In the modern economy the import substitution is an exceptional and temporary measure in the modern term. All states use or have used protectionist policies in their history due to the fact that there is a positive relationship between protectionism measures and the growth of gross national income. Active course on import substitution taken in Russia in 2014 after the introduction of Russian and anti-Russian economic sanctions. On August 4, 2015, at a meeting of the Government of the Russian Federation the decision was made to establish a Government Commission on Import Substitution. Resolution of the Government of the Russian Federation of August 4, 2015 No. 785 “On the establishment of a government commission on import substitution”, in which the composition of the commission is approved, were signed by the Prime Minister Dmitry Medvedev. Analysis of the current state of the pharmaceutical and medical industry indicates its lag behind similar industries of economically developed countries in the range of products. While maintaining this trend the health of citizens of the Russian Federation as the most important component of the national security of the Russian Federation becomes dependent on foreign economic conditions. In this regard the innovative development of the domestic pharmaceutical and medical industry, especially for the production of drugs that are actively used in pediatrics, including neonatology, is one of the priorities of the modernization of the economy of the Russian Federation. Conclusion. Pneumococcal infection causes most severe cases of pneumonia, sepsis, meningitis, and otitis, especially dangerous for those for one reason or another weakened immune system. In this regard WHO recommends vaccination as the most effective way to prevent infectious diseases, including those caused by pneumococcal infection.

The course of the government of the Russian Federation for the development of the sea and river fleet is determined by a number of Federal target programs. These programs provide for the modernization of the composition of the sea, river and fishing fleet. The article provides analysis of the current state of the civil fleet of the Russian Federation, as well as an overview of engines that are part of the power plants of the vessels in service. There are considered prospects for the development of shipbuilding in Russia on the basis of plans for construction of different purpose vessels. Achieving the goal set by the fovernment should be ensured taking into account the policy of import substitution of the most important elements of sea and river technology. The authors state that the solution of the tasks is impossible without the development of ship propulsion engineering in Russia. The article presents the review of engine-building enterprises of the Russian Federation and products manufactured by them, most attention being given to engine rotational velocity and output. The authors give a comparative analysis to diesel engines produced in Russia and engines of leading foreign manufacturers, which is based on main technical and economic parameters, such as specific effective fuel consumption, average effective pressure, specific gravity, etc. The results of analysis helped to establish the most promising domestic manufacturers of diesel engines capable to compete with foreign manufacturers of marine diesel engines. The article shows the prospects of converting versatile engines produced at domestic enterprises into marine engines, with appropriate modernization of their systems and use of domestic components in their design which meet modern requirements. The article shows the most promising engines of Russian manufacturers, their technical and economic characteristics, which ensure competitiveness; gives the dimensions of advanced engines. The article contains recommendations for ensuring the developing and production of competitive marine engines intended for sea, fishing and river fleets in the Russian Federation.

В статье рассмотрена возможность внесения изменений в лицензионные требования, касающиеся подтверждения квалификации работников, состоящих в штате соискателей лицензии (лицензиатов). Выполнение указанных требований обязательно при намерении осуществлять (осуществлении) деятельность по тушению пожаров в населенных пунктах, на производственных объектах и объектах инфраструктуры, а также деятельность по монтажу, техническому обслуживанию и ремонту средств обеспечения пожарной безопасности зданий и сооружений. Проведен анализ введенных в действие в рамках реализации «регуляторной гильотины» положений о лицензировании видов деятельности в области пожарной безопасности, утвержденных постановлениями Правительства Российской Федерации. Кроме того, с использованием положений нормативных правовых актов Российской Федерации и нормативных документов проанализирован общий механизм формирования системы независимой оценки квалификации, в том числе в области пожарной безопасности, рассмотрены перспективы внесения изменений в лицензионные требования. Сделан вывод о том, что характер прогнозируемых изменений должен соответствовать общему направлению развития Национальной системы квалификаций. В статье исследовано также современное положение дел с формированием профессиональных стандартов в области пожарной безопасности, разработка которых закреплена за Советом по профессиональным квалификациям в области обеспечения безопасности в чрезвычайных ситуациях. The article considers the possibility of amending the licensing requirements regarding the confirmation of the qualifications of permanent employees who are the license applicants (licensees). Fulfillment of the specified requirements is mandatory if it is intended to carry out (implement) fire fighting activities in settlements, at industrial facilities and infrastructure facilities, as well as activities for installation, maintenance and repair of fire safety facilities for buildings and structures. The analysis of regulations on licensing of fire safety activities, approved by the resolutions of the Government of the Russian Federation is carried out. These regulations are implemented as part of realization of “regulatory guillotine”. Furthermore, the general mechanism for formation of the system for independent qualification assessment, including in the field of fire safety is analyzed as well as the prospects for amending licensing requirements were considered. The above mentioned analysis is carried out using the provisions of regulatory legal acts of the Russian Federation and regulatory documents. It is concluded that the nature of predictable changes should correspond to the general direction of development of the unified National qualification system. The article also considers the current state of formation stages of professional standards in the field of fire safety. The development of such standards is assigned to the Council for professional qualifications in the field of safety in emergency situations.

Prenatal diagnostics of anatomic and chromosomal defects at future child is represents high-allowing technology in system of obstetric monitoring behind the course of pregnancy and a condition of a fruit. Carrying out reform of system of prenatal screening in territorial subjects of the Russian Federation within transition to the international standard of diagnostics to early terms of the pregnancy which is carried out with support of the Government, demands regular audit. The analysis of the first results innovative for the country of mass combined PS of 1 trimester is carried out with use of the uniform software, allowing to calculate individual risk of frequent chromosomal aneuploidiya at a fruit on biochemical and ultrasonic markers only on condition of existence of personal competence of the ultrasonographer.

In the current international environment — with fashion on international sanctions, in particular, limiting the possibilities of purchasing high-tech equipment from abroad and dependency of the exchange rate of the ruble against various political provocations — the Russian Federation has faced with the necessity of re-industrialization of the ‘raw’ model of the economy and stimulation of the development of its inner potential. It should be noted that, in accordance with the Plan for promoting import substitution in industry No. 1936-r of 30 September 2014, approved by the order of the Government of the Russian Federation, the Ministry of industry and trade of the Russian Federation has developed and is implementing 22 sectoral plans for import substitution in selected industries of the Russian Federation. In this regard, it is particularly important to study international experience in the field of import substitution policy. The validity and reliability of presented study are achieved by applying a systematic approach and scientific methods of analysis and synthesis, deduction and induction, as well as regulatory, empirical method, etc. As a result of the analysis of international experience, it was possible to identify measures that can improve the efficiency of the state policy of import substitution, including through the use of offset mechanisms in civilian industries and the development of the institution of public procurement, certification, and standardization. In conclusion, the author proposes measures that can improve the policy of import substitution. The practical significance of the article consists in the possibility of applying the results of the study in the elaboration of industrial development programs and further research.

This note is a response to the criticism of colleagues who expressed their opinion about the publication: Razumov V.I., Orekhovsky P.A. Carnival Time: Russian Higher Education and Science in the Postmodern Era // Ideas and Ideals. – 2020. – Vol. 12, N 3, pt. 1. – P. 77–94. The article received ten different responses, including both agreements with some of the theses, and objections, as well as alternative proposals. The works represent a wide scientific geography from Abakan to Moscow, although the bulk of the reviews came from Novosibirsk. The authors represent various humanitarian specialties. An analysis of the works published in Ideas and Ideals allows us to conclude that the reforms of science and education undertaken by the Government of the Russian Federation are alarming. At the same time, attention is drawn to both dissatisfaction with the current state of affairs and a wide range of ideas about what strategy for the development of science and education is required in modern Russia. Similarly, very different positions are presented in relation to postmodernism and its role in changes in science and education. The authors make an attempt to characterize the grounds for the coincidence and difference of the positions of the debaters and authors.

This article discusses the current state, operating conditions and forecasts for the development of the Russian labour market after the election of the President of the Russian Federation in 2018. It was revealed that at the end of the elections, the organizations resumed the necessary recruitment of personnel for key positions, without which the full-fl edged business development would be impossible. It is noted that applicants have ceased to pay much attention to the “white” design for work under the Labour Code. There was a process of reducing the increased demand for blockchain projects and blockchain specialists. Regarding wages, it was revealed that employers increased and indexed the wages of their employees, especially this trend can be traced in large cities of the Russian Federation. It is noted that the results of the reforms of the Government of the Russian Federation have led to an increase in the prestige of working professions and specialties. Trends in the development of the labor market in 2019, as well as over the next 5-10 years, are considered.

This article analyzes the current state of the construction industry of the Russian Federation at the federal and local (for example, the Republic of Tatarstan) levels. The features and trends of the construction industry of the Russian Federation (RF) are considered, taking into account the changes in the legislation affecting this industry. The authors analyzed the statistics of housing commissioning, the dynamics of lending and debt of construction organizations, in addition, the analysis of statistics of bankruptcies of companies. The key players in the construction market of the Republic of Tatarstan were studied, and their reliability rating was presented. Based on the results of the analyzed material, certain conclusions were formulated. Based on the findings, it was determined that in the Russian Federation the construction industry is experiencing some difficulties that require special attention from the state. However, at present the government is already taking certain steps towards improving the current situation. As it was revealed, in the Republic of Tatarstan, the construction industry has had a positive development dynamics over several years. In recent years, there has been an increase in housing commissioning. In addition, the government annually invests in the construction industry. Despite this, in Tatarstan there is a high percentage of bankruptcies of construction companies, the reasons for which are identified in this article.

Rule-making on the regulation of science is actively developing. Every year, the state authorities adopt an administrative number of acts regulating various aspects of the activities of the scientific community. Often, documents introduce editorial changes, but some of them contain new provisions that significantly change the life of a scientist. For this reason, it is important to always be aware of the current state of the regulatory legal framework on the regulation of science, to understand the agenda of this process. The review contains information on the main regulatory legal acts on the regulation of the scientific and technical sphere for eight months of 2021. The documents are divided into groups according to their legal force: federal laws; decrees of the President of the Russian Federation; acts of the Government of the Russian Federation; departmental regulations of the Ministry of Science and Higher Education of the Russian Federation; recommendations of the Presidium of the Higher Attestation Commission of the Ministry of Education and Science of Russia.

Introduction. Throughout the existence of the Russian Federation, its economy is constantly being shaken by crises, and the year 2020 was no exception, when the Covid crisis broke out in the country, as a result of which service enterprises were badly affected. In this regard, we believe that assessing the impact of the current crisis on small and medium-sized businesses, as well as analyzing state support measures, is an urgent and timely task being solved by economic science. Theoretical analysis. Around the world, small and medium-sized businesses are the backbone of the economy, since in developed countries their share occupies more than 80%. The increased attention and demand of this sphere is due to their high adaptability to crisis situations, as well as the involvement of a significant number of employees in the business. As for Russian realities, in the early 1990s, the demand for this type of enterprise was insignificant, due to the legacy of the Soviet Union in the form of large monopolies, but in the process of transformation and the transition to the digital economy, the country’s government is forming infrastructure aimed at supporting this sector. Empirical analysis. The response in developed countries of the world (USA, Germany, Italy, UK) to the Covid-19 crisis was the support of entrepreneurs in the form of interest-free lending, deferral of loan and leasing payments, and employee benefits. In Russia, on the one hand, the rescue package was close to the world one, but in fact many entrepreneurs were unable to take advantage of them, due to high bureaucracy and a weak regulatory and legislative framework. Results. The Covid crisis has largely struck the Russian service sector, as a result, more than 3 million entrepreneurs are on the verge of closing their businesses, and some have already become bankrupt. The negative factors that aggravated the situation were also: a decrease in real incomes of the population, a decrease in oil prices and economic sanctions against Russia. As a result of a circumstances combination, the economy plunged into crisis and the Government of the Russian Federation was forced to develop measures aimed at maintaining small and medium-sized businesses, but these measures are not enough and enterprises continue to close. The only positive point is the transition of most enterprises to an online format, which brings the country closer to the digital economy.

The article systematizes the organizational and legal forms of legal entities of financial and non-financial corporations under the control of the state in the Russian Federation, which made it possible to outline the boundaries of the corporate component of the public sector of the economy. A system of indicators for quantitative measurement of this segment of the national economy is proposed. The most important indicators of the financial and economic activities of federal joint-stock companies (JSC) and federal state unitary enterprises (FSUE) are highlighted, data on which are presented on the website of the Federal State Statistics Service. The analysis of the dynamics of the number of federal JSCs and FSUEs in 2016-2020 was carried out, as a result of which a tendency towards a decrease in their number in Russia was revealed. An assessment of the share of profitable federal joint-stock companies and federal state unitary enterprises for each type of activity is given in comparison with this indicator on average in Russia. The dynamics of the profit received by federal JSCs and FSUEs and the share in the total volume of profits in the Russian Federation in 2018-2019 were also investigated. It was revealed that in Russia the municipal level in most information sources on the functioning of the state sector of the economy is not covered by statistical observation. It is noted that the work of the Analytical Center under the Government of the Russian Federation helps to compose the idea of ​​the activities of unitary enterprises at all three levels of government. At the same time, the available information base makes it possible to characterize the activities of only joint-stock companies of the federal level. In this regard, for a more complete characterization of the scale of the corporate component of the public sector of the economy, it is proposed to analyze the share of the largest companies with state participation (KSU) in the country’s aggregate economic indicators, information about which is provided by various rating agencies. It has been proved that in terms of capitalization of KSUs and the number of employed in them, Russia is ahead of many developed countries. This allows us to conclude that the Russian public sector is being built on the basis of a “corporate model”.
