This very detailed work of the venerable author is the first most successful attempt to outline the real situation of the mentally ill in a certain area, in this case, in the territory of the Moscow province. The material for this work was the data collected in 1893 during the statistical study of the mentally ill on behalf and at the expense of the Moscow Provincial Zemstvo.

Abstract. The AE indices are generally used for monitoring the level of magnetic activity in the auroral oval region. In some cases, however, the oval is either so expanded or contracted that the latitudinal coverage of the AE magnetometer chain is not adequate. Then, a longitudinal chain in the key region would give more information of the real situation, but, of course, only during some limited UT-period. In order to find out the UT coverage of a single meridional chain, we have compared the global AL and AU indices with corresponding local indices determined using data from the meridional part of the EISCAT Magnetometer Cross during the years 1985–1987. A statistical study shows that the local indices are close (within relative error of 0.2) to the global AU and AL during periods 1500–2000 UT (~1730–2230 MLT) and 2130–0130 UT (~0000–0400 MLT), respectively. In the middle of these optimal MLT-sectors the EISCAT Cross sees more than 70% of the cases when the global AE chain records activity. Then, also the correlation between the local and global indices is generally good (>0.7). Thus we conclude that five to six evenly located meridional chains are needed for covering all the UT-periods. On the other hand, already the combination of IMAGE, CANOPUS, and the Greenland chains catches ~50% of the substorms. Case-studies show that usually during 2130–1100 UT the AL achieved from these chains reproduces the real AL with good timing, although it does not follow all transient variations.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. The provision of high-quality and timely emergency psychological assistance to minors is possible only in the conditions of a built system of interdepartmental interaction. The proposed methodological recommendations include consideration of organizational and procedural aspects of interdepartmental interaction in the provision of emergency psychological assistance on key problems of modern childhood and are based on international experience and regional practice. For the purpose of practical study of the issue, standard regulations and accompanying documents have been developed and proposed, which can be used by specialists in the field, taking into account regional specifics and the real situation, including the availability of specialists from various departments.

Abstract The construction of a water intake along the wharf shoreline can realise the intensive and comprehensive utilisation of the shoreline. However, since the water intake will increase the lateral flow at the wharf and also the hydrodynamic forces on ships, it will bring risks to ships mooring and leaving. The effects of the water intake on ships are studied using a physical model, numerical model and standard formulas. The results show that it leads to an increase of the hydrodynamic forces acting on the ship when the standard formulas are used to calculate the forces without considering the water level difference between the two sides of the ship. The results of the physical model are closer to the real situation. Measures that can effectively reduce the influence of the water intake on ships are proposed by increasing the distance between the wharf front and the front of the water intake as well as the depth of the water inlet windows.

This article discusses hyperbolic markers in modeling hyperbole from the perspective of a scenario-based account of language use within the framework of Cognitive Linguistics. In this view, hyperbole is seen as a mapping across two conceptual domains (Peña y Ruiz de Mendoza, 2017), a source domain, here relabeled as the magnified scenario, which contains a hypothetical unrealistic situation based on exaggeration, and a target domain or observable scenario which depicts the real situation addressed by the hyperbolic expression. Since the hypothetical scenario is a magnified version of the observable scenario, the mapping contains source-target matches in varying degrees of resemblance. Within this theoretical context, the article explores resources available to speakers for the construction of magnified scenarios leading to hyperbolic interpretation. Among such resources, we find hyperbole markers and the setting up of domains of reference. Finally, the article also discusses hyperbole blockers, which cancel out the activity of the other hyperbolic meaning construction mechanisms.

Communication and logistics are one of the most important features of the markets; they permeate and constitute its content. Communication and logistics for commodity producers are also as important attribute as production itself, and sometimes even more. For this reason, commodity producers themselves directly and explicitly, but more often through other institutions (including the government), tend to set up stable exclusive communication systems and logistics. This article analyzes the state of the prospects for the formation of communications and logistics networks for agricultural products. The correlation of existing communications and logistics of agricultural products and other types of products (including finished industrial products of various purposes: from machinery, equipment, chemical products to defense, hydrocarbon, carbon and other raw materials, timber and other goods) is analyzed. The established linkages are revealed. They were quantified, calibrated and classified. The existing principles (comparative and absolute advantages) are reviewed and new principles are formulated (marginal player, marginal linkages), which describe the real situation in the markets of agricultural products more correctly. New criteria for grouping and reformatting existing communication and logistics networks, which make it possible to increase the competitiveness of domestic agricultural products are proposed.
