It is a common problem for many development zones in China to solve the problem of local talent shortage by attracting talents in short supply. However, almost all development zones have only preliminarily selected the general scope of talents in short supply. So far, there is no scientific evaluation method for whether the talents in short supply are really in short supply and how the shortage degree is. Based on the background of China’s development and the concept of shortage of talents, combined with the positioning of technology oriented development zones in China, this paper puts forward an easy to operate and quantifiable evaluation model of shortage of talents in technology oriented development zones, and illustrates the evaluation process and its application with practical cases. On this basis, a new evaluation process of shortage of talents is refined. It is expected that through the research of this paper, we can promote the standardization and scientization of the assessment of the shortage of talents in technology oriented development zones, and provide new ideas for solving the problem of shortage of talents in China’s technology oriented development zones, and provide reference for developing countries to solve the problem of regional talent shortage.

To solve the problem of third-party logistics (3PL) evaluation and selection, a hybrid method with AHP and gray theory is proposed. First, the literature review about the 3PL evaluation method and technology is introduced. Furthermore, TPL comprehensive service capability evaluation system is established from aspects of service, time, cost and enterprise qualification. Besides, a comprehensive evaluation model process with gray entropy and AHP is introduced. Finally, a detailed evaluation process of 3PL supplier service capability in F company is introduced by an example, and the results show that the evaluation method in the paper is helpful to choose the TPL for logistics outsourcing.

This paper presents a new method of color aesthetic evaluation based on the combination of form and color. According to the human visual physiological and psychological characteristics, this paper first proposes a new form-color field theory for the coupled form-color aesthetic evaluation based on the psychophysical field theory and the Moon and Spencer model. Second, it builds a coupled form-color topological graph for describing their interaction and develops a strength calculation algorithm for color harmony based on the new form-color field theory. Finally, it develops an aesthetic measure evaluation model for coupled form-color fields to evaluate the new theory. The experiment results show that the new coupled form-color aesthetic evaluation method is useful and can be integrated into an intelligent evaluation process for color design scheme.

Aiming at the quality of ammunition management in rear depot, this paper determines an evaluation objective system and makes a detailed analysis on its structure. On the basis of this, an evaluation model for ammunition management quality--tree structure model for multi-objective and multistage fuzzy comprehensive evaluation is proposed. Examples are used to demonstrate its evaluation process.

The main goal of the Nordic project Quality Assurance in Higher Education was to develop and implement a self-evaluation model in the participating Higher Education Institutes (HEIs) to support their quality assurance work and continuous curriculum development. Furthermore, the project aimed at strengthening the cooperation of HEIs in quality assurance (QA) and disseminating good practices of QA. The framework of development is based on the CDIO approach and the CDIO self-evaluation process. The main results are a detailed definition of the self-evaluation process, well-documented self-evaluations of the participating degree programmes, and the identification of the main development areas and actions in each participating degree programme. Furthermore, the project has increased the partners’ understanding of other partners and their challenges. Finally, quality assurance has been enhanced in each participating programme and new ideas and support for quality assurance work in other higher education institutes have been produced.

As natural backwater structures, landslide dams both threaten downstream human settlement or infrastructure and contain abundant hydro-energy and tourism resources, so research on their development feasibility is of great significance for permanently remedying them and effectively turning disasters into benefits. Through an analysis of the factors influencing landslide dam development and utilization, an index system (consisting of target, rule, and index layers) for evaluating development feasibility was constructed in this paper. Considering uncertainty and randomness in development feasibility evaluation, a cloud model-improved evaluation method was proposed to determine membership and score clouds based on the uncertainty reasoning of cloud model, and a cloud model-improved analytic hierarchy process (AHP-Cloud Model) was introduced to obtain weights. Final evaluation results were obtained using a hierarchical weighted summary. The improved method was applied to evaluate the Hongshiyan and Tangjiashan landslide dams and the results were compared with the maximum membership principle results. The results showed that the cloud model depicted the fuzziness and uncertainty in the evaluation process. The improved method proposed in this paper overcame the loss of fuzziness in the maximum membership principle evaluation results, and was capable of more directly presenting evaluation results. The development feasibility of the Hongshiyan landslide dam was relatively high, while that of the Tangjiashan landslide dam was relatively low. As suggested by these results, the evaluation model proposed in this paper has great significance for preparing a long-term management scheme for landslide dams.

All countries need assessment of entrepreneur potential as it is essential aspect of improvement of social and other fields in every country’s economy. One of the main mechanisms for achieving this is the ideal assessment of the enterprises those are unfortunately characterized by many flaws or in many cases are ignored at all in our country. In different countries according to the different circumstances, especially based on purposes of appraisal, they use individual approaches of valuation. These approaches are, for example: income, expenditure and market approaches and each of them use relevant methodologies. Not all the methodologies and approaches are used in the same way. They have their advantages and disadvantages. The problem of classical methods of business valuation in developing countries is also discussed in article, also for Georgia, where there still exist specific obstacles, which, in our opinion, are the obstructions in this field.In our opinion, there are a number of trends that cause unforeseen change of national farming indicators, is mainly caused by characteristic flaws of production forces and Disproportionate transformation process in almost all areas of real economy. On the first place, the process of business valuation in prioritized fields has a small scale or is completely ignored. International experience reveals that those processes are successfully used in prognosis, purchasing-selling, reorganization, insuring, investing and other stages.

Abstract To solve the problem of ergonomic evaluation of suit production system, a Hybrid method with IAHP and gray entropy theory is proposed. Firstly, literature review about ergonomics evaluation tools and technology is introduced. Furthermore, the ergonomic evaluation index system of suit operation is established according to production practice. Besides, comprehensive evaluation model process with gray entropy and IAHP is introduced. Finally, detailed evaluation process of suit sewing, ironing and clipping operation is introduced by an example, and the results show that the evaluation method in the paper is helpful to verify the feasibility and effectiveness of the operation system improvement demonstration.

In order to exist and develop in an unpredictable and rapidly changing surroundings, it is necessary for enterprise to have an agile information systems to support its success. An agile information system is the one can reconstruct itself and adapt quickly to it’s environments. The article will begin with the focus on one more properties of information system agility, explain its definition, build its evaluating indicator system, provide the hierarchical evaluation model of information system agility, and describe the evaluation process and mathematical method. Finally, by using an example, the practicability and validity of the evaluation model is proved, comprehensive and scientific evaluation of information system agility is achieved.

The measurement performance of road vehicle automatic weighing instrument installed on highways is directly related to the safety of roads and bridges. The fuzzy number indicates that the uncertain quantization problem has obvious advantages. By analyzing the factors affecting the metrological performance of the road vehicle automatic weighing instrument, combined with the fuzzy mathematics theory, the weight evaluation model of the dynamic performance evaluation of the road vehicle automatic weighing instrument is proposed. The factors of measurement performance are summarized and calculated, and the comprehensive evaluation standard of the metering performance of the weighing equipment is obtained, so as to realize the quantifiable analysis and evaluation of the metering performance of the dynamic road vehicle automatic weighing instrument in use, and provide data reference for adopting a more scientific measurement supervision method.
