The article considers the problems of the effectiveness of the formation of professional competence in the study of English by students of the "Temurbek School". To achieve this goal, professionally oriented and competency-based approaches have been used, which involve redesigning the content of learning sessions and tasks to stimulate students’ interest. If more attention is paid to combining intensive and extensive types of reading texts, and on this basis to the level of readiness to build an individual route for learning a foreign language, then the effectiveness of the formation of professional competencies is expected to increase

The article analyzes modern methods of teaching a foreign language and justifies the expediency of their use in technical institutions of higher education. The process of teaching English in non-linguistic higher educational institutions has certain features related to the different initial level of language training of first-year students; the number of academic hours allocated to the study of this discipline; the quantitative composition of groups; low motivation to learn a foreign language. It is noted that motivation plays an important role in the educational process, the formation of which among students of technical universities should be one of the main tasks of the educational process. It is established that it is possible to significantly increase the effectiveness of the lesson provided that the content of the discipline "foreign language" is professionally oriented in technical universities. It is found that the use of interactive learning technologies involves the use of communicative, in particular cognitive-communicative, and constructivist methods of teaching a foreign language. It is proved that the use of innovative approaches to teaching English and multimedia teaching tools allows students to increase motivation to learn foreign languages, provide access to new, alternative sources of information, develop independent mental activity, form communication skills, cultural and professional competence.

With the spread of economic globalization and the accelerating demand for English, governments in East Asian countries have been updating their English-in-education policies so as to enhance the quality of English education in the region (Hu & McKay, 2012). Of all these policies, the introduction of English as a compulsory subject at younger and younger ages is ‘possibly the world's biggest policy development in education’ (Johnstone, 2009: 33). It is widely believed that those who start learning English at an earlier age can utilize their ‘critical period’ to learn English more efficiently (Nunan, 2003; Y. Hu, 2007). However, the expansion of teaching English to young learners has not been unanimously supported and there is no conclusive evidence for the benefits of early exposure to a new language (Copland, Garton & Burns, 2014). Some researchers point out ‘the advantages of postponing formal teaching in specific contexts’ (Hyltenstam & Abrahamsson, 2001: 163).

Currently, the effectiveness of using the debate method in teaching English is obvious. Since language is a mean of communication, debate contributes to the development of communicative competency, which plays an important role in the successful work of a specialist in various fields. This article focuses on the method of debate, as one of the communication activity types. The debate method can be used to improve students’ communication skills, allowing them to use linguistic knowledge as a functional competency in a structured (less structured) situation or in the context of a language education. The purpose of this article is to describe the debate method as a productive strategy for teaching communicative competency while teaching English as a foreign language. This research is carried out within the framework of the Ministry of Education and Science of Republic of Kazakhstan grant project “Developing and implementing the innovative competency-based model of multilingual IT specialist in the course of national education system modernization”.

Introduction. One of the urgent problems of modern education is building a professional competence model of a specialist in order to increase the effectiveness of training and the formation of professional competencies necessary for a successful entry into the profession. From this point of view, the description of a professional portrait of Teacher of Russian as a Foreign Language will contribute to the most effective design of educational programs in this area of training.Materials and Methods. In the course of the work, theoretical and empirical research methods were used: analysis, synthesis, generalization, comparison, juxtaposition, scientific theorization.Results.In the preparation of Teacher of Russian as a Foreign Language, two models were initially laid down: when the teacher is a native speaker and when he himself learns Russian as a foreign language and subsequently broadcasts the acquired knowledge to foreign students. The main difference between these portraits of teachers is the presence of a foreign language communicative competence in the training of foreign language teachers, as well as the formation and improvement of a foreign language reading competence. At the same time, the common, uniting both models, are the psychological, pedagogical, methodological, intercultural and acmeological competences, which constitute the portrait of Teacher of Russian as a Foreign Language. The designated competencies made it possible to formulate professional competencies in educational programs in the direction of training «Pedagogical education» at the bachelor's and master's degrees at the Nizhny Novgorod State Pedagogical University named after Kozma Minin (44.03.01 «Russian as a foreign language» and 44.04.01 «Teaching Russian as a foreign language») and the corresponding sets of regulatory documents. Discussion and Conclusions. Teacher of Russian as a foreign language being a translator of Russian culture, it should be a competent, erudite, tolerant, ready for intercultural communication, striving for constant professional improvement, having both general pedagogical and specialized competencies.

Purpose – This paper aims to develop a multi-aspectual framework for evaluating locally prepared English language teaching (ELT) materials used for Iranian senior high school students. Many practitioners of the field assert that the inappropriate development of ELT materials would leave an adverse effect on the potential value of the realistic ways which translate the educational beliefs on language learning into operational goals defined by local educational systems. Design/Methodology/Approach – Using a stratified sampling method, 120 high school students along with 60 ex-students attending Isfahan (Khorasgan) University as well as 30 English as a Foreign Language (EFL) teachers teaching English courses at high schools were selected. To measure the participants’ attitudes toward the pedagogical effectiveness of English textbooks (i.e. Right Path to English series), a 30-item questionnaire developed based on the comprehensive guidelines suggested by Nation and Macalister (2010) about materials development was used. To improve the credibility and dependability of respondents’ perceptions, a focused-group interview was further utilized as a source of triangulation. Findings – The findings revealed that the multi-aspectual framework is a comprehensive and valid model utilized for post-use materials evaluation. The results also depicted that the target textbooks published by the Iranian Ministry of Education did not satisfy the actual needs of students. Practical implications – The findings may offer certain benefits to teaching English as a foreign language (TEFL) teachers, policy makers and materials developers engaged in locally ELT material design. Originality/value – The present study used a comprehensive list of criteria dominating not only the curriculum development but also the principles governing the EFL classroom practices. Considering the principles as a litmus test for evaluation, the study used a principle-driven approach to evaluate the Iranian English textbooks used in senior high school level.
