Bureaucracy is the management apparatus of a state administration. Even in private sector, bureaucratic organization is very much essential for its smooth functioning and betterment. A legalized domination of bureaucracy only can ensure highest efficiency of an organization in a country. But the state bureaucracy of Bangladesh not developed legally from Pre-colonial period to post-colonial phase as well as an independent Bangladesh eventually. The state bureaucracy of Bangladesh is patrimonial in nature based on personal interests. The politicians and bureaucrats are interdependent in various manners for the fulfillment of their purpose illegally in Democratic Bangladesh. Simultaneously, the impact of militarism still exists in state bureaucracy of Bangladesh as it faced military rule in several times.

For over a century, Kenya’s chiefs have served as central figures in the formation and implementation of state bureaucracy. Inextricably linked with the colonial and post-colonial state, Kenya’s chiefs are not representative of traditional forms of authority in the way that elders may be said to be, but are rather an embodiment of the state’s bureaucratic apparatus. As a key component of Kenyan bureaucracy through their position in provincial administration, chiefs have played a central role in the implementation of policies, the provision of order, and mobilization of political support. They act as an integral link between the state and ordinary citizens. While chiefs have obtained their right to govern through the state, their power has nevertheless waxed and waned over the years, as they have had to continuously negotiate legitimacy within a pluralistic landscape of locally recognized authorities. This chapter discusses chiefs’ authority in Kenya and the change and continuity of historical processes, which have created, reinforced, and challenged their position and role.

The concept of state occupies a central place in the academic discourse. The idea of the state has been an important determinant factor in terms of analysing the politics of the country. It is in this context this article seeks to understand the trajectory of the Indian state. The nature of the contemporary Indian state has undergone a dramatic change in the last few decades. The manifestation of its changes is reflected in terms of the state’s relation with that of the society, polity and its economy. The contested concept of nation-building and the post-colonial state needs to be analysed in the context of the different upsurges and the movements of diverse groups of people. The Indian state has witnessed discomforts and confrontations in terms of the growing movements and assertions of subalterns groups of the society. The changing dimensions of the role of the state are to be examined within this discourse.

The article considers the impact of the colonial past of some countries in sub-Saharan Africa and its effect on their development during the post-colonial period. The negative consequences of the geopolitical legacy of colonialism are shown on the example of three countries: Nigeria, the Democratic Republic of the Congo and the Republic of Angola, expressed in the emergence of conflicts in these countries based on ethno-cultural, religious and socio-economic contradictions. At the same time, the focus is made on the economic factor and the consequences of the consumer policy of the former metropolises pursuing their mercantile interests were mixed.

Abstract The Nile, one of the longest rivers in the world, has not been subjected to a uniform legal regime yet, despite the pressing needs. The hitherto proposals presented by the riparian states of the lower and upper reaches have not been unanimously accepted. Egypt and Sudan face particular difficult situation since the Nile river is their main source of water supply. It is argued that the lack of necessary coordination among all the States in the basin may in the future lead to significant damage and consequences both in terms of access to water and its quality. This short study critically examines past and present initiatives undertaken to solve one of the most controversial aspects of international law in Africa.

The impact of micro finance initiatives on poor (often illiterate) women is discussed in this paper. The way women begin to understand market forces and negotiate the best terms for themselves is examined. This seems to link to increasing confidence, a stronger voice and finally negotiating a space for themselves. It is observed that if planned empowerment inputs of any type are also provided, the gains are exponential and go much deeper. This paper draws examples from three initiatives: 1. A micro finance scheme for women introduced in one district of the state of Rajasthan, India; 2. An initiative that was introduced as a subsidiary activity for an agricultural intensification scheme supported by IFAD in four districts of Bangladesh; 3. The profile of one woman in the state of Chhattisgarh, India who has worked with the State Administration to change her own life and that of many other women.

The battle for international law during the era of decolonization in the mid-twentieth century was to a large extent a battle fought over the nature, function and objectives of the state—above all, over their relationship to the idea of ‘development’. A particular normative and institutional formation resulted from this battle: the ‘developmental state’, the impact of which on (in)dependence in the South was and continues to be profound. However, the ‘developmental state’ did not spring ready-made out of nowhere. On the contrary, using Latin America’s much earlier experience of colonialism, decolonization and independent statehood as a starting-point, this chapter draws attention to the long and complex process through which the developmental state’s most important elements emerged, defining what was thinkable and doable there and elsewhere in the post-colonial world.

Africa is a continent of over a billion people, yet questions of underdevelopment, malgovernance, and a form of political life based upon patronage are characteristic of many African states. ‘Introduction to Africa and its politics’ explains that the core questions underpinning this VSI centre on how politics is typically practised on the continent; the nature of the state in Africa; and what accounts for Africa’s underdevelopment. This VSI aims to appraise sub-Saharan Africa’s recent political history, examining post-colonial political structures, the impact of colonialism, and the form and nature of post-colonial states. The type of politics practised in many African states continues to be hostile to genuine nation building and broad-based, sustainable development.

While legal practice and scholarship are driven by the use and understanding of complex legal terminology, there has been little effort to incorporate the humanistic scholarship of anthropologists and historians into theoretical or practical accounts of these words and their usages. This paper attempts to historicise and complicate a term that serves as a bridge or meeting point between the legal and the political; sovereignty has been conceptualised since the sixteenth century as both a framing device that produces unity within the state while establishing mutual equality within the interstate order, and as the capacity to make law without being subject to that law. Recent anthropological literature has challenged the personification implicit in political–theoretical definitions of sovereignty, arguing instead for a theory of sovereignty that can be applied to ‘complicated’, post-colonial contexts, where legal orders are plural or overlapping and the state is weak or non-existent. What such critiques cannot explain, however, is how the concept of the ‘sovereign state’ became so central to political discourse on a global scale. This paper draws upon legal historical case-studies concerned with the production of the colonial or post-colonial state or the deployment of ‘sovereignty’ as a justificatory concept in colonial settings. In doing so, this paper argues for understanding sovereignty both as a practice across time and space that organises legal institutions and as a justificatory strategy in the intellectual and social history of those institutions, an approach that allows scholars to draw upon the insights of political theorists, anthropologists and historians. While primarily intended to instigate a broader interdisciplinary conversation, this paper also suggests a preliminary conclusion: sovereignty has historically been deployed as a means of including that which cannot be considered the same, mediating the colonial tension between ‘otherness’ and legal homogeneity.

Regional Particularism and State Formation in Africa: The Diola in Southern Senegal and Their Relationship with Dakar In the French daily newspaper “Libération” of 819 september 1990 I read : “Reveil de la guerilla en Casamance. Two clashes occurred between the Senegalese army and MFDC guerillas on the 22th of august and the 4th of september; 16 soldiers and 24 guerillas were killed”. A morbid déjà vu. At the end of 1983, as I did my practical training in the town of Ziguinchor, in the south of Senegal, I witnessed some fierce clashes between the same participants, causing the death of some 200 people. How could this be happening in one of the most democratic states of Africa? Didn’t the political arena of some 16 different parties give enough room for oppositional currents? The answer must be negative, in some cases. In this paper I want to show the reader that the articulation of local organizational structures and development policies of a modem state can cause many problems. In this case the typical dynamics of the Diola society in southern Senegal and the specific way of state formation in Senegal after Independence form an explosive mixture. In the first part of the paper a description is given of the dynamics of the Diola society by portraying the organizational structures in Diola villages before the colonial period. Then, in the colonial period, due to new influences as a result of the contacts with foreigners, some local organizational structures are politicized. Among the Diola this process of politicizing took place on a very low level because the Diola society has all the characteristics of a segmentary society. Each village formed an autonomous unit headed by elders. The use of power lays in the hands of a group rather than in the hands of an individual. For this reason the Diola never fully participated in the political arena, not even after Independence. After Independence in 196O the regimes in Dakar tried to impose their authority in all parts of the new state. First Leopold Senghor and then Abdou Diouf strived to form an omnipotent political party. A party in which all regional, ethnic and professional currants would be represented. This became the Parti Socialiste (PS). In the traditionally hierarchically organized societies in the North and the East of the state this was done by encapsulating powerful individuals. Once they joined the party they would bring along many followers or dependants as new members. But in the segmentary Diola society those political leaders did not exist. Therefore some individuals were dropped in the region by the PS to represent the inhabitants. These strangers were given a lot of power in the region. But it should be clear that these “representatives” were not accepted by local people who had the feeling of being colonized for the second time. This time by fellow countrymen from the North For the Dakar regimes, a way to impose their hegemony was connected to the say over land ownership. Since the adaption of the National Lands Act on the 17th of june 1964, all transactions concerning the control over land must be regulated via the local governments. One of the main consequences of this reform is that the state becomes the sole landlord of all the land. This implies that local, mostly ancient, land tenure systems have formally ceased to exist. With the case of the explosive growth of the city of Ziguinchor I show the impact of this reform on the surrounding Diola society. As control over local land is the crux of the organizational structures of Diola society, this new intrusion of the state caused an emotional reaction. Moreover because it was mostly done at random by politicians who had only eyes for their own goals. This being the result of the specific way the state strived for hegemony and attempted to graft new forms of organization on the segmentary Diola society. With explosively results!

The State of Iraq was formed in 1921 and described as a product of the British occupation state. This was in line with what was planned by the occupation government in all fields of intellectual, cultural and political. This resulted in the establishment of the "King of Iraq" of Arab origins, as well as contributed groups of tribal or economic influence to contribute to the establishment of the Iraqi state, where the Iraqi society was suffering from poverty and ignorance and disease under the Ottoman Empire, and others may see that the Iraqi state, which came under the umbrella Britain, after the First World War, may not differ in terms of dealing with the Iraqi society from the Ottoman administration, and may be a continuation of, and worse, and therefore there was concern, and fear of all steps of the government, even if it was positive, and increased military intervention through coups policy The state and its apparatus to calculate the dominant parties But it turned into a preoccupation with the minds of the people, the futility or futility of such coups, which are no more than conflicts between families, parties, and perhaps people, using the violence that the military led to express in the three coups which We gave it our attention in this study, which included, after this introduction, three investigations and a conclusion.
