The commented translation of a chapter from the Chāṅgiā rukh (Against the Night) autobiography (2002) by Balbir Madhopuri, a renowned Indian writer, poet, translator, journalist, and social activist, brings forward episodes from the life of Dalit inhabitants of a Punjab village in the 1960–1970s. Following the school of hard knocks of his childhood in the chamar quarter of Madhopur, a village in Jalandhar district, Balbir Madhopuri managed to receive a good education and take to literature. He has authored 14 books, including three volumes of poetry, translated 36 pieces of world literary classics into Punjabi, his mother language, and edited 44 books in Punjabi. In 2014, he was awarded the Translation Prize from India’s Sahitya Academy for his contribution to the development and promotion of Punjabi. His new fiction novel Miṭṭī bol paī (Earth Has Spoken, 2020) focuses on the struggle of downtrodden Punjabis for their human rights and the ad-dharam movement in the North of India in the 1920–1940s. Narrating his autobiography, Balbir Madhopuri shares memories, thoughts, and emotions from childhood and youth days that determined his motivations to struggle against poverty, deprivation, and injustice. The chapter Tikḍe šīše kī vyathā (The Tale of the Cracked Mirror [Madhopuri, 2010]) tells readers about the everyday life of Madhopur, complicated relationships between the village inhabitants, as well as about the destinies of low-caste Punjabis. Memories of joys and sorrows, hopes and fears of the childhood years go side by side with Balbir Madhopuri’s reflections on social oppression and caste inequality that remain in contemporary India’s society.

This commented translation is the final one in a series of four chapters from Balbir Madhopuri’s autobiography scheduled for publication in this journal in 2020.

This article examines the 2013 migration policy liberalizations in Morocco and Turkey in order to understand whether predominantly “human rights-centric” or “diplomatic” factors influenced domestic decisions to reform migration policies. It uses original interview data collected in 2015, as well as policy documents, to examine the two reform processes and their initial consequences for migrants and refugees residing in each host state. While the academic literature on migration has focused on human rights-centric factors to understand historic migration policy reforms, Turkey and Morocco’s geopolitical and geographic positions between powerful neighbors to the north and important sending countries to the south mean that diplomatic factors are also key to understanding the incentives behind reform. This article’s findings have important implications for scholars of international migration, demonstrating that while countries like Morocco and Turkey may implement liberal and inclusive policies if there are diplomatic and economic gains to be had from doing so, such policies may have little impact on the everyday lives of individual migrants and refugees residing in these states and may be subject to reversals if such states’ geopolitical calculations change.

After two decades after independence, destinies of those stuck in the lowest part of the social ladder remained unenviable — despite the fact that according to India’s constitution, untouchability was abolished and its practice in any form was forbidden. The main social conflict in Punjab’s villages between high-caste landowners, Jats, and low-caste chamars, chuhras and other village servants is still underway — with only minor modifications. Following the school of hard knocks of his childhood in the chamar quarter of Madhopur, a village in Jalandhar district, Balbir Madhopuri managed to receive a good education and take to literature. Narrating his story, Balbir Madhopuri shares childhood memories and emotions that determined his motivations to struggle against poverty, deprivation and injustice. The metaphor of a hardy bargad — a strong and powerful tree that used to be heart and soul of chamars’ area in Madhopur, but was slashed and distorted at a whim of the high and mighty villagers — holds a special place in the book.

The effectiveness of human rights adjudicative procedures partly, if not most importantly, hinges upon the adequacy of the remedies they grant and the implementation of those remedies. This assertion also holds water with regard to the international and regional monitoring bodies established to receive individual complaints related to economic, social and cultural rights (hereinafter ‘ESC rights’ or ‘socio-economic rights’). Remedies can serve two major functions: they are meant, first, to rectify the pecuniary and non-pecuniary damage sustained by the particular victim, and second, to resolve systematic problems existing in the state machinery in order to ensure the non-repetition of the act. Hence, the role of remedies is not confined to correcting the past but also shaping the future by providing reforming measures a state has to undertake. The adequacy of remedies awarded by international and regional human rights bodies is also assessed based on these two benchmarks. The present article examines these issues in relation to individual complaint procedures that deal with the violation of ESC rights, with particular reference to the case laws of the three jurisdictions selected for this work, i.e. the United Nations, Inter-American and African Human Rights Systems.

One of the results of the educational reform of the 1860s was the formation of the regular personnel of village teachers. In Vilna educational district the goal was not to invite teachers from central Russia, but to train them on the spot by establishing special seminaries. Trained teachers were supposed to perform the role of «cultural brokers» – the intermediaries between local peasants and the outside world, between the culture of Russian intelligentsia and the culture of the Belarusian people. The article examines how officials and teachers of Vilna educational district saw the role of rural teachers as «cultural brokers» in the context of the linguistic and cultural diversity of the North-Western Provinces. According to them, the graduates of the pedagogical seminaries had to remain within the peasant estate and to keep in touch with their folk «roots». The special «mission» of the village teachers was in promoting the ideas of «Russian elements» and historical proximity to Russia among Belarusian peasants.

When getting acquainted with the ethnic traditions of the peoples of Yakutia, special attention should be paid to the national culture of the evens as a small indigenous people of the North. Cultural and ethnographic features of Yakutia are one of the most important resources for the development of tourism. The main purpose of the work is to consider the potential of ethnic tourism on the example of the village of Sebyan-Kuel in the Кobyai district of Yakutia. The following specific ethnographic methods are used: the method of included observation and indepth interview. The result was that in this remote mountains of the Verkhoyansk ridge preserved the original culture of the local group Lamynkhinsky Evens, which is a unique, non-commodity, and, consequently, an inexhaustible resource for the economy, social and cultural development of the nasleg. In our opinion, the area of Lamynkhinsky nasleg can become one of the most popular tourist destinations due to its uniqueness in ethnic and extreme, ecological, hunting and fishing types of tourism.

To date, the work of Aboriginal early childhood educators in the mid-twentieth century has not been widely acknowledged. Nancy Barnes, nee Brumbie (1927–2012), exemplifies the strength and tenacity of Aboriginal Australians who had to negotiate their lives and work in white institutions and a society which denied them fundamental human rights. Nancy graduated from the Adelaide Kindergarten Training College in December 1956 as the first qualified Aboriginal kindergarten director in South Australia. Following on, she was the foundation director of Ida Standley Preschool in Alice Springs (1959–1962) then the first ‘regional director’ in the Kindergarten Union of South Australia. Based on traditional archival research and analysis of public documents and Barnes’ autobiography, the article begins with her childhood and youth as a domestic servant and then explores her career, political activism, experiences of racism and lifelong commitment to addressing inequalities between Aboriginal and white Australians through education.

The ruins at Yanıkhan form the remains of a Late Roman village in the interior of Rough Cilicia some 8 kilometres inland from the village of Limonlu on the road to Canbazlı (see Fig. 1). The site has not been frequently visited by scholars, and the first certain reference to its existence was made by the late Professor Michael Gough after his visit on 2 September 1959. Yanıkhan is now occupied only by the Yürüks who for years have wintered on the southern slopes of Sandal Dağ. The ancient settlement at Yanıkhan consisted of a village covering several acres. The remains are still extensive, and some, especially the North Basilica, are very well preserved, but there has been considerable disturbance in recent years as stone and rubble have been removed in order to create small arable clearings. The visible remains include many domestic buildings constructed both from polygonal masonry without mortar and from mortar and rubble with coursed smallstone facing. There are several underground cisterns and a range of olive presses. The countryside around the settlement has been terraced for agricultural purposes in antiquity, and is, like the settlement itself, densely covered with scrub oak and wild olive trees. The most impressive remains are those of the two basilical churches which are of little artistic pretension, but considerable architectural interest. The inscription which forms the substance of this article was found on the lintel block of the main west entrance of the South Basilica.

Abstract The Wukan Incident attracted extensive attention both in China and around the world, and has been interpreted from many different perspectives. In both the media and academia, the focus has very much been on the temporal level of the Incident. The political and legal dimensions, as well as the implications of the Incident in terms of human rights have all been pored over. However, what all of these discussions have overlooked is the role played by religious force during the Incident. The village of Wukan has a history of over four hundred years, and is deeply influenced by the religious beliefs of its people. Within both the system of religious beliefs and in everyday life in the village, the divine immortal Zhenxiu Xianweng and the religious rite of casting shengbei have a powerful influence. In times of peace, Xianweng and casting shengbei work to bestow good fortune, wealth and longevity on both the village itself, and the individuals who live there. During the Wukan Incident, they had a harmonizing influence, and helped to unify and protect the people. Looking at the specific roles played by religion throughout the Wukan Incident will not only enable us to develop a more meaningful understanding of the cultural nature and the complexity of the Incident itself, it will also enrich our understanding, on a divine level, of innovations in social management.
