The article analyzes the legalacts related to the formation and development of civil society institutions in Ukraine. Attention is paid to the implementation of the legislation on the development of public relations in the activities of the state archives of Ukraine. The main provisions of strategic planning in the archival sphere, developed by the State Archival Service of Ukraine and a group of state archival institutions, are considered; highlighted are the priority areas of development of the archival industry, including the establishment of mutual understanding with the public.Changes in communications management in the State Archival Service of Ukraine are revealed. The implementation of the policy of transparency and openness in the activity of the state archives of Ukraine is shown on concrete examples. Areas of cooperation with the public through information, consultation, dialogue, and partnership are characterized. The tools of communication of archives with civil society institutions and the public are defined. Attention is drawn to the need to strengthen the development of partnerships and involve patrons in the implementation of socially important projects.

This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.

Implementation of Public Relations or Public Relations is the entire implementation and application of the role of public relations in an organization / agency / company that has been planned, and organized with the aim of creating and maintaining mutual understanding and connecting between companies and their communities. New media is a trending innovation and its influence in the promotion of mutual understanding between organizations and strategic publics is a more contemporary issue. This study evaluates the perception of public relations practitioners on the incorporation of new media into the process of promoting good relationships between organizations and strategic publics in Nigeria. The fundamental goal is to examine if public relations practitioners find new media helpful in carrying out public relations activities in their organizations. This study is hinged on Technological determinism theory.  Findings show that public relations practitioners of both public and private organizations do perceive the adoption of new media technologies in the performance of their function for the promotion of mutual understanding as supportive to quick and interactive approaches to dissemination of information from organizations to strategic stakeholders and the public. The study recommends that more public relations practitioners of organizations especially public organizations should be encouraged to use new media in course of executing their professional assignments.

This paper contributes to the professional maturity of the profession by highlighting the problems faced by the practitioners and their professional solutions. The data and analysis are based on structured qualitative interviews of the highest ranked PR (public relation) professionals working as the heads of PR departments in government and private institutions. Practitioners urged to establish Pakistani public relations substructures well-suited with local cultural realities. Practitioners believed that public relations critical role in strengthening democracy in Pakistan to promote democratic traditions and usage of social capital, civil society and public sphere, recognitions of PR as a management function, preparation of a national narrative against terrorism, adoption of new technological advancements, less focusing on internal public and controlling unrealistic boss publicity are the major challenges in the public relations industry in Pakistan.

The article examines justice as a principle of law and as criminal principle of justice as a principle of compensated justice. The measure of justice in punishment is mainly the correspondence of the punishment to the public danger of the committed crime, i.e. a certain equality of harm caused by criminals to other persons, society or the state, and the severity of the punishment imposed on them. The author argues that a court that follows the principle of justice in imposing punishments has to establish two types of genetic correspondence. The first type is the correspondence of the criminal behavior, circumstances of the crime and the culprit’s personality to the public danger of the criminal’s personality as a criminological basis for imposing punishment. This correspondence employs the genesis of criminal behavior to substantiate the imposed punishment. The rejection of this correspondence could lead to a misconception about the nature and degree of social danger of the perpetrator’s personality as well as an unreasonable type and amount of punishment for the committed crime. The second type consists in the compliance of the type and amount of punishment with the grounds for its imposition ˗the social need to oppose antisocial behavior and personality traits of the guilty person with such a punishment that meets the interests of law-abiding citizens, society, and the state, that is, a social phenomenon that embodies the genesis of criminal law regulation of public relations. The author claims that that it is necessary to identify not only the above-mentioned types of genetic and other correspondences in the mechanism of imposing a punishment, but also take into account the correspondence in terms of proportionality, especially when it comes to the compliance of the punishment with the gravity of the crime committed. Having analyzed all types of correspondences in the mechanism of punishment imposition, the author concludes that since the indicated types of orrespondences in the system of punishment imposition determine the activity of the court, insofar they act as its regulators. The ability to regulate the activities of the court turns their entire set into an instrument for introducing the principle of justice into punishment. Therefore, the mechanism for imposing punishment manifests itself in the process of regulating criminal law relations as a legal instrument for implementing the principle of justice in punishment.

Abstract Management Issues in public relations has become an important part in government agencies in both the internal and external relations, if public relations help in facing a growing issue in a public relations liaison. General Directorate of PDAM Tirta Bhagasasi implementing issues management in maintaining the image of the demonstrations and reports which demands transparency capital funds for MBR program. But this concept is not optimal due to the lack of issue management system at PDAM Tirta Bhagasasi in anticipation of a growing issue in the community. This study with several theories: public relations, issues management, public relations concept, Issue and crisis management. With variable issues management. This variable has five dimensions and sixteen indicators. Research approach in quantitative, descriptive methods. Management issues by companies to identify, analyze and manage the various issues that come to the surface before the issue is widespread among the public. Parties should be able to do public relations strategic planning to make the corporation is able to analyze the issues, formulate policies, take action and decisions quickly. General Directorate of Legal Affairs and Public Relations principally PDAM Tirta Bhagasasi should be able to coordinate all forms of communication when issues develop. Provide information to the public by a written statement or a press conference. Issues management is also a medium for public relations to participate in management decisions. Public relations have an important role in the effective management of issues, especially in the strategic planning function and its relationship with the surrounding environment of the organization.   Keywords: issues management, crisis management, maintaining the image   Abstrak Manajemen Isu dalam public relations sudah menjadi bagian terpenting dalam instansi pemerintah baik dalam hubungan internal maupun eksternal, tidak dapat dipungkiri publicrelations membantu dalam menghadapi suatu isu yang berkembang dikarenakan seorang public relations menjadi penghubung dengan publik. Direktorat Umum PDAM Tirta Bhagasasi menerapkan manajemen isu dalam mempertahankan citra organisasi mengenai aksi demo dan pemberitaan yang menuntut adanya transparasi dana penyertaan modal untuk program Masyarakat Berpenghasilan Rendah (MBR). Penelitian ini menggunakan beberapa teori: public relations, manajemen isu, menggunakkan konsep public relations, Issue and crisis management. Dengan variabel manajemen isu. Variabel ini memiliki lima dimensi dan enam belas indikator.Pendekatan penelitian yang digunakan kuantitatif, metode deskriptif. Manajemen isu digunakan oleh perusahaan untuk mengidentifikasi, menganalisis dan mengelola berbagai isu yang muncul ke permukaan sebelum isu meluas dikalangan masyarakat. Pihak public relations harus bisa melakukan perencanaan strategis membuat korporasi mampu menganalisis isu, merumuskan kebijakan, mengambil tindakan dan keputusan secara cepat. Direktorat Umum terutama bidang Hukum dan Humas PDAM Tirta Bhagasasi harus dapat mengkoordinasi semua bentuk komunikasi ketika isu berkembang. Memberikan informasi kepada publik dengan pernyataan tertulis atau jumpa pers. Public relations memiliki peranan penting dalam mengefektifkan manajemen isu terutama dalam fungsi perencanaan strategi maupun hubungannya dengan lingkungan sekitar organisasi. This essay offers an overview of public relations history and historiography, using a review of a recently published book series as a starting point. In offering sometimes previously undocumented national histories and regional and non-US perspectives, National Perspectives on the Development of Public Relations: Other Voices opens up the field. However, the series also raises philosophical and methodological issues regarding the role of history, the positioning of public relations, tensions within the field and public relations’ relationship to societal communication and powerful strategic interests. Scholars have not always grounded their histories within wider historical literature that contextualises the public relations occupation and its role in a particular societal context. We argue that a renewed focus on historiography is needed to better address the influence of US progressivist accounts, the scientisation of western public relations and the narrow confines of the public relations discipline.
