The purpose of this article is to analyze the problems of development of innovative processes in integrated industrial structures (IPS).The article considers approaches and methods that activate the development of innovative processes in the IPS. Special attention is paid to the consideration of issues reflecting the economic forms of integration of industrial enterprises: the processes of organizational transformation based on the creation and functioning of new production structures, involving the adaptation of their structural units to the development of innovative activities. Special attention is paid to the formation of the IPS as a promising form of management at the current stage of economic development. The paper analyzes the IPS as a factor of interaction and organization of effective activities of economic entities. The approaches of different authors to the definition of this term are shown. The author comes to the conclusion that the existing industrial environment contributes to the development of innovative activities of enterprises in the industrial sector, its definition is given, the essence and content are revealed. The author identifies and describes the characteristic features of integration processes, the main forms of integration are given, their content is disclosed. The author determines that the management of changes carried out in the development of integration processes is a separate type of innovative activity with its inherent features. Considerable attention is paid to the creation of cluster-network structures representing the development of integration processes in the industrial environment on the basis of network cooperation of participants. The definition of cluster-network integration of industrial sector enterprises has been put into circulation. It is shown that the formation and implementation of the activities of individual enterprises in the cluster gives a positive impetus to the entire innovation system through the mechanisms of networking and participation in technological platforms.

Basing on the strategic approaches, the article investigates the role of innovative entrepreneurship in forming the knowledge economy. The importance of intensifying the development of the knowledge economy in the context of global changes and modern challenges has been substantiated. The need for the formation and development of the country’s knowledge economy, taking into account the deepening development of innovative entrepreneurship, is considered. The expediency of accelerating the commercialization of the results and discoveries of scientific research works is noted. Strategic directions of mutual activities of universities, research institutions, investment funds, industrial enterprises and other subjects of innovative entrepreneurship are given. The necessity of ensuring the effective and efficient application of the results, developments and innovations is substantiated. The progressive world experience in ensuring the development of the national innovation system and the formation of an innovationoriented economy of the country is considered. An objective approach is considered the creation and commissioning of modern technological parks, industrial parks and high-tech parks for an intensive transition to innovative development of the economy and deepening the basic principles of the knowledge economy. The essence and effectiveness of innovative entrepreneurship is revealed, which covers intellectual resources, more productive inventions and discoveries. The importance of developing the market for research services and thereby ensuring the dynamism of the market for science, technology and innovation was noted. The processes and approaches to the development of important elements of the knowledge economy and to strengthening the role of innovative entrepreneurship in this direction are analyzed. The multiplicative effect of targeted measures and the use of state support mechanisms for deepening the development of innovative entrepreneurship in Azerbaijan were assessed. The need to improve and develop organizational and economic factors, the institutional framework for accelerating the creation of an innovation system and multifunctional innovation zones in the country is considered. The role of digitalization and the use of elements of information and communication technologies for strengthening the processes of creating a knowledge economy is shown. Recommendations and proposals were prepared on the strategic role of innovative entrepreneurship in the formation of the knowledge economy in Azerbaijan.

The prospects of the transport development and production associations in the sea-economic system complex of Ukraine are considered in the paper. The definition of a cluster is given, its types are analyzed. It is proposed to create a multimodal cluster in the Odessa region. Maritime trade ports become centers for the intensification of transport and freight flows. The development of interaction forms comes from the simplest port and industrial zones through their association in port-industrial units based on the general infrastructure, the creation of port-industrial complexes and the formation of transport and industrial complexes, representing an informal association of transport and industrial enterprises. As well as related organizations located in a certain territory and operating on the principles of commonality of interests. A higher level of interaction between enterprises, organizations and institutions in the system of a sea-economy complex should be the creation of multimodal clusters in the marine regions of the country, involving the involvement of educational institutions, research institutes, banks, insurance companies and other companies in the sphere of interaction, which will create an atmosphere of trust between power and business, improve the competitive environment, provide productivity growth both to industrial enterprises and to port activity and related activities.

The development of cross-border tourism markets can not be considered beyond the basic principles of EU development policy - smart, sustainable and inclusive growth. The approach to the development of tourism based solely on the use of cultural and natural resources is unpredictable in modern conditions. European experience proves that it is important to consider tourism not as a sphere in the shadow of the industrial sector, but as an integral part of the regional innovation system and an element of the development of the knowledge economy in the region. At the same time, smart-development of tourism is based not only on the active use of the newest information and communication technologies, but also on managerial innovations, production of innovative types of tourist services, application of technologies related to the use of robotics, innovative medical equipment, renewable energy, etc. The purpose of the article is to determine strategic priorities of the development of cross-border tourism market on the basis of smart-specialization, definition of directions of joint actions of Ukraine and the EU countries (both at the level of authorities and local self-government, and business sector) in the development and promotion of new tourist products, substantiation of directions of effective the use of endogenous tourist potential of a cross-border region in conditions of activation of European integration processes. On the basis of the study, main development directions of Ukrainian-Polish cross-border tourism market on the basis of smart-specialization are defined as following: creation of a digital platform for the Ukrainian-Polish cross-border tourism market, active promotional campaign for tourist products of Ukrainian-Polish cross-border tourism market, development of cycling tourism and creation of an inter-state bicycle route, expansion of market by increasing the number of tourists aged 55+ and creation of tourist products for this age group as well as development of sentimental (nostalgic) tourism.

This article addresses a number of challenges related to the complexity of industry research. The points of view in solving these problems were studied, and methodological bases for the development of the industrial sector were developed. It is proposed to create in the lower reaches of the Amu Darya large centers of the oil and gas chemical industry, mining industry with non-ferrous metallurgy, industrial bases for the agro-drainage cycle of production, light and processing industries. The first priority should be the formation of the foundations of the market environment in industries. This process is currently taking place in two directions: the creation of new private, joint-stock and other forms of enterprises, as well as through the modernization of industries, the second priority area of economic reforms in industry should be the creation of enterprises that are technologically advanced and have the ability to produce innovative products; the third priority area is the development of infrastructure industries that produce life support products for the population and the service sector, as well as the creation of quickly recouped industrial enterprises that provide deep processing of agricultural raw materials and mineral resources.

The author substantiates the urgency of building clusters in the context of development of the Russian national innovation system, as well as the need to reduce the excess energy intensity of industry. Taking these factors into account, the author proposes the formation of a new type of cluster structures: innovative energy efficient clusters. The author's definition of this term is given in the introductory part of the study. The analysis and review of selected studies on the topic of cluster development of the economy and energy efficiency of industrial enterprises is carried out.

Capitalism has required the function of the entrepreneurs, people who use creativity, understood as the ability to solve problems and put innovation into practice. Firms can be social, public, and private; in this last case, the creation of an enterprising company involves new products, new production methods, the opening of new markets, the development of new sources of raw materials and inputs, and the creation of new market structures in the industry. This chapter is a bibliographical review of the theories of entrepreneurship from economics, sociology, psychology, and management aiming to contribute to the construction of a definition of entrepreneurship and entrepreneur that can be accepted by scholars in this field.

In the article the author views economic and managerial issues of development of innovative activities of industrial enterprises based on the implementation of economic processes of the National technological initiative; presents the parameters of NTI implementation; shows that the effectiveness of innovative development of industry determines the creation of future markets, allowing enterprises to shape the image of the future of industry, to carry out a continuous and complex innovation process, the production of innovations, their commercialization and market demand. The author substantiates the relevance of implementing the processes of innovative development of the industrial complex of the region on the basis of NTI, which consists in the fact that the creation of innovations and their commercialization allowed enterprises to have a leading position among similar manufacturers, creating products with a high level of knowledge intensity, thereby forming new technological markets. NTI stimulates the development of new markets, determining the forecast of economic development. Innovative development of the region's industrial complex on the basis of NTI involves the creation of an integration grouping of the industrial sector on the basis of the innovation ecosystem. The most significant result of the research is the development of a model and an algorithm for evaluating the innovative ecosystem of the industrial complex of the region based on NTI. The model reflects that the development of STI projects is carried out through the innovation support infrastructure. In order to implement innovative STI projects, a regional ecosystem of innovation support is being created on the basis of industrial clusters. The main importance in the ecosystem is the network connections of participants in innovative processes and their technological capabilities (points of technological growth). In the article it is shown that the strategy for implementing STI to create new markets and technologies is based on the innovative activity of industrial complexes. In the model of the proposed ecosystem of innovative support for the industrial complex of the region based on NTI, an algorithm for evaluating the effectiveness of its functioning has been developed.

Purpose. The aim of the article is substantiation of expediency of use of theoretical and methodical tools of definition of a real and effective direction of innovative development and the further formation of practical bases of effective functioning of agro-industrial enterprises. Methodology of research. General scientific and special methods were used in the process of research, in particular: dialectical, monographic and system analysis – to substantiate the essence of innovative development, strategic development; abstract and logical, tabular, graphic – in the formation of strategic directions of innovative development of enterprises, presentation of ratings and indices of readiness for innovative development, etc. Findings. It is determined that the innovative development of agro-industrial enterprises in the conditions of neo-industrialization of modernization is realized in three stages: ability; opportunities; readiness to implement a strategic direction. A differentiated analysis was conducted on the basis of generalization, substantiation and specification of methodological and practical approaches to the ability, ability and readiness for innovation and investment development to determine the real and effective direction of innovation development, and also the set of factors influencing efficiency of practical realization of modernization of the agro-industrial enterprises in the context of neo-industrialization is defined by an expert way by a method of Delphi. It is proved that the strategic directions of innovative development of agro-industrial enterprises in the context of neo-industrial modernization are intellectualization of neo-industrial innovations, integration of enterprises with scientific organizations, creation of innovation clusters as associations of enterprises, Institution of higher education, scientific and financial institutions and other organizations and the introduction of certain innovative elements. The generalized estimation of readiness for innovative development of the enterprises on their sizes on signs by definition according to the normalized correlation coefficients and the certain range of probable changes is given. The definition of “innovative activity of the enterprise” has been supplemented. The achieved level of Ukraine's ability to master advanced technologies, which is assessed by the Index of readiness for advanced / breakthrough technologies according to the world rating is studied. Originality. The strategic directions of innovative development of agro-industrial enterprises in the context of development of innovation system in the conditions of neo-industrialization are generalized. Practical value. The obtained results of the study can be used to determine the potential for innovation, taking into account a set of factors that promote or hinder innovation, as well as components of the ability, capabilities and readiness of small, medium and large enterprises of agro-industrial complex for such development based on building a matrix of choice of strategic alternatives within the framework of innovative business. Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture).
