the article is aimed at the state and forecast of the development of digitalization of school education in Russia within the framework of interdisciplinary research in the RFBR project «Fundamental scientific support of digitalization of general education» and a description of possible general assessment indicators and factors that allow us to determine the level of digitalization of educational institutions in the Russian Federation and its impact on the educational process in schools.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Increasing the output of agricultural products and improving their quality is one of the most important tasks of ensuring the food security of the Russian Federation. The solution to this problem is impossible without the introduction of up-to-date technologies that ensure the competitiveness and output growth, which are the result of scientific research and development. The basis for increasing the efficiency of dairy farming and, as a consequence, increasing milk production is the genetic improvement of the breeding base. The organization of selection and breeding work based on the use of our own genetic resources is a strategic task of the industry, which allows increasing the output of livestock products, reducing the technological import dependence of animal husbandry and minimizing the risk of the introduction of infectious diseases into the country. At the same time, the breeding base of dairy cattle breeding is on average 13.8% of the total livestock in the Russian Federation. The breeding progress is ensured by agricultural organizations, in which less than half of the total head of cows is concentrated. They are also the main consumers of research and development results. The purpose of the study is to analyze the state of the industry and its scientific potential, as well as formulate proposals for improving scientific support to create conditions for solving the tasks set by the state.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The article is devoted to the training of specialists in the field of information security of the personality of participants in the educational process. The theoretical and practical bases of training and promising directions of fundamental and applied scientific research in this field are substantiated and described. The work was carried out within the framework of the State task for the Program of Fundamental Scientific Research of the State Academies of Sciences for 2013-2020 (in the part of RAO) (approved by the Decree of the Government of the Russian Federation of December 3, 2012 No. 2237-r) within the theme “Development of the Informatization of Education in the Context information security of the person” (the state registration No 14.07.00.20.01.04).


The aim of the study is to identify the legal and organizational barriers to digitalization and digital transformation of education in the Russian Federation and to develop proposals for improving the startup planning and legal regulation in this area. The study presents the authors’ method of identifying the barriers. The main feature of this methodology (based on the comparative-law method and structural and functional analysis) is its focus on identifying the legal and organizational barriers to digitalization not only of the educational process itself, but also of the life cycle of the educational organization as a whole. The key legal and organizational barriers to digitalization for education were identifi ed and systematized. It was concluded that there remains a signifi cant number of barriers not only to digitalization, but also to primary informatization in the fi eld. The authors substantiate proposals for improvement of strategic planning and legal regulation, aimed at eliminating the identifi ed barriers and forming of legal conditions for digitalization and, in the long term, the digital transformation of Russian education.

The article presents the stages of implementation of complex automation of colleges in the Chuvash Republic. The regulatory framework for the use of information technologies and automation processes in educational institutions is described, in particular, the “Concept of regional automation”, approved by the Government of the Russian Federation on December 29, 2014, which sets the main goals and areas of activity for the use of information and communication technologies in the subjects of the Russian Federation. The article provides information on the inclusion of the Chuvash Republic in the all-Russian process of automation of organizations of secondary vocational education, which was determined by the order of the Ministry of Education and Youth Policy of Chuvashia “On the implementation of a set of measures for the development and implementation of an automated information system in state professional educational organizations of the Chuvash Republic” dated September 11, 2014. The process of automation of the educational process in the system of secondary vocational education of the Chuvash Republic based on 1C is traced. Provides information on the implementation of the software 1C:College in educational institutions of the republic; creation of an information and analytical system of secondary vocational education of the Ministry of Education and Youth Policy of the Chuvash Republic, through which reporting information is collected and aggregated; development of the module “Personal web account of an applicant for 1C:College” for receiving documents from applicants on the basis of the Novocheboksarsk Chemical and Mechanical College.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

The results of the research on the deficiency of professional competencies in school principals with experience of up to 2 years and experienced managers of general education organizations are considered in accordance with the draft of the Professional Standard “Head of an Educational Organization”. The revealed dependencies show the main directions of professional development for the directors and justify the activation of work on the formation of the personnel reserve and preparation for the entry into office. Researches were conducted by the staff of the Institute of Education Management of RAO in 2017, heads of 24 Russian regions took part in the on-line survey. The work was carried out within the framework of the State task for the Program of Fundamental Scientific Research of the State Academies of Sciences for 2013-2020 (in the part of RAO) (approved by the Decree of the Government of the Russian Federation of December 3, 2012 No. 2237-r) on the theme: “Theoretical and methodological basis for professional development of managers in education system” (state registration № 27.9385.2017/8.9).

The results of a survey aimed at identifying common and special features in the career attitudes of young men and women studying at the university of the Ministry of Internal Affairs of the Russian Federation and preparing to become police officers are discussed. The authors come to a number of conclusions that are of value for the organization of the educational process in educational institutions that train future police officers.
