The prospects of the transport development and production associations in the sea-economic system complex of Ukraine are considered in the paper. The definition of a cluster is given, its types are analyzed. It is proposed to create a multimodal cluster in the Odessa region. Maritime trade ports become centers for the intensification of transport and freight flows. The development of interaction forms comes from the simplest port and industrial zones through their association in port-industrial units based on the general infrastructure, the creation of port-industrial complexes and the formation of transport and industrial complexes, representing an informal association of transport and industrial enterprises. As well as related organizations located in a certain territory and operating on the principles of commonality of interests. A higher level of interaction between enterprises, organizations and institutions in the system of a sea-economy complex should be the creation of multimodal clusters in the marine regions of the country, involving the involvement of educational institutions, research institutes, banks, insurance companies and other companies in the sphere of interaction, which will create an atmosphere of trust between power and business, improve the competitive environment, provide productivity growth both to industrial enterprises and to port activity and related activities.

The purpose of this article is to analyze the problems of development of innovative processes in integrated industrial structures (IPS).The article considers approaches and methods that activate the development of innovative processes in the IPS. Special attention is paid to the consideration of issues reflecting the economic forms of integration of industrial enterprises: the processes of organizational transformation based on the creation and functioning of new production structures, involving the adaptation of their structural units to the development of innovative activities. Special attention is paid to the formation of the IPS as a promising form of management at the current stage of economic development. The paper analyzes the IPS as a factor of interaction and organization of effective activities of economic entities. The approaches of different authors to the definition of this term are shown. The author comes to the conclusion that the existing industrial environment contributes to the development of innovative activities of enterprises in the industrial sector, its definition is given, the essence and content are revealed. The author identifies and describes the characteristic features of integration processes, the main forms of integration are given, their content is disclosed. The author determines that the management of changes carried out in the development of integration processes is a separate type of innovative activity with its inherent features. Considerable attention is paid to the creation of cluster-network structures representing the development of integration processes in the industrial environment on the basis of network cooperation of participants. The definition of cluster-network integration of industrial sector enterprises has been put into circulation. It is shown that the formation and implementation of the activities of individual enterprises in the cluster gives a positive impetus to the entire innovation system through the mechanisms of networking and participation in technological platforms.

The article examines such forms of educational cooperation between Russia and China as participation in the activities of the SCO and BRICS Network Universities and the creation of joint educational institutions. The authors have carried out an analysis of educational models of the SCO University and determined the role of the basic Russian and Chinese universities in the implementation of the priority areas of training specialists for the SCO member countries. Educational models, priority training areas planned for implementation at the BRICS Network University, as well as the universities – members of the BRICS branch of the Russian and Chinese sides have been described. The paper dwells on the issue of joint educational institutions in China: the definition of joint institutions used in Chinese regulatory documents has been given, a statistical analysis has been carried out of China’s joint institutions created together with foreign universities. The educational models of four joint educational institutions of Russia and China operating on the territory of the People’s Republic of China are studied. The conclusion was made about the role of Russia and China in the development of the world educational space and the prospects for cooperation between the two countries in creating joint educational institutions.

In the article the problems, which appear under the creation of monitoring systems concerning the condition of informatization of general educational institutions, such as definition of monitoring object and list of parameters that will be traced during the monitoring, technologies of obtaining and actualization of data parameters, that are to be monitored, formats of data submission and ways of its processing, monitoring time period etc. are considered. In the article some decision of these problems are offered. Here is also mentioned the data of some characteristics and possibilities of the creation of monitoring systems concerning the condition of informatization of general educational institutions in Ukraine.

The objective of this abstract was to determine the features of the using of the imitational technologies in the educational process of labor protection specialists. The theoretical (scientific literature analysis, modeling of specific situations, synthesis and comparison, evaluation and synthesis of collected facts) and empirical (observation, questioning, testing, questioning, conversation, problem solving, game interaction) analyzing methods were used as the main ones. The features of the active teaching methods using were determined. The experience of their implementation in the educational process is discussed. It is proved that the interpersonal interaction of students in the process of vocational training contributes to very many important things. Such things are: the effective formation of skills for emergencies forecasting at military and construction objects, social and educational institutions, industrial enterprises of various forms of ownership; the development of life strategies in order to minimize these destructive influences; the development of adequate measures to prevent possible emergencies etc. The experience of the «Accident at the enterprise» simulation technology using is discussed. An algorithm is proposed which consists of the next stages for the implementation of educational technology: the definition of a goal; the necessary material and equipment selection; the familiarization with the simulation problem content; the normative base of business activity studying; the creation of the investigation expert accident commission; an analysis of the materials received and the investigation of the root causes that led to an accident; the reveal of the officials who committed violations; the development of recommendations for elimination of the revealed violations; summing up and issues discussing. It is important to take into account that the simulation training technologies are the most effective when students acquire future professional activity experience, and analyze the possible variants of activity in the industrial, educational and social spheres. The author notes that the studying of the essential training technologies simulation features provided an opportunity to determine the main advantages of their use in the practice of future labor specialists training.

Entities such as commercial insurance companies are obliged to create technical provisions in order to fulfill their activities. Technical provisions are used to cover liabilities of commercial insurance companies arising from insurance and reinsurance activities. The principal aim of this paper is to determine the impact of the creation and use of technical provisions for some important items of the financial statements, which are liabilities, a balance sheet, profit and an income tax base. A prerequisite to fulfill the objective of the paper is to analyze the accounting legislation for technical provisions in an insurance company. The intention of the presented paper can be divided according to its conception into two parts. The first part of the paper is devoted to methodological aspects in relation to the general definition of the accounting principles and their importance in the accounting of commercial insurance companies. The second part deals with the methodological procedure of the accounting of the creation and use of technical provisions and the specifics of how they are reported in the financial statements of commercial insurers. Conclusions of the paper show contemporary issues in the analyzed area in the context of the financial crisis.

The economic downturn resulting from a sharp decrease in demand under the pan demic implies the transformation of the existing ideas about the principles of running enter prises and their associations – industrial complexes. Currently, there is no commonly-used definition of this concept available in laws and regulations or science. The use of such vague terminology allows multiple interpretations which bias the findings and decrease their applica bility for the industrial policies aimed at achieving economic growth in the most effective way. The paper focuses on establishing the up-to-date research programme for the term “industrial complex” in economics. The methodological basis rests on the set of concepts including neo classical and neoinstitutional theories, the systems approach, and postulates of management theories. The research employs fundamental methods of formalisation and systematisation, and 20 Journal of New Economy 2020 • Vol. 21 • No. 2 Theoretical Basis of Economic Development and Growth relies on bibliometric and content analyses. Based on the developed research programme, the authors identify the key features of the industrial complex including systemic, multi-sectoral institutional nature of such association represented as a network focusing on meeting a unified set of needs and requiring management of a multiplicity of subjects. The study shows that since the location of industrial complexes is no longer limited it cannot be regarded as a meso-level subsystem. The authors propose their interpretation of the industrial complex as a multi-sec toral institutional association of industrial enterprises and infrastructure facilities represented as a network focusing on meeting a unified set of needs. The obtained results can be applied to monitor the performance and efficiency of industrial complexes, as well as to formulate specific items of a policy for economic growth.

The article gives an overview, performs analysis and classification of successful managerial practices applied at Russian industrial enterprises in the framework of the national project “Labour productivity and employment support”. The paper emphasizes the main factors of labour productivity growth as follows: investment policy, growth of human capital, and efficient use of managerial capital of enterprise. In order to determine the need of enterprises to increase labour productivity, the author proposes four universal criteria that signal the existing inefficiency even before the loss of competitiveness: 1) the dynamics of labour productivity in the company is not positive during a given period; 2) the company is behind competitors by labour productivity indicator; 3) the company is behind competitors by labour productivity growth rates indicator for a certain period; 4) unit production costs rise. These criteria allow you to take into account the situation both within the enterprise and in comparison with other enterprises. Each criteria can be considered separately or in combination with the others, applied to enterprises of different industries, specialization, and scale. Criteria indicate the direction of development in which the company is experiencing difficulties at the moment, or may experience them in the future.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

The paper provides a definition of the economic mechanism for managing the communication business processes of industrial enterprises in the context of globalization as a set of a system of relations, authorities, forms and methods of organization and operation, which are regulated by legal and other norms of activity and provide effective interaction in internal and external environments. This allows to deepen the understanding of the essence in the context of globalization under the orientation towards communication (we mean interaction first of all). The composition of the comprehensive economic mechanism for managing the communication business processes of industrial enterprises is studied. This mechanism includes organizational, economic, legal, political, technical and technological, market, production, social, motivational, adaptive and communication submechanisms. This allows further formalization of the process of elemental improvement of the communication business processes of industrial enterprises. The components of mechanism are detailed. In particular, the economic submechanisms include the mechanisms of profits distribution, economic stimulus, financial, equity, investment and reinvestment in development and other mechanisms. The legal submechanisms include the mechanisms, which govern communication and professional legal relations. Organizational submechanisms include structural mechanisms, administrative and information mechanisms that ensure the development and modernization of communication activities at the enterprise, its information security. Political submechanisms include mechanisms of information policy, social and economic policy and foreign economic policy. Market submechanisms include the ones of market competition, demand and supply, etc. Social submechanisms include the ones of transparency of doing business, social responsibility, social and psychological impact, etc. Production submechanisms include the following ones: resource, implementation of new types of software and hardware and other. Technical and technological submechanisms include the ones of scientific and technological progress, technological updates. Motivational submechanisms include the mechanisms of material and non-material incentives of personnel. Adaptive submechanisms are the submechanisms of innovative development (including implementation of innovations in information field), managing the personnel potential, etc. Communication submechanisms include the ones of information-and-analytical activities (including research conducting); external communications (including the system of integrated communications tools, modern telecommunications and communications facilities); internal communications (including creating corporate culture). The relevance of this topic is linked to the need to understand the way in which Asian countries develop theoretical musicology in active cross-cultural communication. This work examines Xiao Youmei (1884–1940), one of the most outstanding representatives of Chinese music culture in the first half of the XXth century. His contribution to Chinese music education and science include the organization of the Shanghai Conservatory of Music (1927), the upgrading of national musicology and the development of the first textbooks on music theory and history for training specialists. Of particular importance is Xiao Youmei's educational activities, related to the study of European music and the definition of the main directions in its research. The article mainly discusses the methods used by the Chinese musicologist in introducing European music to the students of the first music educational institutions in China. Theoretical and historical problems of European music are taught in Xiao Youmei’s textbooks: "Essays on the History of Western Music" (1920–1923), "General Musicology" (1928), "Harmony" (1932). They were distinguished by the following features: an overview principle of the presentation of the material, an expansion of the range of languages used by the term authors, several musical examples and a lack of scientific resources, which is explained by the stage of origin of the music educational system and scientific platform in China in the first decades of the XXth century. One of the main features of the content expressed in Xiao Youmei's textbooks is the correlation between various parameters of Chinese and European music. The paper provides examples illustrating the method of using the notions of one thinking system to explain the other (in the field of harmony, instrumental science). It is explained by the transitional stage in the formation of Chinese musicology — from the old system of notation to the new one.
