Abstract. The problem of elaborating the comprehensive state policy on regulatory and legal provision of the financial security at all levels of economy is significantly important for Ukraine. It is crucial to ensure development and implementation of the legislative framework that would determine the types of internal and external threats to the stability of financial activity and the means of counteracting these threats; the full power and responsibility of state authorities concerning the financial and legal regulation aimed at warranting order in financial sphere; the mechanism of financial control organization as the means of preventing financial offences. The aim of the research is to outline the essence of new threats to the economic and financial security of the state under modern economic conditions and search for the required mechanisms and means of regulatory and legal provisioning of the financial security of Ukraine. In the course of research, the general scientific and theoretical methods have been applied. These include systemic analysis (for defining the object and the subject of research); abstract and logical method (for preparing the scientifically justified generalizations and conclusions about the essence, the mechanism of provisioning financial security of the state, and the factors that designate it); graphic method (for representing visually the mechanism of ensuring financial security of the state). The article introduces improvements to the list of modern internal and external threats to the financial and economic security of the state with respect to the immanent nature of the World Band and the International Monetary Fund. It has been emphasized that the new list of indicators and sources of initial information about the constituent components of financial security should be developed and approved because the current list was outlined in the end of 2013 and does not take into account modern realia. It is necessary to determine the functions of the Ministry of Economy of Ukraine in the realm of monitoring and regulating financial stability of the state, particularly in the real economy sector. It has been specified that scientific development of the range of problems related to the methodology and legal regulation of the state security provisioning, as well as the means and methods of preventing and mitigating the threats, is tightly connected with the development of macroprudential supervision and regulation under the aegis of the National Bank of Ukraine. The introduction of new indicators by the Bank (such as the level of non-performing loans, the financial stress index, and others) is the positive step. Nonetheless, the large quantity of private indicators interferes the process of elaborating the set of measures for financial and legal regulation of the financial security level. The new methodological approach to development of the integrated indicator of financial stability at the macro level has been suggested. The research results enable the possibility of improving the mechanism of state financial security and justifying the set of measures for its reinforcement. The review and improvement of the current legal framework in the area of financial and regulatory economic security, and development of the new integrated indicator of financial security level are necessary. Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The financial security of the state becomes especially important given the crisis manifestations in the global financial system, loosening of the state control over the monetary system and the increasing political pressures on economic processes. The article’s objective is to review the theoretical foundations of the financial security and analyze the impact of the budgetary policy on the budgetary security as the core the financial security of the state. A statistical analysis of the budgetary policy impact on the budgetary security is made for the period of 2015–2019 on the basis of Methodological Recommendations on Computation of the Economic Security Level in Ukraine, with assessing four indicators: (i) the ratio of the public budget deficit/surplus to GDP; (ii) the share of deficit of budget and off-budget funds of the general government in GDP; (iii) the share of GDP redistributed via the consolidated budget; (iv) the ratio of cumulated payment for debt service and repayment to the public budget revenue. The assessment scale ranges from 0 to 1 (or from 0 to 100%) and consists of five intervals: absolutely critical level of danger; critical level of danger; dangerous level; unsatisfactory security level; satisfactory security level; optimal security level. Results of the analysis give grounds to suggest that the policy concerned with public borrowing, debt service and repayment is must be urgently revised, because the respective indicator (which is the ratio of cumulated payment for debt service and repayment to the public budget revenue) was signaling extremely high levels threats to the budgetary security in 2015–2019 and, eventually, to the financial security of the country.

The article deals with approaches to interpretation of the economic security concept. The main functions of economic security have been characterized, they are divided into five groups: protective, regulatory, preventive, innovative and social. System of the state economy security represented by internal and external subsystems, which have its components, is analyzed. The main elements of external security subsystem are determined as technological, commercial and financial elements. The subsystem of internal security includes the industrial, technical, raw material, energy, ecological, and information components. Accordingly, internal and external threats to the state economic security are identified; they specify the insufficient level of economic stability, and as a consequence, reduction of the economic security level for each state. The main approaches to ensuring economic security in European countries have been considered, as well as analysis of global economic competitiveness dynamics index in European countries in 2016-2017.

Modern globalization and integration processes, introduction of the latest information technologies, competition in the banking sector, increasing of foreign banking capital share, lack of comprehensive legal regulation of banking activities, lack of development of Ukrainian financial markets, tense criminal challenges lead to new threats to financial security of the banking sector in general and of individual banks in particular. In turn, the efficient functioning of the banking system is impossible without maintaining high level of financial security of each commercial bank. The aim of the research is deepening the theoretical and methodological foundations of commercial bank financial security assessing and to development practical recommendations for improving its level. The subject of the research is theoretical and methodological principles and practical aspects of analysis and assessment of bank financial security level . The methods of the research: logical and meaningful method, method of comparison, method of analysis and synthesis, method of expert estimation, method of coefficients, integral method, etc. The hypothesis of the research. The investigation of the current state of a bank's financial security should be conducted in several stages: questioning of typical (external and internal) threats to the bank's financial security; express analysis of commercial bank financial security level; calculation of the integral index of bank financial security level. The statement of basic materials. The survey conducted typical external and internal threats to bank financial security, the results of which showed that the investigated bank is protected from external threats to financial security by 60% (9 points out of 15 possible) and from internal threats by 100% (15 points out of 15 possible). In the second stage of the process of financial security research, express analysis of financial security was carried out on the bases of the coefficients method, which includes four groups of basic banking indicators: bank financial stability indicators, bank business activity indicators, bank liquidity indicators, efficiency of bank activity indicators. The results of the rapid financial security diagnostics showed that in 2014-2015 the bank had low level of financial security, and in 2016-2018 it was sufficient. In addition, the integral financial security index of the bank is calculated, including the following indicators: financial and economic standards, credit and deposit dollarization, banking performance (ROA, ROE), profitability indicators and others. Integrated financial security indicators show that the highest level of financial security was in 2016, and in 2018 it was sufficient. It also proposes measures to enhance various components of the bank's financial security, the practical implementation of which will improve the efficiency of managing of banking institution financial security. The originality and practical significance of the research is development an approach to assessing commercial bank financial security and implementation it on the example of Raiffeisen Bank Aval. Conclusions and perspectives of further research. The approach to the assessment of the financial security level is proposed, which involves carrying out the evaluation in several stages, namely, the questioning of external and internal threats to bank financial security, express analysis of the financial security level of a commercial bank and calculation of an integral indicator of bank financial security level, which makes possible to assess the bank financial security level. It also proposes measures to enhance various components of the bank's financial security, the practical implementation of which will improve the efficiency of managing of banking institution financial security. As part of the further study it is planned to evaluate the effectiveness of the proposed measures of bank financial security level increasing.

Annotation. Introduction. Permanent financial crises, currency fluctuations, inflation expectations, intensification of competition, increasing regulatory requirements for bank capital and risk reserves, military-political instability, globalization processes - all this is pressure for a stable financial condition of the banking system. Given the Anglo-Saxon structure of the financial market of Ukraine, banks are in fact the only internal source of capital for individuals and legal entities, which determines the importance of the impact of the banking system on the financial security of the state. In the conditions of dynamism of the modern world the question of preservation of reliability and efficiency of the modern bank becomes more and more actual. The issue of crisis prevention, threats, risks is given considerable attention in world practice, which is due to the need to maintain public confidence in banking institutions. The resilience of the banking system and its members to internal and external threats cannot be ensured without effective tools for control and influence by the regulator. The state is directly responsible for ensuring not only the stable development of the banking services market, but also the effective functioning of all components of the financial system. Timely analysis of indicators of financial stability of the banking system allows to identify the main problems in the activities of domestic banks and identify areas for their elimination, which will ensure the stability of economic development of the state. Purpose. The purpose of the article is to clarify the essence of the concepts of "financial stability of the banking system" and "financial security of the state", as well as to determine the relationship between financial stability of the banking system and financial security of the state. Results. It is determined that assessing the financial stability of the banking system is an important strategic task to ensure the financial security of the state. The interconnectedness and the place of financial stability of the banking system among such categories as stability, security, efficiency and reliability are substantiated. As a result of the calculation, the place of the banking component in the general structure of the financial security of the state was clarified. The analysis allowed to systematize the main threats to the financial security of the state, the source of which are the factors of the banking sector

The purpose of the study is to scientifically substantiate the place and role of regulatory support in the formation of financial security, study the factors influencing its level and identify ways to improve it. The study used general scientific and special research methods: analysis, synthesis, methods of systematization and logical generalization − when disclosing the theoretical provisions of the financial security of the state and its legal regulation; correlation and regression analysis, econometric methods and models − to determine and study the influence of factor values on the volume of gold and foreign exchange reserves of the NBU; method of expert assessments − when developing recommendations for the formation of an effective mechanism for ensuring the financial security of the state, a graphical method. The nature and significance of the legal support of financial security are outlined, which is aimed at creating an improved legal framework and a system for controlling financial business entities in order to detect and prevent financial crimes. The factors influencing the level of the state’s financial security are considered. Their influence on the volume of gold and exchange reserves of the National Bank of Ukraine which in the conditions of financial stability should be balanced is determined. The mechanism to ensure the state’s financial security is offered, which further contributes to the implementation of a set of legal, structural and organizational, procedural, personnel, technological and resource tasks. In the future special attention should be paid to improving the current legal framework that would protect the interests of entities of a financial system from illegal encroachment and help recover offense damages. All these measures will contribute to raising the level of the state’s financial security and will help integrate the state into the international financial and economic space.

Urgency of the research. The transition to the market in Ukraine led to changes in the sphere of economic relations, which are characterized by a high level of instability. Signifi-cant changes that have occurred in recent years have also created new threats to the domestic economy, necessitating the diagnosis of Ukraine's financial security. Target setting. The welfare of each state primarily de-pends on the stability of its financial system, which is provid-ed through the timely diagnosis of its threats and response to them. Actual scientific researches and issues analysis. The issues of financial security of the nation, as an economic component, the principles of the formation of a system for ensuring financial security were revealed in the works of domestic and foreign scientists, namely in the works of A. Baranovsky, V. Geyets, M. Yermoshenko, J. Zhalilo, B. Karpinsky. A. Sukhorukov, A. Shevchenko and others. Uninvestigated parts of general matters defining. In the conditions of cyclical economic fluctuations, which are characterized by a high degree of uncertainty, it is of acute necessity to diagnose the financial security as a component of the state's economic security. The research objective. The purpose of the article is to conduct a diagnosis of Ukraine's financial security and identi-fy the threats that affect it. The statement of basic materials. The article analyzes both the dynamics of integral indicators of the components of financial security by the methodology of the Ministry of Economy of Ukraine for 2013 – 2017 and the dynamics of financial security indicators by the methodology of the Na-tional Institute of International Security Problems of Ukraine from 2013 to 2017, as well as distinguishes their shortcom-ings. There is proposed a system of measures to increase the level of financial security of the enterprises in Ukraine. Conclusions. Diagnostics of the level of financial security is a complex process of identifying, analyzing, eliminating and forecasting the emergence of internal and external threats to the state. Diagnosis of the components of financial security is the basis for developing a set of measures to counter threats and improve the level of protection of Ukraine.

Given the current integration processes of the world economies, the issue of economic security of the state is extremely acute. The openness of markets facilitates the free flow of resources but also threatens the rapid transfer of crisis phenomena from one economy to another. There is a need to develop an innovative methodological tool for assessing the level of economic security in the country based on the calculation of a generalized indicator that will serve as a benchmark in the formation of state economic policy in the context of ensuring its sustainable growth and countering internal and external threats. The methodological tools of the study are methods of normalization, Fishburn’s rule, multiplicative model. Assessment of economic security level in the article is carried out in the following logical sequence: formation of an extended list of indicators characterizing the economic security of the state; characteristics of indicators in terms of opportunities and risk; determining the priority of indicators in the summarizing indicator; bringing indicators to a single measurement system; calculation of the integral indicator of economic security by constructing a multiplicative model; qualitative interpretation of the integral indicator of economic security. The results of the selection of relevant factors influencing the economic security of the state revealed that the selected determinants confirm the hypothesis of financialization of all economic processes in Ukraine and the need for state regulation of the financial system in order to ensure economic security. Empirical calculations have shown that during 2008–2018, Ukraine's level of economic security can be assessed as medium or low, and its dynamics correlate with crisis processes in the financial and economic sector and exacerbation of political instability in the country. Taking into account the low level of economic security in Ukraine, the authors elaborated a set of measures to improve the state regulation of economic security within the institutional, procedural and functional elements of it, as well as substantiate the impact of the proposed innovations on the economic security of the state. The results of the research can be useful for governments in order to adequately respond to destabilizing factors in the national economy. The present day global financial-economic crisis caused by the spread of the COVID-19 pandemic actualizes the problem of improving the basic approaches to assessing the economic and financial security of systems at all levels of management. The article is aimed at disclosing the essence and analyzing the main approaches to assessing the economic and financial security of the State, region, enterprises in order to substantiate the directions of improving the methodological basis for ensuring the economic and financial security of systems at different levels of management in accordance with the novel wave of challenges and threats. On the basis of research of scientific publications, the main approaches – the indicator and the functional – to the assessment of economic and financial security of systems at all levels of management are allocated and characterized; directions of their improvement are substantiated: expansion of the existing system of indicators by means of inclusion in its composition indicators of early warning of crisis phenomena in other spheres of public life that can undermine economic and financial stability; substantiation of scientific provisions on the use of the multiplier form of the integral indicator. It is proposed to improve the official approach to computing the level of economic security of Ukraine by including the ecological security indicators in the system of economic security indicators. The emphasis is placed on the need for further development of the scenario approach to the assessment of economic and financial security of the State, region, enterprise, which allows to obtain an assessment of the level of security of the research object in the medium and long term, with an average or high degree of uncertainty.
