly by the management of the department of nuclear-medicine and the QA-coordinator. Detailed information for the patients, documentation of the work-flows as well as the medical report was adapted to the QM-system. Although in the introduction phase of a QA-system a vast amount of time is necessary, some months later a surplus for the clinical workday will become available. The well defined relations of competences and procedures will result in a gain of time, a reduction of costs and a help to ensure the legal demands. Last but not least, the QA-system simply helps to build up confidence and acceptance both by the patients and the referring physicians.

Subject. The working time of workers at any stage of economic development is a value reflecting the level of labor productivity. Any progress in productivity contributes to changes in the volume of labor costs and the number of employed. Depending on the relationship between the total volume of labor costs and the number of employed, the duration of working time per one worker may change (it may increase, decrease, or remain unchanged). Objectives. The study aims to confirm the importance of such a macroeconomic indicator as the number of employed in varying working hours. Methods. The study rests on the comparative analysis of countries with developed economies based on some indicators like dynamics of the working time fund, dynamics of the number of employed, average number of hours worked during the year per employee, etc. The analyzed timespan is 25 years (from 1991 to 2016). Results. The comparative analysis revealed that in the non-production sphere and the economy as a whole the macroeconomic determinants correlate so that the length of working time per worker reduces. When considering the analysis results for the manufacturing sector, no single trend was identified. Conclusions. One of the key factors affecting the change in working hours is the number of employed. The relationship between the working time fund and the number of employed directly determines the dynamics of working time per worker.

Background:To provide information helps building policy that meets the practical situation and needs of the people with the aim at achieving the goal of universal health insurance coverage, we conducted this study with two objectives (1) To determine the rate of participating health insurance among persons whose enrolment is voluntary in some districts of ThuaThien Hue province; (2) To investigate factor affecting their participation in health insurance. Materials and Methodology:A cross-sectional descriptive study was conducted in three districts / towns / city of ThuaThien Hue in 2014. 480 subjects in the voluntary participation group who were randomly selected from the study settings were directly interviewed to collect information on the social, economic, health insurance participation and knowledge of health insurance. Test χ2 was used to identify factors related to the participation in health insurance of the study subjects. Results:42.5% of respondents were covered by health insurance scheme. Factors related to their participation were the resident location (p = 0.042); gender (p = 0.004), age (p <0.001), chronic disease (p <0.001), economic conditions (p<0.001) and knowledge about health insurance (p <0.001). Conclusion: The rate of participating health insurance among study subjects was low at 42,5%. There was "adverse selection" in health insurance scheme among voluntary participating persons. Providing knowledge about health insurance should be one of solutions to improve effectively these problems. Key words: Health insurance, voluntary, Thua Thien Hue

The Current and future leaders live in a turbulent and chaotic environment, where the real power of acting derives from the recognition of the concept of change and looking for options. In this type of environment a lot of competence is necessary for the leaders to survive. The aim of this study case was to explore i.e. gain a clearer picture of the position of the leader, their characteristics, functions, levels, the core and the factors affecting the leader and their leadership. To see what type of leader the people want simply to draw conclusions about the characteristics, qualities and techniques of a leader and their leadership. So that in the end, to have empirical proof of the leader. The set goal in this study case is today’s leaders in everyday process, starting from the very beginning of their work, to serve as an example in developing inter-personal skills at the same time as treating people with dignity and respect. In other words, they have to possess leadership skills, characteristics and the necessary actions. This research aims at finding out the real attributes that is the profile of a leader and their leadership running an organization regardless if it is economic, political, and military or some other non-governmental organization. The values are more than a set of rules, they are not only behavior code, and they say what a leader should be every day in every action that they take. The values shade the leaders’ identity and the organization that they run.
